Fox 29s bruce gordon is in the newsroom and, bruce, have you actually been able to sort through all of this . Reporter i think so, lucy but it has not been easy. The short answer is, you are responsible for the up keep and the maintenance of the sidewalk in front of your home. But what if a city vehicle damages the walkway . Now it gets interesting. 500 block of garrett street is thinner than light beer. Just wide enough for two rows of cars. So when a small city trash truck came rumbling by on the morning of september 12th, it went up on the sidewalk in front of this row home. He says he saw the truck. And a neighbor reported the damage. The lady told me that the trash truck wall over on the sidewalk and make sidewalk collapse. Your neighbor actually said to you i saw this truck go over it and it collapse justin drabick. Yes, sir. Reporter true got the truck license number and reported the damage to the city. They reminded him of something called the government immunity tort act. Which severely limits what a homeowner can recover from the city even if that city is responsible for damaging his property and, yes, the sidewalk in front of trues home is his responsibility. True says he reached out to his Insurance Company and your Insurance Company tells you this is a city problem . Yes, sir. Reporter you kind of feel like youre in between these two im sure. Yes sir. Reporter folks tell us the sidewalk has been run over again since that day in september. Further deepening the hole. Finally trues neighbor gave him a suggestion. In a neighborhood where the city redid the entire blocks worth of sidewalks just six years ago, true just wants the city to own up to its responsibility to fix what it broke. The folks at Risk Management say it could be a couple of weeks before they determine whether their truck was indeed responsible for the broken sidewalk. But if the city is libel, they still want true to file a claim with his homeowners insurance. If the company pays the bill for repairs, the city will cover the five hadnt dread december duct till. If the Insurance Company rejects the claim, then the city says they would pay the whole bill but, again, first they have to accept responsibility for the damage. We will keep you posted. His message is tied to his number on the field. Tell you what it is next in sports. Right now we have breaking news. President obama just recorded these comments about the ebola epidemic. Lets listen. Much more aggressive way unquote. This comes as we learn a Second Health care worker in dallas has tested positive for the disease and that this new patient flew on a commercial flight the day before she was diagnosed. But the key here is this. Were told she showed no symptoms on that flight and according to doctors that means she was not contagious. Once you show symptoms, then youre contagious. She showed in symptoms. They believe she was not contagious. Still, Health Officials say theyll track those passengers just to make sure theyre safe. Hundred 30 something of them. This latest patient will now go according to doctors to Emory University hospital in atlanta. A facility that successfully treated other ebola patients. Now, Health Officials say the second case could help them figure out how the workers are getting infected. Which could lead to safer procedures for Health Workers everywhere. A reminder, two people have contracted this in america. The Associated Press reports medical records show new patient inserted catheters, brew blood and dealt with duncans bodily fluids before he died last week. But no word on exactly how she contracted the virus heres the president. Dominated by the diagnosis of a Second Health care worker in dallas with ebola, and in light of this second case, i thought it was very important for me to bring together our Team Including our cdc director tom frieden to hear directly from them in terms of how we are ramping up our efforts here. Obviously, initially, we want to express concern for the two Health Workers who have been affected. Our nurses and our Health Care Workers are absolutely vital to the health and wellbeing of our families. They sacrifice for us all the time not just in this case, but in the case of other illnesses that affect us them. They are selfless. They work hard. Theyre often under paid. And so our thoughts and prayers are with them and we have to make sure that we are doing everything we can to take care of them even as they take care of us. As a consequence what weve been doing here today is reviewing exactly what we know about whats happened in dallas, and how were going to make sure that Something Like this is not repeated, and that we are monitoring supervise, overseeing, in a much more aggressive way exactly whats taking place in dallas initially and making sure that the Lessons Learned are transmitted to hospitals and clinics across the country. First of all, what ive directed the cdc to do is that as soon as somebody is diagnosed with ebola, we want a Rapid Response team, a swat team, essentially from the cdc to be on the ground as quickly as possible. Hopefully win 24 hours so that they are taking the local hospital step by step through exactly what needs to be done, and making sure all the protocols are properly observed, that the use of protective equipment is done effectively. Disposal of that protective equipment is done properly, that the key thing to understand about this disease is that these protocols work. We know that because theyve been used for decades now in ebola cases around the world. Including the cases that were treated in emory and in nebras nebraska. So if theyre done properly, they work. But we have to make sure that understandably certain level hospital that is may not have that experience are walking walked through that process as carefully as possible and well make sure this Rapid Response team can do that. In addition, we are reviewing every step of whats happened since mr. Done can was initially brought in to the hospital in dallas so that we understand exactly where some of the problems may have occurred. And doing a thorough canvass of inventories all the workers who had contact with mr. Done can including those who engaged in some of the testing that took place. We are now communicating all these various lessons to hospitals, clinics, First Responders around the country and obviously giving all the attention that this has received, were going to make sure that that provision of information is constant, ongoing and being updated on a realtime basis. In addition, we are working very carefully with the mayor of dallas, the governor of texas and others to make sure that in the event any other cases arise from these Health Workers that they are properly cared for in a way that is consistent with public safety. I know that people are concerned about the fact that the Second Health care worker had traveled. Heres what we know about ebola. That it is not like the flu. It is not airborne. The only way that a person can contract ebola is by coming into direct contact with the bodily fluids of somebody whos showing symptoms. In other words, if they dont have symptoms, theyre not contagious. What we are able to do, however, is to do whats called Contact Tracing so that