fredericksburg, 66 degrees. we'll continuously follow temperatures. dew points, this is why it feels really nice. in the 50s versus the 60s and 70s. 56 in downtown. 59 in winchester. 54 in frederick. thank goodness for the cold front and the canadian air. we're getting really nice relief today. >> highs today, look at the numbers. 85 in downtown. 84 in winchester. 86 in culpepper. keep in mind we should be in the upper 80s this time of year. we'll take the below average temps today. our next three days looking just great. storm-free today. friday, 85. even saturday, storm-free under partly cloudy conditions around 87 degrees. so, this is some fantastic stuff. enjoy it. here's a look at your traffic with kris. >> good morning, anny. we're starting out with a green light. nice and quiet out there. we do have construction to watch out for. start off with cameras, 95 northbound in virginia. dumfries past lorton. all the way to the mixing bowl looking good. moving over to 395 northbound, we're clear all the way up to the 14th street bridge. duke, no problems. 66 eastbound, we do have some construction to watch out for between 123 and nutley. again as you approach the beltway, the left exit ramp is closed. you'll need to use the right exit ramp until 5:00. moving over to maryland, 270 southbound out of urbana toward germantown to the split looks good. finally, we'll finish it up in prince george's county for washington, accokeek, brandywine, clinton, everything looking good out there. at the toll road coming up at 4:40. over to you. thank you, kris. to be a fly on the wall at today's meeting at the white house. i believe it is the fifth day in a row they're doing. it the president and the lawmakers are trying to reach a deal to raise the debt ceiling. >> as joel brown reports, the clock is tick and democrats and republicans are losing patience. >> reporter: president obama will sit down with congress. aides close to the debt ceiling negotiations say when eric kantor pressed for a short-term deal, the president said enough is enough. we have to be willing to compromise. and then ended the meeting. >> lawmakers have less than three weeks to get a deal done. federal reserve chairman ben bernanke says if the debt limit isn't raised by august 5th -- >> there would have to be significant cut in medicare, military pay. >> but some republicans believe the obama administration is using scare tactics to pressure the g.o.p. >> president obama, quit lying. you know darn well that if it comes and goes, there's plenty of money to pay off our debt. >> some republicans are threatening to let the nation go into default if more spending cuts are needed but leaders within the g.o.p. think that plan could backfire. the senate minority leader mitch mcconnell says the debt limit needs to be raised. he said a failure to do so would probably ensure obama's re-election next year. mcconnell offered a last- resort proposal that would give the president the power to raise the debt ceiling. >> the hope that the president could be persuaded to view the upcoming debt limit vote as an opportunity. >> reporter: with negotiations at the standstill, moody's investor service is reviewing the u.s. bond rating for a possible downgrade. joel brown, cbs news, washington. the president has said he will meet with lawmakers every day until a deal is done. georgia authorities are offering a reward now to help them find a maryland woman's killer. so far, police have not made any arrests in the death of 23- year-old giddings of laurel, maryland. she graduated from law school and was living in macon, georgia, studying for the bar when she was murdered. police do have a person of interest in custody. but he's being held on unrelated charges at this point. well, this morning, many people are comparing this man, levi aaron, with serial killer jeffrey dahmer. she's being held in the murder and dismemberment of an 8-year- old boy, levi kledski. he was supposed to meet up with his mother after leaving summer camp but never showed up. a police search for the child led them to the 35-year-old levi aaron's home. investigators say that's when they found the child's remains in a dumpster and a refrigerator. what in the world would make someone do something like that to any child? >> any person, period perhaps more importantly, what can you do to protect your own children from these types of predators. lindsey mastis has more. >> what happened is unimaginable. >> what remains believed to be those of the missing boy were found by detectives in a refrigerator. >> police believe it was a crime of opportunity for the alleged killer. but why would anyone kill a child, especially in this manner? >> but they don't have the kind of compassion and ordinary ability to put themselves in the feeling of the other person. >> dr. michael stone studies killers. he's a forensic psychiatrist with his own show on discovery called most evil. he's watching the case closely. he says he believes the alleged killer could be a pedophile that was so blind-sided by the aggressive search to find a boy, he killed the victim, perhaps without raping the boy. >> the fact is he dismembered the boy and put some of the body in the refrigerator is not something you do if his only motive, for example, was for some odd reason to kilt boy. >> dr. stone says the killer may be similar to jeffrey dahmer. >> in the case of dahmer, chopped up the bodies and had skulls in the refrigerator when the police came. >> reporter: in both cases, dahmer and the alleged killer seemed like normal individuals. the type of people you wouldn't expect to hurt anyone. which is what makes it so difficult to prevent. but doctor stone says in a case like this, there is one thing you can certainly teach your children. >> if you're lost and you have to trust a stranger, for god's sakes, go