He was arrested in march after allegedly abusing two girls ages 16 and 17. Investigators say both attended bests ministry in southeast. The parents and sister of Charles Severance are the latest witnesses to take the stand in the murder case. Severance is accused of killing three people from alexandria. His mother testified that her son has been diagnosed with schizophrenia and bipolar disorder. His sister and her brother, quote, lived off the grid. D. C. Inmates would have to consent to these stepped up sevens as a condition of early release. Now, members of the black lives Matter Movement blasted the plan as propolice. They call on the mayor to do more work in the community hurt most by this rise in murders, and she has. Part of it bill would give grants to Community Groups so they can focus on job training and social services. And she also wants to make it more difficult for police to pull over people for minor violations, like hanging something on your rear view mirror. Councilmember mcduffy heads the Judiciary Committee that heard this proposal yesterday. He has his own crime plan. Ill tell what you that is coming up in the next half hour. A letter went out to parents from both the acting superintendent and Montgomery County police chief tom manger on how and when these cameras will be used. School resource officers in the northwest, seneca valley and Walt Whitman High School clusters will be wearing them. Chief manger says cameras will only be used in Law Enforcement encounters and activities, not in normal conversation. They will also not be used in locker rooms or in dressing rooms. The chief says the cameras will provide a more accurate and reliable information when it comes to an incident and transparency with the public. On the eve of this hearing democrats released the full transcript of closed door testimony from a longtime clinton aide showing clinton worked hard to protect those caught in the 2012 attack. Clinton is also expected to face questions over her private email server in the email she sent the night of the benghazi attack. Besides murder torres also faces a charge of aggravated battery with a deadly weapon. A man accused of holding two firefighters hostage in ohio is in custody this morning. It happened in South Amherst yesterday after firefighters responded to a report of a brushfire behind a house. Investigators say the man who was burning leaves became agitated when firefighters told him to stop. He then aimed a rifle at them and held them hostage. No one was hurt and the man surrendered about two hours later. Two firefighters have been injured in a huge Apartment Fire in new jersey. It started around 4 00 a. M. The eightalarm fire destroyed the building in poe sayic. Passaic. Investigators believe it started on the top floors of the building. No word on how the fire started and the conditions of the firefighters have not been released. A transgender student at the center of a lawsuit in virginia wants a new judge to hear the case. President obama announced new steps to combat drug abuse involving heroin and prescription medications. During a stop in charleston, West Virginia the president outlined a plan that includes easier access to treatment. He also said more people now die from overdosing on these drugs than in car crashes. Marijuana use has doubled over the past decade as laws and attitudes about the drug shifted dramatically. Thats according to new government surveys showing almost 10 of adults use this drug, more than 22 million people. Most is Recreational Use which is now legal in four states. New concerns are being raised this morning about the natural gas pipeline in ed virginia. Franklin county officials are asking governor mcauliffe to make sure there is proper oversight of the construction of the Mountain Valley pipeline. The Roanoke Times reports the county has joined three other virginia counties in asking for greater monitoring of the work. The pipeline would extend 300 miles from northWest Virginia to south side virginia. Ups will have to pay 4 million settlement to 14 states and some of their local governments for allegedly overcharging them. The attorney general from new york says ups employees prevented government customers from claiming refunds for late deliveries by inaccurately recording delivery times. Reporter they say the best one the best job it one you can walk away president paul ryan announced lerun for speaker of the house under certain conditions. Now a hardline conservative group in the house called the freedom cause sus says it will caucus says it will support him under certain conditions. They say they will continue to fight for a bigger voice when it comes to what legislation make it is through the house floor. Now paul ryan says he wants to change how easy it is for house members to oust the speaker. Were sending the message to the conference and to paul ryan that he has good support, but that we will continue to ask for the changes that were asking for. We as a conference should unify now and not after a divisive speaker election. Right now ryan has enough votes to win, but if he does not get the support of two other republican groups by friday, he says, he out. Hell drop hes out. Hell drop out of the race. Ryan still needs to hear from two more caucuses but he believes the vote from the House Freedom caucus is a positive step toward a unified republican team. New this morning, it looks like mayor muriel bowsers crime plan for d. C. Will get a big no from the city council when it heads before the city council. C. , all who see major legal issues with this issue of warrantless searches. Now, the mayor has blamed the 40 spike in crime on repeat offenders. So her plan calls for police to conduct these searches of pore rollees and their home at pore rollees and their homes parolees and their homes at any times. But some other Council Members have their own plan which would create engagement. They want to put social workers in hospital Emergency Rooms and in the Police Department as well as require more training within the Police Department to prevent biasbased policing. A lot of members of the community representing the black lives Matter Movement says this plan is to pro police. Its ahead of schedule on fixing a recent problem. A fire last month crippled transformers that powered the stadiumarmory station. It forced metro to cut back on Train Service. Originally metro thought it would take six months to restore full service but now says testing is going well and Train Service should return to normal by the end of the year. The Washington SuburbanSanitary Commission has agreed to cut the amount of pollutants it discharges into the potomac river. The deal reached with maryland state officials and environmental groups requires the wssc to improve its potomac Water Filtration plant and the wssc will also have to pay a 100,000 penalty to resolve alleged violations of the facilitys discharge permit. Back on capitol hill, the house has approved a bill written by outgoing speaker john boehner, a bill that extends funding for vouchers for d. C. Schools. This bill is opposed by house democrats. Metro Transit Police say smith attacked two of its officers this past tuesday.
