thomas. he is 39 years old, from berryville, virginia, ties to maryland as well, arrested in connecticut. jackie bensen has the latest on the arrest and how a tip from one local police department helped investigators track him down. prince william county detectives had their fingers crossed hoping a name they just provided to police in new haven, connecticut, would turn up a lead in the manhunt. the search for the east coast rapist. they got more than they expected. >> through some investigative efrd and an anonymous tip, we were able to obtain warrants for a suspect and today, the u.s. marshalls apprehended him. >> reporter: they followed the man in downtown new haven. when he threw a cigarette butt in the street, police and u.s. marshalls carefully picked it up and sent it for dna testing. they say it is a match from evidence recovered from an investigate that involves assaults on 17 known and suspected victims. the first crime occurred in 1997 in forestville, maryland. the most recent was the terrifying gunpoint sexual assault on halloween, 2009 behind a shopping center in woodbridge, virginia. >> we decided we needed to have a task force so all the detectives and agencies could communicate and put the resources and cases together. >> reporter: sketches of the suspect in maryland, virginia, and virginia, states where the attacks occurred. the website, really damped it. >> 60 degrees and rain all to do in much of the snow. >> thank you, chuck. a developing story in prince george's county this morning, police are investigating a hit and run that left a ped in the hospital. this happened near the intersection of pennsylvania and walters in the forestville area. the man who was hit was trying to walk across the intersection. maryland state police say they found the driver responsible shortly after the accident. troopers detained that person but have not filed charges. a man who jumped in front of a metro train is alive this morning, thanks to the fast work of rescue workers and modern technology. that accident happened around 12:30 at the rockville metro station. police say the man intentionally put himself in front of the ongoing train as it entered the station. rescue workers arrived to find the man's leg pinned under the train. they were able to use a hydraulic jack to lift the train to free the man's leg. it took 35 minutes to get the man out and to the hospital. just a few minutes ago, nurses at d.c.'s largest hospital started their second morning on the picket line. we won't see them there very long. about 1500 nurses are holding a one-day strike. it started yesterday at 7:00 in the morning. today's picketing is scheduled to end at 6:95 this morning. nurses and unions represent willing them say this strike is about getting salaries and benefits comparable to what nurses get at other local hospitals. >> what we call our differential, the extra pay for night and weekends was out of proportion to what is paid around the rest of the hospitals. we sat down with the union. we said, we need to make some correction in this going forward in the future. that really has been the point of contention. >> about 100 nurses crossed the picket line and did not strike yesterday. washington hospital center brought in replacement nurses for other states to fill vacancies. those nurses will get a week's pay. for that reason, the nurses on strike will be locked out for another four days. washington hospital released a statement saying it is troubled and disappointed that national nurses united is trying to shift responsibility for this strike on to the hospital when we have been committed to reaching agreement on a new contract for our nurses. same-sex marriage is one step closer to becoming law in maryland. the house committee voted 12-10 to approve the bill friday afternoon. that bill will go before the full house of delegates. john boehner says he will work to fight for the defense offer marriage act, which bans recognition of gay marriage on a federal level. last month, the obama administration said it would no longer defend the constitutionality of the law. the house will form a bipartisan committee which could launch a defense of the law. he believes it is an issue for the courts, not congress and the president. a steady rise in gas prices may keep many cars parked. the latest numbers show the national average at $3.57 for a gal of average. an 18-cent jump in a week. in the district, $3.55. the average in maryland, $3.44. virginia drivers paying $3.37. news 4 darcy spencer shows us how some people would rather spend their time than spend their money. >> reporter: at the b.j.'s wholesale store in buoy, a line, motorists willing to wait for cheap or cheaper gas. >> it is cheaper than other places and it is convenient. >> reporter: with gas prices continuing to rise, many motorists are trying to find ways to save. some are going to stores like b.j.s and costco where members get a gas discount. >> some of them are 3.44 or $3.45 for regular. >> reporter: the average cost has gone up 36 cents in one month. andrea smith says she hates the price and the fact she has a gas-guzzling suv. i have to fill up twice a week. it is impossible. i have started catching metro so i don't have to drive as much. metro has gone up. gas has gone up. >> reporter: russell stuart says it costs $100 to fill up his chevy pick up but it is paid for so he is not trading it in. >> reporter: what are you doing differently to save money? >> try not to drive. >> i don't drive no more than i have to. >> reporter: many folks say there isn't a whole lot they can do to cut back on fuel costs. >> carpooling is one thing we tend to do and take the train for work. outside of that, you really don't have that much of an option. >> reporter: a barrel of oil now tops $100. industry experts say they expect the price and the pain to keep rising. >> they are not raising anybody's paychecks yet they raising everything else. i think it is crazy. >> reporter: several people have said that gas is a little bit cheaper along the route 1 corridor here in prince george's county. every time they >> quite a soaker tomorrow. >> thank you, chuck. new developments this morning in the crisis in libya. rebels captured the oil port town of roslaneuf from forces backed by leader, moammar gadhafi. 