Flood advisory in effect until 10 15 for all these countyingses ies shaded in green. Many counties in new jersey under that flood advisory. Temperatures are mild. It is plain old rain. 44 in chelsea. 46 in hoboken. Approaching 50 in diker heights. We could set a record in terms of those High Temperatures. Into the 50s. Take a close look at this surveillance video. Police say it was captured in a according to investigators, these men approached a father and his 18yearold daughter at Osborn Playground in brownsville friday night. One of them flashed a gun and told the father to leave. Well, he ran to get help. The woman was raped by all five men. The suspects were gone by the time Police Arrived. If any of these people look familiar, police want to hear from you. And an nypd officer remains hospitalized this morning one day after a massive brawl in the bronx ended in gunfire. The officer was hit in the ankle. Hes expected to recover. News 4s Michael George has the latest on the investigation. Reporter a wild party that ended with a shootout with police. Detectives are still investigating how it happened. Meanwhile, officer Sharrod Stewart gave a thumbs up from his hospital bed. What an impressive young man who went into this very reporter it all started with hundreds partying in this building. According to police, a brawl broke out on the street around 2 00 a. M. Five people were stabbed. Officer stewart and his partner arrived and chased one suspect, 19yearold Christopher Rice. A witness who asked to stay anonymous told us what happened next. Thats when they started shooting. After that, everybody started running, getting in their cars, driving away. Reporter officer stewart was hit in the ankle. Rice was shot four times and is in serious condition. This suspect has a criminal history of five prior arrests over the last several years, including an arrest just yesterday, 9 00 a. M. In fact, his father is an nypd detective now serving in the army. Now stewarts family and his family in uniform are with him as he recovers. Outside lincoln hospital, Michael George, today in new york. This morning, the man accused of ambushing a Philadelphia Police officer is being held without bond. Yesterday, Edward Archer was arraigned on eight charges, including the attempted murder of officer jesse hartnett. Prosecutors say the Security Camera video shows archer firing 11 shots at officer hartnett while he sat in his patrol car thursday night. Investigators say archer claimed the attack was in the name of radical islam, but neighbors who know archer say they have their doubts. People need to evaluate his mental health, you know, not isis. Investigators are looking into trips that archer took to saudi arabia and egypt. He will be back in court on the 25th of january. Officer hartnett is in critical but stable condition. And investigators are expected to hold a News Conference this morning after an officer was shot inside a red lobster in arkansas. Police say at least two men entered the restaurant last night and tried to rob it. An offduty officer intervened and exchanged gunfire with the men. He was shot in the shoulder. One suspect was also shot. Both men are in the hospital and are expected to recover. Police are also searching for other suspects. Well, mexico says it is willing to extradite drug lord Joaquin El Chapo guzman. He was returned to the same prison he escaped from six months ago. Challenge extradition. This morning, a brooklyn man who fell into a frozen lake is being treated for hypothermia. The man was walking his dog. His dog went on to the lake, and the man tried to rescue him. He fell into the water. After 25 minutes, officers were able to rescue him, and the dog was able to walk off the ice. Two nypd officers helped deliver a baby on the long officer Anthony Barton was on the scene and another officer on the radio giving him instructions. Before long, the baby came into the world. Mom, dad, and baby taken to the hospital, all doing well. The baby weighed in at seven pounds, five ounces. A cancer stricken 9 11 First Responder helped fight for an extension of the zadroga act and received a special honor. Comedian jon stewart seen in the background there. After police said a rapist entered a building through a broken door, the iteam went out and found broken locks plaguing the same complex. Chris glorioso learned first hand, many of them seemed beyond repair. Reporter with magnets that often dont work, these unlocked doors practically invite criminals into this Public Housing complex on manhattans lower east side. Its home to thousands of new yorkers, and the iteam has learned more than half of the 2400 apartments are in buildings wide open to strangers, thieves, and thugs. This building also has a broken lock. That one has a broken lock. Reporter mother of two, jazmine terrell, says the busted doors are putting her and her daughters in danger. And thats also not good because, look, babies can open it and run in. There. Reporter two months ago, police say 20yearold robert bowie entered the houses through a broken door, followed a resident to her apartment, and then raped her in her bedroom. The citys Public Housing agency fixed this door after the rape, but last month the iteam we found t of them still had one or more doors broken. As of december 30th, there were six doors reported as inoperable at baruch. Work orders were created for all, and those repairs were scheduled to be made by development staff. But they added, these broken doors are unfortunately recurring issues. Too often, security has been put at the back of the line. Reporter but one state senator says theyve failed to fix doors, even when theres funding to replace them. He secured funding four years ago to install a new smart door on this building known as the baruch addition. The new door would use key fobs instead of keys and would alert the nypd if propped open for too long. But he says the contractor has repeatedly missed deadlines. As the fact that the software isnt consistent with itself, i