Pictures like these show a beautiful eightyearold girl in happier times but tonight her family is mourning her death. She died earlier tonight after being hit by a car. The driver didnt even stop. Good evening, im chris oconnell. Im lucy noland tonight a manhunt is on for that driver. Fox 29s Joanne Pileggi joins us live from university city. Joanne. Reporter lucy, chris, as parent you always worry when your kids are crossing busy streets, and this is why we worry. When Something Like this happe happens. So you can visualize this familys pain. Knowing that someone struck and killed their eightyearold daughter. Didnt stop. Just sped away. Whoever did this, i want you to know that youre causing my family a great deal of pain. Shes the happiest little girl ever. She has manners, always happy, always laughing. In an instant everything changed when eightyearold Jay Anna Powell and her brother were crossing lansdowne avenue in overbrook. She was eight. Innocent on the way home from school. And police say a car struck jay anna and her brother around 3 15 this afternoon. From what they said knocked her 20 feet in the air. We understand accidents happen. But now you just killed an eightyearold child. Reporter grief, shock and anger. The familiar confidential not believe the driver sped away. You took our princess from us. Our princess much shes gone now. Reporter Police Investigators picked up evidence from the scene. Neighbors are horrified that this could happen. Thats bad them need to turn they self in. Its horrible. What they did, hit a little child. Child dead. Hurtful. The whole point you should have stopped. You should have checked to make sure the two little kids was all right. And then go on about your business. You didnt do none of that. You hit them and rhawn like, hooks does that . Reporter jay anna dived her injuries. Her brother was not seriously injured. Police are on manhunt tonight. Theyd like to find that driver and the car they believe he was driving a silver Nissan Altima or maxima which supposedly has some serious front end damage. Jay annas family is also offering a substantial reward for information that leads to the arrest of the driver. Chris . Joanne, just art breaking. Thanks. Fire investigators trying to figure out what caused a house fire in chester tonight. Skyfox over the scene just about an hour ago. Firefighters are still battling the flames right now. You can see the home on second and jeffrey streets suffering some serious damage there. So far no reports of any injuries. Developing right now, a Philadelphia Police officer is recovering tonight after he was caught up in crossfire along with his little boy and he may have saved his twoyearold sons live when the bullets started flying in this in north philadelphia. Brad sattin joins us live from Thomas Jefferson University Hospital with an update on that officers condition tonight. Brad . Reporter chris, pretty good news here. This officer is doing okay. Still said to be in lot of pain. He was shot in his finger. He had some other graze wounds as well. But, again, doing okay. The Police Commission are in richard ross then rushing here over to the scene to check on him. Then talked to us a little while ago and said certainly this situation could have been much worse. We took cover as we usual dollar if you hear shots. Yeah, you get down. There was a lot. Reporter a lot all right at least 23 shots fired near tenth and parish streets just before five confidential as kids were playing. Off duty Philadelphia Police officer Angelo Romero unarmed and walking with his twoyearold son was caught in the crossfire. He had nothing to do with it. Obviously his sixth sense kicked in when he sees, upping, these guys you could kind of sense something was up, and another guy comes around the corner. Sees him coming out of his pock with a gun, and thats certainly the guy he can identify. Reporter the officer ducked and covered his son. Bullets aint got no name. They will fly anywhere. Reporter officer romero was hit struck in the thumb and took bullet fragments to both his legs and buttocks. When the shooting stopped, he was able to get his son to safety at a relatives home nearby. He tried to take himself to the hospital but he couldnt do it. Fortunately a Highway Patrol officer was in the area was able to bring him here. Reporter rush to Jefferson University hospital he will be okay. The commissioner and other Police Officers arriving to check on him. Meanwhile police are hopeful that surveillance cameras caught what happened. All we have is a group of young males he said very young in their teens anywhere from 15 to 18, we believe that one of them was wearing a burgundied when dee underneath a black puffy jacket. The man who had asked for police help said glass had been threatening him over a mutual friend. Glass was loaded down police say with all kinds of stuff including a gun, five knives, two pairs of brass knuckles, tactical gloves, flashlight, binoculars the list goes on that was whats on him. Theyre going after his money a judge in Gloucester County sentenced 44yearold norberg to 25 years in prison for aggravated manslaughter in the 2013 death of a franklinville man. Bruce gordon reports norbergs legal troubles are just the beginning. Reporter John Mcconnell was the youngest of 11 children and on friday most of that huge family filed quietly into a Gloucester County courtroom to see his killer brought to justice. Theres avoid. Theres void for us its like with anyone when someone they love they cant be replaced 44yearold john norberg was John Mcconnells land scape per he became his friend but the man known as yann 93 new mcconnell received a monthly disability check and in march 2013 norberg robbed, beat, bound and gagged the 54yearold mcconnell and left him to die. After mcconnells sister read a tear stained victim impact letter, the judge okayed a plea deal between the state and the defendant. Norberg admits to one count of aggravated manslaughter and could be out of prison in just over 17 years. Mcconnells family is disappointed. I dont think the judicial system failed. I dont think it was harsh enough for the vicious crime they did to my brother. Reporter the brothers and sisters seek to point and exclamation point on that sentence. Within the next week or so theyll file a civil lawsuit for wrongful death against norberg seeking money damages. Norberg criminal defense says the mcconnell will likely get little money from his client because he has little to give. If it gives them some spiece of mind and they think theres a basis for it i wouldnt fault them for doing that but how does it turn out, im not sure. Reporter mcconnell brothers and sisters dont seem to care about the dollar amount. Family Attorney Says its about making norbergs life after prison as hard as they can make it. The state had their opportunity to prosecute mr mr. Norberg criminally much its now the familys opportunity to prosecute him civilly. And thats reporter going after whatever money he may have. Norberg was actually one of four people charged in the killing he is because of the statute of limitations for some charges the only one sued. Judge recused him after after Jerry Sanduskys lawyers raised questions about his role in a december 2011 meeting in State College hotel. I remember he had goatee and the way his i remember because he had unusually large lips. Once you Start Talking about it once you start reliving it, like i said your subconscious mind will kick in to where when we start looking at images and knows and eyes and mouth and ears, youll recognize it. Reporter he helps the witness recall the suspect feature by feature. Using a catalog of images. Finding the features that ultimately make up a face that resembles the criminal. Its not like you see on t you dont have to sit here and explain. Reporter these are few of the sketches compare his images to the suspects mug shots. And youll notice this is likeness. Its going to resemble him. Its not going to be a portrait film what stands out to me is these side by side the knows. The knows being it has that roundness to it. Thats a feature that definitely stands out. The hair is something i like. He has a beard which is very scruffy. All those features combined that pops out. Reporter victims can especially helpful by remembering one or two things that stand out. It could be an earring. It could be a tattoo. It could be a scar. What we look for and hope for is maybe someone will say, hey, that guy with that lip ring or that guy with that hairstyle, that looks locate someone i know and lives in this area where the crime is committed.
