country do remain on the job, but some safety inspectors have been asked to work without pay using their own credit cards for expenses until the faa is able to reimburse them, jim. >> kristen dahlgren. thank you, kristen. usairways has joined delta in becoming the second big carrier to refund ticket taxes collected prior to the day that this partial shutdown of the faa went into effect. the taxes can add up to 60 bucks or more on a $300 ticket. the airlines are working out the specifics of providing those refunds. other airlines have been raising ticket prices by the amount of the taxes and then pocketing those profits. today was a day of heavy trading and extreme volatility on wall street. the market, in fact, was all over the place. at one point, it was down 166 points. and as such, on track for a ninth straight day of losses. something that hasn't happened since 1978. but the market did recover. the dow closed up about 29 points, ended the day at 11,896. the nasdaq closed up about 23 points to 2693. the s&p 500 was up you about 6 points. it ended the day at 1260. finally, we are getting some much-needed relief from the heat out there. doug is up in the weather center now with a look at how things are looking right now. doug, it's been tlitful. >> it really has, jim. and a lot of times during the summer, you see a cloudy and rainy day. a lot of people say, wow, where's the sunshine? but today it was a much-needed break across the area. and right now, we're still dealing with those showers. ear going to see the clouds throughout the rest of the evening but most showers are getting out of the region. still a few showers in a line that extends from the haguerstown area through loudoun county and prince william county. the heaviest rain moving off the coast in toward the chesapeake bay, but still shower activity around prince frederick down into calvert county and the south around the drum point area and st. mary's county still seeing some of that rain. that's where the heaviest rain has been, and we'll continue to see that rain move toward the eastern shore. now, 79 degrees outside right now with those cloudy skies. winds are calm, not bad at all out there. those showers helping to cool things down. high temperatures today have only been in the 80s. finally, first time since july 15th we have seen temperatures in the 80s. it was 82 degrees then. so far today, we have been up around 84 degrees. your good night/wake up forecast. temperatures in the 70s. by 9:00, maybe a shower or two. tomorrow, mostly cloudy skies. i'll have the latest on tropical storm emily and let you know what to expect over the next can you couple days in my full forecast. >> thanks, doug. we have some developing story, it's a murder-suicide that involves a prominent maryland psychiatrist and her teenage son. 13-year-old benjamin ban hard and his mother, 54-year-old dr. margaret jensvold found dead in their kensington home tuesday. jackie bensen joins us from are police headquarters in rockville. >> reporter: we're told that montgomery county police were called to dr. jensvold's kensington home by co-workers who became concerned when she didn't show up for work friday and they did not see her again monday. patrol officers were sent to the house when they noticed several days of newspapers and things like that. they -- we understand made made entry to the front door of the house and requested the presence of montgomery county police detectives. they obtained a search warrant for the home, and inside found the bodies of dr. jensvold and her son, benjamin barnhard. he was 13 years old. he attended last year we will spring academy in north carolina. that is a very, very famous school for children dealing with weight issues. it was featured on the television show "too fat for 15." just a short time ago, we spoke to jamie barnhard, benjamin's father. he was incredibly emotional, but he did make a statement, and say some other things about his beloved son. >> he had a very successful year. he was supposed to start school in the fall at one of the schools. i was incredibly proud of him and i loved him more than anyone could ever imagine. i loved his mother, as well. and we held no animosity toward each other whatsoever. >> reporter: and, again, we don't have a lot of details about what caused this tragedy. we can tell you that dr. jensvold was very well-known in the montgomery county psychiatric community in both montgomery and d.c., and a few years ago had been named one of the top 100 doctors in the d.c. area. back to you. >> all right. jackie bensen from rockville. thanks, jackie. there has been a settlement in a civil lawsuit that's tied to a murder case we have been following since 2006 when robert wong was found stabbed on dupont circle. three men were charged with conspiracy, but last year found not guilty. today all three men agreed to a settlement in a civil lawsuit that was filed by wong's widow. joseph price, zych tore zaborski and dylan ward were in the house when he died. the criminal investigation into that murder continues. an alexandria school teacher has pled guilty to making child pornography. 