there's only one thing on the ballot, the ward 5 seat, there are a lot of candidates vying for the seat. as you can see by the volunteers and the signs here, there's also a lot of interest in this race. it's a special election. only involving ward 5. but you wouldn't know it, looking at all the campaign signs and volunteers at bunker hill elementary. there are 12 names on the ballot. when the polls opened at 7:00 this morning, turn-out was steady. and nearly 2,000 people cast ballots in early voting. >> i think it's important. people need to come out. we need a change. >> reporter: ward 5 resident, die ann lo voiced what many voters seemed to be thinking, it's time to go in a new direction, to move forward and not look back. >> for those of us who live in ward 5, it's critical. we've come through a very bad time. i think we're looking forward to a really good future. if you don't vote, you can't complain. >> we have an opportunity for a new fresh perspective on things and i think that's why people need to come out today. >> i think it's a new day that's important. i hope people come out. >> reporter: harry thomas junior resigned from the council in january after admitting he stole more than $350,000 in city money. the scandal saddened many  long-time ward 5 residents, who remember thomas' father he he sat on the council. >> i think it's one person doing wrong. but that person is going to pay a stiff penalty and his family has to view a person that's disgraced. i think that's a heavy penalty. the other thing, too, i think the system works, it was able to fret out this person that was doing corruption. >> reporter: and nearly 200 people have cast ballots at this particular location. the polls opened at 7:00. and they will stay open until 8:00 tonight. reporting live from ward 5, megan mcgrath, news4. and right now, lanes on the inner loop of the beltway in maryland are back open after a crash involving an overturned car. this is video from just after the crash that happened near exit 13 in upper marlborough. at one point, all lanes were closed and traffic was only getting by on the shoulder. there's still delays in that area right now. so we'll check on the midday traffic and see how things are moving there with danella sealock. >> well here's a live look now as you make your way on the iner loop of the beltway at richie marlborough road, where the accident was earlier. it's looking a lot better. it was jammed for quite some time. but continuing on the inner loop in this area you're clear at this time. now over to the beltway, we had an accident on the beltway at colesville road, it's gone but i'm i'm seeing delays on the beltway at college park continuing past new hampshire avenue, but those delays should be clearing any moment. to the 14th street bridge, still seeing delays in this area as you head into the city, you're still under speed. barbara, back to you. taking a look outside now, wow, clearing since i was out there last. we've got blue showing. let's talk to tom about how long he thinks that might last. >> that's a gorgeous view from our hd city camera, showing the clouds that are building in the wake of the rain that came through with the sun breaking back out, we're beginning to see a lot of development in the atmosphere with some cumulus clouds building that may turn into strong thunderstorms later. right now, it's partly sunny through much of virginia, maryland and the district. but as the afternoon progresses, that will serve to destabilize the atmosphere. and that may cook up some strong storms sarmt. all of these areas in yellow, it includes much of virginia, parts of maryland, all of the district for some severe weather. perhaps between 3:00 to as late as 8:00 or 9:00 p.m. some isolated storms could produce damaging winds and hail. if you hear thunder, get inside, turn on news4 and we'll let you know if there's any storms threatening your neighborhood. for the afternoon, be prepared for that possibility. otherwise maybe some passing thundershowers and brief downpours and temperatures may get up to near 80 degrees before that happens. right now it's climbing into the low 70s right now. thank you, tom. new today, two men are now in custody after a disturbing sexual assault in fairfax county. police arrested 34-year-old rigolana spoeda, and 24-year-old juba castro. police say they beat and raped a woman last friday morning in the dunn loring area and robbed her. police charged both men with rape and malicious wounding. and d.c. police are investigating a deadly shooting involving one of their officers and a man walking his two dogs. it started with a call about a man with a gun near 6th street in southeast washington. news4's tracee wilkins picks up the story from there. >> reporter: we know this was a police-involved shooting and one man was shot and killed and an officer injure. . what we don't know what was led to the exchange of gunfire, police are still on the scene. this morning, d.c. police