any way. i'm told if leslie johnson pleads guilty to a felony she can be forced off the council but being accused of a crime did not disqualify her from serving. h her husband is no longer county executive. he's scheduled to be sentenced in september. we'll have to wait until thursday to find out the details of her plea and what punishment she could face. her hearing has been set for 10:00 a.m. at federal court. back to you. >> thank you. now to a murder history. monday will be the one-year anniversary of when a woman was killed in fairfax county. there's also a new incentive to help to she thinks about the anniversary approaching monday. it's been one year since her cousin was stabbed to death in her car, which crashed alongside route 50. this video shows her around 3:00 p.m. that sunday leaving an appointment at fairfax plaza. by 3:30 she was dead. finding her killer is a top priority for fairfax county police? >> this year we solved every homicide case we've had. this is from last year. it remains unsolved. and because of that, it's of not only high priority for us officially but personally. it's something that strikes at our heart. we want to solve this case. >> in hopes of generating new tips, police released a photo of her car, a 2008 toyota. and what a family friend is doing might help even more. the family of one of vanessa's best friends just added $20,000 to the current thousand dollar reward fund. >> we thought that would be a nice anniversary present for vanessa, vanessa's mom, her family. nice way of showing support and that the community hasn't forgotten virginia state police issued an amber alert today. they are looking for a missing baby boy from virginia. his name is charles dillon. he's not even one years old yet. he was last seen wearing a blue and brown shirt with horizontal stripes and brown shorts. police say he may be with this woman, her name is sarah cline. she's 23 years old and stands 5'3" and may be driving a 2001 green dodge ram 1500 truck tag number xxf-2172. ca call virginia police if you see her or the child. members of the family back on the witness stand in the casey anthony murder trial. jay gray is outside of the courthouse in orlando, florida, with the latest. jay? >> reporter: highly charged day with casey anthony's mom and brother at the center of the tear filled testimony. raw emotion. casey anthony, her mother and brother weeping openly during testimony. the day began with defense making what seemed to be a shift away from challenging scientific evidence and toward establishing the scenario laid out by jose baez opening statement that caylee's death was an accident. defense photos entered as evidence show caylee climbing a pool ladder that was in place june 16th, 2008, the day the defense claims caylee drown and there was a picture of the little girl swimming. something the little girl loved to do. >> she was anxious to get in. >> reporter: perhaps trying to show how dysfunctional the anthony family was, lee was called to his stand. he and his sister breaking down as he described not being at the hospital when caylee was born. >> i was just angry at everyone in general. they didn't want to include me. >> during cross examination, prosecutors questioned that emotion. >> what was different two hours ago in this courtroom about that question that caused such raw emotion today which was not present two years ago when you asked the same thing? >> two years ago i did not 100% hold the belief that caylee was dead. >> reporter: a reality that continues to drive this controversial high you. >> thank you. in north dakota today, the souris river continues to rise. it has already surpassed record levels that stood for 130 years. in the town of minot, residents can only watch and wait to see if their homes will survive. crews worked around the clock for days to strengthen levees and try to protect those homes. a quarter of that town's population has evacuated. a trailer park there is already under water. the souris river is not expected to crest until sunday or maybe even monday. today the house of representatives rejected a resolution that would have given president obama the authority to continue military action in libya. the vote has no immediate effect and the president has not requested the authorization. but the house wanted to make a point. a second effort to slap mr. obama on the wrist backfired. brian moore has our report. >> reporter: a capitol hill showdown about war powers turned into a victory for president obama. >> the nays are 238. the bill is not passed. >> reporter: a house bill that would have cut off pentagon funding for u.s. military involvement in libya went down to an unexpected defeat with the help of a handful of republicans. >> we don't want to pull the rug out from underneath the president of the united states when our military is engaged in an operation. >> reporter: the house gop planned to rebuke the commander in chief for engaging the u.s. military in libya without consulting congress. >> if the commander in chief is going to take forces into war, he midwest take ownership of it. >> the president argued he didn't have to consult congress because libya isn't a war but lawmakers from both parties stepped up to say he overstepped his constitutional bounds. >> when america is to go to war it is congress to lead that charge. >> i do believe that president obama could and should have done a better job of consulting with congress. >> reporter: the showdown put democrats at odds with their president and each other. >> imagine if we turn our backs on nato. what a global embarrassment. >> reporter: in a separate vote the house refused to give the president limited powers to continue operations in libya. powers the president hasn't even requested. the senate is working on a bipartisan bill that would give the president those limited powers but it will have to wait until after the july 4th recess. on capitol hill, brian moore, news4. >> metro funding and safety took center stage at a house oversight hearing today but d.c. police