Tonight new de man who police say led them on a violent chase on busy i95 in virginia. Police say he shot at their cruisers before he turned that gun on himself. It caused a traffic mess yesterday. Well, today Stafford County sheriffs deputies confirmed the suspect is 42yearold gregory lee, and that he did die from that gunshot wound. News4s david culver learned more about his past, including violent encounters with Law Enforcement. David is on i95 in stafford. He just got a firsthand look of just how close a bullet came to hitting that sheriffs deputy. David . Reporter when i say those images, wendy, youre going to be amazed. It is pretty incredible to see. Meantime you look over my shoulder you can see 95 northbound moving smoothly tonight. 24 hours ago many of these drivers, though, were passing their remnants of what was a highway chase and shooting spree. The suspect, you mentioned his name, he is 42yearold gregory lee. He has since passed away, but we lea t the man deputies say is responsible for this is gregory lee. This photo from the Virginia State Police Sex Offender registry, it lists lee as violent. A violence deputies say started with lee targeting his wife. Shooting at a person here. Reporter deputies tell us it started around 11 20 yesterday morning. They say lee shot his wife three times in their hero on park apartment. Gregory lee involved in a shooting coming from the area of plantation off of 17th. Reporter minutes later a state trooper spotted lee. Northbound 138. Reporter police say lee pulled out a gun and started shooting at them on the highway. Neither state police nor stafford sheriff county deputies shot back. We visited the lot to see what the cruiser looks like. Look at that bullet pierced the windshield. Look at the head rest. You see that fr thats where the bullet went through. Incredibly it narrow missed the deputy. They were so professional and they conducted themselves based on the way they were trained, and did a phenomenal job and we know there was some divine intervention involved. Youre talking about a matter of inches. Reporter a search of lees past Court Records show several offenses. One of them a 2008 guilty plea for assault and battery on a Law Enforcement officer. What remains a mystery tonight is why he would have targeted his wife, 36yearold melissa d. Lee. Tragic event, a mindless event, and the three children left behind. Reporter we can tell you tonight the deputy and the Virginia State Police Trooper who were involved in this incident are home, alive and well incredibly. N now to the latest from the bronx where investigators think they know what started new yorks deadliest fire in decades. They say the fire started in the first floor apartment after a toddler began playing with the burners on the stove. The fire quickly spread throughout the building, spread near the bronx zoo. 12 people were killed. The victims includes five children ranging in age from just 1 to 63. Well have a report from the scene in just a few minutes. President trump, who is vacationing in florida, spent the day at his golf resort in west palm beach. The president hosted members of the coast guard. Mr. Trump said he closed down the course to allow them all to play. The president famously criticized his predecessor for hitting the links, but nbc news reports this is the 88th visit by the president to one of his trump branded golf properties. They have been doing so for hours according to neighbors. And we have some new information about this. We are told this is a warrant that was originated in the Eastern District of virginia which traditionally handles a lot of very highprofile cases. There is a pretty significant presence here of fbi agents as well as some local Law Enforcement and weve seen them and from chopper4 seen them carrying boxes out of this home. At this point, i cannot tell you will the reason, what was the original purpose for this search warrant, what is the target tort search warrant here in this town House Development in sterling, virginia. Now, about the house they are focused on, i can tell you the neighbors tell us that the folks who lived there have not lived there for very long, a few months at best, and neighbors have also told me, we have no idea whats going on here. The heavy traffic and the long commutes return on tuesday morning, but there is a plan to help shave time off your drive. Several communities will experiment with some new traffic light technology. Scott macfarlane has the story that you will see only on 4. Reporter matthew till fords 20 mile morning commute is sticky. This intersection can swallow him like quick sand. Any improvement in traffic flow is going to help us. Reporter near white flint in north county bethesda. If there is a train its a lengthy delay. Reporter randolph road unr signal technology, socalled smart signals. Traffic lights operated by complex computer algorithms and