were taking pictures of evidence. searching for additional shell casings and trying to piece together this deadly shooting. people who live in the community say they heard about four shots last night. then they say they saw dozens of police cars quickly arrive. d.c. police say around 10:30 last night, they were called to the 4200 block of 6th street and southeast for the report of a man walking two yorkshire terriers while armed with a gun. >> as the officers confronted the individual, the individual produced a weapon and fired at the officer. the officer returned fire, striking the individual multiple times. >> reporter: police say the man was killed on the scene. and his gun recovered. the officer, who was shot, was taken to the hospital for evaluation. >> how many people you see walking two yorkies with guns. >> reporter: now peterson said he knew the man that was shot. he said the man had an 8-year-old son and lived nearby with his girlfriend. he said he's surprised by the accusation that he was armed. >> he would walk his dogs, keep moving. i got dogs myself. we sit and chat and keep it moving. i ain't never seen this man do nothing wrong a day in my life. >> reporter: police say the man shot was actually grazed by a bullet. he's been on the force for three and a half years working in the district. in southeast, i'm tracee wilkins, news4. and two people were hurt in another shooting, just a few blocks away. on v street. we're told one of the men was shot in the foot, the other one shot in the arm. both victims there were taken to the hospital and are expected to make a full recovery. so far, no arrests have been made in this case. take a good look at this video. d.c. police think it could solve the case of a stabbing which killed a baby. the video shows a man walking through a parking lot and then down on to a sidewalk back in march. look, you can see it there. this is near 9th street southeast. the same area where a pregnant woman was stabbed in the stomach. she was forced to deliver her son, who died shortly after birth with stab wounds, anyone with information related to this case should the month following the death of osama bin laden. back to you. >> thank you, melissa. well, today some local kids will be playing soccer inside the white house. soccer star, david beckham and his teammates from the l.a. galaxy will join first lady michelle obama for a soccer clinic. due to the weather, the clinic will be held indoors, in the state department. maybe they haven't noticed that the weather has changed a little bit. we've got some high, puffy clouds look at this beautiful picture, how nice it is, if you haven't been out since earlier this morning, the weather has changed substantially in the last half hour or so. at 11:14, we have clear skies, maybe they'll change their minds at the white house to take that clinic for soccer players outside. let's go to tom kierein. >> that is such a gorgeous view. those clouds, though, they're continuing to build. and in fact, we could have some strong thunderstorms developing by later this afternoon. but right now, i call those kaufi flower clouds over -- cauliflower clouds over the potomac river. right now around the region, temperatures are climbing into the 70s. reagan national now is at 73 degrees. and we've got a light southerly breeze coming in off of the water. and the humidity is fairly high. there's quite a bit of steaminess in the air. and that's in the wake of those showers that came on through. look at this photo of a momma dove on the nest. in a tree. in elkwood, virginia, sent in by debra williams to weather@nbcwashington.com. send your photos to us and we'll share them. well later today, this is the severe storm risk zone. and it does include a lot of virginia, parts of maryland, includes the district of columbia. this is for the threat of perhaps some damaging winds and hail from some isolated thunderstorms. it looks like generally the time they'll get going is between mid afternoon all the way to perhaps early to mid evening. right now around the region, with the may sun breaking out, it's now beginning to climb to near 70 throughout the metro area. but farther north, it's hitting the mid 70s. charlottesville, up to 77 there. it may get to the low 80s there. closer to washington, later today, we'll have maybe temperatures approaching 80 degrees. and there's what's been happening over the last several hours, the last of the morning rain now long gone. but you can see those clouds building in the partly cloudy sky around virginia, maryland and eastern west virginia. now, here's what may be happening over the next several hours. all that aa in green and yellow, those are the zones of potential storms that could be developing during the afternoon and early evening. but then it looks like it will dissipate by late evening and by midnight, any storms that do develop will be gone bn by dawn on thursday, may get a quick passing shower, early morning. by