see we have widespread light rain activity around the d.c. area, including the beltway and into the north of us, maybe around clarksville where you sid yellow. that's where we see more moderate rainfall. we're starting to dry out. dry areas right now. so overnight, cloudy and mild. showers, thunderstorms still possible. but i think for the d.c. area, we should be done for tonight. tomorrow, a different story. patchy fog could be developing. lows in the lower 60s. as you're waking up tomorrow morning, if you've got things to do on sunday, well, bring your umbrellas, because you'll see probably some rain and showers for the morning and temperatures in the 70s. it will be mild, but it will be wet. we'll talk about how long the thunderstorms stick around a little bit later. bruce? >> thanks, annie. for the first time in more than 25 years the floodgates wide-open in louisiana. the army corps of engineers opened them today to ease flooding pressures on the mississippi river. this move does not come without big consequences. randall pinkston is in louisiana tonight with more. >> reporter: engineers opened the spillway in louisiana this afternoon for the first time since 1973. >> it's a historic day not only for the entire mississippi river, but for the state of louisiana. >> reporter: opening the spillway to inundate land, affecting thousands of residents. the release will be gradual, and more gates will be open as the floodwaters move downstream. >> it's going to be under tremendous pressure for quite a long time. >> reporter: in 24 hours, water in this field will be two feet deep. engineers say opening the spillway will relieve the pressure on the levees protecting baton rouge and new orleans and will lower the level at the mouth of the river. if the mississippi rises too high, the coast guard could be forced to close the river to navigation. >> we're trying to do everything we can to keep all waterways open. but we also understand that at certain points, we've got to look at the safety of the mariners and safety of the flood control structure. >> reporter: thousands in thewaters path are beginning to evacuate. by sunday they predict it will be 25 miles south and a foot or more deep. by monday, 50 miles. by tuesday, it's expected to reach the town of morgan city. >> you can see everybody's worrying. >> reporter: crawfish farmer hank says people here in cajun country knew there was always a risk. >> everybody's lived here. everybody understands these levees are there for a reason. everybody knows that one day you may have a lot of water. it's just now here's the day. >> reporter: and the river just keeps swelling. not expected to crest in new orleans for at least another week. randall pinkston, cbs news. >> engineers also opened a second floodgate tonight. that spillway is all part of a system of levees built after the great flood of 1927. new tonight, the pool of potential gop candidates. former arkansas governor mike huckabee announced he will not seek the republican nomination next year. on his fox news show, he called his decision a spiritual one and said that he will continue to help other republicans in their quest to be elected to office. residents in one northeast d.c. community are pressing the police tonight for more presence on their streets. this comes after a late-night murder in the community. ken spoke to people there. >> reporter: bruce, the carver terrace neighborhood is a neighborhood that historically has been known to be filled with crime. crime has run rampant there in the past. the neighbors we spoke with today say they've come a long way in fixing the streets and fixing the problem. now, this murder last night is concerning them. that's forcing them to put pressure on the police to stop any more crime before it happens again. [ police sirens ] >> reporter: our cameras were rolling as d.c. police responding to a 911 call raced to the same alley on saturday night for a man in his 30's was killed less than 24 hours before. thankfully this response was for nothing more than a disturbance. >> suspect arrested. >> reporter: it's these type of tensions that have neighbors there fearful. >> right now, i can tell you that this murder has sent shock waves, and it has throughout this community. >> reporter: kathy henderson is the former neighborhood commissioner. the current commissioner is her daughter, indihenderson. the two say a lack of permanent police presence, especially along m street and 18th place in northeast is giving way to a rise in crime. >> we need our npd to protect us. >> reporter: this is what they want on see more of. more police officers posted up in neighborhood streets keeping a watchful eye on things. until recently, these community leaders say the police department has been able to staff enough officers to place many of them on watch duties overnight. a police captain who didn't want to go on camera told 9 news now, instead of having officers posted on streets, thoaf chosen to have them rome the neighborhood. but for this mother and daughter duo who have been working to restore order here, that isn't enough. >> i would like to see the police continue to commit to being down there until we are able to get these individuals out of there. >> and i don't want my neighbors to turn and say, well, you know what? i'm getting sick of the violence here. let me take matters into my own hands. >> reporter: you know, this kind of an issue, bruce, highlights another concern within the police department. as you very well know, chief kathy la near