with another update. back to you both. >> thanks very much, danella. 5:02. a tornado spotted on i-95. the national weather service confirmed a tornado touched down on the highway in northern virginia. people stuck in traffic on the highway used their cell phones to take pictures and video of the twister. take a look. this video was taken by darlene brock around 5:30 in quantico. you can see debris swirling as the twister moved across the interstate. brock tells us it only takes a few seconds for the funnel cloud to form. >> the car was rocked, and there was debris hitting the car. it was just very terrifying. i thought maybe it was going to pick my car up and take me away. but it didn't. just rocked it some. >> the storm snarled traffic for hours last night. i-95 was backed up from springfield to quantico, in part because a large tree fell onto one of the southbound lanes. no injuries were reported. >> some of the worst storm damage is in vienna, virginia. the strong winds knocked over trees and power lines along hunter mill road and wickens road. dominion has been working all night to restore power. we just checked, and the number of out aages has gone down in t past hour. right now there are 1,100 outages. and the weather rattled frazzled nerves in louisa county, virginia. the tornado ripped the roof off this historic home not far from the august earthquake in mineral. a 3.2 aftershock hit mineral on wednesday and forced the evacuation of two schools. the storm caused confusion at the university of maryland. the university sent out alerts a tornado was going to hit campus, and students and faculty should seek shelter. but a tornado warning was not issued in college park. the officials tell news 4 rotation was spotted so they issued the warnings as a precaution. a missing maryland boy with his mother dead and his father in custody. an amber alert for 11-year-old william mcquain. police found jane mcquain dead in her home. mcquain's father curtis lopez did not live in the home, but witnesses saw him loading things from the house into an suv. they followed the vehicle to charlotte, where they arrested lopez. mcclain hasn't been at school since september 30th. the school sent automated calls to the home later designated as the emergency contact. as they continue the search for william, his football coach remains hopeful. >> we're out here for a reason. we want to bring back what we learned to the kids. any time something happens to one of the kids, it hurts. >> police say lopez gave them inconsistent statements. sources tell news 4 that he now has an attorney but has not said anything about his missing stepson. today a family will return to the nightclub where their loved one died to announce plans of a lawsuit. ali muhammad died last october outside dc-9 in the "u" street area of northwest washington. initially, five employees were accused of beating muhammad for throwing a rock through the window. prosecutors later dropped the charges for lack of evidence. the family is now filing a civil suit citing the medical examiner's findings that the death was a homicide. the united states has not said whether it will reconsider an offer to exchange two detainees with cuba. the u.s. wants cuba to release alan gross from potomac, maryland. he's serving a 15-year sentence for bringing illegal communications equipment into cuba back in 2009. the u.s. says that equipment was going to help a cuban jewish community there. cuba says the american prisoner offered to be traded rene gonzalez, who's already served most of his sentence for spying. instead, cuba is calling for the release of others convicted along with gonzalez. workers removed the last of four pinnacles from the top of the national cathedral today. portions of the spire on the center tower broke off during the earthquake in august. the same team that rappelled the washington monument to check for damage will also check out the cathedral. repairs are expected to take ten years to complete and will cost tens of millions of dollars. the cathedral will reopen to the public saturday, november 12th. it's been a rough year for d.c.'s emergency management team, but the agency says it's ready to respond faster during an emergency. they came under fire for taking a half hour to send out an alert after the earthquake. its slow response is also to blame for the traffic mess we saw during january's snowstorm. the agency says it will now send out a message right away during an emergency even if it's just to tell people to stay put until more information is available. we have a traffic alert for metro riders. there will be major delays this weekend for crews so the crews can perform track work. the trains on the red line will share one line. on the orange and blue lines, they'll share between market and stadium armory. on the blue and yellow lines, trains will single track between national airport and braddock road. all of these projects will start tonight at 10:00 and last through saturday night. the work will be wrapped up just in time for the martin luther king jr. memorial dedication. metro will open two hours early at the