the humidity got pushed down. it was more comfortable and we'll have a look at first forecast coming up. brian? >> and see moabite. keep it here. fox 5 news at 5 is getting started.  >> a traffic alert on a dave major problems for commuters. first, this truck is full of garbage overturned on i-95 this morning, spilling the garbage across the lanes and that left traffic crawling by on the shoulders of the road at the intersection with route 32 and columbia and crews eventually did shut down on i-95 and so the front-end loaders could scoop up the trash. the traffic as a result packed up for miles and mean was hurt in the accident, though. drivers who bailed out of traffic on 95 to get around that tieup wound up in an even bigger mess in montgomery county and that is because the signal lights were not in sync. audrey barnes is here with the details on that story. >> reporter: for the second time in seven months, major headaches for people driving through montgomery county because of a problem with the traffic signal. and this time it was not a computer failure but a power outage thaa shut -- that shut down a system and snarled traffic for more than two hours. on a normal day, commuterring can be tough and today was anything but normal. >> i have been actually on the road for over an hour now, and i think i live 15 minute away. it's been bad. >> reporter: it was an eerie scene of deja vu for some who got caught in a similar mess last november when the main traffic computer failed, distracting -- disrupting traffic for two days. >> it's hard to get to work on time. >> reporter: the county's chief traffic engineer said the problem was not with the computer itself this time. >> the air conditioning unit had a leak and got on the floor and caused for the power in the room to shut down. >> reporter: and without power, they could not synchronize the timing at the height of rush hour at most of the county's 800 intersections. >> i don't travel down this road every day and -- >> and after today? >> i'm going have to reconsider. >> reporter: a $35 million overhaul of the 30-year-old system is underway and engineers say it's multiple backups and fail safe will prevent a mishap like this one in the future. >> the plan is still to get all the intersections converted over by summer of 2012, and we're moving forward with that project. >> reporter: and the 50 intersections worked fine this morning. 750 others did not. the county transportation officials hope to complete the upgrade by the summer of 2012, laura? >> what a mess. thank you. a proposed toll for i-95 in virginia and now traffic officials are look at what they could do with that meany. last month, the governor asked federal highway officials to allow the state to establish tolls on the interstate which could bring in 30 to 60 million a year. they hope to use that upgrade roads and barriers and bridge maintenance. in time for the summer swimming pool safety, a focus of a special d.c. council hearing. the lawmakers approved emergency legislation calling for improved safety standards in the wake of last week's drowning of a 6-year-old girl at a rec center 52. karen gray houston has the latest. karen? hard today and announced the arrest but it's not over yet. bob barnard is live in the newsroom with the latest details. >> reporter: police have charged a 25-year-old district resident with two counts of first-degree murder. but they say a second person who was with taylor during the mid-afternoon robbery is still on the run. among relatives and within the greater korean community, motions are raw despite the arrest of a suspect in last wednesday afternoon's deadly shooting at this wholesale market complex at 5th and kn -- neal in northeast washington. police telling us the 32-year- old li jen chi and his 59-year- old father were shot to death during an armed robbery at their family-run business. after the son handed the gunman a bag filled with cash. >> after that, mr. chi attempted to wrestle the bag of money away from the suspects and during the course of that confrontation, mr. chi was shot and fell to the floor. >> attempted to strike the armed suspect and with a metal object. pulled off the market. despite the publication of two studies that show the drug evandia may cause heart attacks. fox 5s money reporter melanie alnwick is following the debate. >> reporter: evandia was approved in 1999 for the treatment of type ii diabetes and is supposed to help insulin work better. the food and drug administration plans to review the safety next month. of course, lots of conflicting studies are popping up and leaving patients confused. this pink pill is causing a lot of confusion. does the diabetes drug evandia lead to heart attacks and deaths or not? this endocrinologist has more. >> i would like to wait and see a couple of studies which were done so that i'm comfortable. >> reporter: in 2007, after a review of clinical trials and reports of adverse events, the food and drug administration required a black box warning. the agency's strongest on evandia. it said the drug can cause fluid retention to lead to heart failure and there is an increased risk of heart attack. dr. ganta at howard university hospital's diabetes treatment center, said she stopped prescribing evandia a few years ago after seeing troubling side effects. >> weight gain, food retention. >> reporter: the fda will be reviewing the safety of evandia in july and new conflicting studies are fanning the controversy. two conclude that evandia poses an increased risk. one said it doesn't and may protect the heart. >> fortunately doctors and patients have choices. >> we have other medications that have been in the market for awhile and have -- >> some found success through lifestyle changes. >> you have to change your eating habits and have to exercise. >> reporter: most will need to rely on effective safe drugs for a lifetime. if you're concerned, don't stop take the drug without consulting the doctor. glaxo smithkline said six controlled clinical trials didn't find increased risk. the company said it looks forward to a, quote, rigorous scientific discussion with the fda in july. i think that is a polite way of putting it. >> any idea what to expect from the fda next month? >> reporter: think it's going to get rough and tumble. you have a lot of money at stake here. the fda could look at the studies and say, you know, we don't have any conclusive evidence and we're going to leave things the way they are and that being say this is bad and might decide based on the studies for certain populations that they need to restrict it further. >> confusing. >> it is. an experimental drug offering new hope to skin cancer patients. researchers call it plx 4032. the doctors say it works by targeting the gene mutation causing melanoma. it's not a cure but studies show it appears to shrink tumors and ease pain in weeks or days. the health officials say the new drug could get fda approval as early as next spring. good news for women wanting to have which were later in life. a simple blood test may predict when your child-bearing years next few days can and we take you down to the gulf. the tropical storm alex, still a tropical storm. close to becoming a hurricane and i think now, alex made it into the position where the warm waters, very warm waters now, he's found, in what we call wind shear or the winds, they tend to limit the ability of a troopical system to get stronger are -- tropical system are getting stronger and that looks like over the next 12 hours or so, tropical storm alex will become a hurricane. the winds now at 70 and they have to get into the mid-70s to become a hurricane and forecasting landfall the last 24 hours, the hurricane warnings in effect for the texas coast and into the northern mexican coast line there. and the winds, as you go a shore, tomorrow evening, right around category 1, may be a weak category 2 hurricane and moving into mexico quickly becomes a thunderstorm. this is a good forecast, too. i have to believe that this is pretty much going to stay in tact now until it makes landfall tomorrow evening. again, probably a strong category 1 or minimal category 2 hurricane. sunny tomorrow, gorgeous, starting off in the lower 70s, 79 by lunchtime tomorrow and temperatures for highs in the lower 80s, one of those dies -- days where the sky is blue and very, very nice. the relative humidity will be low. thanks to the high pressure to the north and that is bringing in the cooler temperatures and, again, cooler temperatures are going to stick around for awhile and on that fox five-day forecast here. 83 for tomorrow. 81 on thursday and that means if we're 81, some places in the viewing area will only be in the upper 70s. friday, 84 and saturday, 86. right, there july 4th, we're calling for 91 degrees, a little humidity and not a sultry summer afternoon or anything week's most anticipated movie opening could be one of the biggest blockbusters of the summer. twilight saga eclipse opens at midnight tonight and this is the third movie in the romantic triangle between a vampire, a girl and a werewolf. adam housley sat down with the young stars of the summer's hottest movie. >> i'm here to warn you. >> reporter: twilight returns out of the teen vampire