wednesday evening into thursday morning, we'll begin to clear out, we'll have a gorgeous pattern for end of the week. and the weekend. but here's some of the rainfall totals expected around the region this afternoon, those areas in blue, they might get an inch or two. the areas in green, generally a half-inch to less than an inch. so it doesn't look like there's going to be big rain-producers, because they'll be moving along. probably no flooding threat, but certainly there's the possibility of some damaging winds and hail from some of the isolated storms later this afternoon. as temperatures approach 80 degrees. some isolated storms could produce some strong wind gusts. if you do hear thunder, get inside. turn on news4, and we'll let you know what's going on. any storms ending by midnight. back down to 70 degrees birks dawn on wednesday, we ought to be down to the low 60s and partly cloudy tomorrow with afternoon highs into the low 80s. and just a small chance of a passing shower. then a terrific pattern for thursday, friday, saturday, sunday. and into the first part of next week. pleasant weather, sunshine, highs 70s to near 80. morning lows, 50s to near 60. that's the way it looks, we'll be looking at storm 4 radar to see if anything develops in the next few minutes. barbara? >> from the first six to eight weeks from your last normal period, but there are exceptions. anybody with a significant medical illness. anybody with history of high blood pressure, diabetes. anybody who has had previous complications in pregnancy should be seen as soon as they know they're pregnant. >> the baby starts developing pretty quickly, doesn't it? >> yes, it does. we can see a heartbeat as early as three weeks post-conception. >> so should a woman be thinking that early about what she's taking into her body? >> definitely. and even before conception. >> you think you should start of what to put in your body when you're thinking about getting pregnant? >> definitely, yes. >> what do you think you should exclude? >> i think most people know, stay away from certainly large doses of alcohol. caffeine use. and smoking. >> and when should a woman start taking pre-natal vitamins? >> i usually recommend my patients start at least one to two months prior to the time they start trying. >> and any particular vitamin? i guess you ask a doctor? >> anything with folic ased. a lot of my patients will have la lot of nausea. i try to get them to take something they can tolerate. even a regular vitamin with folic acid. >> folic acid is something doctors are pushing. why is that? >> there's been studies that show that folic acid decrease the risk of certain type of disorders, certain neurological tube defects. and other structural abnormalities that involve the brain and skull and central nervous system. >> you said limit your alcohol intake. what about caffeine? can you drink coffee during pregnancy? >> you can. but just like with everything else, moderation. there are some studies again over the years that have shown that caffeine use might increase the risk of preterm labor it might increase the risk of small for gestational age or babies that don't grow as well. try to cut down by 50% the amount of caffeine you're using. >> what about hot baths? >> hot baths are not bad. long doses of hyperthermia can be, but even in those studies, hot baths are perfectly fine. >> what about women who take hot yoga, some of these classes say they're good for pregnant women. >> i think they're great, studies are clear that exercise in pregnancy is wonderful for you. >> how much weight is too much to gain? what do you say is the rule? >> it used to be years ago, they didn't want you to gain more than 15 pounds for the entire pregnancy. because they thought pregnancy weight gain was related to high blood pressure. but it's not. i like to tell my patients from the second trimester on, two to four pounds every month. it depends on what their weight is at the start of the pregnancy. discuss it with your objec obstetrician at the very first visit. >> hair dyes and perms, is it okay to go with the hair dye and perm? >> perfectly fine, there are a lot of chemicals that are used. find out what they are. but the amount of absorption that you get from these chemicals is so limited. the thought that it's even in the first trimester, there's no complications or no problems. >> and the first thing to do when you think you're in labor? [ applause ] >> that's president barack obama, he is speaking at the law enforcement officers memorial. honoring those who have been killed in the line of duty. in other news, former president george w. bush is in the nation's capital today. the former president and his wife are speaking at a special event called a celebration of human freedom. it celebrates the successes of activists around the world in their fight to be free. nobel peace prize laureate, aung san suu kyi, is also joining the conversation by teleconference from myanmar. and