culpeper, places like that. and then a light shower activity on the eastern portion of the beltway and out toward anne arundel county as well. so showers. this is what we'll continue to see during the course of the day today. right now reagan national reporting a temperature of 57 degrees. relative humidity is 83%. winds out of the northeast at 5 miles per hour. your forecast for today, we're going to be looking for cloudy skies, cool, periods of rain, and we could see a thunderstorm or two pop up later today. our high only about 60 degrees for today. that's a look at the weather. we'll have more coming up in just a little bit. steve, back to you. we do have a traffic alert for you. if you ride marc train 880 that departed brunswick at 8:40 in the morning, that has been canceled due to the deadly accident yesterday. riders should expect overcrowding on the trains this morning. on the roads, several more streets are shut down as filming continues for transformers 3. 20th and 21st street between c. street and constitution will be shut down until noon tomorrow and independent southwest between 3rd and 7th street closed until 10:00. there are closings and parking restrictions and all of that is posted online at myfoxdc.com. so let's check the traffic this morning with our commute as we're hoping get it in before the rain started to fall. >> let's start off with the crew in sky fox past 123 in vienna, finding that accident is tieing up the right side of the highway as you continue on the inner loop of the beltway. now typically we find inner loop delays leaving braddock and toward 66. it's not only slow from braddock north but congested past the accident scene at 123. and again we do have activity that continues to squeeze the right lane and that is the focal point for inner loop delays which are starting to stack up well before route 50, arlington, heading up to the left shoulder. 66 is a mess out of manassas. fair oaks, and after nutley street to the beltway. it is a tight ride on the beltway in tysons and this is the same area where we saw congestion yesterday because of a range in the traffic pattern out of vienna. again, you travel through the intersection and make the left turn, which is the same ramp that allows southbound 123 to exit on the inner loop. we saw what that did to the commute, now an accident in the same area. quickly moving on. we have problems on the beltway in virginia. if you are traveling down south in the direction of the wilson bridge, outer loop, accident tieing up the left lane in the direction of the wilson bridge. inner loop at eisenhower, reports of a stalled car tieing up a lane. outer loop below speed, 95 to georgia avenue with all lanes open. that's a check of your fox 5 on- time traffic. our top story, yesterday's double shooting at a department of public works lot. there is the victim. d.c. police say it does not appear to be a random shooting. larry hutchins was killed and another worker injured when the gunman fired off several shots at around 6:00 yesterday morning. this was on w. street northeast. officers say the shooter was in a dpw uniform but dpw maintains the gunman was not somebody who other employees recognized. >> pop, pop. >> reporter: the person responsible for the shooting was wearing a uniform. we have not confirmed what type of uniform or any other information. >> we do have a crew at the scene getting details so we'll have a live report later this morning. a 4-year-old child safe and sound after being caught in the middle of a carjacking. a man hopped in a vehicle at a gas station on fay lor road in temple hymns before 10:00 last night. police believe the carjacker dump off when he realized the child was in the backseat. the child is okay now back with their parents. the carjacker is still on the run. [ cheering and applause ] celebrations in chilly and around the world as the last rescue worker and miner make their way to the surface of the earth. the 33rd miner and celebrated across the world. they were trapped for more than two months. laura evans with more on the rescue mission. >> reporter: one after one, as each miner is pulled to the surface, the scene is repeated. first cheers, then the long awaiting reunion with loved ones. then the miners with whisked off to triage before being flown to a main hospital 35 miles away. the rescues have captivated not only chile but the rest of the world too. >> this rescue is a tribute not only to the determination of the rescue workers and the chilean government, but also the unit and resolve of the chilean people who have inspired the world. >> i continue to entrust divine goodness that the miners in chile many thanks and may god bless you. >> reporter: the chilean president told him the first five days underground were filled with anguish. but when they heard the first signs of drilling they regained hope. >> and then on sunday august 22nd the first contact was established it was the confirmation something they knew. that the whole of chile was helping with their rescue. >> reporter: now experts warn they will likely face a slew of health issues. >> as they start to feel more and more stress, i get more and more concerned about their diabetes, about high blood pressure, about heart disease. many of them have underlying medical problems. >> reporter: feared dead for 17 days the man rationed tuna and some milk. officials did send down medicine and food and water and told them to prepare for the rescue by exercising mentally and physically. but still their lives have been changed forever. >> how do you relate to your wife any more? >> but you're asking the guys. >> well he was looking at me and so i asked him. >> the guys that get out of the shower do the towel dry thing and walk out of the door. lanes are open as you continue on the beltway to and from the wilson bridge. crash on the inner loop of the beltway past eisenhower. that was tieing up the center of the road and then on the outer loop at van dorn, accident tieing up the far right lane. so on both loops of the beltway we have accident activity. northbound 95 congested out of woodbridge through springfield and 395 traffic slowing at duke street and 14th street bridge. inner loop at tysons and 123, accident causing a backup from braddock toward tysons. outer loop at slow speed, slow from 198 and the beltway. that's a check of your fox 5 on- time traffic. police have arrested this man. leonardo ramos is charged with second-degree murder and assault. police say a fight in the thirsty turtle spilled over into the street. this is the biggest bar in college park and police say it is a continuing problem for them. they want the establish shut down. john henrehan has more. >> reporter: the street stabbings that occurred in college park on tuesday were the combination of a bar fight that police say began inside the thirsty turtle. campus official david mitchell said the biggest bar just off campus is a chronic source of underage drinking and overimbibing. >> there was one case where one student had a problem and the bar declined to call an ambulance because they were underage. >> i've seen people urinating on the floor. i've seen underage kids served and not cut off when they are so intoxicated they can barely make their way back home. >> reporter: joe said he's been going to the thirsty turtle since he was a freshman. >> did you go there underage. >> i've been there underage before. >> how did you get in? julie with the latest on traffic. and it's very busy out there. rain starting to fall. and problems to discuss in virginia. northbound on i-95 through woodbridge it is bumper-to- bumper slow and slocuming around the curve leaving newington, north of the fairfax county parkway and on to 395. notice both the main line and the h.o.v. is below speed headed in the direction of the 14th street bridge. outer loop of the beltway leaving springfield in the direction of the wilson bridge. you have the crash here after van dorn tieing up the right side of the road so that's keeping you on the brakes from the springfield interchange toward the bridge. on the inner loop, delays cleared but a backup from eisenhower and then the pace improves. top side of the beltway, below speed. 95 slows between 216 and 198 and bw parkway slow between 198 and 197. that's a check of your fox 5 on- time traffic. northern virginia's illusive serial bandit is at it again. the mysterious thief hit two houses in vienna and tried to get into others. >> reporter: according to vienna police, tuesday night the serial burglar climbed through the window of this home, took a purse and took off. >> i'm a bit surprised but it can happen anyplace. >> reporter: and the suspect burglarized another home nearby and he wasn't done. >> we also found two additional houses where we believe the sent tried to get in but wasn't able to get in. we found the screens were slit. >> reporter: this brings the estimated total of burglaries in fairfax county to nearly 100. in most of the cases the investigator say the suspect is getting in through unlocked window and doors. one neighbor left his garage door up and the homeowner was nowhere to be found. craig ballinger lives across the street. >> we have storm windows and such. and we double lock even the storm lock. >> it's imperative that homeowners be very vigilant about locking doors and windows and don't take any chances. >> reporter: police say doing the simple things makes it harder for the suspect to get in and makes homeowners less likely to be crime victims. joining us with latest on the investigation is fairfax county police chief colonel dave roarer. >> good morning. thank you for having me. >> how troubling is this new location as fares you are concerned? >> it is very troubling. but all of the cases are troubling. i've been a police officer for 30 years. outside of murders and sexual assault and robberies, those that are breaking in during the night is very chilling. we're taking all of the cases very seriously and have a lot of resources debt kateed to it. >> tell us about the commonality in the cases and do you believe it's a ring of the same group, one person, what are you thinking? >> well we're being careful not to have trouble vision in this case but we have 103 related cases that we believe may be committed by the same person or persons. we have 51 burglaries, 17 attempted burglaries and 35 other cases involving larceny from vehicles, suspicious events, things like that. certainly all of these have been in single family homes, many of them upscale type homes. and as you mentioned this is really about open doors and windows and