work of others without attribution. "the new york times" brought it to their attention when they found articles of theirs that were similar to marr's. a new york city judge sentenced galyon group founder to 11 years in prison and fined him $10 million. authorities say he made more than $50 million in profits from illegal trades. prosecutors asked for a 19-year sentence, but the judge credited him for acts of charity and cited health problems as reasons for leniency. a hearing scheduled for 7:00 this morning could push wall street protesters from a park in new york city. the company that owns the park wants to power wash the area and says that protesters have created unsanitary conditions. protesters say the claim to clean up is just an attempt to kick them out. instead, they've been trying to clean the area themselves. demonstrators blame wall street and corporate interests for economic problems. and the occupy wall street protesters now have the support of former vice president al gore. gore wrote in his blog that elected officials have failed the public on everything from the economy to the climate crisis. he says we're in crisis. and a new york times editorial said the message of the protesters is that no one in washington has been listening. bank of america was the first to impose the $5 debit card fee outraging other customers. now other banks, including chase, sun trust, and wells fargo are using similar fees. a group of democrats wants the justice department to investigate, calling the timing of these fees suspicious. as banks add more fees, many are taking a look at other options that include internet only banking. online banks have lower overhead costs so they can offer added features like interest on deposits. they also charge lower fees, including courtesy overdraft protection. there can be draw-backs. with few or no atms, you could be stuck paying atm fees. deposits may also be a challenge for some. >> some of the online banks have a smartphone mobile app that allows you to take a picture of your check and deposit it that way. there are things you need to figure out. what do you need from your financial institution? >> if online banks sound overwhelming, there are other options. experts say you can try community banks and credit unions, which offer free checking and lower fees. protesters threw eggs at an official of the international monetary fund, and it was caught on camera. mark lewis was delivering a keynote speech to students at the university of turkey when he to duck behind the podium to avoid eggs being thrown at him. once they left the lecture hall, lewis continued with his speech. errors by air traffic controllers have gone up the past three years. the government accountability office released its latest report and found errors by air traffic controllers that handle departures and arrivals have nearly doubled. the federal aviation administration attributed the increases to better error reporting. the agency is also using a new plane tracking system to better able to spot planes that get too close together. and transportation secretary ray lahood now says he will leave the obama administration at the end of his term. the former illinois congressman gave no reason for that decision. he's the only republican currently in the president's cabinet. he's become an advocate for safer driving and job creating transportation projects. his spokesman says that la hood has not discussed his decision with the president. more people are riding amtrak than ever before. amtrak says it carried more than 30 million passengers the last 12 months, which makes is the most since the rail was createded four decades ago. amtrak has set ridership records the last four years. despite that, congress wants to take away the railroad subsidies, and they're trying to take away the most valuable routes in the corridor that links washington, philadelphia, new york, and boston. >> time for weather and traffic on the ones. >> let's check in with meteorologist tom kierein. more rain? create jobs. can they agree on a plan both their parties will accept? tracie potts has the latest from capitol hill. tracie, good morning. >> reporter: eun, good morning. there's the magic question. senate republicans have already rejected the president's plan and come up with their own promising 5 million jobs by easing restrictions, government regulations on businesses, oil drilling, and a big tax overhaul. depositio democrats, though, argue that tax breaks won't create jobs or we'd have seen them already with the bush tax cuts. president obama talked about some of this in a phone call yesterday with republican house speaker john boehner. boehner says his republicans will consider government money for infrastructure as long as we do it in a fiscally responsible way. he congratulated boehner on free trade deals with colombia and south korea. that will create 250,000 jobs. today president obama and south korea's president lee will travel to michigan, where they'll visit an auto plant there in michigan, a gm plant, that's producing a car that was designed in south korea, the type of collaboration they say that this type of agreement would encourage. 