From our data we noticed the up tick in cell phone thefts which occurred on the system with some of our passengers that were asleep, and we decided we needed to something proactive and tactical to put a stop to this type of behavior. Part of an aggressive new plan to protect passengers from cell phone thieves. The opportunity tift thief would see that person with cell phone or Electronic Device in their hand, and take that device and pretty much run off the train without the passengers knowledge. Hell sit down next to the officer. The sleeping passenger is actually an undercover septa Police Officer pretending to be asleep. Septa police have been using the sleeper decoy detail since june and theyve had quite a bit of success. To date i believe we have about 70, 75 success rate. Reporter septa says the decoy detail is dispatched based on crime data showing where cell phones are being stolen. They track the times were phones are stolen and the trains where phones are most often snatched from riders. Then they set up the decoy detail accordingly. Male and female officers and we have a variety of ages from 21 to maybe even 60. Reporter captain jones step is going public with their sleeping decoy detail because they hope it will educate the riding public about cell phone thieves and let the criminals who prey on the passengers know that septa police are always watching. So the person sitting there that you think is some innocent victim here may not job. Could very well be an undercover officer. Reporter septa officials also point out that on several occasions, passengers on board trains have actually awakened the sleeping decoy undercover officer to warn him that his cell phone was out and could be stolen. Not knowing the sleeping passenger is actually an undercover cop.