suppose, and that the door cracked on delivery. She participated in our wbgo champion of jazz event in 2001. Id see her at blue note with her uncle freddie. So i was you know, and i know her sister. Theres a connection there. So i really felt like a Family Member had passed away. Another Family Member for you, which is sad. She once said she stood next to you cant even really compare the two of them. They were both amazing talents in their own right, each one of them. Yes. What she did by i mean, its amazing, technology, how its done so much good. Of course its bad in some ways, but by doing unforgettable, they not only basically, she brought her father into a whole new generation. But what is her legacy . Its definitely her music. Her music, but you know, i havent found anyone i dont know anyone and i havent read anyone say a negative thing about her. She was a diva. She was gracious. She wasnt difficult. She truly was a humble and people always, musicians always talk about how it was wonderful working with her because she was so nice. So you can be nice and you can be a star. Any business is good for this place. You cant just walk off the street . Not at all. This is one of the first medical marijuana dispensaries about to open in new york state. For advocates of medical cannabis, like dr. Steven dahmer, its a game changer. This is something thats alleviating pain and suffering. We want to offer that to the patients of new york. Were not going to be selling any joints here. Were not selling any pot brownies. The dispensaries are a far cry from the more colorful versions in places like colorado and california. The look of the facility, staff, and drugs themselves are decidedly clinical, and thats not an accident. New yorks comparatively strict medical Marijuana Law limits distribution only to patients suffering from serious illness and who are screened by medical experts. This is where a father and his daughter were walking through the other day, thursday night at 9 00. Thats when police say they were approached by five men. We want to get to video Police Released of the five men, the suspects. They say the father and daughter were approached by the five men. One of the guys had a gun. They demanded that the father leave, and thats when police say the men sexually assaulted the 18yearold girl in this playground, Osborn Playground. The dad took off, ran to get help. When he came back with police, the five men took off running. Police are searching for those they took the 18yearold girl to a nearby hospital. She was treated and released. This neighborhood, as you can imagine, theyre furious. Theyre meeting here at noon today. Theyre holding a rally. Theyre demanding action. Theyre demanding they say someone from this neighborhood has to know those men, they have to recognize that video. Officer Sharrod Stewart gave a thumbs up from his hospital bed yesterday just hours after he was shot in the ankle. Police say he was wounded during a shootout while trying to break up a large fight that started at a party and spilled out into the street. Thats when they started shooting. Their cars, driving away. Officer stewart managed to wound the suspected gunman. 19yearold Christopher Rice is in custody. The suspect in the shooting of a Philadelphia Police officer remains behind bars this morning, being held without bail. He was arraigned yesterday as authorities try to figure out whether he has any ties to isis. Nbc philadelphias drew smith reports. Reporter Philadelphia Police drove Edward Archer away from headquarters and along with a new mug shot came eight formal charges, including attempted murder, assault on an officer, and gun violations. Theyre all related to this, caught on surveillance. An 11gunshot ambush of a Philadelphia Police officer thursday night. Its very shocking, very upsetting, very sad. Reporter neighbors watched fbi evidence teams searching through homes linked to archer friday. Materials turned up. But investigators are searching phones and a computer. Family members have chosen not to speak on camera, but longtime neighbors are skeptical that the 30yearold was radicalized. He seemed like a cool guy. I wouldnt expect nothing like this from him. Reporter off camera, archers grandfather told us he wasnt aware of any mental issues with his grandson. Raised baptist but converted to islam several years ago. Investigators have not found ties to terror during archers past travel to egypt and saudi arabia. Taking photos and shaking hands, mayor jim kenny showed support for the Muslim Community at a north philly mosque. As they painted a mural called windows of peace, kenny stood by his earlier statements, that this violence had nothing to do with islam. That act of that terrible man in almost assassinating our Police Officer was an individual act of criminality. It was not an act of religion. Grant bail, and archer should be back in Court January 25th. As for officer hartnett, hes expected to be in the hospital through next week. At penn presbyterian hospital, im drew smith. Investigators are expected to hold a News Conference this morning after another Police Officer was shot, this time inside a red lobster in arkansas. Police say at least two men entered the restaurant last night. They tried to rob it there. An offduty officer intervened and exchanged gunfire with the men. He was shot in the shoulder. One suspect was also shot. Both men are in the hospital. They are expected to recover. Police are still searching for other suspects. Mexico says its willing to extradite drug lord Joaquin El Chapo guzman. He faces Drug Trafficking charges in six states here in the u. S. Guzmans Attorney Says he will challenge that extradition. The extradition news comes as we learn more about a secret and Actor Sean Penn before el chapos capture. [ speaking Foreign Language ] sean penn wrote an article for Rolling Stone magazine about his meeting with el chapo. Penn says this picture is proof of that meeting. News 4 investigating the outrage of a surcharge on bills at a