‘We were prepared to go wherever the investigation took us'
The initial investigation into Palmer’s death left “more questions than answers,” Sunday said.

In the early morning of April 7, 2018, West Lampeter Township police, in Lancaster County, arrested Palmer on an outstanding warrant in a DUI case, according to the grand jury report.
Palmer was later taken to York County Prison until he could post 10% of $5,000 bail. He also had to complete an evaluation for supervised bail, according to the report.
Two days later, Palmer “exhibited increasingly bizarre and self-injurious behavior.” Corrections officers removed him from his cell to receive medical attention, the report states, but he became unresponsive and died at York Hospital.