1,750 jobs at that one plant. they're hoping for more. states are putting on pressure to help with jobs. the republicans want to get rid of the new health law, but that's something democrats won't even consider. >> tracie potts live on capitol hill. tracie, thank you. not even the thunderous pour last night could dampen the spirits at the white house state dinner. about 200 people attended the formal affair. both length gowns were soaked, and the men's tuxedos were soaked as well. money is the big headline of decision 2012 in virginia today. totals in for the last three months of fund-raising in the race for senate. democrat tim kaine is well ahead of republican george allen. the former governor raised $1.3 million in donations. allen, also a former governor, raised $900,000 in the same period. right now montgomery county police are trying to answer a number of questions about the disappearance of an 11-year-old boy. his mother is dead, and his stepfather is now in jail. no one has seen william mcclain since september the 30th. police found his mother jane mcclain dead inside her germantown home on wednesday night. detectives tracked down her suv to a hotel in charlotte, north carolina, and that's where they arrested the boy's stepfather curtis lopez. william mcclain played football for a neighborhood rec league, and his coach says the entire team is worried. >> right now all we know is what we hear on the news. as a community, the e-mails have been going out through this organization all day, and we're just hoping and praying for a safe return for william. >> a source tells news 4 sedation and compromise their ability to breathe. >> sources tell nbc news that attorneys for murray will claim that jackson took eight pills of the anti-anxiety drug lorazepam hours before his death well, we know it's good business. because america... has always been... and always will be... a smart investment. at&t. good morning and welcome back. in just a few hours, the wait for the new iphone will be over. several people have lined up overnight to get the latest iphone, the iphone 4s. news 4's tracee wilkins is live outside an apple store with details. >> good morning, joe. we have a few dozen people out here. this is the apple store behind me. here's the line as it works its way down. yeah, we have people that are knocked out asleep this morning on the street waiting for the iphone 4. one of the people we saw who's actually awake, thank goodness, is sam, who's going to talk to us about why he's here. you already have the iphone 4, but you're here for the iphone 4s, and you were saying because it's faster. >> absolutely. it's faster and a better camera. it's definitely something i want. the siri voice assistant looks pretty cool. it's been years in the making, that voice system. it should be pretty cool. i can't wait to get my hands on it. >> reporter: it also says a longer battery life. >> absolutely. being in school, your phone's going off nonstop. it doesn't hurt to get an extra hour or two. >> reporter: why not wait and just get it in the day time or maybe tomorrow. why? why here overnight? >> there's like a cult-like atmosphere to apple. i've been to the ipad launch. i was at the iphone 4 launch also. it just becomes a thing. i'm here with my roommate now who has a blackberry and can't wait to get rid of that. i'll be here while that happens. it's a big moment for someone's life. >> reporter: so you're done with the blackberry? >> oh, yeah. i couldn't be more excited. >> reporter: was it the outage the other day that made you say i'm definitely going? you're changing cultures going with the iphone? >> i'm kind of in the culture because i have my ipad here. i love all their products. i'm just exciteded to get it. >> reporter: so it's a complete crossover for you? >> definitely. >> reporter: we have the folks lined up waiting for the store to open. they already sold in preorders more than 1 million of these phones. that's just in preorders. imagine what it's going to be like the next couple of days. they're expecting sales to be through the roof. tracee wilkins live this morning in georgetown. back to you all in the studio. >> hope they have enough ready to go. thanks very much, tracee. apple co-founder steve wozniak is among those in line to get the new iphone. he already ordered two online, but he wants to get one for his wife and doesn't mind waiting all night long. he's been waiting outside his local apple store in california. but eat your hearts out, the iphone is already on sale down under in australia. hundreds of people lined up around the block and filed into the apple store in sydney. apple says more people preordered this latest edition than any of the previous ones. >> they get to do everything first. we could soon see engineers dangling off the top of the national cathedral. the same team that rappelled the washington monument to inspect for earthquake damage will also check out the cathedral. those inspections are scheduled to start next week. today workers plan to remove the last of four pinnacles