Details on the indictments handed down today. Jennifer . Reporter good morning. The speculation is over. Paul manafort and rick gates have been indicted as part of Robert Muellers investigation. This is the 31page indictment that was released this morning, detailing the charges. Former Trump Campaign chair, Paul Manafort, leaving his Virginia Home this morning, to surrender himself to the fbi. Manaforts business associate and Trump Deputy Campaign chair, rick gates, has also been indicted. Both are facing charges of conspiracy against the United States and Money Laundering. Accused of hiding tens of millions of dollars made while working as unregistered agents for the Ukrainian Government between 2006 and 2016. So while these charges are unrelated to his work on the campaign, they do they are a link in the chain to, you know, Paul Manaforts background, working for people connected to vladimir putin, connected to the russian government. Reporter experts believe this may be just the beginning. Usually, prosecutors start with the lowlying or lowhanging fruit. And they then can become useful to going up that chain. Reporter special counsel robert mueller, who is investigating russian meddling in the 2016 election, revealed today a Trump Campaign adviser, george papadopoulos, pleaded guilty earlier this month to lying to the fbi. The white house released a statement this morning, saying this does not come as a surprise. Former National Security adviser, michael flynn, and the president s soninlaw, jared kushner, have also been under scrutiny. Later this morning, the president responded to these indictments via twitter. He said, sorry, but this is years ago, before Paul Manafort was part of the Trump Campaign. In fact, some of the stronger gusts of the day are happening right now. This is a view of cape may. You can see the white caps on the ocean. Chilly, windy, but it is becoming a sunny day at the shore. And inland, as well. Some nice breaks in the clouds, as the winds have just increased to these are the gusts, at 39 miles an hour in philadelphia and trenton. 29mileanhour wind gusts in millville and 37 miles an hour in Atlantic City. Expect this about as strong as its going to get this morning. And the winds will be dying down this afternoon. The showers, theyre finally out of here. Its going to be dry for the rest of the day. You can see some nice breaks of sunshine in delaware and south jersey. The suburbs of Lehigh Valley and philadelphia will get a good deal of sunshine today, too. It may not clear out completely, but well get enough sunshine to see temperatures climb. And they have made some progress already. All of the temperatures drop down into the 40s overnight. Now its 51 degrees in the Lehigh Valley. And some cool spots in the suburbs. King of prussia is 50. Look at the temperatures into the low 50s in spite of bright sunshine at 2 00 and at 5 00, those winds will still be blowing, holding the temperatures back. So im expecting temperatures to stay in the 50s this afternoon. It will be dry and those gusty winds will dry down some this afternoon. But the chilly weather, this is not going to be the end of it. A look ahead with the extended forecast when im back in a few minutes. Strong winds and heavy rain moved through our area this morning, leaving behind damage and really making a mess. Reporter well, erin, wind is the big story here, right now, as you mentioned, having a big impact this morning, especially on the regional rails. There was an earlier equipment issue that slowed things down. That was problem number one. The weather caused the second major problem on the rails. Strong winds knocked down some branches on overhead wires, causing delays, which continue at this hour. Norristown, fox chase, newark, doylestown, Chestnut Hill, east and west, as well as warminister and west trenton are also experiencing delays of up to 30 minutes. On the roads this morning, issues for drivers there, as well. In west mt. Ari, this tree came down on elmlin and krishim roads bringing down wires as well. Crews worked to clean things up. I also checked in with pico. At last check, they reported a little more than 90 outages that were affecting some 3,600 customers at this hour. We had a little bit of a messy morning commute, too. Watching the schuylkill expressway, with doing pretty poorly, watching around the conshohocken curve and the southbound side. An accident starting to clear out of the way. You can see a delay in both directions, westbound and eastbound, pretty severe moving by that scene. Also watch for some construction. The route 1 southbound ramp to the skoouchuylkill expressway i blocked. Lets move from the boulevard southbound trying to get to the schuylkill and continue on westbound. Once you get to the schuylkill