angie is off but kris is in. here is your latest timesaver traffic. >> good morning, howard. we had a couple of incidents there. most have cleared out of the way. we got the green light back. no real problems. serving still green. no real big delays. you see the icon. the accident there has cleared. let's go to a live shot here at route 28. still see police activity off to the right shoulder. they'll be out of the way here shortly. seeing some residual delays from 234 up to the scene. back down again around route 50 out fairfax. back to our maps, in the overview, everything looks good there. we're going to zoom into 95 in virginia. take a live look here at route 1. you can see serving moving well. not a lot of cars on the road this morning. nice and quiet out there all the way from the prince william parkway through woodbridge up toward springfield, things are moving really well. finishing up with our travel times in maryland. outer loop. 10 minutes. usual time there. 95 southbound, no problems there and the inner loop from route 4 over to the wilson bridge, serving looking good. i'm going to have a look at the gw parkway at 6:12. andrea and mike, over to you. thank you, kris. >> fear factor, asian stocks tumble over fears the u.s. may be slipping back into recession. >> the sell-off came on the heels of wall street's biggest one-day trop since the 2008 financial crisis. we're joined now by jessica doyle. it is what people will be talking about all day today. the linchpin this afternoon will be jobs. >> that's right. we'll take a look at what the action has been doing. yesterday really was a horrible day. the dow slipping into correction territory for the year. it was down about 10% over that in the last two weeks. only three stocks in the s&p 500 basket of 500 rose and this morning, stock futures are predicting another drop at the open. overnight, asian stocks tumbled between 2% and 4%. of course, on the heels of the sell-off here at home yesterday, europe is trading lower as well. the markets are between -- down between 1% and 3%. the worries overseas that the u.s. is headed for a recession and that europe's debt problems are getting worse. of course, yesterday's dow lost among the top ten in history in terms of a point loss situation. >> when we hear a jobs report which we're expected to hear later today, how can that affect the markets negatively or positively? >> that's the big enchilada. the big open question, how is the job market doing because that will show us how the economy is doing. right now, economists are predicting a gain in net jobs is about 75,000 for the month of july. much better than june which only saw 18,000. that was a huge disappointment. the unemployment rate is expected to hold steady at 9.2%. so, if we see 75,000 jobs, what happens? we don't know. but if it is lower than that, you can pretty much bet that the stock market is going to fall yet again today. even if it higher, you can still see stocks falling. the reason why, that study was taken in the middle of june. since then, we have heard of thousands of layoffs coming from corporations around the country. those numbers are not factored into the july jobs report. that's going to be reflected in august, in september, in october. so, the markets already predicting that this job situation is going to get worse in the coming months. >> if we start having another free fall like yesterday, could there be an early suspension of trading to kind of hold things in check? >> they do have the trading situation that kicks in. that's a temporary situation. it tends to slow down the momentum trades that are the result of electronic trading on wall street. it doesn't really change mentality, you know. it does not -- in fact, sometimes it can actually hurt the situation but what it does do is it takes the electric trading programs off the table and forces human beings to make the trades. >> there are so many tentacles that go into this. >> one of the things we heard recently, positively was chrysler. they repaid back their loans early so it seemed like the auto industry was bowieed up. the stocks are still taking a huge dive. >> g.m. had profits and still lost! they had good sales and still lost on the stock market yesterday. >> what you saw yesterday was panic selling. it is an emotional response that investors are having to what they're predicting for the u.s. economy. are we in a recession? are we headed to a recession. we need real data to make a determination about that. in the coming weeks. so, in the meantime, investors have these fears and they're acting out by selling stocks and moving into treasuries. moving into gold. moving into oil and moving into cash as a result of that. >> wow. >> eyes on the market today. >> thanks, jess. we'll see you in a little bit. >> the senate is expected to pass a deal today that would get the u.s. back -- get the federal aviation administration up and running again. >> because it has been in a partial shutdown. >> the funding dispute shut the agency down, a portion for two weeks and that meant 74,000 private and federal employees were out of work for that time. the closure is costing the government about $30 million per day in uncollected airline tickets. >> today, president obama is expected to unveil a proposal aimed at helping reduce the number of unemployed military veterans. right now, an estimated one million vets are out of work. >> his proposal would give companies that hire an unemployed veteran $2400 tax credit. companies who hire veterans with a service related disability would get a $4800 credit, eligible for $9600 in tax credits if the veteran has been unemployed for more than six months. metro's board of directors has ended a three-year fight against its largest union. according to "the washington examiner," metro agreed to pay out three years worth of wage increases for a cost of about $104 million. >> that means roughly 8,000 metro workers will get 3% raises for 2009, 2010 and 2011. and no, this does not mean fare increases or subsidies to taxpayers. >> a lot of stress going on. they say a pet calms you down. the washington animal rescue league is holding a special adoption event this weekend. >> they sure can calm me down. surae chinn has more on how you can adopt any time day or night. >> reporter: amelia could pass her health exam with flying colors. today. but a couple of months ago, she was in bad shape. most likely hit by a car, leaving her with a broken leg. >> her leg was actually -- it was almost backwards. it was so damaged. >> when amelia came to the washington animal rescue league, the leg had to be amputated. >> i'm guessing she doesn't know she's only three-legged now. >> hundreds of animals come through the shelter each in desperation, just like amelia. >> hard to imagine a couple of weeks ago, nautilus was at the brink of death before being rescued from a florida shelter. >> i mean he was not wag his tail. he was very lethargic. he has a class three heartworm which is pretty high. yes. >> the vet staff nursed these animals back to health. >> the tail wag says it all. >> when they first get here, it is touch and go. >> it is pretty pathetic. a lot of the animals that come to us have never seen a veterinarian before. they've never had care or had anyone who really cared about them before so it is sad to see them come in but it is exciting to see them come in because we know they're on the road to the best life they could ever have. >> this kitty is going to find a really good home. she will be set for life. >> that was surae chinn and of course, the pet adoption starts 12:01 saturday and goes through sunday. our time is 6:08. chrysler announces another major recall. >> redskins prepare to welcome their fans to redskins park. fan appreciation day coming up this weekend. >> we're back with your weather first in two minutes. 