sensor devices. They continuously measure the traffic at the intersection and adjust accordingly. Montgomery county is now testing these devices here along montrose parkway between 270 and rockville pike. They monitor the progress at the countys Traffic Management operations center. We have a lot more sensors on the road so depending on whats happening on the road, the adaptive signal adjusts its timing. Reporter county transportation director says the signals could improve the flow of traffic by 10 , a large improvement he says considering no pavement is being added. But they cant use it everywhere. Some intersections sometimes of day are too conjefrted to help. Sometimes it doesnt change anything. Keep in mind if you are sitting in a signal and it takes you two cycles to get through that signal, that intersection is in a saving mode. Department of transportation is using these a ddaptive in littl river turnpike. Prince georges county is considering adding them on Richie Marlborough corridor. In north bethesda, matthew till ford is holding out hope it can ease pain in his neighborhood. The number one gripe is the amount of cutthrough traffic we have. People trying to avoid this. Reporter here in Montgomery County theyre going to continue testing the adaptive Traffic Signals in montrose parkway through july. If it works, they will likely expand elsewhere in maryland. That can mean slick conditions on the roads when you wake up. In virginia, vdot tells us crews have been pretreating the roads, but it says with temperatures below freezing, the rs so, its planning to have crews staging tonight to treat roads again with salt and sand when the snow starts to fall. So, we should be ready for this with our scrapers and our ice its not going to be a big deal. But if you live especially draw this line a lot. 66 to 50. If you go from front royal to annapolis, areas there have a better chance of seeing snow fall. Down south is flakes, but accumulating snow to the north. Excuse me. Im okay now. Take a look outside. It is on the cold side and, yeah, temperatures continuing to go down. The potomac, we talked about this the other day, it could be frozen in a lot of areas. Were seeing the ice out there. Temperatures have been in the 20s, well below freezing. Today we saw a High Temperature of 31. That is the unofficial high. Im waiting to see if wuchl two freezing. Well be dealing with ice at that point, too. 28 degrees, winds in the north at 8 miles an hour. Look at the rest of the temperatures. 25 g 28 towards honeytown. Wind chill not a huge factor right now. Wind a factor. 20 degrees, 11 in hagerstown, 26 rather 23 in gaithersburg. So, there is not a lot of wind. That will be changing as a result of our next storm system. The next storm system will bring us some snow. Nothing on there right now. It will also bring us much Colder Weather and the wind. Now, here is the storm. Back to the west, starting to see some clouds moving in across parts of our region right now. But the storm is back toward chicago. They have Winter Weather advisories posted from parts of iowa right on through chicago, right on down towards western maryland including garrett county. They can pickup 4 to 8 inches in some of the areas that produce more snow right around say wisp. Here we are at 11 00. Watch the cloud cover, 2, 3, 4, we see snow making its way in across much of the area. Southern maryland, out of luck. It will be to the north as i mention. C fredericksburg. To the north d. C. Into baltimore, darker purples here, to light to moderate. By 8 00 it is moving out, everybody seeing it out of here by 9 00, 10 00 tomorrow morning. If you can wait tomorrow, travel after 10 00, i think its going to be much better on most of the area roadways. We could see some slick spots in some areas. Now, hirbehind this system it g windy. The wind shift and we get a couple snow showers during the afternoon, some of these could be locally enhanced and the wind really picks up and it gets just brutally cold tomorrow night. How much snow . Well, again, not much. Warrenton, over towards waldorf, d. C. , a knappe nnapolis, less t inch. Maybe a coating in these areas, up to an inch possible. One to 2 inches, frederick, hagerstown, the mountains, parts of the blue ridge, especially back to the north and west may pickup a little more. If youre traveling to the no go skiing towards liberty or snow shoe, or white tail, you may want to leave later in the morning, give yourself a little extra time. The snow will be coming down until about the 8 00 or 9 00 hour. Sunday, 25 degrees, wind chills in the single digits. Im going to take you hour by hour for the wind chill coming up at 5 45. So, make sure you tune in there. But there is one of the most frigid forecasts i think ive ever given here at channel 4. Just based on the fact that we will be below freezing for much of the next ten days. All right, doug. Thank you. You