Were going to move to i495 New Hampshire avenue and give you a look at the beltway this morning. Take a look at that particular camera. Actually, it doesnt look like we have it. There it is. You can see traffic is moving by at speed but there is black ice out on the roadways so you want to be careful with that. Were going to end with an accident in woodbridge, virginia. Lets take a look the at trafficland camera. This is an accident i95 north of Prince William parkway. Only the right lane gets by at this point. So be aware that there are incidents out there. About 3500 people have already cast ballots in early voting so there are plenty of votes still up for grabs. Nikki burdine joins us with a look at the candidates. Reporter were in the home stretch. Although a new poll out yesterday has mayor gray and councilman Muriel Bowser in a dead heat. That could all change tonight in a debate right here on wusa9. Candidates have been hitting the streets to grab a big group of voters up for grabs, the undecided. If the race continues on its current track, it looks like the voter turnout will be a big difference maker. If voters come out in strong numbers, it looks like the election could break bowsers way. If voters stay home, it will likely work out in grays favor. Tommy wells camp not giving up. Hopefully before tonight and bowser is confident in what the voters want. Former Virginia GovernorBob Mcdonnell and his wife, mawr even, want a federal judge to dismiss most of the charges again. They face 11 counts of corruption. Theyre accused of accepting more than 165,000 in gifts and loans from the c. E. O. After Dietary Supplements company all in exchange for promoting his products. Mcdonnells say they are not guilty. Right now, they, their trial is set for july. Medical marijuana legislation is on the move in maryland. A senate panel approved a bill with some changes on it this week and now it goes to the full senate. Rescuers are planning to ramp up their efforts again in Washington State as soon as the sun rises. At least 24 people are believed dead after that massive mud slide saturday morning. Is increasing the reward for any information on the whereabouts of relisha rudd to 50,000. The agency released this video of the 8yearold yesterday. It was taken february 26 at the Holiday Inn Express in northeast d. C. Rudd was with 51 yearold kahlil tatum who had been the janitor at the shelter where rudd was staying with her family. Tatum is facing charges of kills his wife in maryland. Was the amber alert issued in a wide enough area when relisha rudd first disappeared . Disk police chief cathy lanier said the alerts were sent out through the midatlantic and down to the southeast coast. Russ ptacek found out that may not have been the case. Thats not true. I actually looked into that when i got the allegation. The amber alert was issued as far north as pennsylvania and delaware and as far south as florida. Reporter we asked state police in pennsylvania, delaware and florida where Officials Say no amber alerts are or were issued there. We asked north carolina, south carolina, new york, maryland and virginia, too. They also say no amber alerts issued there for relisha rudd. In an email virginia Officials Say theyve shared information about the case statewide but, quote, state police also reached out to metro police to offer any assistance we could provide in relation to their search efforts to include activation of a virginia amber alert. Thursday cellular phone amber alerts were delayed. The National Center for missing and exploited children although police did issue an amber alert in d. C. , they didnt activate the notification system for phone alerts until four and a half hours afterwards. Finally this today. Five days after that amber alert first went out. Electronic signs at d. C. Bus stops have relishas face and information. An Outdoor AdvertisingAssociation Says similar signs are now up on maryland billboards. The metropolitan Police Department issue add statement in response to our questions, a statement saying the agency is pleased with the way it publicized the case, a statement that doesnt answer any of our questions about the amber alerts. The state board of education voted tuesday to let schools start asking to waive the requirement for 180 days of instruction after so many systems lost so many days this winter. 15 School Systems have already requested the waivers. It may not feel like it but we are in the middle of the annual Cherry Blossom festival. The buds already had started to appear on the trees down along the tidal basin when the snow hit yesterday. Here are some of the things new were following. The navy says the civilian who shot a sailor late monday night was authorized to be on the base at naval station norfolk. Neither man has been identified yet but investigators believe the civilian took the sailors gun and shot him before being shot and killed by security guards. Arlington county is now identifying the People Killed in a fire along south Langley Street nearly two weeks ago. 73yearold yvonne berry and 77 yearold bobby goens died in that fire march 18. The cause of the fire is under investigation. The car carrying paul walker was traveling up to 94 miles an hour when it crashed last year killing the actor and the driver. Police believe the driver lost control after driving at an unsafe speed. Every homeless person you see on the street bundle up in a sleeping bad or peddling for loose change costs you tens of thousands of dollars. The price of shelter, food and Health Services in the district comes at a price tag of 50,000, money thats coming out taxpayers pockets. So no matter how you feel about the homeless and your community, whether you believe their owe to blame for their situation or just morley wrong for folks who live out in the cold, advocates say it makes Financial Sense to get them off the streets. Reporter there are 3,000 chronically homeless men, women and children in d. C. Reggie black is one of them. Reggies mom died when he was 7. He barely graduated Alternative High School and his father fed up with his criminal behavior kicked him out. He was 18. First i slept on the porch, then his car a couple of days. Then someone came and they actually led me to what was a furnace, boiler room. I stayed there for like six months. Reporter do you blame your dad in some way for what happened . Not anymore. Reporter by day reggie edits the newspaper at the church of the epiphany. By night he jumps around from soup kitchens to lectures. We met up with reggie at the height of this winters arctic blast when the stinging cold made being outside brutal during the day, unbearable, potentially deadly at night. Arent you tired . Yeah. Yeah. Reporter on bitterly cold nights like we have tonight, the city tries hard to get homeless into warm shelters but many insist on spending the night here on the streets. Still few are as lucky as avinia and brian. Just because were homeless doesnt mean we dont know how to love. Reporter they just celebrated their oneyear wedding anniversary on value times day. Despite their obvious challenges. This is the hard epps life ever out here hardest life ever out here. People dont understand that. Reporter they feel fulfilled. They know how to bathe, eat, even rubbed elbows with some celebrities. Their disability check gave them enough cash to buy a tablet, cell phone and electric hand warmer that radiates just enough heat to keep them warm inside their tent given to them recently by a church at the passing of their friend elgin, a homeless man who died on the street. Do you ever feel like as a man you should be a provider for your wife. I provide for everything she needs. I want to nothing. Reporter they were on the waiting list but did not qualify for free housing because brian had a job making 500 a week as a bouncer. That was until a year ago when the boss spotted him crawling into a Cardboard Box after a shift. I dont like to be angry. Reporter they remain grateful, work the system and pray for a home one day. So does reggie. All were asking for is a small act of kindness from your heart. Reporter and though he has a warm bed at night, he knows the shelter is not getting him closer to his goal. Good they keep people alive but they need to be moving people to the next level. Its not helping then. There is a Movement Across the country to place our homeless neighbors in stable, living conditions. Phoenix, arizona just ended chronic homelessness among its 222 veterans. Nashville currently working to house folks in the 100,000 homes campaign. There are models across the country and d. C. Is hoping to follow those models. We have one, one of the richest populations in the nation. Two, one of the biggest populations of veterans, many of them homeless on our streets here. So you can see the capitol on one block and people sleeping on sewer greats 100 feet away. It becomes part of our landscape. So many of us see the monuments and homeless folks in our neighborhood and we become desensitized to it. How do you get people to care . Yeah, theres tons of money. The mayor admits it. The mindset of the homeless on the street there. It plays a big part. There are a lot of social issues that need to be addressed. Theyre talking about this 25,000 cost to put someone in a home actually includes mental Health Services, social services, life skills that these folks dont have living on the street.