35-year-old justin coleman taught fourth graders at adams elementary school and admitted to investigators that over the years he viewed thousands of sexually explicit videos and photos of young children, and even made videos of his own. coleman lived in falls church at the time and was arrested in april as part of an international child porn sting. he's facing at least 15 years in prison. and flat. that's how some describe this year's standardized test scores at d.c.'s public schools. some have slumped, including a few of the schools involved in cheating investigations. elaine reyes joins us to break it down. >> reporter: wendy, there has been a small increase in schools making adequate yearly progress of 187 schools assessed, 52 made ayp this past year. as you can imagine, there are differing takes on the numbers. >> this city has invested a tremendous amount of resources in education. the citizens are entitled to more. children are entitled to more. teachers are, in fact, entitled to more. so you should be concerned when the scores are flat. >> reporter: the president of the washington teachers' union has a clear explanation for a dcps test score flat line. he credits the big gains a few years ago to former chancellor michelle re's predecessor and believes the scores should be credited to her. >> these scores are an accurate reflect should be reflection of the chancellor's work and also reflect a dismayed work force in terms of all of the teachers who have either been terminated or afraid to be terminated. >> reporter: in 2009, noyce education campus was named a blue ribbon school in part through dramatically improved test scores. however, it's among a handful of schools currently under investigation for cheating. this year, noyce's scores in both math and reading dropped by double digits. >> we aren't speaking about that investigation. it is still open with ig, so it's obviously our policy not to speak on that. i can tell you that test security for 2011 was a high priority for us. we added a security seal to the outside of the booklet so that material wasn't available to students or teachers beforehand. >> reporter: chancellor henderson was not available to comment, and when asked about the discrepancy in scores, d.c. mayor vincent gray did not want to comment on that or the investigation. >> undoubtedly, people would raise questions about it, but i think we better wait for the answers on that, because it's a sensitive topic. >> reporter: the office of the state's superintendent of education released the test results. it maintains test scores have stabilized, and the biggest gains were seen in secondary math. >> i don't think there's any concerns. i think at the state level when we start to dig deeper into the data and as the lea's start to dig deeper into the data, we're going to see there is actually more improvements. >> there's no timetable for results of the inspector general's cheating investigation. you can find d.c. scores from individual schools online. just go to the office of the state superintendent of education. back to you. >> elaine reyes. thanks, elaine. d.c. council member y vet alexander plans to appeal a ruling that claims she misused constituent funds. the office of campaign finance and ethics fined alexander $4,000 for mishandling money that was supposed to be used for constituent services. the ethics office says alexander paid for campaign robocalls with that money. it also found that she could not account for $4,700 in other expenditures. alexander is their council woman from ward 7. she was cleared of more serious allegations of accepting excessive campaign contributions. in stafford county, authorities are looking into what caused a crane to collapse. it happened this morning at a construction site in the quantico corporate park. crane operators said the crane was lifting a heavy panel when the ground gave out and the 200-foot crane toppled. nobody was injured, but the accident caused more than $3.5 million in damage. authorities say it will take about a week to clean up everything on that site. coming up, tropical storm emily being blamed for mudslides as the storm prepares to turn and head up the u.s. coast. the grace period for new speed cameras in maryland is about to run out. a new look at the man who has been attacking shoppers. it may finally help serial slasher who is hitting -- attacking women was released today by fairfax county police. it's the june 20th video capturing the suspect as he walks into a marshals at the greenbrier shopping center in fairfax. police say the store was the site of one of his recent attacks. just this week, a sixth woman came forward, claiming she was also slashed on the back side by a man while she was shopping at the fairfax town center in june. police say the slasher targets women shopping at retail stores, distracts his victim before cutting them. the brutal heatwave all over this country is causing some problems. triple-digit temperatures that are not only dangerous, but in some cases, even deadly. chris clackum has our report. >> reporter: the second straight month of record heat is taking a toll on the young and old of high school football. a 16-year-old player near atlanta has died a week after collapsing following practice in the blazing georgia heat. >> he thought that heatstroke could be so serious and it's very serious. >> another 16-year-old collapsed and died during practice at a football camp in florida. stunning classmates and coaches. >> if you didn't even know him, you liked him. if you knew him, you loved him. >> reporter: near dallas, a coach collapsed and died during practice in triple-digit heat. >> he just became ill and lost consciousness. >> reporter: athletic departments across the country are accelerating the water breaks and even waiting until the sun goes down to start practice. the heat's responsible for record-setting electricity use in kansas city, where the mid 90s constituteded milder weather wednesday, only because it was 107 tuesday. >> try to stay cool. >> reporter: it wasn't as toasty in topeka, either, the day after hitting 112 degrees. parents everywhere are keeping a close eye on the kids. >> you watch the time, but the fact that they can get in a fountain and cool off and they have sunscreen on is great. >> reporter: all of it shows very little sign of letting up, either. highs of 95 to 100 or even higher were expected in every southern city east of the mississippi today. here in charlotte, it was expected to reach triple digits for the third time in a