Victorville City Council approves High Desert's first CarMax dealership
Vote of 4-1 paves way for used car company despite some opposition

The Victorville City Council on Tuesday moved forward with construction of the High Desert's first CarMax, nearly a month after the project drew opposition from local auto dealers who argued approval would constitute spot zoning.
With two new members, the Council voted 4-1 to certify the project’s environmental impact report, or EIR, with a program in place to mitigate potential impacts and a site plan. Councilwoman Blanca Gomez cast the dissenting vote.
Approval also included an amendment to a land-use plan that would conditionally allow used car sales in parcels, such as the CarMax site, that are zoned “Civic Commercial.”