so the appeal we continue to make is for people to harden their homes, double lock their doors and windows and block pet doors and make your house less of a target and less vulnerable. >> when some of us here the doctors are open, the garage door is open and we think, man, in 2010 but yours is a safe community. that is a sort of serenity of what they -- we thought we could enjoy has been busted. >> again we are a safe community and i don't want to lose sight of that. and we've had these burglaries before. we're focused on this. and i understand people have in their homes. the home is the castle. and nobody should be at risk in their home in the middle of the night. so we are taking these seriously. but in 2010 you think people would be more alert and vigilant about unlocked doors and windows and garage doors. we continue to make this appeal and i thank you for sharing this and pushing out the message, lock your doors and windows and turn your lights on. and go outside at nighttime and look at your house and think like a burglar. look for vulnerable areas and try to harden those for us. >> cornell, what is at risk here? what are the commonalities that people are going for. and we're showing the viewer at home some call or tip lines to call to report suspicious behavior. and tell us what do the burglars seem to be targeting? >> the most common thing is cash. it's items like purses, wallets, money clips left on a counter in a kitchen. a person looking through a window might see them there. and they are taking cash which is hard to track. they are not taking credit cards or driver's license. it's mostly cash. so again keep things out of plain view as much as possible. look things away and don't look -- look your cars and don't leave ipods or radios or gps inside of a car. mostly cash being taken. >> and my last question, we've all been very lucky so far. this is all happening in the middle of the night. we haven't had any violence person to person but should you wake up during the fight and someone is in your home, what is the advice you should tell people? >> my advice is to go back to a bet room and go down stairs to look yourself into a room and call 911 and report someone breaking into your house. we are concerned. this person did take two handguns out of a vehicle. whether the person is carrying these or not we don't know. but we don't want to risk that. if you see or hear something, call our emergency number 911 to report a crime in progress. if you have information dial 703-691-2131 and report the activity to us. and i again ask, too often we get information after the fact. we do canvasses and talk to people. if people see a crime in progress or see a suspicious person and we ask that they call us immediately. not the n. day or the next week, call us immediately so we can solve the face and identify the offender and make the arrest. >> we appreciate your time, sir. >> thank you very much. >> steve? more on our top story. the deadly double shooting at a department of public works lot in d.c. yesterday. security stepped up today. sarah simmons is there getting the latest for us. >> reporter: security has been stepped up this morning. councilman harry thomas said they needed people here at the gates. and you can see d.c. protective services back here. and they were checking i.d.s as people were coming in and something that has never happened here before and they have had flood lights on all night to light up the area. still no arrests that occurred here at the department of public works. a shooting took the life of 51- year-old larry hutchins yesterday. another employee was also shot here but is expected to survive. now what we're hearing from police, they say multiple spots were fired this morning. employees did not recognize the gunman but police are telling us they were confirming that the shooter was wearing a uniform. could not confirm it's a department uniform. and they say they were asking for more security here. listen to mayor fenty from yesterday. >> without any question there needs to be enhanced security and we'll work with the metropolitan police department and the department of real estate services who does security for the government and work with the management and the leadership of the union until we get it right. because this shouldn't be happening on a government facility. >> reporter: now we spoke to a few employees this morning who said they were glad to see there was additional segureity -- security for them. we'll hear from them in the next hour. but still an investigation is underway. they are they'll trying to make an arrest in this case and we'll bring it to you as it happens. thank you. coming up, the so they lick their eyes in order to keep them clean. it's kind of like their own windshield wiper. i would say probably that would impress the lady gecko. i just called it a geico. and i have to say i bet that whole geico, gecko campaign has peaked interest. >> absolutely. people want to know what a real gecko looks like. >> reporter: and they are really interesting. and let's talk about the exhibit because it's exciting and new and you want people to come. >> yes. it's geckos tails to toe pads and there are 70 different species and we have some hags that will hatch. so we think we'll morning. then all of the chilean