week. the heatwave has already been a record-breaker, and more evidence of how wicked the weather has been this year. including the 753 tornadoes in april, the most ever in a one-month period. chris clackum, nbc news. >> and we got a break today. it was such a relaxing day to see -- peaceful to not see the sun. >> and everybody is saying that. it's really amazing. >> we needed it. >> on my facebook page, it's 100% that says we love this, this is great, keep it coming for one more day. you don't want to see clouds for a whole week around here, but, hey, today it was great. take a look out there right now. plenty of cloud cover across the area, and a few showers here and there. some locations could have picked up a little bit more rain, and that's the one thing people are asking for. hey, it would have been nice to see a little bit more rain out there, because most locations picked up less than 1/10 of an inch today. 87 degrees, the high temperature. that was at 1:46 in the morning, so we actually cooled off and then warmed back up. the low, 77. that is exactly where we were right now. and yes, we needed this. we needed this break. we have been at or above 90 or really 93, for the last 16 days in a row. out there right now, 79 degrees with plenty of cloud cover. winds on the calm side. it's going to be a really nice afternoon and really nice evening to get out and about. temperatures right now, 75 in martinsburg, 75 in fredericksburg, 81 right now in culpeper and towards cambridge along the eastern shore, your temperature around 75. and you're going to see some shower activity around the cambridge area, making its way through. more shower activity, yeah, back towards the west, but this is very light rain right now coming through loudoun county, up towards washington county, making its way into frederick county, rah bana and rhetoric over the next half hour or hour. shower activity down along the potomac river, prince william county and stafford county. and most of the heavier rain is making its way off in towards the chesapeake bay. cold front will come through later tonight. that's going to lead to some nice weather tomorrow. i still think a lot of clouds tomorrow, slight chance of a shower, maybe a rumble of thunder, but not looking for a washout, by any means. and most of us tomorrow should remain on the dry side. friday morning, waking up to some cloud cover, maybe some fog. but watch what happens by friday afternoon. i think this could be the best day we have seen in about a month. nice weather with sunshine, high temperatures in the mid to upper 80s with low humidity. i really think friday is looking fantastic. now, something else we're watching, tropical storm emily, which right now, as of the 5:00 advisory has winds of 50 miles per hour, moving to the west. still to the west at 13 miles per hour, pressure right now at about 1003 milli bars. the storm itself looking healthier last night, but now kind of having hey hard time getting itself together. it did come through the islands. mart mart martinique hit very hard, mudslides caused a lot of problems in this area. you can see a lot of houses and cars inundated with mud. so we're going to see that potential for flooding and maybe mudslides around the haiti area over the next 24 hours. haiti could get hit hard with upwards of 6 to 12 inches of rain in the mountainous terrain. as the storm makes its way toward the west, it is supposed to turn to the north. if it does that soon enough, it could make its way toward the bahamas, maybe by saturday around 7:30, just off the coast of miami. it's expected to continue to be a tropical storm, and then start to intensify off the florida coastline, off the carolina coastline, by sunday. a lot of rip current threat here, and then watch what happens. it is expected to become a hurricane as it makes its way in on monday. our only impacts, maybe some rip currents along the maryland/delaware beaches. other than that, no impact for us. at least it doesn't look like it right now. showers this evening, possible thunder to the south. 76 to 82 degrees. tomorrow, waking up to temperatures in the upper 60s to low 70s. not a bad start. maybe some fog out there in some locations, but again, not too bad. tomorrow afternoon, some clouds and sun, 86 to 90. winds at 10 to 15 miles per hour. as we move through the next four days, beautiful on friday. 86 degrees. saturday and sunday, also looking nice. about a 30 to 40% chance of [ male announcer ] send your taste buds a sweet shiver with mcdonald's mccafé frappe. a creamy blend of ice, coffee and mha. or caramel. mmm. sweet. ♪ ba da ba ba ba in the headlines tonight, the apparent murder-suicide of a prominent local doctor and her teenage son. the bodies of 54-year-old dr. margaret jensvold and 13-year-old benjamin barnhard were found yesterday. president obama says tens of thousands of workers are out of a job, and if congress doesn't act before returning from recess, the country could lose more than $1 billion in uncollected airfare taxes. standardized test scores for the d.c. schools are in. those scores slumped at a few of the schools involved in a cheating investigation. and of the 187 total schools assessed, 52 made adequate yearly progress. that's up 15 from last year. for the first time there are some new speed cameras along stretches of the beltway in prince george's county. >> the maryland highway administration says those cameras are intended to promote safety in work zones. chris gordon has our report. >> reporter: orange barrels and cones let motorists know they're driving through the new work zones. in maryland, 12 people are killed, on average, each year in work zone accidents. the maryland state highway administration's goal is to promote safety, but the cameras can result in tickets and fines. the posted speed limit on the beltway