Kenneth kelly can add failure to appear to his list of charges much he was come to here, walk right through the front doors at the courthouse. Instead he skipped sentencing. Hes now a wanted man. The family members who did come here today are angry and outraged and you might imagine experiencing some heartache. I was just extremely shocked b by it really. Something told me, though, that he wasnt going to show up for court. I dont understand why he was released after just admitting or taking a plea guilty of killing five people. Reporter on face time nina bell cried as she tried to grasp how Kenneth Kelly was able to not show up for court on his sentencing hearing. He was reportedly driving drunk when he crashed into a car stopped at a red light in oxon hill. Inside that car was bells younger and older sisters little cousin and another family member. They all died. Now you feel like maybe the system has failed you because you depend on the system to right any wrong now were all left to do is wait. Reporter bell now lives in dallas. She says attending kellys sentencing hearing would have been too painful but knowing he was a no show hurts more. Obviously the family was very angry, very outraged. They expressed a lot of their anger and frustration in the courtroom and we completely understand why they feel that way. We sympathize with the family and our hearts break with them. They came here today expecting to see a person who took five of their loved ones from them sentenced to prison. Reporter kelly had a gps monitoring device that was removed this week another slap in the face says nina bell. 10 children, a host of family and friends get no justice. But were supposed to put our trust in the Justice System but were really not getting any reporter now, we did go to this address in southeast listed for Kenneth Kelly. Heres what happened and youre watching it right now. We knocked on the door a few times and then a woman answered the door and then closed the door immediately. We could hear a man saying inside the home really . Really . So, we dont know if kelly was home but we do know that there was at least a man and a woman at this address in southeast listed for Kenneth Kelly. Also just moments ago i did speak with someone from Prince Georges County, a woman who tells us that she is in touch with the shift commander to know and alert us if kelly is arrested in the coming hours and also coming days. Arlington county police have released new video of a man wanted for sneaking into a condo building and sexually assaulting a woman around 9 45 sunday morning and were learning he tried to get into at Apartment Building about an hour earlier but was stopped. Fox5s Lauren Demarco is lauren. Reporter sarah, were right in downtown arlington and its really frightening i should say the clarendon area of arlington but its frightening how off of this played out. The suspect tried to get into this building 1919 clarendon boulevard when he was turned away he walked about 10 minutes down the road to key boulevard, a condo complex there. Police say that he randomly targeted his victim pretending to be a maintenance worker. You dont think about those kind of things happening here on, you know, in the middle of clarendon. Weve all been really shooken up about it. Reporter people who live at this luxury apartment complex received a message from management detailing what you see in this Surveillance Video a man gets into the entranceway, waits around for a minute or so and then follows a woman and her dog through the main door. Once inside he passes the concierge but an observant employee behind the desk calls him back and eventually orders him to leave. They pretty everyone who lives in the building so theyre always super careful. They never let anyone in. Were super thankful. We really appreciate that hard work because that is ultimately what kept residents of that building safe. Reporter Ashley Savage with Arlington County police say around 9 45 a. M. Sunday morning the suspect was able to gain actress to the atrium complex along key boulevard. Police say he knocked on doors claiming to be maintenance. Most residents refused to let him in but when one woman opened the door he forced his way in. The attack was so loud we received numerous 911 calls. Those calls allowed us to arrive as he was still on the scene. Reporter watch as he rides the elevator down. He appears agitator and then runs off. Both men are charged with trespassing Disorderly Conduct and Disturbing School operation as. Police plan to interview the men and find out why they allegedly did it. New at 10 00 the engineer involved in that deadly 2015 amtrak Train Derailment has been charged with causing the crash. Brandon bostian faces Involuntary Manslaughter and Reckless Endangerment charges days after prosecutors cleared him of any criminal wrongdoing. Bostian was the engineer on a train that derailed back in 2015 killing eight people and injuring about 200 others. Firefighter is now on administrative leave after allegedly posting offensive comments about a Fairfax County firefighter who committed suicide last year. These new comments were posted on a closed Facebook Page much they claim Nicole Mittendorf committed suicide because she was promiscuous not because she was bullied. It was written by Chris Sullivan on a page called hit it hard from the yard. Its a page that advertise itself as a firefighters who have been ostracized for tactics looking for a friendly soap outside the fire ground. However, sources who have access to the page say it is frequently used by firefighters who mock other firefighters and who refer to women in derogatory terms such as slam pigs. The faceok over a year since mittendorf committed suicide after anonymous lewd and harassing comments were made about her. D. C. Fire and ems released a statement that reads in part the remarks made pie this individual do not represent the views of the department. For the first time this school ceo answered our questions defending policies on how abuse allegations are handled despite criticism new rules go too far. But i do know that what we have had this year is not acceptable. There needs to be a plan. Currently the superintendent does not have a plan f to fix this next year. Reporter the numbers are staggering t our records request shows hundreds of Prince Georges County School Employees accused of misconduct and abuse most of them put