chief made a surprise pitch for more officers for the transit police. her comments came as lawmakers asked high profile incidents recently in which fights were caught on videotape. the police force has about 450 officers in contrast with the pentagon uniform police force which is nearly double that size. >> i can't imagine how of chief does his job with the size of the force that he has. geography that moves. it's very difficult and so i don't know what's always the politically correct thing to say when we're here testifying but i know that he probably won't say it but i'll say it for him. i think he needs more police officers. i really do. >> metro has been promised $150 million in federal funding. the money is matched by local governments and forms 40% of metro's operation budget. the general manager says if congress cuts the money, safety would remain the top priority but he said service would suffer. it's friday. that means doug gets the opportunity to get out of here and go eat other people's food and drink their kool-aid and other things. >> nationals tonight delta air lines is under fire for the second time this month this time an article in religion news service reports the airline is accused of discriminating against jewish flyers. it stems from delta's new partnership with saudi arabia airlines. saudi arabia does not allow americans with israeli stamped passports and visas into the country. critics say delta shouldn't do business with saudi arabia airlines. delta doesn't address the specifics in its statement saying the company does not discriminate nor do we condone discrimination against anyone in regards to age, race, nationality, religion or gender. delta says the country's not the airlines set rules for people allowed to enter the country. earlier this month the airline came under fire for charging baggage fees to an army unit returning from afghanistan. a cell phone recovered from osama bin laden's hideout last month is fueling speculation of a possible link between the al qaeda leader and the pakistani government. the cell phone belonged to bin laden's trusted courier. there's evidence he may have used the phone to call members of a militant group with ties to pakistan's intelligence agency. that's according to a "the new york times" report. it craraises question about tha military group and others in the government helped shelter bin laden for years. first lady michelle obama arrived in botswana today. she met with that country's president and visited children at an hiv/aids clinic. kristen welker has our report from botswana. >> reporter: another jam packed day for the first lady as she arrived here in botswana and went to an hiv/aids clinic for children. she spent some time painting a mural with them. this has been one of the signature issues of her trip because this is such a big concern here in africa. one local official telling me that baotswana spends a billion dollars a year trying to fight hiv/aids and there's a great human toll as well. the first lady met with the president here in botswana and also attended a woman's leadership luncheon. she encouraged the ladies there of all ages to get engaged and get involved in their communities. >> a thriving democracy, a vital society, a fast growing economy and more importantly, a kind and generous people. >> reporter: she had a warm reception here. people were overjoyed to have the first lady visiting ba inina but people wish she would stay longer. that was one point of contention. they are thrilled and honored to have michelle obama here in botswa botswana. the first lady's trip will end on a lighter note enjoying a safari with her family on saturday. >> coming up tonight, a strip club planning to open its doors but with a school nearby not everybody is happy about that. >> some crafty vandals took off with part of a restaurant mascot and now owners are crying foul. weekend shaping up to be a a massive brush fire in southern oklahoma is now 40% contained they say. that fire broke out last night near the resort town of medicine park. it destroyed about 14 homes and burned more than 5,000 acres. about 2,000 people have been evacuated. that fire has been especially difficult to fight because of degrees. that was the second 90-degree day this week but with lower humidity it did not feel that bad at all out there. as far as current temperatures go, we're seeing the temperatures falling down just a little bit behind that frontal boundary. humidity falling. current temperature into the low to mid 80s right now in most of the region. that's where we'll continue to see them stay. let's take a look and show you as far as radar is concerned, nothing to show on radar picture. no storms out there. that frontal boundary passed us by. nice weather for this evening and a nice weekend as well. wider view on satellite picture shows that we did see the front move through here. bigger storms up toward philadelphia and new york city. that's really about it. for us we're going to see things clearing out overnight tonight and we're in for a nice one. this evening your forecast looks like this. we'll talk about partly cloudy skies across the area but cooling down quite nicely by tomorrow morning temperatures into the low to mid 60s in most locations. we will see a very nice start to our saturday. as we move on through the day tomorrow, we do get back into the mid 80s but with less humidity. tomorrow is really going to feel very nice no matter what you're doing out and about tomorrow is going to be fantastic. as far as rest of the weekend goes, sunday looking very good as well with that temperature coming up into the mid 80s once again. and as we move into next week, we do warm up again. coming up on monday and into tuesday we're back to around that 90-degree mark and we introduce shower chances but it won't be all that bad at all. as we look toward the extended forecast, temperatures stay at or above average as we move into next week. as far as our backyard weather, ago. there's also a $21,000 reward offered for official in this