checking out ok. 66 drivers tracking that eastbound trip. it remains incident-free out of centreville. moving things over to maryland, we see a camera switch. 270 headed southbound, it looks like drivers dealing with a little bit of spray already. construction is set up southbound at 117 clopper road. good past this point at 121. finally back to the maps, 95 and the bw parkway, so far, so good 33-year-old woman missing since monday was found by d.c. police. emily hirschenson was last seen that morning in the 1800 block of bitmore street in northwest. hirschson and her husband have a 19-month-old daughter. she's a social worker at the nih and a former capitol hill press secretary. her family originally told police her doctors believe she could be suffering from a psychiatric problem. montgomery county police say they have no motive or suspects in the case of a murdered 81-year-old olney man. naz ear ahmed was shot and killed inside his split level home on olney mill road. friends officially became concerned because ahmed did not show up as he normally did at the muslim community center in silver spring. his death was initially classified as suspicious but has now been ruled a murder. libyan leader moammar gadhafi made a first appearance in more than a week in tripoli. >> this as powers launch missiles at more libyan targets. as susan mcinnis reports, the president says they can hand over control to other nations in a matter of days. >> despite a fourth night of allied air strikes pounding libya, moammar gadhafi refuses to back down. appearing for the first time since the attacks began, he delivered a defiant speech tuesday calling his enemies "crazed fascists" who will go down in the dust bin of history. the libyans are laughing at these rockets, gadhafi told cheering supporters. we will defeat them by any method. overnight, government forces reportedly used snipers and tanks to terrorize civilians in the last major center still in rebel hands, misrata. >> attacks there earlier this week left dozens dead. >> president obama cut his latin america trip a few hours short to deal with the crisis. he'll meet with his national security team at his hotel before returning to the white house tonight. >> we'll continue to support the efforts to protect the libyan people. but we will not be in the lead. >> tuesday, he promised the u.s. would hand over control of the mission within days. he also called the leaders of britain and france and agreed nato would play a key role. >> it is not going to be our planes that are maintaining the no-fly zone. that's precisely what the other coalition partners are going to do. >> it is not just western countries. warplanes from quarter landed in greece. they'll begin patrolling the you skies over the nation this weekend. susan mcinnis, washington. three children and their uncle were killed and 13 other family members, mostly children, were wounded during an israeli missile strike in gaza. the family was playing soccer in their backyard during the attack. israel says the mortar strike was launched against militants but that the missiles went off- course and exploded in an open field. israeli prime minister benjamin netanyahu issued a statement expressing regret civilians were hurt. the attack was escalated a recent round of tension between palestinians and other groups. yet another earthquake has rattled northeastern japan. >> it happened where crews are trying to regain of the control of the fukushima power plant. the magnitude 6 quake didn't appear to cause anymore damage to the facility. power lines are now hooked up to all six reactors but crews working to get cooling systems running again have been evacuated from the entire fukushima if you can sheem dai- ichi plant. >> this latest quake comes as the japanese government releases a new estimate on how much the damage from the earthquake will cost. the new figure is more than $309 billion. here are other headlines from japan. the utility company which runs the fukushima plant says it is considering offering monetary compensation to the 800 evacuees affected by the radiation leaks. some of the deceased are now being buried in mass graves. the death toll from the disaster is quickly approaching 10,000. nearly 14,000 people are still missing. >> students at the rochester institute of technology in new york held a vigil. for a missing classmate from frederick, maryland. 21-year-old george delaney was last seen with his car 11 days ago in a nearby town of whalen, new york. his classmates are now using social media sites like facebook to look for clues, trying to find him. on tuesday, more than 70 police and trained volunteers combed a one mile area for any trace of delaney. today, maryland lawmakers will debate whether to increase the tax on alcohol. a state senator from baltimore has introduced a bill that would phase in a higher tax on alcohol sales. over three years, the tax would climb from the current 6% to 9%. ahead of the state -- the head of the state senate predicts his chamber will pass this bill. coming up, the world's largest retailer is going to open a new store right this morning and today, traders, of course, will continue to monitor japan, libya and oil prices above $100 a barrel. checking the numbers, the dow stands at 12,018, it dropped almost 18 points in trading yesterday. the nasdaq was off by 8 and the s&p 500 was down by 4 points. the district is cracking down on a lot of uncollected bills. a billion dollars worth of fees. "the washington examiner" reports last year, these agencies were owed millions. the department of public works close to $4 million. more than $2 million to the department of consumer and regulatory affairs and a half a million dollars to the d.c. department of transportation. a d.c. council committee is working on a bill that would allow the hiring of third party debt collectors to track down those who owe the city and live in other jurisdictions. make them pay up. >> and another major retailer is coming to tysons corner. >> unbelievable. thank you, howard. 12 minutes away from the 5:00 hour. good morning, everyone. the yellow light stays on because we have problems out in fairfax, virginia. prosperity avenue right now remains closed in both directions. this is at leroy place and really, there is not a good way to get around it. let's move it over to the outer loop in virginia. construction is set up here. should be clearing gallows road, probably in the next 15 minutes or so. 395 heading northbound, no problems to report as we take a look past the g street exit all the way to the 14th street bridge. keeping things moving, hello, d.c. inbound new york avenue. pretty much all is a go here. drivers stuck at a light. moving toward bladensburg and the third street tunnel, you're doing just fine. maryland on the outer loop, it looks like we still have a little construction at route 50 taking away two right lanes. a look at the dulles toll road, andrea and mike coming up at 4:56. >> the earthquake and tsunami in japan are raising new concerns about nuclear plants here in the united states. specifically, what we're doing with the nuclear waste. according to associated press study, the u.s. has nearly 72,000 tons of radioactive waste that is still hot. and that waste is sitting in commercial reactors in 30 states and apparently there's no efficient way to store the material. which stays dangerous for tens of thousands of years! an fda panel is expected to deliver its final report today on whether menthol cigarettes should be removed from the market. experts for the food and drug administration have said the minty flavoring leads to more smokers and makes it harder to quit. however, they stopped short of recommending a ban saying there's no evidence menthol cigarettes aren't more harmful. eating cereal can significantly reduce the risk of high blood pressure. that's according to a new study presented at an american heart association meeting. researchers followed more than 13,000 men for more than 16 years and found those who ate cereal once a day were 25% less likely to have high blood pressure. even eating cereal once a week lowered the risk of developing hypertension by 8%. whole-grain cereal was the best. researchers at tufts university say sex could lead to a heart attack and even death. a new study published in the journal of the american medical association found that people who experience sudden physical exertion were three and a half times more likely to suffer a heart attack. sexual activity was associated with almost a three-fold heart attack risk. the study's author say while the overall risk is relatively low, people who exercise regularly can dramatically decrease their chances of having a heart attack. >> are you debating getting one of the tablet computers?
