criminal profiler pat brown explains. >> because he has been in so many places, so many specific places in maryland, virginia, rhode island and connecticut, somebody has to know who this guy is and what places he's been at. >> reporter: the trail begins in 19 97 in maryland and ends this year in virginia where three teens in woodbridge were raped trick-or-treating on halloween. >> this guy likes to rape women because that woman that he rapes the woman gives him a feeling of power and control he doesn't have. we're looking for a psycho path, very narcissistic. >> reporter: and another clue, a missing gap. there is no evidence he committed a crime between 2001 and 2006. >> maybe he got married and had a girlfriend and didn't feel the need to and went back into business after he lost that person. >> reporter: a business that could victimize any woman next. >> this serial rapist is using a weapon. they're frightened of him and they're going to comply with what he wants, which is why he's been able to get away with rape after rape. >> reporter: police say the suspect may have grown up in the forest hill area. he has moved around spending time in rhode island, connecticut and pennsylvania. putting all of the dots together in early 2001, investigators hope someone out there will be able to provide a name. anita. >> clearly time is of the essence here in this case. how does she get some of these personality traits, though? >> she is like a psychological sketch artist. this is what she does for a living and it should help people hopefully provide clues. >> and any kind of tips, i'm sure police would like to him hear. new at 11:00, dc police took one person into custody after officers found a teenager shot in the middle of the street. it happened around 8:30 tonight around sherman avenue and barry northwest. emergency crews took the 16-year-old victim to the hospital with critical injuries. no word yet what propertied the shooting. -- prompted the shooting. a black eye for a police department and black eye for families involved but it raises questions regarding past police cases involving that officer. we're talking about the fallout over the story that led this newscast last night. the arrest of dc officer reggie jones accused of basically being the lookout in a drug robbery that led to a killing. tonight a local defense attorney predicts the jones arrest will send lawyers reconnecting with their former client. >> many of the defense attorneys whose clients perhaps were found guilty as a result of officer jones's testimony are going to petition the court for a review of those cases also. >> jones is charged in the murder of a 42-year-old shot two weeks ago in southeast dc. there is controversy over a student run online publication. one of the recent articles depicts a cross burning and the kkk. they were poking fun at racism on campus. surae chinn joins us now with some of the fallout on that. >> reporter: it's an onion style publication except it's only online, making fun of anything and everything. a recent article was meant as satire but critics are saying it went too far and they're not laughing, the annual cross lighting ceremony has said racial sensitivity. >> i think was distaste full and offensive and inappropriate. >> reporter: it shows a picture of what appears to be kkk members next to a burning cross. the georgetown heckler builds itself as the finest humor magazine. it was meant to make fun of the student run newspaper when it was accused of being racist and sexist in the issue. >> if you were black it would be easier for you to get into georgetown and white people should have kids with black people and it would be easier to get them into college. there is a thin line between being insensitive to the issue. >> it's a little dangerous to be raising this kind of satire even now. >> reporter: ncap appreciates freedom of speech but this recent article crosses the line. >> we see this reckless and dangerous at a time when the klan is recruiting at high levels?
