Pmark and romona. P romona jeff, thank you. P weve been telling you about plead problems being found in the pwater in sebring, ohio, and in pChagrin Falls. Pand right now on the phone pjoining us is ohios epa pdirector craig butler. P mark craig, thanks for ptaking time with us. Pwe know this is obviously a busy ptime you have going on here. Pwe really appreciate it. Pso recently an article came out pin the with cnn saying that pthe epa knew about everything pthat had been going on in psebring. Phad at least some kind of an pidea that something was going on pback in august. Pwhat steps were taken at that oint for sebring to know what pwas happening there . P thanks for having us on ptoday. Pi appreciate it. Pso we have been working with the psebring village operator to make psure they completed their pevery three years they have to pdo a Water Sampling for lead. Pthat did take place in august pand september. Pwe were told by the operator, as prequired by federal law, that he pnotified all of the residents. Pand we took him at his word. Pwe were also once they pdetermined they were going to pbreak a trigger for a federal paction level that they were prequired to notify the public pwithin a 60 day period. Pthey failed to do both of those, pfrankly, and in december, early pdecember, we sent them a letter psaying that they failed to do pthat and they expected immediate paction. Pthey, again, failed to do that. Pso on january 21st, the day i plearned of this from my staff, pwe sent an emergency order prequiring them to notify the ublic. Pand weve also just opened an pinvestigation both a civil and pcriminal investigation against pthe operator for his failure to pmeet the federal law prequirements. P romona so its our pbreaking up a little bit, youre psaying the operator failed to pnotify the epa of his findings. P yes, maam, thats correct. Pas well as the residents of psebring. P romona a lot of people are pafraid right now because we see pwhat is happening in flint, pmichigan. Palso in sebring and here at gour pgurney elementary in chagrin pfalls. Pa lot of the viewers watching pright now are probably worried. Ptell us about lead. Pwho should be concerned . Pdoes it just come from old pkroeded pipes . Pwho should be concerned about pthis . P i will tell you we have done psome extensive testing with see psebring. Pwe have tested the water coming pout of the water plant, and it pis safe. Pweve tested the water out in ptheir water lines in their main plines. Pit is safe. Plead is generally a problem in pdrinking water in older homes pthat have lead pipes. Pso this is not a problem of psource water for sebring. Pits not a problem of treating plines. Pit is once their water is inside pa home, it has a if you have pa chemical imbalance in the pwater, it will allow lead to pleech out. Pso that is where our concern is. Pand were most concerned about regnant women and children. Pand most recently and this is pwhat started our issues with psebring relative to pnotification. Pwe upgraded our notice to be pequal to the cdc guidance rather pthan using the federal epa pguidance that says cdc precommends that children or regnant women use bottled water por filtered water if its above pthis federal epa action limit. Pso that is where were most psensitive. Pwe want to make sure those psensitive populations are pdrinking treated water. Pthe water and the village has rovided recommendations on how pthat is possible. Prun the faucet. Pallow it to get cold. Ptheres a series of precommendations that were rovided for everybody else for pthe water coming into their home pthe water is safe. P mark okay. Ponce again, thank you very much pfor taking the time with us. Pohio epa director craig butler. Pwe know things are awfully pbusiness rewrite now. Pat least we have a framework of pwhat is going on out there. Pthank you again. Pwe appreciate it. P romona a serious situation. Eople out there watching right pnow they depend on the epa to be pnotified if theres a problem. Phes saying the operator did not pdo his job. P mark they depend on the plocal side to make sure peverybody gets out there. P romona hopefully theyre pnot just passing the buck. Pwell stay on top of this story pand let you know what is going pon in both of these situations pin sebring and at gurney pelementary. P got some other news for you. Pdeclining enrollment and pdeteriorating buildings leading pone local School District to pconsider closing a popular pas you might imagine, parents pand students are unhappy about pit, and they want answers to why pits happening. Palternative solutions that are pat least being considered. Pjen picciano here now with what pexactly you have learned in all pof this. P jen were talking about pleroy Elementary School in the priverside School District. Pi found out discussions about pits future have been going on psince january of last year. Pbut parents in the district have ponly recently gotten wind and pgotten involved in the possible pclosure, and now theyre pstarting to activate. Pa school can be the heart of a pneighborhood. Pso no one likes to hear pdiscussion about their school pclosing down. Pbut Riverside School psuperintendent jim calis tells pme in the last five years alone, pdistrict enrollment has dropped pby more than 900 students. Pand theyve been dealing with paging buildings and expensive pupkeep everybody pupkeep issues, like the pasbestos. Paccording to him, leroy pelementary has the lowest penrollment and in the worst pcondition. Pabout splitting their kids up pamong the rest of the districts. P why is my son losing the best pteachers in the district . Pwhy is my son going to be put on pa bus for an hour . Pso to me it should be across the pdistrict if thats what theyre pgoing to choose to do. P jen and they dont feel plike there has been enough pcommunication. P i found out from my second pgrader. Phey, mom, did you know were pthinking about closing the pschool. Pim like what do you tell them. Pshes scared to death. P i recognize that there are president s of leroy that are tied pto that school. Pit is a very emotional thing for pthem. P jen School Board Member plinda grossy says its a bigger pissue. P were looking at multiple pbuildings and going into one pfacility. Pand were actually looking at utting up two elementary pschools and decommissioning pfour. Pso thats kind of where we are pin the process. P jen now, there is a ossibility of keeping leroy popen an additional year or panother year, and that would be pa bond issue on the november pballot which would pay for those ptwo New Buildings. Pand it would make sense pobviously to move kids from that pschool and then move them again pwhen these New Buildings would popen. P romona so, jen, whats the ptimeline for a decision and what pcan parents do if they want to pget involved . P jen well, the board member pi talked to today said if theyd plike to hear of the precommendation from the pfacilitys committee, cha which has pbeen working on this for 18 pmonths now, theyre going to be resenting the recommendations pto the board at a work session pon the 16th of february and the ublic is invited to hear that precommendation and then they pexpect to vote on a decision on pthe 23rd. Pmoan p mark all right jen icciano, thanks very much. P the trumpless debate in des pmoines is over now. Pwe are four days from the iowa pcaucuses and the candidates are pcrisscrossing the state to get pas much face time as possible pwith potential voters. Pas marco rubio gains bound, we p reporter ted cruz wants to premain the center of attention pin iowa. P we can save this exceptional pnation, this shining city on a phill. P reporter he was in the pspotlight at last nights debate pafter front runner donald trump pwas a no show. Pmost polls have cruz in second lace. P i did something that was very prisky, and i think it turned out pgreat. Pbecause im on the front page of pevery paper. Pim getting more publicity. P reporter marco rubio is pvying for third place. Phes on an 11 day trip across piowa and hes surging in the olls. P if you nominate me, i win. Pi beat them. Pand they know it. P reporter rubio is asking psupporters to show up at the pcaucuses monday. Pkim maxwell says shell be pthere. P he seemed really genuine to pme.