westbound, were seeing some delays too because of that crash. Also in maple shade and new jersey, about two hours ago or so, this accident occurred. Now we have two lanes blocked, so on the southbound and northbound side, a lane in each direction. On route 73, because of this earlier crash, just around stiles avenue. Also watching mass transtransit to this. W warminister, doylestown service is dealing with 30minute delays. Now some residual delays remain. But just expect some delays for all regional rails. Well end with this crash out in pottstown, route 100 southbound just around west kings street. Just into the newsroom, a new mug shot of the 16yearold accused of murdering two other takens. Police just sent us this picture of brandon oliveri. He turned himself into police on friday night. Hes charged with two counts of murder. Police say oliveri shot 16yearold Khalil Miller and salvatore dubeli last saturday night and both died in the hospital. Philadelphia police want to know who shot a man in the back of the head and left him to die on street in north philly. Last night, officers found the man suffering from a gunshot wound along North Hancock street. He died a short time later. Police are interviewing one witness and looking at security cameras in that area. A Police Shooting at the king of prussia mall yesterday caused a lockdown at the largest mall on the east coast. Investigators say the suspect is wanted for two robberies in delaware and another at the mall, this past saturday. Upper Marion Police telling us the incident started when they found that robbery suspect sitting in a stolen car. He took off when they approached him, hitting two patrol cars. Then he tried to run down two officers. Officers fired at the suspect, striking him while he was in the vehicle. A 9 millimeter handgun was recovered from the drivers seat of the suspects vehicle. Were working to find out the suspects condition. The officers who opened fire are on administrative leave. Newark police need your help finding a man wanted for sexual assault. Take a good look at this surveillance photo. Police say the man seen here groped a woman early yesterday morning along east main street and then ran off. Police say its possible he also grabbed another person in the area. Happening now, former Vice President joe biden will headline an annual conference on education in new castle county. Philadelphia eagles safety Malcolm Jenkins help found the Players Group to address those issues. Jenkins said the league did not accept the groups invitation to the meeting in philadelphia today because of scheduling conflicts. The nfl and the players met in new york earlier this month to discuss player demonstrations during the national anthem. A League Spokesman said sunday the nfl is eager to continue the dialogue with the players. It was just a week ago when jenkins and some of his eagles teammates took their fight for reform to harrisburg. Jenkins told state lawmakers the players need to use their leverage that influences athletes to bring about positive change across the country. Two women who were stranded at sea for five months are back on dry land this morning. And they are talking about their survival story. Finally, last tuesday, the crew of a taiwanese fishing boat found the women about 900 miles southeast of japan. They were later rescued by the u. S. Navy. At a News Conference at the American Navy base in okinawa, the survivors said they might not have made it without their dogs. Without those two to make our lives better during the rough times, we might not have made it as far as we did. Fuyava says they plan to try the journey again. Its a chilly one today. Penns landing, were seeing some nice breaks in the clouds, some sunshine, but look at that flag blowing and winds that are gusting to near 40 miles an hour right now. This is about as strong as theyre going to be. The winds will settle down, but the current winds, the steady winds are 25 miles an hour in philadelphia, 23 miles an hour in dover, and along the coast, wildwoods reporting 24mileanhour winds. But as the day goes on, those winds are going to back off. Theyre not going to die down completely, but well still see some gusty winds at 2 00 this afternoon. A little less wind heading into the early evening hours. But by 8 00, some of the winds may be increasing just a bit, gusting to 22 miles an hour in reading while millville sees 14mileanhour winds. Well see those wind speeds fluctuate during the day. As far as the temperatures, theyre slowly climbing, but theyll stay below formal for this time of year. We should warm into the low 60s for philadelphia. 