this is fox 5 news at 10:00. >> right off the top tonight dangerous flooding across our area. rushing waters turning streets into rivers. and tonight the flood warnings are being extended. our live team coverage starts right now. thanks for joining us, i'm shawn yancy. >> i'm brian bolter. the combination of melting snow and this weekend's rain causing chaos. as flood waters rise tonight. fox 5's barnard live in georgetown where high tide just hit an hour ago. bob? >> reporter: thankfully the river level has dropped considerably since midday. so nothing drastic to report here tonight. however there was concern throughout the day and evening for homes and businesses along the raging c &o canal. some are calling the high water here the worst in more than a decade. here's a look at the potomac as it passes by georgetown. it's a hard charging force of murky water. >> i've never seen anything like this. 1996 was bad but not compared like this. >> reporter: the river has submerged the georgetown waterfront. quite the attraction for the sullivan family. >> it's fun for the children to explain how the water level rises but i'm just glad we live on higher grnd so we dont have to worry about the flooding at our house. >> reporter: a protective flood wall is in place but the restaurants are still suffering. >> over here, everybody comes to see the potomac, the kennedy center, water gate, to see the airplane and right now when you go to the restaurants you cannot see anything. it's very, very bad. >> reporter: the high water forced the cancellation of crew practice for all area high schools and colleges. >> they took up the docks when they heard about the flood so we're not going to be able to go on the water until maybe wednesday, which is bad because we were supposed to have a race this weekend. >> reporter: the biggest concern of the night was the breach at lock 5 along the c&o canal. >> something happened around 10:30 in the morning. it has as you can see we have a minor breach in it so there was a flux of water that came in at that point in time. >> reporter: nothing flooded downstream where the canal passes through the heart of georgetown but the threat has been there all day. >> we've told some of the residents down in georgetown just to prepare just in case but we're just monitoring at this point. >> reporter: other rangers were helping to spread the word with some businesses heeding the warning, placing sandbags for protection. around noontime the river was actually rashing overlook 5. sky fox capturing the scene of a raging river at its highest point. we're back live now. again here is he murky brown water of the c&o. there was concern that it would rise over the walls and go into the buildings. it seems the worst of the threat is behind us. >> barnard live in georgetown. the flood waters presenting problems in virginia. wisdom martin is live. >> reporter: i'm standing in the front yard of one much these residents who lives down in this area. the water used to be at one point where i'm standing right now, it has started to recede just a little bit back in that direction. you can see there is still problems here. you can see the rv underwater, the suv underwater and overhear a house with flooding damage. while the water has decided to go back in the other direction it has still left behind a lot of damage and a lot of concerned neighbors. robin monday could only watch during the night as the water came closer to her house. >> last night was asleepless night for me. watching the water come up because we would have to move everything from the basement part to the upstairs part. >> reporter: by morning the potomac crested at 9 feet above flood stage. >> we got very nervous. >> reporter: the water submerged and old suburban parked in the yard and an rv. they had to use a canoe to get from the car to the house. >> within a couple of hours it started coming up fast. >> reporter: it may be a while before the water goes back down. the problem was created by a combination of several inches of rain and meling snow upstream. >> if this rain had comma few weeks ago when we had 2 to 4 inches of snow on the ground it would have released a lot more water. >> reporter: while the water claim close in her situation it was more damaging in her neighbors. >> it is a foot and a half, maybe two feet. >> reporter: raymond seeger started preparing three days ago. his house is along broad run, an offshoot of the potomac river, place where flooding has become common. >> i sandbagged the house a little bit all the way around and moved things from downstairs, from the first floor upstairs in case, depends how much water came into it. >> reporter: so back to this suv. when the flooding initially was at its height during the day the water was all the way above the hood. where you see the mud line right above the rearview mirror, the water was all the way up there. it h gone down a couple of feet. now the business mess, it is time for the residents to try to clean up the mess left behind by all of this. the mess in the yards and more importantly the mess inside their homes. >> it's going to take a while. wisdom martin reporting live. from the pictures you just saw you can understand why we've been under flood warnings for days and we are still not in the clear. fox 5's sue palka live in the weather center with an update. as you mentioned some counties still have these flood warnings in effect and have been extended for another 24 hours. this is for the tidal potomac which is going to be running high. you know the usual spots. georgetown and alexandria. king street area. these will go until tomorrow night at midnight and basically what we've got is water in the tidal tomac running 3 to 5 feet above normal. it will go down again another foot or two tomorrow but that is enough to promote minor to moderate flooding. the water is going to be staying high through mid-week. what should you expect and what are the times of high tide? in the washington key bridge area you've got one tomorrow morning and then 10:08 tomorrow night. we just had a high tide in alexandria. indian head 9:25 in the morning and 9:29 in the night. we're excited to see the rain finally leaving. this has been a big contributor. i'll take you to truview. you can see we still have showers that are reluctant to give up the ghost but are winding down. one patch has just gone by to the south. we will have a couple showers around tonight and a whole lot of clouds tomorro another big thing that helps is the fact that the wind direction is out of the north