attorney and even arenas himself, standing in front of a judge saying i'm very sorry all this happened. every day i wake up and i wish it didn't. he said by lying about what happened, he was out to protect his family, his teammates. he said he would rather keep a friend and a teammate and lose everything else. it was an emotional day for gilbert arenas here in this courthouse. again, a judge sentencing him to 30 days at a halfway house, putting a suspended 18-month prison sentence, two years supervised probation, 400 hours of community service, and a $5,000 fine to the victim's fund. now this comes after the prosecution had asked the judge to sentence arenas to jail for three months as a result of this gun incident last year at the verizon center. we're here gathering reaction. i'll be back with more soon. >> thanks, pat. when the news of the gilbert arenas guns case first broke, fan were shocked. many of them had mixed feelings about what should happen to the basketball star. our team coverage continues now with nbc 4's john trippen outside the verizon cente with more fan reaction this afternoon. hey, john. >> hey, pat. how's it going? we're here outside of the verizon center, a place gilbert arenas used to call home. fans are are very split have mixed reaction on this. everyone has a strong opinion. for most of the afternoon, we actually decided to post up -- as people were inside having lunch and watching the tv screen. i realize this story is bigger than just this local area. i talked to people from new york, pittsburgh, even as far away as south africa and everyone seems to be weighing in on this issue. now, some people are upset that gilbert arenas took his role as a role model a little too lightly. others say they understand he's a prankster, but say to play with guns is something that is simply inexcusable. i posed the question to many people as we heard the sentence come down. skied should gilbert arenas face jail time? >> he should get the same punishment anyone would, bring guns into the city or into the district, would get. i don't think he should get any preferential treatment for being a -- rich or famous or an athlete in the city. >> i do feel like he should pay some type of consequence of some sort, you know, not sure if it should be house arrest or anything like that. but he shoul have some time to think about his actions. >> everybody make msz takes. people should be able to go through what they have to do and then get over it and say, okay, yoknow what, i learned from my mistakes. you keep doing it then, i would have a problem. >> so you would forgive him? >> yeah, i would forgive him. i think most people should be forgi forgiven. >> gilbert arenas is suspended indefinitely from the nba. some people would like to guilty to the misdemeanor gun possession charge. as part of a plea deal, prosecutors agreed to drop a second misdemeanor charge for him. he was sentenced to one year unsupervised probation and fined. expected next week. we're going to look at the seven-day forecast in a few. pat? new at 4:00, a montgomery county police sergeant has been indicted on felony theft charges after police say she doctored her time sheet to get paid for hours she didn't work. detectives began investigating sergeant jacqueline davie after someone noticed she wasn't at work during the hours that her time sheet said she was. they discovered they was paid more than $10,000 for hours she didn't work. this morning she turned herself in. davie has been suspended without pay pending the outcome of the trial. police are trying to figure out what caused a driver to lose control of her car and crash into a store. it happened in the bradley shopping center in the 3,000 block of king street in alexandria. a woman driving a 1999 toyota camry lost control and crashed into the foot solution shoe store. no one was injured. witnesses say this was the second time in the past two weeks an accident like this has happened there. a csx freight train derailed this morning near the howard county/baltimore county line no one was injured. the train was on its way to philadelphia, carrying plastics and aluminum when it went off the tracks. no hazardous material leaks have been reported. the cause of the derailment is under investigation. today president obama and the president of russia announced an agreement to deeply cut both nation's atomic arsenals, nuclear arsenals. the move decreases the possibility of nuclear war and demonstrates increased cooperation between our two rival nations. steve handelsman is on capitol hill this afternoon with the latest. steve? >> reporter: this treaty still needs to be ratified by the u.s. senate. that takes a two-thds vote. so far, skeptics seem to be satisfied. >> we turned the words into action. >> reporter: trumpeting his news for strategic arms reduction treaty starts at the white house. president obama said he finalized it on the phone this morning with russian president medvedev who he had seen in september, showing they can work together. >> we made progress that is clear and concrete. and we have demonstrated the importance of american leadership and american partnership on behalf of our own security and the world's. >> reporter: the treaty limits each nation's nuclear warheads to 1550, that's two-thirds fewer than what they had under the last treaty in 1991. launchers are limited to 700. land-based missiles, long range bombers and submarines equipped with nucar arms. >> the cold war really is behind us. and these massive nuclear arsenals that both of our countries maintained as part of deterrence no longer have to be so big. >> reporter: republicans say what's left has to be top notch. >> if you draw down the number of weapons and handelsman, news, 4. the final version of a landmark health care reform bill has been agreed on and is now on its way to the president's desk. after a close vote thursday night, democratic lawmakers made some changes to the bill. several top democratic and republican lawmakers received threats and several offices vandalized after the initial version passed on sunday. lawmakers on both sides have ago suspended washington wizards guard gilbert arenas was sentenced. this all stems from the gun charges following the locker room incident in november. the judge sentenced arenas to 30 days in a halfway house with 18 months suspended, two years probation, he also has 400 community serviceours to serve and he has to pay a $5,000 fine. we'll continue to follow this story throughout the afternoon and bring you the very latest reaction. after months of weather delays, the chain bridge is set to close this weekend for reconstruction work, weather permitting. the bridge is scheduled to close at 8:00 p.m. tonight and reopen at 5:00 a.m. on monday morning. there will be no access to the bridge from the district or from arlington. no pedestrian, cyclists or drivers will be allowed on where people are already showing up to see the cherry blossom trees. >> reporter: what a difference 24 hours can make. here's what the trees looked like yesterday. vast majority of the buds were closed. this morning, a much different sight. the trees have hit the so-called puffy white