56 in summerton and center city. The suburbs will see those gusty winds back off some this afternoon. Sunshine, some clouds and 53 degrees in lansdale and a cool day for the Lehigh Valley. Allentown hits 54 degrees this afternoon. And new jersey, some strong gusts to start with this late morning, but then early this afternoon, those winds will start to come down, just a bit. Later this afternoon, thats when the numbers will peak in the upper 50s for hammondton. At the shore, weve seen some white caps on the ocean, sunshine will be nice and bright in Atlantic City with scattered showers moving through Atlantic City. Wont see anymore in delaware, its done. 58 degrees this afternoon for smyrna. You can see the scattered clouds that will be in and out this morning and this afternoon. But no wet weather. And the next chance of wet weather is not going to come until midweek. But i think were safe for trick or treating. It looks like its going to stay dry, though its going to be a little bit chilly. Well get those gusty winds today, 56 degrees this afternoon, but the tenday on 10 shows sunny skies for halloween. But in spite of that sunshine, still breezy tomorrow, a high of 59 degrees. Thats the High Temperature during the afternoon. So the numbers will quickly dip down. By wednesday morning, wehll be in the low 40s. So for trick or treating, you can count on temperatures that are in the lower 50s and some of the suburbs will be dropping down into the 40s. You may need to bundle up a bit for trick or treating. A chance of a shower on wednesday. Really, a better chance well see some scattered light showers on thursday. But its not going to be all day rainfall. Well get some breaks of sunshine and could warm close to the 70degree mark. Some neighborhoods may actually make it into the 70s on thursday. And bright sunshine for friday, up to 71 degrees. But then, heading into the weekend, the temperatures start coming back down with a chance of some showers on saturday. I think slightly better chance well see some wet weather on sunday. Though not a repeat of what we went through yesterday. The temperatures will be stopping in the middle 60s on sunday. Daylight savings time will be stopping early sunday morning and it looks like well keep an eye on the eagles game, but they certainly didnt have a problem with all the rain yesterday, so i doubt whats coming on sunday will be affecting them. President trumps former Campaign Chairman turned himself in this morning to face those charges. Paul manafort and his former deputy, rick gates, have been indicted on 12 counts, including conspiracy against the United States and other charges. They are both accused of hiding tens of millions of dollars made while working as unregistered agents for the Ukrainian Government between 2006 and 2016. Law enforcement sources had named manafort as a target of the special counsels investigation. The mueller teams been reportedly looking into his business ties to russia. The fbi raided manaforts home back in july. While these charges are unrelated to his work on the campaign, they do they are a link in the chain to, you know, Paul Manaforts background, working for people connected to vladimir putin, connected to the russian government. Millville had some of the stronger wind gusts first thing this morning, when they topped 40 miles an hour. But as the day goes on, well see less wind and more sunshine. What we wont see is any rain. Thats already moved out of the area and will stay out for today, for tonight, for halloween. Its midweek that we could see a return of a few showers in the area. But not like what weve been through. Sunshine breaking through the clouds in the suburbs, 53 degrees now in philadelphia. Delaware, over frawley stadium, seeing some nice sunshine with the winds at 23 miles an hour. Theyre only getting snow because they are at a higher elevation. There are new efforts this morning to address the north Korean Nuclear threat. The u. S. Military said Senior Defense officials from the United States, south korea, and japan held trilateral talks and urged north korea to walk away from its, quote, destructive and reckless path of weapons development. Nbcs Janice Mackey freher tells us more from beijing. Reporter theres been a lot of discussion on the part of the Trump Administration of deploying strategic assets to the region, but nobody is saying exactly what that means. Are those assets more troops, missiles, expanded training exercises . Defense secretary james mattis has been equally as vague, saying only that the seassets a global in their positioning and in their reach. At these meeting, representatives from south korea and japan, you have to remember these are two countries that have a very deep historical resentment, so that they are showing signs of unity shows the seriousness of the north korea threat. And there are other political shifts that are underway in the region, as well. In south