Captivated our region for nearly 40 years. The sisters vanished while walking home from Wheaton Plaza Shopping Center in the 70s. And now we learned Montgomery County police are actively follow up on their disappearance. Detectives are now working side by side with Virginia State police and the Bedford County Sheriffs Office in thaxton, virginia, outside of roanoke. The land theyre searching was once owned by the family of Lloyd Lee Welch jr. Back in february, Montgomery County police named him as a person of interest in the case. Sheila, who was 12 and kathryn who was 10 disappeared in 1975. They were never heard from or seen again. And their case had gone cold until this past february when welch was named for possibly being connected to the case. And in a statement, the Bedford County Police Department says its officers had been meeting with Montgomery County detectives since last week. So while we are unsure which leads or tips police are working from right now, they have been at this for several days and seem to be prepared to continue working there in thaxton, virginia. Just kind of take a breath and go in. From the dramatic firsthand accounts to the tributes for the lives lost, and the questions about security. Tonight the news4 i team exposing safety concerns in the wake of that tragedy one year ago today. And this day is especially memorable for the families of the victims of that shooting. 12 of them in all. We have Team Coverage tonight. We begin with chris gordon in southeast d. C. Where a Memorial Service will be held tonight. Chris . Reporter well, its just beginning, jim, here at canal park in southeast. Members of the committee in the neighborhood where the navy yard is located. The mayor, members of council, congressional representatives and members of the public are all here tonight to remember. This morning, there was a ceremony at the navy yard. It lasted only 22 minutes. It was short. But emotional. One year. Four seasons. 12 months. 365 days. Reporter the tears returned to the faces of family and friends who lost loved ones killed at the navy yard. Mike arnold. Reporter and then there was a minute of silence. The admiral who read the names himself overcome with emotion by the loss of life. Today they hugged in the bright sunshine, which stands in stark contrast to the darkness that hung over the navy yard that day. The Police Responding to stop a shooter. The medevac helicopters would remove the wounded and most importantly, 12 members of the navy yard family who were killed. One year. We know now that while the pain has receded, it will never completely leave. Reporter the navy is also focused on helping those who survived the ordeal, but came away scarred. A lot of our folks in building 197 faced the shooter were very traumatized by this event. Reporter in the neighborhood where the navy yard is located, this evening another ceremony is being held. This was an opportunity for the community to come together in approximate a unified way and say they remember this and wanted to honor the people that lost their lives, and also to remember the people that responded to save other lives. Reporter just moments ago, before taking the stage, mayor gray visited with me here, and he said after a year he is disappointed that there has been no federal legislation requiring background checks to make sure that a massacre, and that was his word, that a massacre like this never happens again. Thats the latest live in southeast washington. Chris gordon, news4. Well, one of the navy yard heroes is speaking out for the first time about what happened inside building 197. Officer carl hyatt fired the shot that killed aaron alexis, ending that deadly rampage. Tonight hes sharing his story only with news4s mark segraves. Carl hyatt doesnt want to be called a hero. In fact, he would much rather help tourists with directions than talk about his role in taking down the navy yard gunman. Officer carl hyatt has been a Park Police Officer for just over four years. Last september 16th, he was patrolling near the navy yard when the calls came in for an it active shooter. Multiple shot fired. Reporter it was high accurate and two other officers who faced off in the deadly shootout that ended the hourlong siege. Its very scary, but like you said, we signed up for it so you take the fear and try to work through it and do what you volunteered and took the oath to do. Reporter hyatt had to overcome that fear in a matter of seconds as he and another officer who he didnt know came facetoface with the shooter. There was a moment going into a room, i knew it was either me or him. Like he was in there, and were going in, and its either im going home or im not. And that was it. And just kind of take a breath and go in. Reporter hyatt is now back at work patrolling the National Mall and rock creek park. I took some leave, i worked on my husband a little bit. Spent some time with the family. Reporter even with two months away from work, it was hard to escape reliving the events of that day. It was its amazing i was involved in it. A lot of times i just i would honestly cut off the news. I didnt really