Sticker on the wall and leave, yes. Reporter the house continued to crumble . Yes. They make us believe theyre going to do something and it doesnt get done. Reporter harleys frustration is typical of a problem i hear about all the time. A fundamental misunderstanding as to just exactly what 311 is supposed to do. Of course that leads to a bigger perhaps more important question. Is 311 worth its 2. 8 million a year price tag to taxpayers . The program puts operators on duty monday through friday. 8 00 a. M. To 8 00 p. M. To answer questions and send Service Requests to exactly the right city agency. Like the water department, the Streets Department or l and i. James morris is the new Senior Operations manager here. Its a valuable resource. Its a good tool, but to make sure that citizens have access to services. Reporter 311 puts requests for service, fill a pothole, repair a street light into the right hands much these operators dont actually do the work. Thats still the responsibility of often under staffed departments like streets, water and l and i. 2011 city controllers report on 311 found fully a third of the Service Requests submitted monitored by the program were not completed in a timely manner by the responsible city department. Controller Alan Butkovitz says its still hard to know whether the program is actually helping people. Theres really not enough useful data coming out of the way 311 collects their information to know really what is working. Reporter morris promises more detailed information on the 311 batting average is on the way. To make the case to the taxpayers this is worth the how important is it to be able to say, this is the percentage, heres our batting average . I think its critical. Reporter theres another problem. When 311 was lurched in januar january 2009 mayor nutter promised the new service would help unclog philadelphias over burdened emergency call center. It will be a winner. Its good for the city. Takes some of that call volume away from 911 as well. Reporter so what happened . We checked the records and found since 2008, the year before 311 launched, calls to 911 some of which turned out to be nonemergencies actually risen by 16 . Police, fire, ems, all respon responding to more calls than in 2008. Butkovitz all the other cities that have used 311 have major drops in 911 usage. Baltimore cut it by 50 . Philadelphia didnt cut its 911 usage at all with 311. Thats significant failure. Reporter james morris cannot refute the numbers but says we can look at our call stats and say that chances are out of those million plus calls that we handle every year good number of those had not been for 311 likely would have been going to 911. As for the harleys, it was calls by fox 29 that led to the quick demo next door. I thank god for yall. Now i can sleep peacefully, you know, knowing that this wont damage my home.