this morning, health and human services secretary, kathleen sebelius is asking the question, what can we do to effectively treat alzheimer's and how quickly can we do it? she's also releasing the national plan to address alzheimer's. >> the plan addresses every aspect of what it is to confront alzheimer's disease. for example, it outlines ways we can improve the quality of care for people with alzheimer's. through initiatives like workforce training and education for health care providers. >> just a few minutes ago, sebelius released a public service campaign that will help people find a cure for the disease. as many as 5.1 million americans are diagnosed with alzheimer's and that number could double in the next decade. the obama administration hopes to find an effective treatment for the disease, by the year 2025. d.c. police are trying to figure out what led to a stabbing in the dupont circle neighborhood. police say a man was stabbed twice last night near the corner of 16th and p streets northwest. you can see emergency crews helped the man into an ambulance. police say he was stabbed once in the head. he was conscious and breathing at the time. no word on his condition. at this time. we have a warning for women in northern virginia. police say a man attacked two women with in a mile of each other. the attacks happened on friday in the 2100 block of lee highway and in the 3300 block of washington boulevard in arlington. a woman told police that a man grabbed and sexually assaulted her on lee highway. he then threw her into some nearby bushes and ran away. about an hour earlier, a man with a similar description surprised a woman inside a garage on washington boulevard. she saw him coming and she quickly ran into the house. both attacks happened within walking distance of metro stations. >> on a friday? and this place is packed. all of this strip is like normally covered in lines. >> that's really scary. because i thought this place was a little bit safer. >> police don't know if the suspect was walking or driving a car. both women described the attacker as a black male wearing a distinctive red and white-checked shirt. khaki pants and black gloves. well be sure to lock up your minivan tight if you're in the district. d.c. police say thieves are targeting chrysler minivans in northeast washington. thieves stole two dodge caravans and a chrysler voiyage anywhere the michigan park over the neighborhood. police say the models are easier to steal because the steering column is easily broken. police think kids may be behind the thefts. some are calling a d.c. bartender a neighborhood hero after a man stabbed him while he was protecting a woman. police say a purse-snatcher stabbed mike boon two weeks ago. boon works at trusty's tavern in southeast washington on capitol hill. he walked the woman home late one night in an exclusive interview, boon tells news4 what happened. >> in a couple of moments, someone jumped out of the bushes and yanked her purse out of her hands and i was close enough to yank it back. and then me and the man got in a fight. and it was a pretty, it happened very quickly. >> boon says he would do it again, even though he suffered a stab wound in the lungs, stomach and back. police arrested the suspect a few blocks away. well the numbers are in. aaa predicts that more than 34 million americans will take trips of at least 50 miles this memorial day weekend. the travel agency released the prediction an hour ago at reagan national airport. almost nine out of ten of those holiday travelers will take to the nation's roadways. gas prices have fallen over the last several weeks and they're cheaper than they were at this time a year ago. today's numbers account for a 1.2% increase in travel this year. nobody wants to leave today, though, it's kind of nice out here in the washington area. here's tom kierein to tell us what we can expect the rest of the day. tom? >> what a day of contrast. peek womb up with a little thunder and lightning and heavy downpours, right around dawn we had moderate to heavy rain around washington, but it quickly moved away. in the wake of that, a little sun has broken out and temperatures have jumped into the 70s. now mid and upper 70s across most of virginia and into maryland. farther west, the areas in green are in the 60s in parts of the eastern shore, too, where they had the rain. it's in the upper 60s there now. here's what's been happening over the last 12 hours. there's the rain that's moved north and east, heading up to the new york city area. behind that, breaks in the cloud cover. but the clouds are beginning to fill back in again. and as a result of those breaks, the sun is maybe going to be destabilizing the atmosphere enough to produce some strong storms between mid afternoon into perhaps early evening. some of which could produce some damaging winds and hail in the yellow zone. it covers much of virginia, parts of maryland, the district. overnight tonight, any of