greta brawner mark holden at the table, chair of freedom partners. the president last week throwing his support behind prison reform, that is called the first step act. a lot of great things. first it is important to note, what is in this bill is based on what has worked in the states in the past 10 years. texas, south carolina, georgia have transformed their societies and criminal justice systems through common sense evidence-based practices. that is what this is based on. in texas, in the past 10 years, eight prisons saved over 4 billion tax over $4 billion in taxpayer money and they have a crime rate that is not been this low since the 1960 s. that is what we want at the federal level. this is rehabilitation based on evidence-based practices. the idea is that people come out of prison better than they went in. we have 45,000 people coming in and out of the federal system every year. we have 700,000 people returning to society. 95% of criminal justice system at state and