korea, there is now a growing debate over whether the country should have nuclear weapons. This is something the u. S. Has long rejected. And in japan, shinzo abe won a snap election on his vow to crack down on north korea and hes thought to be using that power to change the pacifist institution to remilitarize japan. You add to this rodrigo duterte, whos not exactly a voice of region, saying that somebody needs to talk to kim jongun in order to dial down the tension. A nuclear war is totally unacceptable to everybody. Of course, President Trump is heading this way. Hes due to begin his asia tour in tokyo this weekend before moving on to seoul, beijing, vietnam, and then manilla. Now back to you. Actor kevin spacey issued an online apology after a fellow actor accused him of Sexual Harassment. Rent star anthony rapp says spacey made unwanted advances towards him after a party in the 80s. Rapp was 14 at the time, spacey was 26. Rapp says he was has not spoken with spacey since the incident and thought the actor was drunk at the time. He said he decided to come forward and share his story after news of the Harvey Weinstein scandal broke. In a statement, rapp said, quote, i came forward with my story, standing on the shoulders of the many courageous women and men who have been speaking out to shine a light and hopefully make a difference, as they have done for me. Spacey says he has no memory of the alleged incident. On twitter he wrote, quote, i have a lot of respect and admiration for anthony rapp as an actor. I am beyond horrified to hear his story. New this morning, nbc news has terminated the contract of senior political analyst and frequent contributor for nbc news and msnbc, mark halperin. Several women have accused him of Sexual Harassment when he worked at abc news more than a decade ago. Halperin has acknowledged he had engaged in inappropriate behavior around women and said he would take a step back from his daytoday work. Nbc had initially suspended halperin last week when the accusations emerged. Open enrollment for obamacare starts this week with major changes that could affect millions. The Enrollment Period has been cut in half this year to just 45 days. And federal funds supporting enrollment were slashed by about 40 . The Trump Administration says the outreach programs waste money and dont produce enough signups. Open enrollment starts november 1st, that is wednesday, and ends december 15th. Just exposure to noise, traffic, you name it. They get it down there, and phillies were nice enough to let us do it. Reporter almost immediately, they gained a serious social media following thanks to pictures like this tweeted out by philly police. They are internet famous. Yes, theyre very famous on the internet. Reporter eventually george and ralph will contribute to public safety, but the hope is they also impact public relations. So her friend and roommate, actress francia raisa, got tested and learned she was a match and volunteered to donate one of her kidneys to gomez. She spoke to today shows Savannah Guthrie about what she and her friend went through. I dont think what we went through is easy. I dont think it was fun. I just hope that this inspires people to feel good, to know that there is really good people in the world. Gomez says her symptoms have all improved since the transplant and that there is only a small chance that her lupus will return. This morning, were focused on womens health. The biggest threats and the latest advancements in treatment. One in eight u. S. Women will develop Breast Cancer in her lifetime. Nbc 10s katy zachary introduces you to one of those women who has a Family History of fighting through the tough times. This is my mom. This is me. Im a december baby. Reporter amy link grew up thinking she, too, would get Breast Cancer. As a young girl, she saw her mother suffer through the terrifying diagnosis, which ultimately claimed her life. From my mother actually passing at such a young age, it definitely made me want to be proactive. Reporter in her 20s, she started getting yearly mammograms. In her 30s, she found a lump. Around that time, she also found she carries a gene abnormality linked to Breast Cancer. The lump was biopsied and it was cancerous. She told her doctor take them off. She credits so much to her oncologist, whos the medical director at Md Anderson Cancer Center at cooper. I think its a new world in many ways. Reporter recently, scientists have identified about 70 more gene abnormalities that are linked to cancer. Dr. Grana says advances are being made every day in genetics, medicine, and surgery. You can move on. You can keep on going and, you know, youre going to be able to live your life out and youre going to be able to make decisions, because the research that is out