created in the aftermath of the 9-11 terrorist attacks. 9news now reporter surae chinn is live at reagan national airport with more on this story. surae, good morning. >> reporter: good morning to both of you. there are plenty of tsa workers here at reagan national at this hour. but the creator of the transportation safety administration after 9-11 is now blasting the very organization he founded to keep air travel safe. >> the government has failed. >> reporter: tsa's performance, a d minus is what florida congressman john mica gives the agency he founded. it is too large, too reactive and too bureaucratic. he says figuratively, when you have an agency as large as the army, you're going to have personnel problems. there have been agents arrested for stealing, such as $40,000 from passenger checked bags and he's been criticized -- the tsa has been criticized for extremely controversial pat- downs. >> at 9-11, it wasn't the private screening that the airports were conducting that failed. it was again, government had failed to put any protocols in place. if you look at every major failure, richard reed with the shoes, if you look at the diaper bomber, you look with the liquid bombers, if you look at flying cargo planes, over populated areas, all of those, those incidents took place -- we had to react afterwards. >> i think that would be a hard thing to prove that we don't need it. >> now, what started as a $2 billion agency was a -- with a staff of 16,500 has turned into $9 billion and 63,000 people. with the tsa. back to you, mike, andrea. >> ok. >> wow, that's a big jump. >> one of the other things people say we have not been hit by a terrorist attack on our soil so that's one side of it. the other side is the congressman thinks the tsa should be dismantled or what is his solution? >> he doesn't say it should be dissolved. he said tsa had to be created at some point after 9-11 but he just believes that it should be streamlined. that there should be a target. a specific focus instead of 63,000 people, 4,000 to 5,000 people. instead of what he calls a human resource factory. mike, andrea? >> wow, thanks, surae. powerful words there. she's live at reagan international airport. >> they have solved a murder case by focusing on the victim's own family. 75-year-old kwan per lived in the river run senior apartment complex in woodbridge. his body was found on september 1st. he had been strangled. now police say the man's nephew, brother-in-law and sister-in-law are under arrest. investigators say they killed her with hopes of collecting a $1 million insurance policy. doctors are trying to save a 10-year-old boy who was pulled out of his burning home in rockville. montgomery county fire department officials believe a malfunctioning plug on a dryer caused that fire. the boy was home alone when the blaze started in the 200 block of elizabeth avenue. his mother had run out to take his siblings to school. firefighters say the home did not have any working smoke alarms. eight republican presidential hopefuls debated for the second time in less than a week. once again, there was some sparring between the two member considered as front-runners. this exchange is regarding texas governor rick perry calling social security a ponzi scheme. >> i think we ought to have a conversation -- >> we're having that right now, jessica is here with headline time. >> good morning to both of you. it was a white-knuckle ending for wall street and what had to come at a pretty bad day. things ended well with stocks pulling off an 11th hour rally. stocks start back with the dow above 11,000. checking the numbers, dow stands at 11,061. added 69 points in trading yesterday. the nasdaq climbed by 27. and the s&p 500 was better by 8. it looks like lawsuits against toyota over acceleration problems are not going away as the automaker wanted. a federal judge in california has tentatively decided not to dismiss the first of hundreds of lawsuits. toyota was seeking to toss a lawsuit which involved a utah crash that killed two people. the judge earlier decided the utah case is the first of several bellwether cases that will determine how the rest of the lawsuits will proceed. and airlines did a better job of getting you to your destination on time according to the latest figures. in july, the major carriers were on time 77.8% of time. an improvement over the month before and the year before but the trend may not continue thanks to hurricane irene. the airlines had to cancel 14,000 flights in august and i'm still clouds here going almost south to north. the storm system is dragging in some much cooler air. that will start to arrive in pieces thursday into friday. but be with us for the weekend. short term, we're look real good today with sunshine here. here is a frontal boundary starting to line up here tuesday afternoon toward buffalo, back toward toledo, ohio, passing through detroit. as we head toward wednesday morning, it is still north and west of us. ahead of it, we may see some showers start to break out midday wednesday. parts of the shenandoah valley. more likely up into pennsylvania and back into southern indiana. watch the line of showers here wednesday afternoon. especially north and west of town by 6:00, ahead of that front. then that front is going to sort of slide through here wednesday night, thursday morning. behind the front, we've got showers and some of these could be with us during the day on thursday. but we'll be a lot cooler by then. we're not talking about with the water main