local restaurant. We uncovered a restaurant was illegally adding a sur challenge charge to cover labor costs. Reporter 4 investigates showed you this restaurant bill. Its from hillstone on the east side. Many of you were not happy to charging customers a 2 surcharge mandate after the new year. The city told us it was illegal. If youre doing something illegal, im not in favor of it. I think if you need to make ends meet, then there has to be some legal way. Reporter after our report aired, the chain changed its policy. The surcharge is gone. The point of surcharge was to offset soaring labor costs, especially now that the minimum wage has gone up. Restaurateurs want to take care of their employees, but when costs skyrocket, they need to make up the cost. Reporter many restaurants would like to add a surcharge to your bill, and some are actually legal. The department of Consumer Affairs points to a 40yearold law known as 559. It explains a seller may impose per person minimum charge. The surcharge has to be connected to a special service. It cant be applied to standard services, like serving the meal, bussing the table. A blanket administrative surcharge is not considered an additional service. We would love to see the city take a new position, allow restaurants to add a clearly disclosed surcharge to a restaurant restaurant menu. Reporter at this point, the department of Consumer Affairs is not considering a change in the law. If you see a surcharge that seems illegal, contact their office. News happening now, police are trying to track down a group of men accused in the gang rape of a young woman. That attack happened at osborne park in brownsville. People here are planning on meeting shortly because theyre angry and demanding justice. Police say these five men approached a father and his daughter while they were at osborne playground. One of the men had a gun. They demanded that the father leave. The father ran to get help, and thats when police say the five men sexually assaulted his 18yearold daughter. When Police Arrived with the father a short time later, the men scattered. They took off, and police are the young woman was taken to the hospital. She was treated and released. Again, in just a short time, the community here gathering. Theyre demanding justice. They believe someone will recognize those five men. They need to speak out and talk to police. Police say stalin capel struck and killed a man as he was crossing an intersection at cedar lane and garrison avenue in teaneck. They say the man then drove off. Hes expected to be in court on wednesday. New this morning, were getting our first look at a robber who has been stealing money and cigarettes from manhattan delis. Its been happening for a while now. Police just released video of the thief in action. Monday, pointing a gun and demanding money. The next day, he hit the unique news Variety Store on broadway near city hall. In both robbery, he stole cash from the register and took newport cigarettes before running off. Police have arrested a suspected arsonist accused of setting a fire in a manhattan church. Were told the man ignited this stack of cushions on a pew at a church on the Upper East Side yesterday. Church members told police the man called it a new years fire and ran off. Police arrested him as he took off out the back door. He was taken to a hospital for observation, charged with arson and criminal mischief. Police on long island are releasing video of a man they say attacked a gas station clerk because the guy questioned his credit card. It happened around 6 00 friday night at the apple gas station in hempstead. The worker believed the card was fraudulent, asked for i. D. The man then slammed the clerk to the ground and punched him repeatedly. The clerk is expected to be okay. This morning, a brooklyn man being treated for hypothermia. The man was walking his dog yesterday. The dog ran out on the lake. The man tried to rescue his dog, but he fell in the chestdeep water there. After 25 minutes, two Suffolk County officers were able to rescue him. Hes doing okay. As for the dog, as we zoom in there, the dog was able to walk off the ice. Everyone is going to be okay. And two nypd officers helped deliver a baby on the long island expressway yesterday. Officer Anthony Barton was on the scene. Another officer on the radio giving him instructions. Before long, the baby came into the world on cassina boulevard. Mom and baby taken to long Island Medical center. All are doing well. A cancerstricken 9 11 First Responder who helped fight for an extension of the zadroga act has received a special honor. See him on the left of the screen, joined mayor de blasio in giving the firefighter a key to the city yesterday. Other supports of the zadroga act fought long and hard for congress to extend the bill, which provides health care to sick First Responders. Not only that we just helped 9 11 victims, we helped a whole slew of people. Its going to help military people and everything else. So heartbreaking because of the kind of loneliness that lucy has lived with because of the rift with what happened with her mom . Was a rift. Its the kind of woman, the kind of family that she grew up in. A kind of puritan lack of so the opening up of her mind, not only through these conversations, but when she coming to live in new york and becomes a writer. If i stopped and read as many sentences aloud to you now that i enjoyed reading and felt were so wise and so wonderful, we wouldnt get through the rest of the show. Wow. Thats a heck of an endorsement, bill. And this other, your heart is a muscle. Am i doing that right . Your heart is a muscle the size of a fist. This is a first novel by sunil yapa. Remember that . The chapters in which the tear gas is set off and how that affects these people. Its just so well done. So beautifully orchestrated. You get inside the minds of these people. And theres a really wonderful story about the father and son. Very sad, obviously. The world is falling apart in a certain