the storminess ending by midnight and the sun back tomorrow, a small chance of a passing shower on wednesday midday or early afternoon. and highs near 80 again. and then thursday, friday, saturday, sunday, looking great all the way into the weekend. highs 70s to near 80 and morning lows, 50s to near 60. that is the way it looks right now. nothing showing up on radar yet, barbara, i'll be back with another update in a few minutes. >> and we'll check the midday traffic again. yummy was not the description she used earlier today when she had a lot of problems out there. hey, danella. >> it was terrible. but i have a smile now, because things look so much better in our area. if you're thinking of heading out and hitting the roads, a live look at 50, traveling eastbound and westbound on 50, all the way to d.c. from 410, no issues to report your travel speed is 57 miles per hour. six minutes to get from the beltway to 295. now, over to i-66 this was a mess also earlier today, but much better now. your travel speed from fairfax county parkway to the beltway, driving at 58 miles per hour. and crossing over the american legion bridge, making your way this time on the outer loop or inner loop, no issues. in fact as you make your way into virginia, crossing over the dulles toll road and continuing to the interchange, no issues to report right now. barbara, back over to you. >> thank you so much. a new york man and his ex-girlfriend are giving new meaning to the term "dog fight." craig dershowitz claims his ex-girlfriend kidnapped his puggle. when the couple broke up four years ago. dershowitz said he is spending $60,000 of his savings on legal fees in efforts to get his dog back. the ex-girlfriend, sarah, says she's also the rightful owner, because they both paid for the dog and expenses that came along with being a pet owner. this morning on the "today show," dershowitz responded to claims that his case is more about revenge. >> when i called the vet to actually get the bills, as well as the doggie day care, they didn't even remember her name. they were like, craig, of course, how are you, what do you need? [ female announcer ] safeway presents real big deals of the week. or how to keep from driving all over for the best deals. you don't need to run around. safeway gives you real big club card deals each week. right now, a sweet price on honey nut cheerios, just $1.88. starbucks coffee is only $7.77. that's less than a quarter for a great cup of coffee. and fage greek yogurt is just a buck. real big deals this week and every week. only at safeway. ingredients for life. today designers will unveil the latest changes to the memorial for president dwight d. eisenhower. the memorial commission will hold a public meeting on capitol hill. the eisenhower family has criticized parts of the memorial that depict the former two-term president's humble roots and not his accomplishments. organizers hope to break ground on the $112 million memorial sometime this year near the national mall. well if you want to get away, there's some new places to go from reagan national airport. transportation secretary ray lahood announced four new nonstop flights, including the first virgin america from reagan to san francisco. jetblue added a nonstop flight to san juan, puerto rico. alaska airlines is adding a flight and southwest is adding a nonstop flight to austin, texas. lahood said the extra flights will create competition for d.c. flights. the ceo of jpmorgan chase, will keep the title of chairmanen of the board. cnbc's courtney reagan joins us with that and more. hi, courtney. >> hi to you, barb raxt right now you said jamie dimon answering shareholders questions as the bank holds its annual meeting in tampa, florida. dimon tells shareholders the company's mistakes were self-inflicted and shareholders voting in support of dimon's pay package and his retention of the title of chairman of the board, in addition to ceo. president obama says that jpmorgan's loss illustrates the need for wall street rernl and said the type of error at a less-stable bank may have prompted the government to step in and "the wall street journal" trade says the trading loss is being investigated by the justice department. stocks are moderately higher with better-than-expected economic data out of europe helping to temper concerns about a potential greece exit from the eurozone. the commerce department says sales at u.s. retailers rose 0.1% in april after the boost from unseasonably warm weather began to fade towards the end of the month. according to the labor dathment, consumer prices were unchanged in april as energy prices fell. fa >> facebook is hijing the share price in advance of its ipo. $34 to $38 that could value facebook at $102 billion. phase book is expected to price its ipo on thursday evening. the investor and consumer point of views seem to be diverging a little. a new cnbc/app poll finds half of america believes facebook is just a dpad. t fad. and