But in the meantime, yeah, sheet of ice here on river road. And you can see the trickle of water that is now coming down flowing down wilson lane and pooling on to river road. So your outbound lane of river road covered in ice and slush and periodically, were seeing a salt truck which is on standby periodically that salt truck will come out into the lane and treat the roads. So expect delays if you are on outbound river road at wilson lane. Now heres another problem because of the cold, crews say its going to take a little longer than typical because they literally cannot be out in the water in the cold working around the clock. They are working getting into the truck to warm up and then working again. Thats another delay be this process is going to dish and ask this process is going to take some time. As you said river road major road. Expect a lot of delays with folks, things are looking good so far right here because were not seeing a ton of heavy traffic. Police there are involved in on operation to capture the two brothers wanted for a deadly mass shooting at a paris newspaper. They think they may be closing on them. Police say the suspects may have at least one hostage in there with them. As this all unfolds the airport has shut down two of its runways and cnn is reporting residents are being told to stay inside. Schools are on lockdown. And thats exactly what the president says hell be discussing today on his trip to knoxville, tennessee. The president first made this announcement yesterday in a video on facebook and today he plans to discuss it in more in depth. Pellissippi state Community College. The Similar Program is already in place in the state of tennessee. It was implemented by governor bill haslam and cost called tennessee its called tennessee perhaps. This was inspired by a nonprofit in knoxville called tennessee achieves. Stilt a lot of Unanswered Questions about the program but the president says it would be funded by both state and federal dollars. And the price tag could be as much as 70 billion. But in order to receive that money and that two years of free school, students will have to maintain a 2. 5 gpa and be enrolled at least half of the time. Now of course before any of this happens it must pass in the republican controlled congress. Another issue . There are only 1100 Community Colleges and capacity could be a big problem for the president getting the plan off of the ground. We expect to learn more about the plan today. And in the president s speech in knox vim, and then in the knoxville, and then in the president s state of the union address. Ive been speaking with the director of the tennessee achieves program. She says theyre very excited to see what president says and how he plans to use their plan already in progress to implement that for across the country. And by the way a little small anecdote. My little sister works at that nonprofit and knoxville is preparing for the president s visit. We are excited to hear more about the plan and learn more about what the president says could provide free college for two years for students all across the country. A water main break is making a mess of the morning commute in bethesda. Crews have been working to repair the break at wilson lane and river road since last night. And it took until this morning just to find exactly where that break was. Delia goncalves is live on the scene with more on the progress crews are starting to make now. Good morning delia. Reporter and an update, we have learned that crews have found the break in the water main. They are trying to locate the valve. Theyre trying to get to the valve and trying to dig up all the snow and the ice to get that to valve. Lynn reagans is here to break it down for us, tell us what is happening now. Its a challenge this time of year when youve got its not a lot of snow but enough to be troublesome. So weve got the snow and ice on the ground. And we know where the break is. But we have to find the valve in order to shut off the water isolate that section so we can make repairs. So the valves are like youve probably seen them in the neighborhoods, they look like little manhole covers. The snow gets plowed on top of them. We need to find three in this case. We found one. We need to find two more. As soon as we can do that, we can get the water shut off and make repairs to the pipe. Typical water main break repairs from the time we start digging take about four to six hours. So we will begin that clock once we actually start digging. So reporter you diddenings earlier the cold was causing mention earlier the cold was causing trouble for crews. They were aming up and getting back out. Is that going to delay the process at all and how is that going to affect commute . Sometimes it can take a little bit longer in the winter to repair breaksment you cant just sit outside and work for four hours straight and you know what can be below zero with windchills. So they do take shifts get in the car and get in the vehicle. Warm up. Get back out. So it does take longer. Traffic this morning, this section of wilson lane is closed so i knows that definitely causing a problem for some motorists.
