Governor Bob Mcdonnell says he has two plans for virginians during a federal shutdown. One includes taking money out of the commonwealths new federal action contingency trust. It has about 13 million in it available to help pay for the federal share of some of the state worker salaries in virginia. The other option, deficit loans. They could also help keep some of the programs on track that are funded by both the federal government and the state. Congress couldnt get a deal done because of the Senate Democrats refusing to defund president obamas health care reform, something the g. O. P. Kongmen are very adamant about trying to do. Here is why the republicans want to get rid of it. Opponents believe the Program Costs too much. It will hurt the quality of medical care and will hurt business owners. Both small and large. Opponents also dont like the penalty given to people who dont have any Health Insurance and opponents know if they dont defeat obamacare now, it will be very difficult to eliminate it once its up and running. People who support the measure like it because it makes insurers pay for more coverage on items like prescription drugs, Mental Health care. It enforces exchanges to accept you despite preexisting conditions and drop you if you get sick. Children can stay on their parents plan till theyre 26. And to pay for it, there are new taxes on the wealthy, on devices and health insurers. The key provisions of the Health Care Law kick in today. The Health Care Exchanges which are Online Market plays for insurance and theyre open for business today. You dont have to rush today. Everything doesnt have to happen today but if your insurance, if you have it through your employer, if you have medicaid, medicare, you have nothing to do today. You dont have to worry about anything. But if you dont have health coverage, you can now go online and look for the cheapest Health Insurance and see if you qualify for federal subsidies. If you live in maryland, go to marylandconnection. Gov. If you live in the district, go to dchealthlink. Gov. Virginia isnt taking part in any of this. Virginians need to visit the federal site healthcare. Gov. Anyone can call 8003182596. Open enrollment goes all the way through march. The government has already said there will not be penalties if you are insured by april 1. Not signing up, however, by then will cost you 95 or 1 of your income, whichever is greater. And each year youre not insured, that number goes up. The minimum is 6500. Here are some of the services deemed essential. Air traffic control, food inspections, border security, the Postal Service and checks for medicare, medicaid and Social Security will all continue. But some services will be stopped. For example, National Parks and museums will close. Even barricades around some of the monuments this morning. Visa and passport applications will come to an end and so will some veteran services, but i have heard that some passport processes will be continued for a while. So at least call before you go to check on visas or passports. We are all getting affected by the shutdown. In maryland youre also going to be affected by some new laws. They take effect today, october 1. If youre using your cell phone while youre driving and police see you doing it, youll get a ticket. They used to have to pull you over to Something Else and then ticket you but now its a primary offense. Officially the Death Penalty is repealed in maryland as of today. Also restrictive gun laws. The dow plunged 128 points. Not so bad. 15,129 is the level. The s p 500 and the nasdaq both matched each other down 10 points yesterday. Still, get this, all three major averages up between 15 and 24 for the year so far. Pretty good year for wall street. Delta airlines plans to buy tablets for the pilots. They would replace all the books and maps they carry around. Already airlines have already switched to tablets but use the ipad. The surface tablets will save about 13 million a year in fuel and other costs. They plan to test the tablets on its boeing 757s and 767s. This could be a big distraction for wall street from the budget shutdown. Twitter could make its ipo public as early as this week. It would be ready for trading potentially by thanksgiving. Hes also benefiting from the generosity of a new jersey family that will be very sad to see him go home. Allison harmelin has the story. Reporter at 9 years old he is playing an american sport. Thousands of miles from his native afghanistan. He was born with his bladder outside of his body, a rare life threatening condition. In 2010, his family begged american soldiers for help. Major glenn bassinger called Healing Hands a charity that brought him to the u. S. For charity. He moved in with the oppinger family. They asked that this boy be taken out of afghanistan and i said and then i told my family that night. Reporter matt always wanted a little brother. He taught him english and football. Is he a coach . A brother . Yeah. Reporter he also had a team of doctors in new jersey. They took on the case for free placing his bladder inside of his body. Its called the ultimate challenge in reconstructive surgery. Reporter in the past three years hes undergone three major surgeries and countless procedures. His doctors now say hes on the road to recovery which means soon hell be on the way back to afghanistan. It will be very hard to say goodbye. Reporter missy will be saying goodbye to both boys. In developed countries children who are born with this bladder defect have surgery almost immediately to repair it and doctors are amazed that he was able to survive as long as he did with the condition. They analyzed the diets of more than 4500 pregnant women looking at about 100 food and drink items the women consumed. Doctors say eating fish during pregnancy can have a positive effect on a babys iq and its eyesight. More parents should practice safer sleeping habits with their babies. The number of infants who sleep in the same bed as their parents jumped to about 13 since the early 1990s. Researchers at the yale school of medicine interviewed about 19,000 parents across the country and found the trend is especially rising among minority. Scientists say bed sharing puts babies at a higher risk of sudden infant death syndrome or sides. Doctors recommend babies share a room with their parents but not a bed.