only 13% trust facebook to protect their personal information. i guess everyone just needs to know -- when you put something on the internet, it can live there for eternity. just be careful. no matter what the company is. >> very good advice. thank you. >> thank you, barbara. >> thanks a lot. hormonal changes that occur during pregnancy can take a toll on your skin. dr. sheryl burgess joins us as part of baby week with a look at what you can expect and what you can do. great to have you with us. >> thank you. >> we always hear about the pregnant glow. but there's some other things that happen to the skin that many pregnant women are not very happy to see happening. >> correct. >> let's talk what those problems can be. >> some of the common things obviously being a dermatologist i see a whole host of things. and one of them is periti peritic papules. it's called p.u.p. and it's kind of common. a lot of obgyns will refer patients and patients are just itching like crazy. particularly on the belly. if they have stretch marks, the stretch marks can get very red and hivish like. that's a common medical one that i typically see. >> on the belly and the breasts, i suppose? >> yes. >> and it's just itching from the stretching? >> right. and it's usually the third trimester. but some more common than that, that we don't really do anything about, would be like malasma. discoloration on the face that we see. the mask of pregnancy. the redness of the palms, increased vascularization. the glow is an increase in vascularization and exciting the oil glands with the hormones as far as pregnancy is concerned. we don't do anything about that. in fact a lot of people like that look. >> i would imagine that they would. what about the discoloration that some women get. where they will have a whole patch of either red or brown skin. >> can you get that taking birth control pills. post-menopausal women can get it as well. pregnant women, we see it often. the other groups we can usually treat. pregnant women we can't treat. there are a lot of medications that haven't been proven to not be harmful to pregnant women and it's kind of unethical to test medications in pregnant women. so we'll never know. but we say you can deal with it for nine months and then we'll treat it after you finish nursing. >> does it go away? >> a lot of times it goes away on its own, correct, after the delivery. >> let's talk about the stretch marks that you mentioned before. you can treat the itching, but can you treat the stretch mark. >> that is such a wive's tale, old wive's tale. stretch marks are very hereditary. if your mother or aunties didn't have it, you probably won't have it. just because someone has stretch marks doesn't mean they didn't apply the cocoa butter or the lubricant to the belly area. so keep that in mind, if you're going to develop stretch marks because it's in your hereditary, in your genes, you're going to develop them regardless of what you do to the abdomen. >> what about cocoa butter and some of the over-the-counter things that you can buy that say they'll help prevent stretch marks when you're pregnant. >> there's no scientific data that they do. there's no research or anything that can validate that information. it's just everybody does it. so those who don't have the stretch marks say it was the cocoa butter. >> can you get rid of them afterwards. >> there are techniques that we can do to improve them, yes. laser is one procedure. there's dermapin is another. sometimes just topical retinol, and with time also they will improve. >> i want to ask you quickly about the baby. bringing the baby home and the summer, some people coming home very soon with new babies. what do you need to do for your baby's skin? what about baby oils and all of those treatments they sell over the counter. >> it's not necessarily to put oils on babies. first of all, the baby's oil glands are not producing, they don't need bathing often. a lot of people will bathe their baby every you know few days. a baby doesn't need to be bathed. you'll dry their skin out. they have no oil glands at that time. some babies can get hormonal influence from the mother and get little acne on their face. we see that a lot. but probably the most common issue that comes in my office is when the baby is three months old, the mother comes in. and she's just shedding hair like crazy. like i'm losing my hair and i'm like, you're not losing your hair, how old is your baby, is your baby three months? that's the growth cycle of atela jenafluvium. >> it doesn't happen immediately after the delivery. it's usually three to four months after. >> good for people to know it's common. >> very common. >> and the hair will come back. >> i can always guess the age of the baby. >> thank you dr. sheryl burgess. >> you're welcome. coming up, looking for new leadership. the caps are searching for a new head coach. and meteorologist tom kierein will be back with another check on the forecast.