has been very vocal recently about the staffing issues within the department. right now, npd has a little more than 3,800 officers on the force. that number is dangerously low according to the chief. the numbers, again, due to attrition rates and the fact that the budget right now just isn't allowing for new officer hires. we're live in northeast d.c., ken monthlies tin know, 9 news now. friends and family of alicia barnes came together to remember the vibrant teenager. hundreds of people gathered at the baptist church in baltimore for a memorial service. she disappeared back in december while visiting family members in baltimore. her body was found in the river just last month. >> i can't express how special she is. i'm not going to use the word was, because she still is special. >> police have not said how felicia barnes died, but they have ruled her death a homicide. no motive or suspect at this time. montgomery county lawmakers are facing a $608 million budget deficit. apparently, not even the prize public school system will escape the big cuts. the legislatures are looking to trim $100 million from schools. this isn't sitting well with teachers. today, they said in the middle of wheaton shopping malls to stage a grade-in. that demonstration was designed to garner support for teachers and students before the final budget cuts are decided. >> our job doesn't end at 3:45. it's a continuous job. students are constantly learning. we're committed to our schools. we want our council to be committed to our schools. >> if we let them take away things now and spend money that is supposed to be allocated for education now, it means that they're going to continue to do so in the future. >> the montgomery county council is expected to vote on the $2.2 billion education budget sometime next week. still ahead on 9 news now, three u.s. citizens charged with funding the very terrorist organization links to the failed time squares bombed plot and other deadly attacks. also, up next, one of the most high profile cases in years is set to go to trial next week. but did all of the media attention make it impossible lawyers in florida having a difficult time finding enough potential jurors who don't have preconceived notions about casey anthony's guilt. >> she's guilty. >> guilty. >> i feel she committed the crime. >> while defense attorneys and prosecutors battle over who will sit on the jury, the judge is still insisting that the trial start on tuesday. you might recall the casey anthony is accused of killing her 2-year-old daughter, kailee. the child's body was found nearly six months after she was reported missing. virginia tech has rewarded a posthumously degree to herrington who disappeared after attending a rock concert in charlottesville. her remains were found a year ago on a remote farm. her killer has not been found. house speaker john baner addressed the graduates of catholic university, but kept one familiar habit, cheering up. >> if you do the right things for the right reasons, good things will happen. so there you have it. humility, patience and faith. and always a few tears from me. >> the invitation to the ohio congressman didn't come without some controversy. this week, some professors wrote him a letter claiming that some of his political policies are against catholic teachings. coming up on 9 news now, photo flap. a lawsuit has been filed to get a look at pictures of osama bin laden's dead body. we'll tell you who thinks those photos should be made public. >> there are a few steps we should take that make good sense. >> but up next, gas prices continue to be a hot topic. now president obama says he has a plan to bring could prices at the top now topping $4 in many parts of the country, president obama is now putting the pedal to the metal on oil production. today he said his administration will extend current leases in the gulf of mexico and off alaska's coast. the president concedes these moves will not immediately calm the pain at the pump. speaking of pain, right now drivers in our area are experiencing no relief when they fill up in the district. the average price for a gallon of regular is $4.16. maryland are paying a little more than $4. in virginia, the average price for a gallon of gas, $3.91. nearly two weeks after thedeath of osama bin laden, the cia is still piecing together how he evaded capture for so long. right now agents are attempting to interview the terroristleader's three wives for the second time. they're being held in pakistan. meantime, pakistani's parliament is condemning the navy seal raid that killed osama bin laden. should the death photos be made public? a conservative watchdog group, judicial watch, says yes. it filed the first lawsuit seeking the release of not only the pictures but also the video of that raid. president barack obama said the government will not release the photos of a dead bin laden for fear they will insight and be used as propaganda. tomorrow evening, defense secretary robert gates gives his first interview since bin laden was slain. you can see the interview on 60 minutes at 7:00 right after 9 news now. since the death of bin laden inside pakistan's borders, america's relation with that nation has been strained, to say the least. another blow to a sensitive situation. today three pakistan american- born citizens arrested and charged with helping the taliban. scott has the latest. >> reporter: a small building in a residential neighborhood, a mosque. earlier in the day, fbi agents arrested the imam or prayer