is 55 miles per hour. if you are caught by the new speed camera going more than 12 miles boast speed limit, you'll get a warning for the next few weeks. but beginning august 23rd, you'll get a citation in the mail with a $40 fine. no points are assessed on these camera-generated speed tickets. the reaction of motorists is mixed. >> you need to catch the speeders around here, because it's a lot of speeders. >> it might go too far when -- i mean, when -- when there's cameras and all of these other things that go with, you know, the police cars that detect them. so i have some reservations. >> slow it down -- people have time to get out of the way or whatever you have. i think it's a good idea. >> reporter: the maryland state highway authority says that work zones pose dangers not only to construction crews, but to drivers, as well. >> the safe zone's technology is a program to protect workers and also the motorists traveling through work zones. in fact, crash statistics show that in maryland, four out of five people injured or killed in work zones is actually a motorist or a passenger. >> reporter: the new work zones are located along the inner loop of the beltway before the northwest branch bridge in silver spring, and in prince george's county, where they are resurfacing five miles of southbound i-495 between pennsylvania and branch avenues. this is chris gordon, news4. >> drivers who use i-66 will soon notice a change that could help them plan their travels. in two weeks, electronic highway signs will display the miles and minutes to the beltway for eastbound drivers and to gainesville for those heading west. it's part of a two-month-long pilot project to address congestion on the road. the travel times will be displayed on weekdays. on weekends from 8:00 until 8:00. metro workers are at the center of a criminal investigation. it involves two current transit employees and two former employees. >> the transit police and the office of the inspector general's job is to ensure that the authority is not getting defrauded by anyone, to include its employees. and we will take whatever action necessary to ensure that they're brought to justice. >> former metro supervisor alfred atonga is accused of logging hours his employees never worked. jacobson was arrested at customer service office today. a former employee, garden, turned herself in. they're charged with theft, valued at an estimated $25,000. the opening of a recreation center was supposed to be a feel-good event for d.c. mayor vincent gray today, but it turned into a surprise and very public fight over raising taxes when council mary mary shea confronted the mayor. tom sherwood reports. >> reporter: kids and parents were on the refurbished playground. cheerful balloons were at the ready. for ceremonies dedicating the restored guy mason rec center just north of georgetown. but the party mood wouldn't last when a tax issue she had thought was settled wrankelled mary shea. nonsense? >> i call it nonsense. the justification is nonsense. >> reporter: the normally even-keeled shea, a vince gray supporters is angry about a veto that would have delayed a tax on municipal bonds from this year until next. now the bond tax will be retroactive to january. >> i know. i'm very upset about this. i'll just tell you right now. and i object to it. >> okay. >> reporter: even while posing with children for the photo opes, the two leaders faced off with each other. at his news conference, gray explained he vetoed the bill because of the bad economy and fears wall street will downgrade the city's credit rating if it objects the tax and spending policies here. >> i was in those rating meetings in new york. i know what the anxious is at this stage. we heard the alarm bell that went off there. and i don't want to send any message to any of them that once we make a commitment that we are prepared to rescind or renege on any of those commitments. >> reporter: but shea contends the bond tax change costs $13 million in a $10 million budget would not effect the city's ratings. she promised to work to override the mayor's decision when the council comes back from recess. tom sherwood, news4, washington. coming up, a man being called the subway singer being c[ male announcer ] want toing achieve more with your money? dan hellie is out at the park. who got the reps today? >> john beck. i think that's -- >> i thought he had a bad shoulder or something? >> it was just a little tired. he took most of the reps today, because they really don't have anybody else, they have a couple rockies, but tomorrow is going to be when rex grossman is finally allowed to take part in this quarterback competition. so it's a little sore, just a tired arm is what john beck called it. they're going to need somebody, because he's getting tired at running back. it's also a good thing they signed tim hightower because ryan torain hit his hand in practice today, he's going to a hasn't specialist, probably will be out a couple weeks, but coaches expect him to bed ready for the regular season. they're not saying exactly what's wrong yet, but it looks like it could be a broken hand, heavily wrapped in the afternoon practice. the redskins did gain one and lose one in terms of free agents. kedric goalston has resigned with the skins, spurning an offer to join the dallas cowboys. and cornerback carlos rogers has reportedly agreed to a one-year, $4 million deal with the san francisco 49ers. on the field, we had some number changes. malcolm kelly, the man making this nice catch right here, kelly gives up 12, and switches to 14. and 12's new owner is john beck, the change has apparently been in the works for some time. 12 is the number beck has had for most of his career and getting it back really wasn't a hard sell. >> i really don't think malcolm liked his number. >> oh, really?