17 people were killed on a military blast in libya. it happened when people went into an ammunition storage facility to collect weapons. an air yacraft from the u.ss in tunisia to help with the relief efforts. two civilian planes have been chartered to help transport foreign workers who have left libya. authorities say a discarded cigarette helped them track down a man they suspect of being the east coast rapist, 39-year-old aaron thomas is behind bars being followed by u.s. marshalls when they saw him throw a cigarette butt into the streets. u.s. marshalls picked that up as evidence and got the dna testeded. sources tell nbc news the dna matched evidence recovered in 17 other attacks. it was prince william county police that tipped off the marshalls to thomas' location. >> through some investigative information and an anonymous tip that all sort of came together recently, we were able to obtain parents for a suspect in connecticut. >> thomas is from berryville, virginia. he is accused of rape cases in our region dating back to 1997 in prince george's, fairfax and prince williams counties. investigator investigators are expected to release more monday. a newly released government report shows a drunk driving accident involving an illegal immigrant could have been prevented. the man is in jail. they say montonya was drunk when he caused td crash that killed sister denise mozier last august. he had two prior dui convictions. it required agents to avoid detaining illegal immigrants whenever possible. the current policy calls for ice or immigration customs enforcement to detain illegal immigrants with a criminal record that could pose a threat to public safety. a one day nurses strike has turned into a week off the job for some 1500 workers. nurses at washington hospital center northwest are on the picket line right now. derrick ward has their demands and why they can't go back to work for another four days. >> reporter: outside the grounds of the washington hospital center, about 1500 striking nurses walked the picket line. at issue, wages, benefits and staffing. >> they are fighting for something good and everybody knows there is a nursing shortage. >> we have nurses from california, maine, florida, texas, fef nef, minnesota, michigan, and they are all d.c. nurses today. >> reporter: while union nurses kept up the presence outside, hospital officials sought to keep things as business as usual inside. >> the operating room is open. the emergency room is open. all the wards are open. it is just i wouldn't say a usual day but it is a usual business day at washington hospital center. >> i went to the clinic and i saw everybody i was supposed to see. nobody was out. it ran really smooth today. >> reporter: more than 150 union nurses crossed the picket line while outside union officials and others vowed to keep up a fight. >> this is about workers ability to come together to negotiate a middle class lifestyle. that's under attack in wisconsin and all different states, in ohio and different states. it is under attack right here. >> reporter: replacements came in from as far away as new york to fill slots left open by striking nurses. at least one hospital patient said it had been a seamless day. >> it is better today than it has ever been. >> washington hospital released a statement saying it is troubled and disappointed that the national nurses united is trying to shift responsibility for this strike on to the hospital when we have been committed to reaching a greemt on a new contract. the secret service has closed investigation into a threat against the former president by a ten-year-old. an atlantic city news boy was accused of calling the presidential library of george w. bush and threatening the former president. this morning, they say that case is closed and the secret service decided to decline on the content of the phone call. gas prices have been sky rock etted and unfortunately, there is no end in sight. the national average is $3.49 up two cents from 11:00 last night. drivers in virginia, about $3.39, in maryland, the average is $3.46. in the district, you are paying $3.59 this morning up four cents from last night. the price hike isn't just at the pump but affected everything that has to be transported using fuel. wawa has announced they are raising coffee and customers are not happy. >> a lot of things are going on in the middle east. it seems sometimes these prices just move and go as they please. that's what's more frustrating than anything else. you know what else is rising? midnight next friday to get a deal done. yesterday in washington, the nfl owners and players association met separately with federal mediator, george cohen. both sides will resume negotiations on monday. they are trying to figure out how to share $9 billion in revenue and discussing other topics, including a rookie wage scale, an 18-game season schedule and benefits for retired players. here