leader. the imam is 76-year-old hafiz khan. two of the others are his sons and one of them, izhar khan is an imam at another florida mosque. >> it's an important case because it disrupts a source of funds for a terrorist group overseas. >> reporter: they're u.s. citizens born in pakistan. the other three people listed in the indictment are living in pakistan. all six are accused of helping a group the u.s. government considers a terrorist organization. the taliban claimed they did the attacks that killed 80 people. they also were liverngd to the failed bomb attempt one year ago. they sent $60,000 to pakistan to fund attacks against the government and its allies, including the united states. but prosecutors stressed the charges are against individuals, not the mosques in florida. even sow, a florida-based muslim community group is worried about retaliation. >> we remind our fellow citizens that these alleged acts are those of a few individuals only. >> the charges come at a tense time for the u.s. and pakistan. pakistan's parliament voted saturday to condemn the raid that killed osama bin laden, and said the country's relationship with the united states needs to be reviewed. scott goldberg, cbs news, new york. three men arrested in the u.s. are scheduled to make their first court appearance on monday. the next-to-the-last space shuttle flight is cleared to blast out on monday. this is the second attempt to send the shuttle endeavour on its last makes to the space station. gabriel giffords will leave her rehabilitation hospital a second time to attend the event. all high school guys listen up. you're going to have to step up your game a bit after this story. north carolina team, justin myers is taking romance to new heights with his prom proposal. the pilot took his girlfriend on a little afternoon sightseeing flight with a real surprise was back down on the ground. >> i was really excited. we got up there and once i saw it and spotted it, i kind of noticed, told her, hey, what's that spelled down there in the parking lot? >> yeah, i think the rain, we'll see it being active tonight. the good news, i don't think the thunderstorms will be as active overnight. they're starting to merely head to the north of our area. and in in fact, here's a look at the doppler 9,000 h.d. to show you what's happening. you can see in the immediate d.c. metro area, the beltway we're talking about, you can see the light green, the light shower activity. to the north, a couple of storm tracks here i want to show you where we do have embedded some possibly thunderstorms. right here is one storm heading basically will cross i-70 here and impact westminster at 11:56 tonight. we've got a couple of others to the north. we've got one that will impact hagerstown at 11:56. generally you can see around the beltway, we may start to dry out just a little bit. we're going to see a lot of showers over the next few days here. you can see beltsville is still wet. bethesda, rocksville, college park also with some areas starting to dry out a little bit here. here's a greater look, broader look at the doppler radar. these are pretty fast-moving system here. coming from the south, going to the north. it was severe to the south of us in parts of richmond, but you can see most of it now may leave behind some showers at this moment. so overnight what are we expecting? cloudy and mild, showers and thunderstorms still possible. patchy fog is developing in some areas. lows around 60 degrees. southeast winds will be light. now, currently 63 degrees outside. it is a mild night out there. it will be mild starting off tomorrow morning. we are seeing light rain at reagan national airport. winds are out of the north right now at 6 miles per hour. we do have a coastal flooding advisory in effect, in this area shaded in green. it will be one to two feet above normal, watching for some minor flooding of low-lying areas. this coastal flooding advisory continues all through tomorrow until 10:00 p.m. in chesapeake bay and the potomac. you need your umbrellas tomorrow and your work week. warmer on sunday. with the warmer air, chance for thunderstorms, once again, especially by sunday afternoon. then monday, yep, we are wet again. i may even sound like a broken record sometimes. here's a look at your sunday morning forecast. going to church tomorrow? yep, bring the umbrellas. mostly cloudy, but mild. showers and thunderstorms. temperatures in the 60s. winds out of the south and they'll be light. that south wind will bring in the warmer air tomorrow, which means it will be warmer with showers and the warmer air mixing and will maybe give us a better chance of thunderstorms. the air quality is good. highs 74 to 79 degrees. so generally, mid-70s around d.c. 78 in fredericksburg. your feature cast looks like this. we're going to see showers scattered in nature tomorrow, maybe a bit of thunderstorms through tomorrow night as well, and into monday as well. we're going to be wet over the next few days. into tuesday and even wednesday. rain potential, almost an inch of rain by monday morning for the d.c. area. we need it. here's how things look. we are looking at 76 again on monday. tuesday it's even cooler of the here's your seven-day forecast. so showers, thunderstorms, bruce, not only tomorrow but monday, tuesday, wednesday. i think we'll start to dry out by thursday and the end of the week. the weekend looks pretty good in the lower 80s. you need your umbrellas the next few days here. >> the rain might as well go to work, huh?