staple and age and beginning to open. on the higher branches, you can even see a flower or two. april 1st is the peak bloom prediction. >> today is the puffy white stage. the last stage before they bloom. supposed to get a little cold the next day, but at this point there is no slowing them down. >> reporter: the cherry blossom festival officially begins on saturday. this couple headed to the tidal basin today despite the rain. elizabeth panell will be out of town during the big bloom, so she blossom gaze, you may want to take metro. the paddleboat parking lot is closed to traffic. and there is only limited parking on haines point. ohio drive will also be one way for the next two weeks. >> all four lanes are going to be northbound only. so if you are used to coming down to the jefferson memorial or going on to haines point from the lincoln memorial and hugging the banks of the river on ohio drive, you can't do it. >> if you're looking to avoid some of the crowds, and it will be crowded, here' a suggestion. there are an equal number of flowering cherry trees on haines point. from the tidal basin, megan mcgrath, news 4. the cherry blossom festival runs through april 11th. tomorrow's the kickoff that starts at 10:00 at the national build museum. the irs is trying to collect back taxes from d.c. councilman marion barry again. washington post reports he owes $15,000 in unpaid taxes for 2005 to 2008 and that the irs issued a lien to try to collect money. 74-year-old barry is already on probation for failure to pay other taxes. and the irs is taking money from the former mayor's salary to pay back that money. barry's attorney tells the post the latest action by the irs is not a new thing. most of us know it is pretty expensive to live in the washington area. and a new study is showing just how much pressure monthly rent is putting on people's paychecks. d.c. has the sixth highest rent in the nation. that's according to a report from the center for housing policy. the average monthly rent for a two-bedroom apartment is about $1500. that puts the district ahead of pictures from chopper 4. police say a vehicle that had hit a tree is -- has trapped the three occupants of the vehicle. two teens are injured inside the vehicle. they were medevaced and an adult female was taken to the hospital again. this is breaking news in upper marlboro. one of the occupants is said to be in grave condition while the other two have very serious injuries. we'll have more suspended player avoided jail time, but he will have to spend time in a halfway house. let's get right to news 4's jackie bensen who is outside the courthouse with the latest. jackie? >> reporter: gilbert arenas left the courthouse with his attorney a short time ago. he did not speak to the many, many reporters assembled back there. he left through a rear entrance of the courthouse. as you said, he's not going to jail. he is going to spend 30 days in a halfway house, which will be an extreme restriction on his personal freedom. it is still a restriction on freedom to go to a halfway house. he will also do two years in probation. he will have to perform 400 hours of community service and pay a $5,000 fine. this all stems from a locker room situation with teammate javaris crittenton. arenas pleaded guilty to violating the city's gun laws, a felony, in a december it 21st incident at the verizon center. we all know the story by now, that he's accused of bringing several guns to the wizards locker room, setting them in front of crittenton's locker telling him to pick one. earlier this week prosecutors presented the judge with a detailed memo saying they didn't think arenas was taking it seriously. he certainly changed the way he felt about this incident and as a result, the judge did not sentence him to any jail time, but a number of other penalties. back to you. to our other top news story now, with pope benedict more closely involved in mishandling a case involving a pedophile priest than the vatican says he was. it is one of two allegations that the pope failed to act on be behalf of children sexually abused by priests. stephanie gosk has the story. >> reporter: allegations about the involvement in the mishandling of a pedophile priest case in wisconsin made headlines around the world. reverend lawrence murphy molested as many as 200 young boys from 1950 to 1974. >> he assaulted this child here, this child here. >> reporter: arthur was 12 when the abuse began. >> his innocence was stolen from him. >> reporter: in 1996, 20 years after murphy was removed from his job, the archbishop of milwaukee wrote to pope benedict, then cardinal joseph ratzinger asking to reopen a church investigation. he wrote i'm interested in a healing process from the church to the deaf community. cardinal ratzinger didn't reply. weekland wrote back to his deputy. true scandal in the near future seemed very possible. the case was briefly reopened until reverend murphy wrote to ratzinger pleading for mercy. i'm in poor health, i have repented of any of my past transgressions. ratzinger order the case be dropped and murphy died later that year. the official newspaper called the story a clear and despicable attempt to strike at this pope at any cost. stephanie gosk, nbc news, london. the vatican was asking the diocese to interview the alleged victims in that wisconsin case. police are investigating a horrific accident involving a tractor trailer where 11 people were killed. police say the truck crossed the median on interstate 65 near louisville, kentucky, and hit a passenger van head on. the truck then hit a rock wall and burst into flames. ten people inside the van died as well as the driver of the truck. the van belonged to a mennonite church and was carrying a family to a wedding in iowa. police say two children in the van survived. new at 4:00, it has been five months and police have had thousands of leads. now florida authorities say there has been a break in the murder case of 7-year-old summer thompson. today investigators charged 24-year-old jarrett harold with murder. investigators say he was living at his parent's home in a suburb of jacksonville when summer went missing back in october. she had to walky the house on the way home from school two days after she disappeared her body was found in a nearby land fill. police say they're confident they now have the right man. >> i can tell you that in order to get to this point investigators have relied on statements from witnesses, admissions from the defendant, dna technology results, and evidence that harold was at the location when summer disappeared along with other evidence. >> jared harold has been in police custody since february 11th when he was arrested in mississippi on child pornography charges. he since has been extradited to florida. just ahead on news 4 at 4:00, changing course. the u.s. army says it is going to do basic training a little bit differently. >> a warning aboutome new social networking websites and how they 7:00 a.m. to 7:00 p.m. that includes weekends and holidays unless otherwise noted. it also says you cannot park by a fire hydrant even if it is out of service. and as for entering a traffic circle, a