for an older woman. find somewhere, an older woman. she's not likely to try to force sex on you and carve you up. >> lindsey mastis, 9news now. >> dr. stone has interviewed killers including one that would dress as a police officer. he even carried a badge. no matter who your child approaches, there is always a risk. today, former first lady betty ford will be buried next to her husband in grand rapids, michigan. hundreds filed past her casket at the ford presidential museum. she died friday at the age of 93. she's being remembered for her namesake treatment center that has helped more than 100,000 people deal with addiction. surprise and disgust over the arrest of a 72-year-old virginia man accused of attacking two women. fairfax county police believe lee may have been preying on women in this country illegally. he runs the world employment agency in annandale. he forced two women to watch pornographic videos then sexually assaulted them. it allegedly happened while they were there on job interviews. >> the last person i would expect to do that, if he's guilty of it. >> why do you say that? >> he seems like a very nice person and at his age. >> detectives feel strongly that there are other victims throughout and this apparently could have been going on for years. >> investigators are asking other women to come forward with information regardless of their immigration status. d.c. councilman marion berry is asking the public for privacy after police arrested his son on drug charges. police arrived at marion barry's home on may 28th for a domestic dispute. the 31-year-old was allegedly found near a table with five sandwich bags of marijuana and a vial of pcp. barry jumped out a window and tried to run away. police caught him and arrested him. he has been charged with possession of accident to sell pcp. right now, chris says he has no comment. he will talk after his court date. a man whose run-in with police made headlines back in 1991 was arrested on dui charges. rodney king pulled over by police in california on tuesday after they say he broke several traffic rules. he was given several field sobriety tests and taken to the police station for further testing. king posted bail. he was the victim of a savage video-taped beating involving several los angeles police officers and their acquittal in that case led to the 1992 los angeles riots. the time now is 4:39. coming up, see how a new pill is showing promise in stopping the spread of h.i.v. and at 4:42, details of a new report that could make you feel less secure about airport security. up next, quick check of the forecast. anny hong has that. we're back with your weather first in two minutes. 9-11. the transportation safety administration says many of those breaches were accidents caused by distracted travelers wandering into the do not enter area or leaving a bag behind at the security checkpoint. according to the tsa, the 25,000 only represents a fraction of 1% of the 5.5 billion passengers in a decade. unfortunately, we have to be right all the time. terrorists only have to get two right lanes down past powder mill. in virginia, outer loop between 123 and 50, you're losing the left lane and then again at the mixing bowl, that construction is blocking the right lane as you approach that exit. over to 66 eastbound out of centreville, all the way past 50, everything is clear. earlier construction between 123 has cleared out as well the left exit ramp to 495 is open. d.c. roads, checking out constitution avenue at 20th street. no problems throughout the district. everything is looking good this morning to start that commute. mike, i'm going to be looking at 50 in maryland at 4:56. over to you. >> sounds good, kris. in this morning's health alert, if you thought the recommendation of drinking eight glasseses of water was a little absurd, you were probably right. a new report in the british medical journal says it can be harmful. if people overhydrate, they can dilute their electrolytes. all liquids including juice, tea and soda count on a daily basis. though the bottled water company might beg differently, one doctor says the best way to tell if you're dehydrated, the color of your urine. if it is a darker yellow, it is time to drink more water. good news in the fight against a.i.d.s. >> there is indeed. it is a big deal especially here in d.c. which hays the highest rate of h.i.v. in the country. >> anita brikman has more on how a couple of pills a day could help partners of infected people drastically cut their risk of infection. >> reporter: the centers for disease control calls it a break-through in preventing the spread of h.i.v. >> these results are very encouraging. >> two studies followed thousands of heterosexual men and women in africa. one study by the cdc looked at 1200 people who took daily pills either a real medication called truvada or a fake pill. those who took it were 63% less lick likely to be infected with h.i.v. >> it both prevents the virus itself from taking hold in your body and also reproducing within your bloodstream and cells. >> reporter: a second study involved more than 4700 heterosexual couples where one partner is hiv-positive. when the uninfected partner received h.i.v. medication, their risk of infection was reduced 62% to 73%. here in the u.s., health officials say it will take some time to figure out how to make the best use of the treatment plan. >> what we need to know now is whether these drugs are effective in the real world. some additional issues come to play. will people be able to take the drugs on a daily basis? >> anita brikman, 9news now. >> get this. the results were so promising that researchers actually stopped the research early. in both studies, apartments got counseling and condoms which may help explain the relatively low overall infection rate. >> dr.