watch a lot of news afterwards. Reporter one thing thats helped hyatt get back to normal, spending time with some of the people he helped to save. Going after and meeting the people who survived, and meeting the families. Im happy i was able to help and i wish i got there sooner. But reporter one of the first things hyatt did when the shooting was over, was to call his wife. She knew that that was our area, and that i would most likely be responding to that. Was able to borrow someones cell phone. I left mine in the car. And call her to let her know that i was okay. She said, okay, as long as youre all right. You know. Call me when youre coming home. Reporter hyatt says hes happy to be back at work doing his normal patrols. He says he didnt become a cop to be a hero. Now that d. C. Police officer who went in the room with hyatt that day, he was shot in the chest at pointblank range by aaron alexis. He wasnt hurt because he was wearing a hardplated vest. Hyatt says he was wearing a soft vest that day and considers himself lucky. Still ahead, security concerns at the navy yard uncovered over the last year by news4s iteam. At 6 45, Scott Macfarlane looks at what changes have occurred since those shootings. The most wanted man in Prince Georges County is now in custody. The mother of a toddler who was killed is still trying to find closure. Davon wallace has been on the run for weeks now, after he was charged with the murder of 3yearold knijah bibb in landover, maryland. This morning, the fugitive squad found him in an apartment complex in the district. County bureau chief Tracee Wilkins will explain what police are doing to find out who may have helped wallace elude capture for 38 days. Tonight the fbi is offering support in the search for that missing uva student who is from our area. These pictures show Hannah Graham in her apartment hallway friday night. She was last seen on Surveillance Video outside an offcampus restaurant Early Saturday Morning. Charlottesville police have brandnew information to work with tonight. It comes from that pub back there. They had security video that shows Hannah Graham outside the restaurant around 12 45 saturday morning. Police arent releasing that video, but they are using it to focus their search and that is why they have been looking all around this area today. We have also learned the fbi is in town, backing up Charlottesville Police in this search. Weve got a real big area. Reporter armed with new information, searchers fond out to scour an area not far from the u va medical center, looking for any sign of missing student, Hannah Graham. At this pub, police discovered security video showing the secondyear uva student at around 12 46 a. M. Saturday. Police say it shows graham standing outside for a time, then walking east. Sometimes stumbling. And im looking to go east. Reporter Charlottesville Police got help from al bemarl county search and rescue team. They spent the entire afternoon peering into cars. Looking through the trees. And checking dumpsters. Were mostly giving extra eyes and feet on the ground to actually cover more area quicker. Because in these searches time is of the essence in it trying to find someone. And the more time you put in early, the better off you are finding the person. Reporter Hannah Graham is a 2013 graduate of Fairfax Countys west Potomac High School where she was active on the Softball Team and in the band. She was last heard from Early Saturday Morning when she texted friends around 1 20 after she left a party. The newly discovered video is the last known siting. Police have released these photos of hannah leaving her Apartment Building earlier that evening. Whi while al bemarl county is helping with the search outside, the fbi is working behind the scenes. For those searching for hanna, especially those with college kids of their own, this is an emotional mission. Just feel for the parents. Similar age kids. Similar age parents. Thats when a Virginia Tech student, morgan herrington, left a concert in charlottesville and abducted and killed. Her body found in a rural area. No one has been identified or arrested in that case. Morgans mother says she is struck today by the similarities. Its heartbreaking to know that another young woman is missing and that another family is going through the anguish of the missing period. They issued a Statement Today that reads in part, since learning of hannahs disappearance, we have been heartbroken and at the same time heartened by the help and support we have received. The search for answers, the new focus of the investigation as police try to find out what happened to two little kids missing for more than a week in Montgomery County. The scare that prompted officials to keep students indoors at all the alexandria city cools today. Riders dangling in mid air for hours. The man charged in three highprofile murders in alexandria, virginia, made his first appearance in court today. Charles severance watched quietly as his Court Appointed attorney spoke for him. Hes accused in the murders of nancy dunning, ron kirby and ruth ann lodato, murders that spanned more than a decade. A