feel cooler than jed. back to you. topping our stories this morning, multiple gunshots and an officer is hurt. late last night, montgomery county police started getting reports of several shots fired here in the area of eastern avenue. when they got to the saskatoon, they found an armed suspect and exchanged gunshots with him that. suspect hit by miss and listed in critical condition this morning. one officer is also hurt but is already out of the hospital. police are telling us a baby was found dead in the trunk of a car. the terrible discovery was made on the 4200 block of sixes road in maryland. someone was cleaning out the car of a family member when they found the newborn. no word yet on who the child belongs to. a sigh of relief from stock traders around the world and in greece. a few hours ago, the country got enough banks and private investors to agree to a bond swap. the deal means greece's national debt will be slashed by $140 billion and it opens the way for greece to get a second bailout from the international monetary fund. it has been nearly one year since the devastating earthquake and tsunami that hit japan. >> the anniversary is sunday and some survivors are rebuilding but as adam housley explains, others are still living in fear. >> this was the scene in japan. a 9.0 earthquake that threaten the coastline almost one year ago killing almost 25,000 people. it may take years before people can start building again in many of the areas. >> all i could think of was how to restore the hotel without relocating. >> reporter: among the priorities, creating cities resilient to natural disasters. >> the government has decided to various support measures. now, the local communities will need to figure out how to put them together and decide how to deal with t they are now finally at the starting point. >> reporter: uncertainty and fears in fukushima continue. people living justout side of the evacuated area are still trying to learn how to live with the radiation nearby. residents are aware that they're living with an invisible danger. >> a baby is vulnerable. we don't know how it will affect them. i have no idea of when and how it will become safe for our children. >> reporter: radiation is still leaking from the plant. it is not strong enough to cause immediate fatalities but no one knows the effect it may have on people, animals and crops and the sea in the long term. as thousands of americans continue to live in japan and help them, memorials are planned to mark the one-year anniversary of the catastrophe. we still have plenty officer is hurt in an early morning shootout with a suspect in silver spring. miss exchange shots with a man on eastern avenue about 1:00 a.m. right now, both direction of eastern avenue at 14th street are shut down. suspect and one of the officers were both injured. we're told the suspect is in critical condition. the officer has been treated and released. police say they found a baby dead in the trunk of a car. the terrible discovery was made on the 4200 block of sixes road in prince frederick, maryland. investigators say someone was cleaning out the car of a family member when they found the newborn. so far, police have made no arrests. a tragic story involve a child in virginia. an illegal day care shut down after a 3-month-old died inside that home. a viewer sent this photo of police at the house in bristow yesterday afternoon. sources say at least to children were being kept at this home day care but as fox 5's wisdom mart up explains, police say there is no license for the home owner to run a day care here. >> we spoke with a neighbor who wanted to remain anonymous. she says scherr friend's children are usually at what she thought was a home day care center. >> they go there. they weren't today. >> reporter: police say they got a call about an unresponsive infant at this house on surf advisory tire ridge place. caller told police a 3-month- old infant girl was unconscious. investigators found then faint in the scrub and took her to the hospital where she was pronounced dead. >> i was devastated because i have two young children. you trust that somebody will look after them and to find out something happened is very sad. >> reporter: police say there are no signs of foul play. there were several children inside during the incident but none of them were hurt. they also say the person who was running what and to be a home day care did not have a license. >> i don't know much about the family. i just know there are a lot of churn that go in and out of the house, being dropped off and picked up. at one point, there were cribs and high chairs seen in the garage. not sure for they were using them, the garage as part of the day care center. the next time i saw the garage open, they weren't there. >> the other children were released to their parent. police say they expect to have more information for us about what happened later today. our other big story this morning, a white powder scare in d.c. four envelopes with the suspicious white powder have been mailed to schools and businesses in the district in the last two days now. the fbi says one was delivered to the epa headquarters downtown. hazmat trucks and homeland security police were on the scene and amadon elementary school in southwest was locked down after getting a letter there. a security expert tells us they did the right thing. >> effect that is being done by the local authorities is completely appropriate. it really is an abundance of caution rather than a likely threat. these white powder incidents are really a fear factor, the psychological weapon. >> similar packages have popped up in new york city, dallas and enfield, connecticut this week. we are monitoring metro's brake failures. turns out metro knew the parts were failing back in 2006 but didn't begin replacing them until now. board that oversees metro has been told that two similar incident happened back in 2006. transit managers then concluded that the metal in the brake hubs was failing sooner than expected. new this morning, there is a breakthrough on greece's debt crisis. greece just announced it managed to convince enough creditors to agree to take big losses on greek ponds and avoid default. finance officials say 58% of private investors signed on to the deal and stock markets around the world are rising on that good news. two people are dead after a shooting here at the university of pittsburgh yesterday and seven others were hurt including a police officer. turns out a man walked into a psychiatric clinic here and opened fire. he had two semiautomatic handguns. was it an innocent game or discipline gone too far at one local school. coming up next. >> he started >> reporter: lots of extra hugs for 9-year-old christian washington. the fourth grader still reeling from an incident involving his teacher at school wednesday afternoon. >> he taped me to a chair. >> reporter: christian says it happened during the after school tutoring program at friendship blow pierce charter public school. he says he asked his teacher if he could get up. when he did for a second time, the teacher first threatened to tape him to his chair and then did just that. >> he started going around with the tape and doing my legs. i'm like this is so embarrassing. he was laughing. everybody in the class was laughing at me. >> reporter: christian says he was taped for about 10 minutes. he told his march about the alleged incident later that night. she says she was stunned and confronted the teacher at school thursday morning. >> she taped my son to the chair. she said yes but i don't want you to think that this was malicious, that this was done out of spite or anything like that. he was in on it and it was a game. said that is not a game. >> reporter: she says crist yap is visually impaired and she placed him at friendship because he had been taunted by other students at his other school. >> emotionally, i'm drained. i'm tired. i'm tired of my son being hurt. teacher did this in front of students f it is okay for the teacher to do it, is it okay for the students to get behind her and do the same thing? no, it's not. >> reporter: friendship officials say they are looking into the matter and have placed the teacher on administrative leave. his mother says it's start but it doesn't erase what happened. >> even when i go to sleep, i have nightmares and that will pop up. >> i want to make sure this is not done to any other child. heads up, metro