and has the effect of pushing the water down the bays and into the chesapeake and out eventually into the atlantic. it's going to be a on our home page. a california man who claims the gas pedal on his prius got stuck is being called into question. he said that his car reached 94 miles per hour before he could get it to stop t toyota says it is done testing it the car and that's not the real story. melanie alnwick has what's next. >> reporter: reports of a toyota prufs speeding out of control have other prius drivers a bit more cautious. >> i just question the news reports. i queson toyota. i question everything. >> reporter: toyota has some questions too about james sykes' story. sykes says his prius wouldn't stop, reaching speeds of 94 miles per hour on a saturday highway. >> i was standing on the pedal. standing on the brake pedal. >> reporter: after conducting its own investigation toyota says that prius has a functional brake override system. data from the car's diagnostic system shows the brakes were applied 250 times during the 20-minute incident. suggesting that sykes was intentionally riding the brakes rather than pushing them with force. >> toyota believes there are significant inconsistencies between the account of the event of march 8 and findings of this investigation. as i mentioned, this self pro tech testify system was found to be working as designed and would have easily stopped the vehicle. >> reporter: the department of transportation's investigation is continuing. in the is a said in a statement we -- nhtsa said we will caution people that the investigation continues. we may never know what happened in this car. dixon is practicing her emergency plan. >> put on the brake and hold police have made an arrest in the murder of a young man. tonight, anner hernandez estrada is behind bars. he went outside his home on north pershing street and his father found him on the sidewalk. reporter: police won't say how the men new each other, guevara-estrada had just returned home from playing pool at a local restaurant. murders are part of a series of violent and bloody attacks between warring mexican drug cartels. >> reporter: the streets near the u.s. border, a pregnant u.s. consulate employee, 35-year-old leslie enriquez and her husband chased down and shot in the middle of the street. both killed while their young daughter remained strapped in the back seat, crying. the child was not harmed in the attack. minutes earlier, gunmen killed the mexican husband of another member of the constitute lar staff. wounding his two young children in the process. president felipe calderan promised a swift resolution. hillary clinton offered her condolences to the families, friend and co-workers of those killed. the safety of personnel killed in mexico and around the world is our highest priority. we are working with the government of mexico to do everything necessary to nd to insure that the perpetrators of these horrendous acts are brought to justice. the three died during one of mexico's bloodiest weekends so far with nearly 50 people murdered in gang violence and more than a dozen killed in a gang land shoot-out in the resort city of acapulco. the attacks come as the state department was we beginning to authorize u.s. consular employees in jaurez and northernmexico to send their families out of the area because of increasing patterns of violence and threats in the region. president obama says he is deeply saddened and outraged over these thr killings and says he will do all that he can to bring the killers to justice. at the white house, kelly wright, fox news. two northwest pilots who over shot the minneapolis airport last year are giving up their licenses under an agreement with federal authorities. but they can apply for new ones in august. the pilots over shot the airport by about 100 miles while working on their laptops last october senate majority leader harry reid's wife is out of the hospital after being treated for serious injuries. landra reid was released from the hospital. she was involved in a serious car accident with her daughter. it left her with a broken neck, back and nose. the daughter suffered minor injuries. the autopsy results are back for the man who opened fire at the pentagon. the d.c. medical examiner says john bedel died from head and arm injuries. he injured two officers. three pentagon police officers returned fire killing bedel. he had a history of mental illness. the so-called jihad jamie has been released without charges in ireland. we're hearing from her brother. the american born woman, jamie paulin-ramirez is accused of taking part in a plot to kill a cartoonist from sweden. left winger received a two game suspension for his hit on chicago defenseman brian campbell during sunday's 4-3 win over the blackhawks. his punishment is based on the fact that he's a repeat offender. against the hurricanes he takes a run against tim glee sovenlt he was suspended two-gleason. he was suspended two games. he checked brian campbell into the boards. he suffered a broken clavicle and can miss the rest of the season. ovechkin was e ejected. he was suspended another two games. it will cost him $232,645 in salary. caps general manager george mcphee released the statent the orange boots. a special gift from the city for not paining parking tickets. council member harry thomas knows all about it. he had his car booted last week but unlike most of us he had the boo removed without paying. roby chavez, what do you know? >> reporter: all of it raises questions tonight about council privileges and perks. in this case, d.c. council member harry thomas recently had his car booted but did not have to pay hundreds of dollars in parking tickets to get his boot removed. >> i was at a community meting in my ward and came out to find it a boot on my car >> even city council members get the boot. fox 5 has obtained this picture of harry thomas's audi beening booted last wednesday. dmv records show his car was booted. >> as you know two or more accumulate over time you become boot eligible so i have to pay for the boot. wlifs right or wrong i have to pay for it. >> reporter: thomas paid the $75 to remove the boot but however did not pay $655 in outstanding parking tickets like most people have to. by friday thomas was back at work at the wilson building, the boot was removed and he was driving again. >> it was a boot based on what i feel was an administrativer or because some tickets were issued when i was on official business where we have the plate that allows us to park in certain