trial date is expected to be set later this month. The Virginia Supreme Court will have to name a trial judge for the case, because several judges in alexandria have already recused themselves. Some anxious moments today for parents in the same neighborhood where ruth ann lodato was killed. Some kids at an elementary in alexandria saw a man with a gun and now security there is being increased. This happened at Matthew Maury elementary off russell road. No one was allowed in or out of any schools in the city of alexandria today for hours. News4s Kristen Wright joins us live with an update. Reporter wendy, police say he was standing on the other side of a fence and called to the children to get their attention. When several of them looked up, he showed them what appeared to be a long gun. So police say they will have at least one officer at the school tomorrow. Police let parents into Maury Elementary School by groups to reunite with their children after students said they saw a man with a gun outside. This man has kids in kindergarten and third grade. They told me the police are everywhere. The guy somebody or something. Reporter around noon, first graders at recess told adults about the man with the gun. Alexandria city schools locked their doors. Police searched and found no one. But this will mean added security at maury tomorrow. The things we will do is put extra security in the schools coming up and other things that we can ensure we dont have a repeat of this. Reporter parents were told to stay off campus until it was secure. Most arrived at dismissal and waited out front until police allowed them to reunite with their children. I did about 90 on the highway. Dont tell the cops. To get to my baby. But im just thankful they called and made us alert there was a situation going on and i was able to get here to her. Reporter police say they were looking for a black teenager with a medium complexion with a mohawk style haircut. Live in alexandria, Kristen Wright, news4. President obama has said repeatedly that the strategy to defeat isis terrorists will not involve u. S. Combat troops. Last week, the president promised the u. S. Would not be, in his words, dragged into another ground war in iraq. But today the nations top general opened the door to using ground troops. If there are threats to the united states, then i, of course, would go back to the president and make a recommendation that may include the use of u. S. Military ground forces. The defense secretary, chuck hagel, also testified before the Senate Armed Services committee today. He said isis eventually will pose a direct threat to americans on u. S. Soil if that group is left unchecked. A fire broke out at a popular wedding venue, while crews were removing some paint. Chopper 4 flew over wood lawn manor in largo, maryland. It spread into the attic of this historic home. Investigators are calling it accidental. No injuries and no word on the extent of this damage. Well, well, well. Who has got an easy week this week . The most wanted man in Prince Georges County now in custody. And tonight reaction from the victims mother as Police Reveal the next step in the investigation. More scandal in the nfl following highprofile attacks involving some of the leagues biggest stars. And new action being taken amid the growing calls for the redskins to change the name. We have a looks like a fourcar ride at the very top of the roller coaster. The car is unsecure at the tracks at this time. There is no braking system to keep it from moving. Those were the calls to emergency crews on a ride two dozen people will never forget. A roller coaster at six flags in Prince Georges County got stuck, stranding riders. Rescuers were honored. Prince georges county officials gave them a proclamation for their lifesaving skills. The riders spent more than four hours stuck on the jokers jinx coaster last month. Each person had to be lifted down by a bucket on a 105foot ladder. The rescue tested the training of even the most skilled firefighters. And they train to do what they had to do in that four hours. But they only have to do it a handful of times in their life. And in this particular case, the largest aerial ladder we had to get there first, to be able to get to those people and give them some reassurance wasnt high enough to get all the way to them. So they got as far as they could and then had he to og to go on ropes from there. Six flags says the ride has reopened after adjustments were made and it was reinspected. The state of virginia is suing some of the Worlds Largest commercial banks for 1. 