miners have been rescued and they are all in the hospital this morning. we're going to take a look at their tough road ahead. and you probably recognize them from the don't have to do all of that. >> but people do and that's good. we're starting to see the rain move into the city now. >> we've been watching hd radar and it overspread the area and so many viewers are now seeing rain showers even if you weren't a couple of hours ago. take a look at the latest. there is your hd radar. most of the rain is from washington to points west. not so much to the east but it is moving in an easterly direction and a wide swoth of heavy rain south and west of the district near manassas, dale city, farther to the south as well. so that is making its way eastward. don't see any lightning or anything. but down to our south and south central virginia we're seeing pretty good thunderstorms kick up. but none of that in our region. it is a cool start to the day and it will be a cool day. right now 56 in washington. 54 in baltimore. 54 at dulles airport. ocean city at 61. forecast for today, a lot of clouds, cool temperatures, our average high is 69 and well below that and more like 60, 61 degrees. and rain during the course of the day. in some spot it's be heavy. that's a look at weather. more coming up in just a bit. and roads are getting wetter out there, julie. >> it's not fun. we have bumper-to-bumper traffic on the top side leaving 95 to georgia but delays on 95 in the main line from potomac mills on to 395. h.o.v. lanes not so bad here but they move slow closer to the beltway ands continue on 395 toward seminary road. braddock road up to 123 with a crash in the left lane. we're also got delays on the toll road toward hunter mill. accident there cleared. 66 congested in manassas and from centerville into the beltway. southbound 270, wet on the pavement out past mva. remaining slow to the lane divide. delays between 216 and 198 headed to the beltway. that's a check of your fox 5 on- time traffic. there was an increase in security after a double shooting there and the gunman is still on the loose. sarah simmons is live in northeast with the latest on our top story now. sarah, good morning. >> reporter: good morning. you know the departments -- or harry thomas the counselman here was pushing for this and said they needed to step up security. so calling for increased security at all of the department of public works facilities. when we got here this morning there was a d.c. protective services here. they are still out here patrolling around. we see several workers here as well but there is definitely an increased presence throughout the morning. still no arrests in the shooting that occurred at this facility, the 1200 block of w. street. that took the life of 51-year- old larry hipins. another employee was shot but he is expected to survive. police say multiple shots were fired early yesterday morning, at about 6:20 when this happened. employees say they did not recognize the man or the shooter. he was said to be wearing a uniform and but could not say if it was a department of public works uniform. and many are mourning the loss of larry hitch ips. employees here continue to show up today wondering what security will be like. here is what one employee had to say. >> the way i normally would come in, i didn't come in. i just walked down the middle of the street today. didn't know what would happen. >> reporter: but in walking up, that employee was able to tell us he did notice there was more lightning which is another concern that workers had mentioned yesterday, that it was pitch black when they would come to work and no security here. now again they are still investigating, still trying to find the shooter and make an arrest in this case. so this continues on from here. back to you in the studio. >> the surviving victim is hospitalized this morning, listed in good condition. this morning the 33 miner who's were trapped half a mile underground are waking up above ground and in the hospital. the last miner pulled out last night. there is word that the healthiest miners may be released from the hospital sometime today. ainsley earhart has the next chapter in this story. >> reporter: it's over. the rescue site is quiet. a few hours earlier six rescuers held up a sign reading in spanish, mission accomplished chile. and then they head to the surface one by one. manuel gonzales was the last man out. 17 miners have been hospitalized. one of them is said to be very depressed. >> i saw him feeling down, the young man jimmy sanchez. he would not communicate much and he looked like he was not responsive. i guess he could not believe that he was out in the mine and what was happening was not real. >> reporter: two floors in the hospital have been set aside for the miners to receive physical and psychological examines. they are being kept under observation in a ward kept as dark as a movie theater. about ten are suffering from hypertension, diabetes, and dental and respiratory infection and skin lesions due to the humid. >> another miner has acute pneumonia, which has made for a longer stay at the hospital with intense treatment. >> reporter: the 33 men were trapped for nearly 10 weeks. no one has ever been trapped so long and survived. for the first 17 days no one