6:11. a decent day ahead. a few sprinkles out toward the west. we've got a few clouds this morning. clouds and sun will start to mix out. 86 by 1:00 southeast winds picking up 10 to 15 this afternoon. highs upper 08s to near 90. let's get a traffic update. here's kris with more. >> good morning, howard. we're flying the gw parkway, southbound toward the district coming off the american legion bridge past the scenic overlook toward the key and 14th street bridges. no problems there. going to have a look at virginia -- actually maryland roads coming up for you at 6:17. mike, over to you. thank you, kris. 6:12 now, more than 100 u.s. hospitals which have received high marks from their patients for providing good care also happen to have a much darker side to them. we're joined now by steve sternberg from "usa today" with more on this disturbing and revealing article that he's done research on. steve, what is the darker side? >> good morning, mike and andrea. it turns out that patient perceptions of the quality of the care in their hospitals don't really match up necessarily with the objective measures of how well hospitals do. one of the challenges these days, if you're trying to reform a health system is to measure how well hospitals perform and it has been an on- going process over the last five years. medicare has been using data as best it can to find some sort of yardstick for hospital performance and the yardsticks they're using include patient survey data, was your room clean, could you sleep at night? was it quiet. were the doctors informative and nurses tenanttive and that -- attentive and that kind of thing. they're also measuring death rates and readmission rates. those are the revolving door patients who are back in the hospital within 30 days. we had a look at patient survey data for over 4,000 hospitals in the u.s., asking the question "are there hospitals that are well recommended by patients"? more than 2/3 would recommend them to their friends. they gave them nine or ten on a satisfaction scale. how many of these hospitals had high death rates. it turned out that about 120 hospitals in the u.s. had high death rates -- death rates so high in fact that they could not have happened by chance. higher than the national average. >> now, steve, were they related to any procedure or ailments specifically? were they connected to a certain ailment? >> they were, indeed. the death rates that are measured are heart attack, heart failure and pneumonia. >> which you find interesting because over the years, i have heart disease in my family and so do a lot of our coworkers here at the station, heart care seems to have improved dramatically with stents. it is kind of amazing that the death rate is connected to that. >> it is true. but there are very severe conditions and people do die of all three. they're common diagnoses and they happen suddenly and you have to be well equipped to take care of them. think about it. it is a little bit like aviation. you know. it is a systems approach. it is not one doctor doing one thing and saving one life. it is free hospital care, getting knew the hospital. heart failure is very complex. it is progressive. it takes -- you know, heart enlarges and weakens over years. and there is a complex mix of medicines to take care of it. pneumonia can come on very suddenly and sometimes you have resistant organisms. so, it is not always a simple thing to save a life and some hospitals do a much better job than others. >> you can read the rest in "usa today." it is a starting report. >> there is a drop down menu on usatoday.com where you can see where local hospitals fair in this. i know two, carlton in roanoke, virginia. here is another look at the question of the morning. our question is all about the weekend. >> just about here. >> study improve proves americans are happier on the weekends. the reason according to this research is that on average, we do 100 minutes more of this on a weekend than we do during the week is. it a, sleep? we're joined by jessica doyle for a special "your money" report and not so special for a good reason. >> that's right. >> that's right. >> really bad market actually yesterday. we saw, it was horrifying. today, it is all about the jobs report. and economists are predicting some solid job growth there. they're looking for job growth in the ballpark of about 75,000 jobs created last month with the unemployment rate holding steady at 9.2%. the markets need some good news. so far today, we're seeing world markets sell off yet again. japan's nikkei, hong song's hang seng and china's shanghai composite losing between 2% and 4% in trading alone. europe trading low for a second day. the markets there down between 1% and 3%. that action follows the sell- off on wall street today yesterday. the dow dropped 512 points. that's a loss of more than 4%. the nasdaq got clobbered down 5%. 137 point loss there. the s&p 500 finished down 60 points. dow down more than 10% since the sell-off began two weeks ago. officially in correction territory for the markets. >> wow. >> so, good news. is there any good news? >> there is some good news. i'm going to start with a quote from one of my favorites, warren buffett. be fearful when others are greedy and be greedy when others are fearful. this is a fearful market. we saw that. 5% decline in some stocks yesterday. those are good, solid companies that are making good solid profits. essentially, what we saw, these companies just got a lot cheaper. i want to give you good statistics. corporate profits and revenues right now are up 13% year-over- year. they're hoarding cash. corporate companies that they have record amounts of cash they have on the sidelines that they're using to boost dividends for investors. so, with a good, solid company, these are actually good times. nothing fundamentally has changed with those companies. just because we saw a market sell-off. >> so, there are opportunities if you do have some money to play with, are there specific sectors that we should be looking at?