break blocking northbound route 28 at main street. so, you want to take route 28 instead of center street. it splits there. that will get you around the problem. here's what it looks like on the dulles toll road at route 28. no problems as you leave the airport all the way inbound through tysons. same story on route 123, route 7 and 66 inside the beltway is fine as well. >> that's right. some surprising words from the creator. now, when you come to reagan national airport like many other airports like all airports, you run into tsa workers. well, that creator is now saying it is a failure. that's his words. now, that's congressman john mica from florida. he says that it is just too big. what started as a $2 billion agency, a staff of 16,500, has quadrupled into a $9 billion, 63,000 human resources factory. again, his words. congressman mika says tsa is too reactionary and has missed the mark time and time again. examples include a host of failures such as richard reed, the shoe bomber, the diaper bomber, cargo breaches and tsa would then have a knee-jerk reaction. in addition, he says banning liquids does nothing to solve our problems. >> people bring liquids, they can bring other things that now are banned that don't make any difference. we're spending all of our time hassling so many innocent people. it should be risk-based and you should go after targeted personnel. >> the congressman says that the tsa should not be dismantled by any means but he does say that there needs to be some reorganization, some streamlining instead of the 63,000 employees, there should be 4,000 to 5,000. there should be a private company helping out and the 45,000 employees -- the 4,000 to 5,000 employees should be target-specific. andrea? >> all right, surae chinn. a national guard unit made up from troops of virginia and maryland is headed overseas. they belong to the 29th infantry division based at fort belvoir. a departure ceremony took place at the 30 virginia soldiers yesterday. they'll replace another locally based guard unit. the soldiers will help with afghan security operations. the virginia guard members will be teaming up with almost 3,000 men and women from the maryland national guard. 35 troops are headed to the year-long deployment in afghanistan. most of them have gone to afghanistan or iraq on previous deployments. are nuclear facilities built strong enough for nuclear disasters? u.s. plans should immediately evaluate whether or not they can with earthquakes and floods. the report started after the japan tsunami crippled a nuclear plant. but it took more effort after the storm last month. the north end nuclear plant has remained off-line. voters in baltimore head to the polls to vote in the city's primary election. current mayor stephanie rawlins blake is seen as the strong frontrunner. rawlings blake is being challenged by hugh, former city planning director and mayoral chief of staff otis rowley. landers, frank conaway and nurse wilson. republicans harding and griffin are competing to challenge the democratic winners. time for "your money" report. >> jessica doyle is back. taxes could be going up for one part of our washington region. >> just what people want to hear. we're talking about maryland. the maryland committee is looking at tax and fee hikes. lawmakers are preparing to head into an october special session at least $800 million short of what they need for transportation needs. "the washington examiner" reports proposals on the table include increasing the gas tax or adding a new gas tax. raising registration, licensing and titling fees. the budget panel is looking at a regional sales tax for counties directly affected by mass transit. we're talking montgomery and prince george's county. maryland already bringing in more money thanks to 50% bump in the alcohol tax. just not as much money as lawmakers had hoped for. in july, the state made nearly $6 million in additional revenue. "the washington examiner" says the revenues amounts remain constant, the state will fall $13 million short of is revenue goals. well, they're super fast, super good-looking and super expensive. super court started sinking over the weekend. the sinkhole formed in the back of the homes and then the actual structures themselves started to sag. these are not small homes. inspectors took a closer look. basically ordered everyone out. >> they decided to check the foundation, leave the homes immediately and grab what you can. they were afraid. they don't know how long they'll be out of our houses or if we can ever go back in. >> wow. the soil around the homes is still moving at this point. gas and water lines have been turned off as a precaution. homeowner barnes is staying with a relative about an hour away but says her family needs help with temporary housing closer to her job. well, there are still some big trouble spots on maryland roads thanks to tropical storm lee. in charles county, the alan fresh bridge has been closed since it washed out. crews have massed materials at the bridge to start filling in the flood hole. in charles county, water and ice are being handed out to people in clifton on the potomac where crews have been working to fix a water main break. today, new yorkers will decide who should replace anthony weiner in congress. >> the next happy meal you buy may look coming off the 270 spur, the accident just off the spur on the outer loop of the beltway. three vehicles. i was just looking at it. the camera was shaking too much to actually show you but a lot of