know when you see a bunch of trash piled up in the woods or in an alley, chances are its been dumped there illegally. Now you have someone to call, the dump busters. Well look at the team that fights these environmental crimes. Plus, counting down to 2018, the lastminute push to make sure everything is ready for that ball to drop in tim piles and piles of trash, dozens of old tires, even toxic waste. Those are just a few examples of Illegal Dumping that happens in the district. But now there is a team using technology to fight these environmental crimes. A story youre only going to see on news4, Mark Segraves got a firsthand look at how busters are cleaning up the district. Reporter mounds of trash plagued neighborhoods across the district. This alley is what is known as a hot spot for dumping. Folks by this site dump 55 gallon drum of toxic waste. Reporter you heard right. 55 gallons of toxic waste that could have poisoned our environment. They dont have any respect for the residents of the district of columbia. Theyre dumping anywhere they can. Sometimes that is near waterways, sewer systems. Reporter nathaniel is part of a Multi Agency Task force that includes the department of public works, the department of energy and environment, and d. C. Police. They call themselves the dump busters and for the past two years they focused on just one section of the city in northeast. Its our way of changing the environment one block at a time. Translator the dump busters use various tactics educating residents on how to report Illegal Dumping. We have a dumping hot spot back there as you know. Police work using labels to track down the culprits. And even technology. We employ small trail cameras in locations that the District Department of energy and environment has declared hot spots. Reporter those trail cameras have produced pictures like these that police use to get tag numbers of the trucks and arrest the illegal dumpers. In the last year that ive been doing this, we probably locked up approximately 30 people from doing it. Reporter its not just jail time the illegal dumpers can face. They can have their vehicles confiscated. They can be forced to clean up the trash themselves and face fines. Remember that 55 gallon drum of toxic waste . The dump busters caught that guy, too. He faced criminal penalties and big fines. Our violations, we start at a thousand dollars, and it can go up to as much as 40,000. Reporter the frances family devastated by the fire, 27yearold karen along with her precious children, 2yearold kylie and 7yearold gone. Her husband holt in the hospital, brain dead, and it gets worse. Their 19yearold cousin shan tway young also perished from the flames flooded this five story building. This fire is, i said last night, historic. It certainly is in our city to have a loss of life like this. Reporter in all, 12 dead including five children. Firefighters say a 3yearold playing with burners on a stove sparked the deadly inferno. His mom overcome by the smoke grabbed her kids and ran. Screaming, she exited her apartment with her 2yearold and 3yearold and left the door open. So, this fire quickly spread up the stairs. Reporter 56yearold Maria Baptiste was upstairs with her 8 month old marias brother cant believe he lost her this way. Shocked. I had to come down here and see for myself. Reporter for many more its the unknown thats crushing them. We know there are four in critical condition. Were hoping that its him, one of them is him. His name is emmanuel mensa. Reporter a 28yearold soldier credited with saving lives last seen head odd back into the flames. He was also seen to go back in. Someone said they saw him fall, but theyre not sure where he is. Reporter the fire chief telling us today that its not unheard of for a child to start a fire, but it does not make this any less tragic. In the bronx, erika baifield, back to you. We are working for you with an important reminder to check your Smoke Detectors if you live in the state of maryland. The new law takes effect january 1st. It requires your Smoke Detector to be less than ten years old. Thats because the smoke sensing tecog i talked earlier with fire spokesperson pete peringer. Theyre sealed, long life lithium batteries so you dont have to change them for ten years and they also have a hush button on it. Now, if the Housing Authority finds out you have an old detector in your house, you could face ten days in jail or a 1,000 fine. Pete says you could also have problems filing insurance claims if your home is damaged by fire. Well, youre rushing to get through security, make your plane, keep track of your kids and in that hustle, you forget to grab the watch that you left in the plastic security bin and you think its gone forever. But at 1 00 this afternoon when we stood at 29 degrees in washington, in anchorage it was 5 degrees. So, were not far from anchorage. 5 degrees, all right.