there now is incredible. And i challenge any ceos out there, if you havent already signed up, get your company to put a team together. But the bottom line is this, that Heart Disease is the number one killer of americans. Stroke is the number five killer. And while a healthy walk isnt going to cure Heart Disease or stroke, its a great way to start. And to lead a healthier life. On saturday, its a Great Community event. You can come with your family members, you can bring your pets. Im bringing our family dog to walk. And were trying to raise awareness and raise money for the American Heart Association. And the event also encouraging the healthy lifestyle, healthy living. Amy, you had a heart attack at just 35 years old. It blows my mind. Tell us about your experience and what you went through. It was a normal morning. I woke up that morning with classic heart attack signs. Arm and pain in my arms, chest pain, shortness of breath. And from there, it just escalated. I didnt want to call 911, but my husband disagreed, luckily. And he called 911, and i went into fullblown cardiac arrest in the ambulance. Because youre thinking at 35, theres no way that i could didnt even register. No way. We dont have a Family History of cardiac issues. It was the last thing on my radar. How has the American Heart Association really helped you through this process . Oh, support. Support. Theyve been so great to me and to my family. Now weve got sunshine and wind. The winds are still gusty in philadelphia and at the shore. You can see the camera shaking in both locations. Still some shadows passing by cape may. Thats a live view from the marquee de la fayette hotel. The wind still with us. This afternoon, the wind speeds will start to come down. But were still look at winds of 21 miles an hour in philadelphia and close to 20 miles an hour at the shore. Some higher gusts during the afternoon, but those will be settling down during the day. And it wont be as windy tomorrow, but were not going to be clear of those winds. Winds at 14 miles an hour in philadelphia will keep both days cool. Today, its 50s this afternoon, in spite of all of that sunshine, we wont warm into the 60s, which would be normal for this time of year. It drops down into the 40s overnight, and tomorrow wooe, w see a lot of sunshine for halloween, but possibly into the upper 50s, those winds wont be as strong tomorrow. But it will make for a chilly evening for halloween trick or treating. Temperatures will start in the 50s at 5 00. Quickly dropping through the 50s and into the upper 40s. Thats in philadelphia at 9 00. Look at the cooldown for the suburbs. 43 degrees by 9 00. And for the Lehigh Valley, from the 50s down into the 40s. And we may be looking at some numbers in the low 40s. But theres a possibility youll see some neighborhoods go into the upper 30s in the Lehigh Valley. Delaware, 50s to start with. Sunshine at 5 00, once the sun is down, the temperature is down. The same story for new jersey. The wind will be dying down during the evening. The windchill wont be as much of a factor during trick or treating as it was first thing this morning with those cold winds and some rainy conditions. Going to be completely dry at the jersey shore. Temperatures will drop eventually into the upper 40s for those later trickortreaters. For today, bright sunshine. You can still see some scattered clouds, but no sign of showers for us. Not until we get later in the week. The next round of showers, not that. Actually, its going to fizzle by the time it gets to us. The futurecast, hour by hour, shows those clouds kind of falling apart. Well see a lot of sunshine for tuesday, but as we go into wednesday, the clouds start moving back in, and wednesday morning, we will start dry, but late in the day, theres a chance well see some scattered showers. Not a big threat. Look at that shower activity moving in by 5 00. And then during the early evening hours, some scattered light showers. Thats wednesday evening. Really, a better chance of some wet weather moving in later in the day on wednesday, excuse me, on thursday. You can see those showers building into central pennsylvania thursday morning at 11 30. So there are some more damp days ahead. But not today. And not tomorrow for halloween. Those gusty winds today, 56 degrees this afternoon. Near 60 tomorrow afternoon. But the temperatures come down in a hurry during the evening hours. It gets chilly for trick or treating. That lateday shower possible on wednesday, but looking more likely on thursday. And it will be warmer on thursday, but the warmest day coming up this week will be friday. The showers will bring temperatures down or at least a chance of showers on saturday. Its looking a little bit more likely that well see some wet weather on sunday.