way. Yet, theres a certain kind of naivety because its taking place about two years before 9 11. So you have this horrible event happening, but even as youre reading it, youre aware of whats to come in the world. Right. I love when you bring firsttime novelists on board. And the thing about 1999, its historical fiction. When did that happen . Exactly my feeling. How do i feel about reading historical fiction about times i remember . But really extraordinarily accomplished, especially for a first novel. I like that. Were going to be save the best for last. Lets talk about let the people rule. Okay. Were at the beginning of the this is a book by geoffrey cowan. It was believed that people should be electing the delegates to the convention, not the party bosses. The back room politics. So its a really great story of how the president ial primary came to be and also about teddy roosevelt. Always a thrill to read about teddy roosevelt. This is a very bleak period. On the one hand, hes on the rampage for progressive causes, but the book reaches a climax at the Republican Convention in which he really betrays, particularly his black supporters. The black supports from the south and the north who believed in him. Its not a really happy picture, yet its still riveting. He comes to the conclusion, really, is there anything that a to be elected . And that of course reflects on oh, yeah. If you think about the current republican and democratic primaries, youll think maybe it was a little more interesting in 1912. Okay. House. He lived in the white house. Speaking of the primaries, there are a lot of people angling to live there next year. Now, they want the oval office. Look at this. This is the white house a popup book. The mystery of how these books are created, its just so spectacular spectacular. So much fun. I mean, we go from my name is lucy barton, the heartbreakingness, to the happiness of a popup book. This is the place where a father and his 18yearold daughter were walking through thursday night around 9 00. They were approached by these five men. One of the guys had a gun. They demanded that the father leave. The father ran to get help. Thats when police say the five 18yearold girl here at Osborn Playground in brooklyn. When Police Arrived with the father, the five guys saw them and took off running. Police are looking for those five men right now. They did bring the 18yearold girl to the hospital. The nypd officer wounded in a gunfight at a large brawl in the bronx continues to recover. Officer Sharrod Stewart gave a thumbs up from his hospital bed. Police say he was wounded during a shootout while trying to break up a large fight. Started at a party and spilled out into the street. What an impressive young man who went into this very dangerous situation and handled himself so well. The alleged gunman was also wounded in the shootout. 19yearold Christopher Rice is in serious condition, facing several charges. Police say he has a long criminal history and just got out of jail three hours before the shooting. This morning, the man accused of ambushing a Philadelphia Police officer is being held without bond. Yesterday Edward Archer was arraigned on eight charges, including the attempted murder of officer jesse hartnett. Prosecutors say Security Camera video shows archer as he fired 11 shots at officer hartnett while he sat in his patrol car on thursday night. Investigators say that archer claimed the attack was in the name of islam, but neighbors who know him have their doubts. Thats pretty possible, but people need to evaluate his mental health. You know, not isis. Investigators are looking into trips that archer took to saudi arabia and egypt. He will be back in court on the 25th of january. Officer hartnett in critical but stable condition. Investigators are expected to hold a News Conference this morning after an officer was shot inside a red lobster in arkansas. Police say at least two men entered that restaurant last night and tried to rob it. An offduty officer intervened and exchanged gunfire with the men. He was shot in the shoulder. One suspect was also shot. Both men are in the hospital and expected to recover. Well, it looks more likely that the mostwanted drug lord in the world may be headed here to the u. S. Nbcs Gabe Gutierrez reports from mexico that Joaquin El Chapo guzmans desire for fame on the big screen may have led to his capture. Reporter the most wanted drug lord in the world paraded in front of cameras overnight. Joaquin el chapo guzman, once one of the richest and most today is back where this saga started, the same maximum security prison he vanished from six months ago. The daring escape from a sophisticated tunnel was straight out of a Hollywood Screen play. But it was his own desire for the spotlight that may have led to his dramatic recapture. The mexican attorney general revealing that the drug kingpin was trying to make a movie about himself and had his people contact producers and actors. At least one source says their movements were tracked as authorities closed in on el chapo last fall. There was a failed attempt to arrest him in october, but during an Early Morning raid friday, a bloody shootout. Five suspected killed, six arrested. A mexican marine injured. Authorities seized an arsenal. Guns, armored vehicles, even grenade launchers. The mexican navy says guzman and his henchmen did not go easily, escaping through the drainage into waiting vehicles, before final by ly being arrested. Today a source within the Mexican Attorney Generals Office confirmrd that ed that it plans to fulfill a request to extradite el chapo. It could take months, but it would be a major turning point for u. S. Mexico relations. The occupation of a National Wildlife refuge continues this morning in oregon. The armed militia standoff is happening near burns, oregon, and has gone on for more than a week. And new this morning, a man is in custody accused of setting a fire in a church in manhattan. Of cushions at the e miss koeal urch on the Upper East Side.