case. >> a tragic start to summer on the chesapeake bay. a girl died yesterday after her boat capsized during sailing school in annapolis. >> pat collins has our report. >> reporter: annapolis known as america's sailing capital. there may be more boats in this city than cars. and youth sailing programs drive this passion for wind and water. >> sailing of the juniors is what's going to continue the sport that all of the members of this club love. >> reporter: that's hal whitaker. he's the commodore of the sailing association. they've been teaching young people to sail here for more than 50 years. the flag at the saa at half-staff today in memory of olivia constance. a 14-year-old annapolis teenager who died during a saa sailing class. >> the amount of grief and sympathy i have for the victim's family and for the victim herself -- it's very hard to describe. >> reporter: this is a 420 sail boat. it has a trapeze feature. on the end of line is a hook. this hook goes into a harness that the sailer puts around them. they can stand on this nonskid surface of the boat and lean body over the water and in effect this boat becomes a gigantic wind surfer. it's believed that olivia was involved in a trapeze maneuver when the boat capsized and she got entangled and drown. the sergeant is with the natural resources police. he says that olivia had a life jacket, the school radioed for help right away but in spite of the safety precautions -- >> it's an accident. it's a tragedy. it highlights how fragile life is and these things sometimes happen even taking the best precaution. >> reporter: police have confiscated that boat. the rigging and the life jacket. they plan to inspect it, to investigate it, and to try to figure out exactly what happened here. i'm pat collins, news4, annapolis. >> an arrest in a series of vehicle thefts from two day care centers in germantown. jason thomas is charged with stealing items from vehicles earlier this year. investigators say parents would leave their vehicles unlocked while picking up their children. the victims return to find their personal items including credit cards missing. store surveillance video captured the suspect using the stolen credit cards. more than 50 young people in washington have a way to make some money this summer thanks to the william c. smith and company. the property management firm kicked off summer youth employment program today. for years that company has been hiring d.c. high school students to do a variety of jobs over the summer. citywide about 12,000 d.c. students will have a job under the youth employment program this summer. monday is national hiv/aids testing day. the annual event comes as the district of columbia is making progress in fighting the epidemic but more people still need to be tested. >> reporter: even as the district has reported progress in battling the aids epidemic here, there's a strong push to get all doctors to test all patients routinely for the virus. >> there is probably another 5,000 to 6,000 who have hiv and don't know it. >> reporter: on the wamu politics hour friday, one caller said her over 50 ex-husband has been infected and she's had trouble finding medical guidance for him and the family. >> my ex-husband wants to portray this as nothing worse than diabetes and i think he's just trying not to scare us but i have a lot of questions. >> there are either support groups at our health center or through other community partners that we work with that help the newly diagnosed individual and the family and friends around that individual. >> district officials last week announced that more people are getting tested and getting tested earlier. but the district still has a 3% infection rate when an epidemic is only 1%. among african-american males, the infection rate is 7%. this coming monday is national hiv/aids testing day as the 30-year-old epidemic is managed but nowhere cured. >> that will be with us for a long time. efforts now on education prevention and treatment but very different from what went on 25, 15 years ago. >> the district is sending hiv testing vans to various neighborhoods in an effort to make testing more assessable. there's no charge for the test. doctors over in england say they have had remarkable results in a study to reverse the effects of type 2 diabetes. type 2 diabetes is a chronic condition caused by too much glucose in the blood. researchers at new castle university say a very low calorie diet could help the body produce its own insulin. a study there kept patients on a diet of 600 calories a day for two months. of 11 people, seven of them no longer suffer from the disease. the federal investigation into google and accusations that the search engine is a master manipulator. >> the case of a missing mascot continues. and the owner says vandals hello, guys. we're in mcclain right now. i got to tell you, looking for whoever it was that stole part of a chicken costume. someone stole the head of rockville's kickin' chicken's mascot. the costume is wearing a sign that says someone stole my head. please return it. the restaurant owner says the costume was custom made in peru and that it cost $700. she hopes to get the head back soon. we wish her well in that endeavor. >> who wants a chicken head? >> your news, follow news4 online. >> there was an unusual crash at a motorcycle race in france last weekend. one man fell taking out a teammate and then the two racers motorcycles became lock. the motorcycles then began spinning in a circle out of control. the racers tried to catch the bikes but they were going just too fast. one motorcyclist became untangled and they were too damaged to race. thing. 86. tracked her down after seeing a display of her art work. >> i kept visiting her. she asked if we could have a room to share, and they said you can only have it if you're married so she said let's get married and i said yes. >> is that all it takes? come on. gilbert and his new wife will make the most of the time they have left. we have the idea that they are going to have one heck of a