knew whether they were alive. now they've been invited to appear on countless tv shows and to ponder book and movie deals. ainsley earhart, fox news. and here is one of the deals up for grabs right now. one of the men rescued is a big elvis presley fan and he requested music to be put down in the mine. now the memphis convention visitor's bureaus had invited him to a trip to grace land. and michelle rhee announced yesterday that she is stepping down. she appeared at a press conference yesterday with outgoing mayor fenty and presumptive elect vincent gray. michelle rhee even appeared on the oprah win free show and in the education documentary waiting for superman. >> i think this was the prudent things to do for the citizens to make sure we have a seamless transition on education. and i think people forget all of us are for education reform. >> i think this panned out in the best way possible for the children of district of columbia. michelle rhee is a change agent and very often change agents don't hang around to see the end result. >> her departure comes week after mayor fenty was defeated. now the next mayor of the district continues his town hall meetings tonight and we're haring vince gray might bring the new head of d.c. schools in ward 2 at the foundry united methodist church at 16th street and started at 6:00. the house said the president has no regretted after not campaigning for fenty. even though it led to the loss of michelle rhee. robert gibbs said the important work of education leaders has to continue regardless of the outcome of elections. it looks like he could go from mayor fenty to professor fenty. he said it's too early to talk about what he'll do next but confirming he is talking to oberlin college in ohio about teaching a political course. mish lady michelle obama has embarked on a two week campaign to raise money and rally votes for democrats for those struggling. today mrs. obama will cast her ballot in chicago to encourage early voting. she was hoped to grab the old president obama senate seat. and she stopped in wisconsin to show support for russ fine gold who is trailing his republican opponent in the roads not helping with the drive. southbound along 270, delays out of rockville toward the split and forming back in germantown. father hurley boulevard down to the lane divide. main line gridlocked headed south. outer loop of the beltway bumper-to-bumper to slow leaving 95. 216 headed south, delays in laurel. inner loop of the beltway got a lot of calls about what is going on here. it's a 7-mile backup out of oxon hill headed for the bridge. the problem is at eisenhower in virginia and it's gone but remains slow. bumper-to-bumper from potomac mills on to 395. slow traffic continues to the 14th street bridge and then from centreville all the way into the beltway. that's a check of your fox 5 on- time traffic. some have seen overage fees on your cell phone and a new rule could require cell phone companies to notify you before you go over your usage limits and get hit with the extra fees. the agency will vote today to seek public comment. we're joined by david butler. it is one thing that united people is that just about everybody has a cell phone and just about everybody has a story. >> it's true. there are some 300 million mobile subscriptions in the u.s. a and we use them for sending e-mails, circulating the web. but as phones have got more sophisticated, the bills have gotten more complicated and that's led to cell phone bill shock. >> and how many people are effected by this? >> we've heard some horror stories. we've all probably experienced the time there is a unexpected fee. we've heard stories that there were up to $15,000 in sudden surprise fees showing up on your bill and usually it stems from butting through your limits. every time you use your phone to serve the web -- surf the web, it's not easy to track how much data you are using. >> and let me take the position of a cell phone's company attorney for a minute. and say all of the limits were outlines in the contract but now why does the responsibility fall on the cell phone customer and not the user to understand what they are paying for. >> now that they are putting limits on how much calls you take and too much data you use, consumers net better tools. the partly cloudy is proposing a serious solution to a serious problem. requires companies to alert you before you go over your limit. send you a teor voice message to tell you your about to go over that limit. >> that would be great except this is a for-profit business. will they claim this is an extentive restaurant on our radar. >> new technology that has made phones more sophisticated, simply we can send a message to tell them they are about to bust limits. this is going on in other countries without forcing them to raise rates. >> let's talk about the process itself. a vote is being taken today. will this vote change anything or is this just so the public has a chance to share their own story. the s.e.c. here in washington is doing to unveil the rules to help you avoid cell phone bill shock. public comment period would allow people to link up and make their own argument and eventually the s.e.c. will look at the comments and make a decision by casting a vote sometime this year. we found each year because