on leave. We begin with stunning allegation of sexual abuse of students. Reporter following major abuse cases new guidelines intended to protect students have meant more reporting and more suspicions. Some feel its reached a breaking point. Its definitely an overreaction and we have hundreds of innocent people that we placed out on administrative leave and im not confident theyre all going to come back to Prince Georges County public schools. Reporter school Board Members ed burroughs and rahila ahmed met to talk about solutions. It was productive and i feel like those are the types of conversations and collaborations we need to have to address this massive issue because it is a massive issue. Reporter theyre looking at ways to keep kids safe from abuse without unnecessarily pulling teachers from classrooms. I believe that principals people from the Central Office should have the intellect and the ability to use common sense on judging these cases so that we dont have hundreds of employees out at one time. Kevin maxwell says hes looking at adjustments to current practices but stood by overall standards. Standard for how we conduct ourselves professionally will not change. Prince georges county Council Member mel franklin is apologizing for a dui crash he was involved in last year. Franklin driving under the influence when he rearended a car stopped at a traffic light in Upper Marlboro last november. Franklin was driving a government vehicle at the time of that crash. A judge sentenced him to probation and gave him a fine of 645. Franklin released a statement that says in part i am deeply sorry to mr. And mrs. Collins and take full responsibility for the november 2016 car accident. That evening i letdown both mr. And mrs. Collins and all of the residents who look to me for leadership and responsibility. Police say he robbed five delivery drivers between may fifth and may 9th. Mayor Muriel Bowser is putting some new rules in place following an inspector generals report that shows some government officials may have received special treatment from former chancellor kaya henderson. Henderson claimed she did nothing wrong. The new policy will force all Public Officials appointed by the mayor to consult with the board of ethics and accountability before making a request to the chancellor. If the chancellor gets a request from a public official he or the same review bottom of the beltway chancellor Antoine Wilson has 30 days to finalize this new policy. Until then no new placements will be allowed. Yesterday the mayor spoke about why the guidelines are so important. I think theres theres some some fault in the process and this is what were very focused on and to to be more clear about my response to matt is we want the chancellor to be in the best position to have parameters to make those decisions because any time theres a discretionary decision there will be questions about it so we think its important to have some parameters there so that its very clear how the chancellor makes decisions. Felix its that time of year a lot of people going to be outside enjoying sporting events their kids playing sports but a lot of times we choose the wrong seats to sit in. What does choosing the wrong seat mean for our bodies. My gosh, well, lets start off with first people tend to get lower back pain from it especially if youre at a two hour lacrosse tournament or a Football Game or a soccer game right depending on the bleachers. The preachers are the worst so well have a lower back pain, well have a a lot of neck stiffness, people get headaches and migraines because theres no support to them so your back just tends to sag underneath you so we tend to get up and we cant get up in the first five seconds, 10 seconds of walking its usually when the joints start working again and the pain starts to go away. You talk about bleachers. Most bleachers are metal seats no bk some seats you can purchase to make that a little bit better. Absolutely, absolutely. So, the preachers like you said its really bad. But there are some products out there on the market that will help you at least take some of the stress off. Thats the most important thing. So, this device here that we have is exactly for that okay because this has a strap here astrap mechanism that will keep the back up there and give you support keep you upright keep you at about a 90degree angle. All right. So, this really good for the bleachers. Now, theres all sorts of different types of products out there on the market but for the most part you want something with some padding down here and padding up here to give you upper back support. Lets talk about some of the seats that fold up. Every parent has got these kinds of seats. I will tell you i have this one. That one. Yeah, yeah. Thats a good seat. Thats a great seat as well. But let me show you what happens. Im going to bring my lovely assistant kristen over here and shes going to sit in the seat and you what happens. Do you see how her knees are higher than her hips. Yeah. It sinks down. Sinks right down. Thats going to put a lot of pleasure on her lower back. Thats going to put a lot of pressure but look at how her neck goes forward and shoulders get rounded. She has no support there. So, over a long period of time lets say lets say her son was five years old and theyre just starting soccer. By the time hes 10 shes going to start she wont be able to go in one of these seats any more. I will say this. For me its hard to get out of. Right, exactly. Its really hard because initially and ill show you when we get to this seat, this seat right here is better. Kristen if you would sit right here for me. So, this seat, you see hoarier knees are parallel to the floor and even if we have a little bit more of a 10degree angle there would be great. The other thing that we see here is her shoulders are coming back. Her neck is being more relaxed but the most important thing here it would be to have a okay. Her back has a little bit more of a support which means that her neck and shoulders are going to go backwards so if you dont have any of that, what you can do is you can roll up a pillow, you can get a coat from your car, youre going to roll a paper towel to give you some support. The key is support. The key is support and if you tone want to spend the money on the chair, the key would be just to put some type of support back there. Got you. Kristen thank you very much.