from the cathedral's center tower. the pieces broke off during the earthquake back in august. the cathedral is scheduled to reopen to the public saturday, november 12th. ongoing repairs could take ten years and tens of millions to complete. d.c.'s management team says it will be better prepared for disasters after a pair of high profile slip-ups. the agency came under fire after taking a half hour to send out an alert about the earthquake back in august. their slow response is also blamed for the traffic mess we saw during a january snowstorm. the agency says it will now send out a message right away during an emergency, likely telling people to stay put until more information is available. we have a traffic alert for metro riders. there will be major delays this weekend so crews can perform track work. on the red line, trains will share one track between shady grove and twinbrook. on the blue and orange lines, trains will single track between eastern market and stadium armory. also, orange line trains will share one track between vienna and west falls church. on the blue and yellow lines, trains will single track between national airport and braddock road. all of these projects will start tonight at 10:00 and last through saturday night. the work will be wrapped up just in time for the martin luther king jr. memorial dedication. metro will open two hours early at 5:00 a.m. on sunday. we just showed video a little while ago of a snowstorm in january, a reminder of things to come. might rain today. >> i can't even think about that. >> don't go there. if your shoes are feeling a little tight this morning, it's because you're growing webbed feet. we've had more rain, and we unfortunately have more coming our way later this morning. have an umbrella handy. as we look now at our sky over washington, we have a mostly cloudy sky now. that's the washington monument, which is visible now. yesterday morning you could hardly even see it. we had low cloudiness and drizzle. 66 at reagan national. here we are with the strong storms coming through northern virginia. now there's the leading edge of the rain. seeing this light rain moving into stafford, spotsylvania, fauquier, loudoun. it's about to move into the metro area in perhaps another hour or so. we have already wet roads with the overnight showers. roads getting wetter with showers coming in. light rain in the 60s. 50s farther to our west. going forward throughout the day, these areas of moving color, zones of potential rain through this morning and early afternoon. later this afternoon, should be the last of it. clearing out and turning blustery with winds gusting to 25 miles an hour. this afternoon out of the north and west, clearing out tonight and turning much cooler. expect showers moving in over the next few hours. light initially, then moderate and briefly heavy by midafternoon with thunder and lightning. breezy and clearing out in the afternoon with sunshine back. overnight tonight, much cooler under a clearing sky. we'll be down into the 50s this evening. into the 40s tomorrow morning. saturday and sunday, we'll have sunshine. but a blustery wind tomorrow gusting to 35 miles an hour. lighter winds on sunday and monday as we reach around 70 and partly cloudy. maybe showers again tuesday afternoon and evening into wednesday. danella, good morning. how's traffic? we're still seeing problems from the earlier accident outer loop of the beltway just past connecticut avenue. that accident has been cleared, but the damage has been done. we are bumper to bumper as you make your way past university boulevard heading on the outer loop all the way to connecticut avenue. and it starts to open up a bit, and you see some relief as you make your way towards 355. traveling 66 in virginia. not seeing any accidents traveling east or west on i-66, but just as you make your way from nutley and head inside the beltway, starting to see some crowding. as you continue through the rosslyn tunnel, it's clear for you at this time. i'm back in ten with another update. 5:54 now. a new fee for using your debit card has millions of banking customers up in arms. now some in congress want the justice department to take a closer look at the banks behind them. bank of america was the first to impose a $5 fee for debit card purchases. the move was quickly followed by other banks, including jp morgan chase, suntrust, and wells fargo. a group of house democrats say they don't see any signs of collusion but call the timing of these fees suspicious. if you're tired of paying these fees, you do have options. many customers are turning to online internet banking. many of these banks have lower overhead, so they can charge added features. there can be drawbacks. with little to no atms, you can be stuck paying atm fees if your bank doesn't reimburse you, and making deposits can be a challenge if you don't have a smart phone. >> some of the online banks do have a smart phone mobile app that allows you to take a picture of your check and then deposit it that way. those are things you need to figure out. what do you need from your financial institution?