anybody who may have had contact with someone even if it was incidental contact even if they werent showing symptoms being able to identify who those individuals are and make sure that they are then being monitored in a way that allows us to make certain that the disease does not spread further. And thats currently taking place in a very aggressive process conducted by the cdc, nhs and the rest of our teams. I want to use myself as an example just so people have a sense of the science here. I shook hands with, hugged and kissed not the doctors but a couple of the nurses at emory because of the valiant work that they did in treating one of the patients. They followed the protocols. They knew what they were doing. And i felt perfectly safe doing so. And so this is not a situation in which like a flu the risks of a rapid spread of the disease are eminent. If we do these protocols properly if we follow the steps, if we get the information out, then the likelihood of widespread Ebola Outbreaks in this country are very, very low. But i think what weve all learned over the last several weeks is that folks here in this country and a lot of no nonspecialized hospitals and clinics dont have that much experience dealing with these issues and so were going to have to push out this information as aggressively as possible, and thats the instructions that ive provided to my team. Just a couple other points. We are going to be monitoring carefully the Health Status of the other Health Care Workers in dallas, and obviously theyre concerned. We unthat many of them are scared, and we are going to make sure that were on the ground 24 7 to provide them the kind of support, information and assurance that is they need to get through this particular challenge. And finally, were also going to be continually examining our screening processes at airports for making sure that in the event that we have additional cases that involve the need for transporting those patients to specialized hospitals that those teams are in place and those facilities are in place, and we will make sure that on a day to day basis we provide the public with all the information they need and any updates about what has happened not just in dallas but what is being done across the country. Ill end with this point. We are going to have to make sure that we do not lose sight of the importance of the International Response to what is taking place in west africa. I am absolutely confident that we can prevent a serious outbreak of the disease here in the united states, but it becomes more difficult to do so if this epidemic of ebola rages out of control in west africa. If it does, then it will spread globally. In an age of frequent travel and, you know, the kind of constant interactions that people have across borders. And so it is very important for us to understand that the investment we make in helping liberia, sierra leone and guinea deal with this problem is an invest in many our own Public Health. This is not simply charity although obviously its important that america take the lead in the humanitarian crisis thats taking place there, but it is also probably the single most important thing that we can do to prevent a more serious Ebola Outbreak in this country is making sure that we get what is a raging epidemic right now in west africa under control. So for that reason, last night i had call with Prime Minister of japan to solicit greater support for the international effort. This morning i spoke with chons lore merkle of germany. Renzi of italy. President of france. As well as David Cameron the Prime Minister of Great Britain to make sure that we are coordinating our efforts and that we are putting in a lot morey sources than so far the International Community has put into this process. So bottom line in terms of the public, i want people to understand that the dangers of you cracking ebola, the dangers of a serious outbreak are extraordinarily low, but we are taking this very seriously at the highest levels of governme government. And we are going to be able to manage this particular situation but we have to look towards the future and if we are not responding internationally in an effective way and if we do not set up the kind of preparedness and training in our Public Health infrastructure here in the united states, not just for this outbreak but for future outbreaks, then we could have problems. So in the meantime, i want everybody to be thinking about and praying for the two Health Workers that have gotten sick. Those who also treated this patient with compassion and care, we just want to say thank you to them. And you know we are going to be doing everything we can to make sure that theyre properly cared for. Okay . Thank you very much everybody. All right. Youve been listening to president obama addressed the nation about the ebola situation and again he mentioned he wants to assure the country that everything is being done that can possibly be done. Also i thought was interesting he mentioned did he actually shake the hands and come in contact with some of those doctors from emory and mentioned ebola is not airborne and so we shouldnt have to wary about gettingetting it unless someones symptoms we exchanged bodily fluid. We have breaking news in regards to the weather. That ultimate doppler looks hot right now. We have flood advisers posted to the west of our area until 10 00 oclock tonight. Some locations lancaster, berks county already over 2inches of rainfall. And you can see were watch something heavy rain right now move into sections of new castle as well as kent county in delaware. Where you see the red and orange thats pretty intense rain. A bit of a lull right now in philadelphia. North and west some pockets of some showers, but 72 degrees right now. Of course, we have the cloud cover, humidity up there at none . Causing some airport delays as well so just keep in in mine but otherwise, were watching most of this activity slowly move toward our area and not so much moving from west to east right now. But eventually as we watch the clock you can see well continue to find periods of rainfall. Then by 4 00 a. Today doctors confirm the deadly virus in a Second Health care worker in dallas and we now know she flew on a us airline just this week. 29 year old Amber Vincent helped treat the liberian man who died from ebola last week including drawing his blood and changing his catheter raising anxiety even higher vincent flew to ohio and back on commercial airliner. She was on board Frontier Airline flight 1143 back to dallas monday just one day before she came down with a fever. The cdc notified the more than 100 passengers who were on that plane. Officials say hazmat crews have decontaminated the plane and president obama just minutes ago following a meeting with top cabinet members said us monitoring of ebola must be much more aggressive. We are now communicating all these various lessons to hospitals, clinics, First Responders around the country and obviously given the attention this has received were going to make sure that that provision of information is constant. The president also says federal Health Workers must respond to any future cases within 24 hours. Good evening im lucy noland. Im iain page.