of accidentally ingested drugs. two-thirds of those are children under the age of five. police say locking up drugs and exposing of expired drugs can help to save lives. rapper ti ugly of his first two years on the job. first three weeks away from mid- term elections, the president tells the new york times he's accomplished a lot and made some mistakes. fox news white house correspondent make emanuel with the specifics. >> reporter: 20 days before the mid-term election, the president is expressing regrets about his first two years and talking about an obama 2.0. the president said he allowed himself to look like the same old tax and spend liberal democrat. on the stimulus package he said he realized too late, there is no such things as shovel ready projects. but when selling it, that was the fix. >> there are over 100 shovel ready projects. >> reporter: some experts say the tone and tenure of the interview is sending a warning to democrats on the november 2nd ballot. >> it's clear to me based on this interview that the president is saying, i've given up you are on your own. >> reporter: robert gibbs was present and he said he doesn't think the president is drawing conclusions ahead of time saying there are no post mart ems going on here. we are focused on what we have to do each day. and some of those recognize they have to keep their dance. >> what i'm hearing from democrats is the president is only useful for fundraising. >> reporter: president obama say he and his team focused on p.m.sy while ignoring the need to sell it to the public and now said, quote, you can be neglecting or marketing p.r. but larry fleischer said the message isn't his problem. >> i think he's out of touch more than anybody thought if he thinks it isn't the stimulus that got him in trouble. >> reporter: vice president biden said democrats are not running on health care, financial regulatory reform and the stimulus because, quote, it's just too hard to explain. but the president's comment on tax and spending have hit a nerve with many in his own party. democrat candidates having to defend their stimulus vote have one more problem to deal with. fox news. could be changing your light bulbs to ones that are energy efficient and simple stuff. and unplugging electronics when you leave. like i'm always out of town, so simple ways. >> and doing it through is like my second home here. >> when did you decide it won't going to be proathletics, it would be superstar status? >> i kind of lost the love when it got hard and there was other things i wanted to happen like that? >> it does. i've been very fortunate. my first job in modeling i met the agent in the elevator. and i thought i was only going to atlanta to shoot ten episodes of house of pain and it turned into over 176 i believe we're at. >> right. and with the movies too. what do you enjoy doing? both tv and movies? >> i never saw myself into tv until it happened and now i've developed a learning about geckos. holly is there. >> reporter: what is the first thing you do when you get to work? >> probably not what a gecko does. what does a gecko do? >> reporter: not what a gecko z. i'm going to tell you what the gecko guy does when he gets to work? he counts to make sure they are all here. because he doesn't want anybody to interfere. and this is colin walker and he knows everything about geckos. and i read the first thing about you is you count them. >> i want to make sure they are all here and there when i leave. some of them are evasive. >> they're not all green. >> no. they have good camouflage. and let's introduce some of them. >> this is the largest known species in the world. and this is the giant gecko from new cala tonia which is an island off the eastern coast of australia and this is about a middle size subadult. they eventually get up to 17 or 18 inches long. could weigh more than a pound. and those toe pads are strong enough to support his body weight. >> i think i heard him make a squeak. >> yes, a chirp. they are the only vocal lizards. >> reporter: speaking of lizards on the planet, i was reading geckos are on every continent except antarctica. >> it wasn't always cold. at one point it was a temperat. >> reporter: there is 18 different series but in all there is how many? >> more than 1200 known and there are many discovered every day. we just discovered another species in north vietnam just a few years ago. so really something that is still work in progress. >> look at how those are? >> they are absolutely crin he had littlely -- incredibly brilliant in color. >> reporter: and there are more different species in madagascar than anywhere else. >> there is more than 99 species of the approximately 12 hub space -- 1200 species known. and what do we have here? >> this guy looks familiar, because he is the most popular today. they comes from the deserts of afghanistan and pakistan and they're used to living in harsh environments. one thing about them is he's a little different than most geckos. for one he doesn't have eyeballs and doesn't have toe pads. they live in the desert and very sandy, if they had toe pads they would get more dirty. so they do have claws to help them. >> let's talk about the toe pads because i made the rens to spider-man before and they put him to shame. >> they do. they've been doing
