A dysfunctional rollout of the new Free Application for Federal Student Aid -- complete with technical glitches, miscalculations and processing delays -- has left some students unable to complete it and others wary of applying. Only 30% of the high school class of 2024 has completed a FAFSA, a 36% drop compared with this time in the last academic year, according to the latest data from the Department of Education.
