Wednesday morning the city and the norfolk District Army corps of engineers signed an agreement to split the cost of a major flooding study it s needed in order to qualify for federal reduce flood risk. Colonel jason kelly commander of the norfolk district for the army corps of engineers says the study will be looking at a whole slew of possible Flooding Solutions for norfolk mayor paul fraim whatever solutions are identified will help guide the city and impact generations to come. Law enforcement officials now say david eisenhauer, the Virginia Tech student accused of killing nicole lovell, had an inappropriate relationship with the middle schooler.