areas. >> reporter: they date back to september where he was cited with parking during a rush hour lane during street cleaning, leaving it in a loading zone and a bus loan. >> my office has written letters to make sure these things were removed of the system. if they are not we will pay them. >> reporter: dmv shoechz the tickets remain unpaid. two are are for 200 dlrpz each and all make him eligible for the dreaded orange boot. >> i don't mind paying the ticket but i don't want anyone to think that we as members try to avoid parking rules and regulations. we adhere to them. we have a good accountability system that does not put us above any particular law. >> reporter: council member harry thomas doesn't have a specialized plate like his colleagues and used a window placard. now that he got the boot he admits it may be time to get one to protect his parking privileges. harry thomas says if there is a discrepancy on whether or not he was on official business he'll pay that ticket or those tickets. the council voted back in 2002 to exempt itself from having to pay most parking tickets while on official business. live in the news room, roby chavez, fox 5 news. it is a big week in the battle over health care reform. president obama hit the road hoping to drum up more public support for the overall plan. during a rally in ohio the president called on congress to pass reform legislation. back here in the district democrats reporter: montgomery county residents will feel these cuts. from the fire station to the libraries to the schools. >> there is pain in this budget. >> county executive ike leggett says it's worse got 24 inches. >> reporter: superintendent jerry weist promises to protect programs despite a budget $137 million less than what the board of education requested. he said the school system will work to avoid furloughs. but other non-emergency county employees will likely be forced to take ten days off without pay. leggett says that will start at the top. >> if we are going to furlough county employees, the first person to be if you are load in montgomery county will be ike leggett. >> in addition, the executive wants to cut 462 positions that are currently vacant. county employees will get no pay increases. leggett still hopes to boost revenues in part by implementing be a ambulance tax. a fee paid by insurance companies for each transport. you may see a change in your utility bill. grabbing women's purses while a female accomplice cashes checks using the victim's ids. more charges for an ohio man accused of punching children at a walmart school. ralph conwin had key sticking out of his fist and ooused it to smack boy. investigators say conwin told them it was exciting for him to hit children with their pants nearby. a woman wins big at a casino but walks away without knowing it. she was playing quarter slots and didn't get any matches on the wheel but a video screen flashed you just won a new car. she didn't notice and walked away. a man and his mother slipped into place million existing tread mills in the united states. but most of them are being used right now to hang clothes because people get board. it's hard to walk a long period of time. . >> reporte donna's treadmill was stored away for aong time. >> just to be on a treadmill is really gruesome. >> reporter: not any more. >> i can get my work done and get a mile or two in. maybe 3. and you don't even realize you're on a treadmill. >> reporter: while it does take an adjustment to get your rhythm with the trek desk donna says it works for her and the grandkids. >> reporter: now when they're on the computer i push the button and at least they're moving while they're playing their video games. >> reporter: an investment that seems to be working for everyone, except murphy. steve craft, fox news. heavy rain causing serious flood problems up and down the northeast. this is the scene in rhode island. people in cranston are being evacuated. rescuers used inflatable rafts to bring those trapped to dry ground. in new jersey water has damaged one in four homes. >> everybody has seen a little bit of the craziness with the flooding. hopefully -- we're not out of the woods yet. not quite. the water is still pretty high and there will still be water levels 3 to 5 feet above normal on the tidal potomac. so georgetown and alexandria will be better than today but we've got about two more cycles of high tide to get through before we see it getting better. even then waters won't be safe until the middle of the week. considered even safe to certainly get out on. you better be real experienced if you're going to attempt something like that. even the park service was saying if you're going to head out to great falls, it probably will open tomorrow, there is going to be a lot of debris around and it will be muddy as well. we still have showers out there. you'll see them on radar. from the same system that brought us the rain that led to the rapid snow melt and filmingf the water ways. we have batches of rain coming around the edge of the area of low pressure. they're sinking from south to north. i see a few more batches that will come through. we're not talking a lot of heavy rain but it's kind after nuisance. you've got to get the intermittent wipes on. i think most will be gone by morning but we've got a few more hours to get through. let's give you have a wider picture and you can see how this thing is spinning from the area of the low pressure a few hundred miles off the coast of delmarva. still getting a couple of showers almost to interstate 81. it was heavier on the delmarva earlier today. here's our area of low pressure so you can see from philadelphia to manhattan, up to boston, even a little snow and rain mixed in there. they're still gettg the showers as well. our storm will slowly depart and take the rain shield with it. the clouds will still be hanging around tomorrow. meanwhile there is not a lot of storminess to watch. we have one storm across west texas. this thing looks like it's going to be tracking more across the deep south and does notook like it's going to be spreading any rain during this work week. that's good news for us. the flood warnings mr were extended until midnight tomorrow night and it's for the counties that are here along the tidal potomac. so especially in the georgetown area and into alexandria. goose creek and areas like that e the water levels will be staying high at flood levels tomorrow. minor to moderate. 3 to 5 feet or so. then staying kind of high even apps we go through the middle of the week. we've