15 billion. The lawsuit accuses 13 banks of defrauding virginia taxpayers during the height of the real estate bubble a few years back. Those banks misrepresented the quality of the mortgagebacked securities they sold to the virginia retirement system. That, according to attorney general mark herring. When the housing bubble burst, virginia lost 383 million. Herring is suing for three times the actual damages. We havent really made any corrections. One year after the shootings. The question is whether its a safer place. First now to the arrest of the most wanted man in Prince Georges County. He was caught after being on the run for nearly 40 days. The community was outraged when a 3yearold girl was killed by a stray bullet. There were vigils, marches and promises to change the culture and yet Davon Wallace stayed on the run. Now that he is in custody, police want to know how he was able to elude capture and who helped him. County bureau chief Tracee Wilkins joins us with more on the investigation. Reporter well, jim, the chief said today he is convinced that someone was helping wallace. He says you dont just fall off the grid here in Prince Georges County and not for as long as wallace was able to. Now we want to go back and take a look at who was helping him, when, and they want to charge them. For 38 days, we have been searching for Davon Wallace. We have him in custody, and hes right where he needs to be. Reporter wallace is charged with firing shots into a landover home, where 3yearold knijah bibb was playing in an upstairs bedroom. She was killed in the gunfire. Police say tips, help from the fbi and Fugitive Task force made all of the difference in this case. Their interviews took them as far north as new jersey and as far south as north carolina. Reporter after weeks of searching, Prince Georges County police ended at this Apartment Building on jasper road. We spoke with residents who told us they had no idea that wallace was even inside of the building, had never seen him here before. I did see the fbi wanted ad at a bus stop. Reporter this resident who does not want to be identified says while she saw wallace wanted poster, she never noticed him hanging around this southeast d. C. Apartment complex. He was arrested here this morning at 7 00 a. M. I saw about Six Police Officers standing in front of the Apartment Building. Reporter now says any they want to take a look back and find out where wallace has been since the night of that august 10th shooting. I want a time line of that 38 days, where hes been, who has helped him. Reporter for the family, wallace arrest is not enough. They want any and all accomplices behind bars. Everybody that was involved should be charged. Should do some jail time. They should get some jail time. I dont want them on probation. They need to be in jail, behind bars. So they can suffer with their buddy since they want to be his friend. Reporter Prince Georges County police are encouraging folks who may know where wallace has been and who has been helping him to come forward before they go after them. Now as it stands, wallace is still being held in d. C. Hes expected to be extradited back here to Prince Georges County very soon. Reporting live in palmer park, im Tracee Wilkins, news4. Eight days in, thousands of acres searched. Tonight, still no sign of sarah and jacob hogglel. While the case of these two missing children is a murder investigation, the childrens father and investigators say they will not give up hope. There is so much land, there are so many possibilities. Day eight. The search continues on. And troy turner, hes right in the middle of it. His day job, his night job. Its all he thinks about. In a portion of this germantown parking lot, hes set up a command post. He has a small army of friends. They have handed out more than 10,000 flyers. People coming up from the community saying what can i do to help. People from my job who have taken off workday after day. I have friends who have taken off work day after day. I appreciate their bosses who are understanding of it. Reporter its been over a week now. 2yearold jacob hoggle and his 3yearold sister sarah still missing. Police believe their mother, catherine hoggle, is responsible for their disappearance. Police say she suffers from paranoid schizophrenia. She had been on the run for some time, living on the streets of germantown. She was arrested last weekend, but shes not telling investigators what she did with her kids. At this darnestown park this morning, police gathered at a command post and then later search teams went out and about. Some of the focus today on a densely wooded area off blackrock road near the Montgomery County soccerplex. Since this all began, police say they have searched more than 14,000 acres. Theres always hope. Every step of this investigation, there is hope that these children will be located. New details tonight in the two scandals plaguing the nfl. One of them involves adrian peterson, the star running back for the Minnesota Vikings. His First Court Appearance has been delayed until next month. He is facing a charge of child felony abuse in texas for spanking his 4yearold son with a wooden switch. The Minnesota Vikings are feeling the fallout of reinstating peterson for this weekends game. The Radisson Hotel chain has suspended its Sponsorship Agreement with the team. And the governor of minnesota is calling on the vikings to suspend peterson until the court case has been resolved. Ray rice has less than six hours left to appeal his indefinite suspension from the nfl. Sources tell nbc sports that rice will appeal and will also ask that commissioner Roger Goodell recuse himself from this appeal process. Rice was fired by the baltimore ravens, suspended by the nfl. After video surfaced showing him knocking out his then fiancee in an elevator. The nfl is also feeling new pressure over the redskins name trophy. Today on capitol hill, faith leaders, civil Rights Groups and several indian nations joined members of congress to announce a new effort to change that name. Theyre sending a letter to every nfl team, pointing out the benefits of a Tax Exemption and asking the owners to force dan snyder to change the name. A u. S. Senator also announced her plans to introduce legislation, taking away that tax break. Right now, the nfl enjoys a tax break to the tune of 100 million. We dont believe they should continue to have that tax break if theyre going to continue to use what is a racial slur. While teams and the league do pay taxes, the Nfl League Office is extent. Spokesman for the redskins tells news4 that more than 80 of americans do not support a name change. 12 lives lost, and now one year later, theres a question about what has really changed at the navy yard. And philadelphia tonight, but earlier today, nearly tenhour shutdown along the northeast corridor led to major travel headaches. People at Union Station had to wait for hours after a Freight Train ran into a pole in the area of aberdeen, maryland. It happened early this morning. It sent power lines across the tracks and caused most Amtrak Services to be suspended between d. C. And philly for most of the day. At Union Station, the frustration began to boil over quote a bit. Many riders said there was no communication about what was going on. Nobody told you that a frustrate train had struck a power pole. No. Reporter no communication on that . No. Only thing we heard was get off the train, the train is dead. Some riders actually decided to get on a bus because they were waiting had been waiting for hours. Some others rented cars. As the repairs continued tonight, mark says it is not running the pen line service to the aberdeen or periville stations, because of the disruption. U. S. Military is now getting into the fight against ebola. The president announced today in a visit to the centers for Disease Control and prevention that 3,000 Service Members will be sent to west africa. Theyll set up a command center there, theyll build new treatment facilities, and theyll train hundreds of health care workers. But president obama says all of the work has to be done quickly. People are literally dying in the streets. Today thousands of people in west africa are infected. That number could rapidly grow to tens of thousands. And if the outbreak is not stopped now, we could be looking at hundreds of thousands of people infected. At least 2,500 people have died in the most recent outbreak. More than 5,000 have been infected. Hundreds of Cancer Patients and survivors from across the country have become lobbyists this week. They have been pounding the pavement on capitol hill, asking members of congress to make the cancer fight a top priority. Today a group from maryland visited senator ben cardins office, and university of maryland basketball coach mark turnen spoke to volunteers. We can help raise more money today which will save lives. One year after the fact, the news4 i team is looking at the changes made at the navy yard, and the Security Issues that remain in the wake of the tragedy there. In the years since the shootings at the naval yard, the news4 i team has revealed a series of safety concerns at that facility. Those concerns include the size of the police force, and the ability of the employees to reach their families in an emergency. Scott macfarlane shows what he has found over the last 12 months since that tragedy and thats being done about it. The first possible change, how some navy yard employees communicate. She was turning when he shot her. Reporter doug gardys wife cathy was killed minutes after the gunman opened fire in building 197, but said he didnt learn for sure she died until 12 hours later. As he sat waiting in the nats parking lot hoping his wife would show up in one of the buses evacuating the workers. Every bus that came and she wasnt on, the anxiety started exploding. Reporter and some waited until after midnight before being notified. The i team found a policy banning some workers from carrying cell phones into building 197 last year, creating confusion and a lack of communication among some loved ones of the victims. In the time since, the navy told us its reviewing that policy for when the building reopens in february. But not, they say, because of the shooting. Johns College High School basketball coach, joe gallagher, has passed away at 93. He was coach at st. Johns for over 40 seasons. Over that time, he won 870 games, 12 Washington Catholic League championships and 1 city title. Gallagher, an alum of st. Johns, also the football coach for 21 years. He did everything. Gallagher was inducted into the sports hall of fame in 2012. Look at him. Thats a good life. It was. Ask a great guy. Back in the day, he used to come in here with morgan rooten once a week to talk local High School Sports with george.
