gay rights. we have the details on all those stories on this monday morning, january 31st. hope you had a great weekend. i am megan pringle. >> i am charlie crowson. it could be a cold start to february and one with more severe wintery weather. let's he check the forecast with meteor ol -- let's check the forecast with meteorologist justin berk. >> there's no way to swipe the storm. it's going to be a messy mix and we will have transitions throughout the storm. everybody will have something different. to the south, a little freezing rain and snow flurries. near ocean city and southern maryland, but we are dry around annapolis and through westminster and york, pa. a wint storm watch has it colder longer. carroll, frederick and southern, pa plan for ice out of this event. we expect ice in annapolis to easton, it will mix to rain sooner. that's why you are not under a watch. an icy mess on the way. not the same for everyone. today the cold air settles in. it's this evening and tonight with light snow and icy start for many of us tomorrow with the rain beginning to turn over. we will spill out the details in a moment. 5:31. let's go to the roads with kim brown. >> now, the 24-hour traffic authority brought to you by toyota. >> reporter: thanks, justin. we have reports of a vehicle fire northbound 95 at route 22. churchville road is not reported to block lanes. looking at the beltway, traffic is building on the outer loop lanes. not enough to cause major delays right now. everything appears to be moving at speed on all of the major interstates and highways this morning. as we look at the maps, we are pretty much incident free with the immediate baltimore area. megan and charlie, back to you. >> kim, justin, thank you. it's 5:32. another disturbing story involving a reported animal abuse in baltimore city. this time, the abused animal is a cat named mittens and her kitten. sherrie johnson joins us with details. >> reporter: good morning. baltimore city has had its hairshare of disturbing animal abuse cases. a young cat intentionally set on fire. some of the video may be hard to watch. the baltimore animal rescue and care shelter is taking care of mittens who is dealing with burns on most of her bodych the cat and her newborn kittens were first bought into the bark shelt -- barcs shelter a few weeks ago. someone put the car in a milk crate on a back porch and doused her with lighter fluid and threw a match on her. she ran down an alley and extinguished herself. when she came back for her kittens, someone saw her and called police. it's now a criminal case. >> we were lucky. the doctor has been taking great care of her. and no infection. you know, she is losing her kin and the skin is coming off, but there's no infection and she has been a wonderful mom. she is a very sweet cat as you can see. >> reporter: now mittens is expected to be okay. but will need long-term care. and you can help her by donating to barcs franky fund. many of you have been sounding off about this. here's what a few people had to say. jen says, i am all for the death penalty for people who commit animal cruelty. julia says omg, i hope they catch this person. megan says these kind of crimes should be an eye for an eye. sad, sad people. and tammy says, what's wrong with the people? service. that's why her neighbors are so stunned that myra cason was a victim of a violent crime. linda so joins us with what happened to the glen burnie woman and where the investigation stands right now. linda. >> reporter: well, cason was found shot to death in her car friday morning. police believe robbery may be the motive. so far, there has not been an arrest. 63-year-old myra cason taught at meade high school. a witness called police after seeing shattered glass in thepetway park lot. she was found shot in the chest. investigators believe the killer was in the car and forced her to drive to the parking lot around 8:30 friday morning. police believe she was shot about 20 minutes later. cason was seen leaving a doctor's office earlier that morning. >> she is lovely. lovely person, so sweet. she was always talking about her sorority sisters and she is just a great person. >> reporter: the neighbor says cason got back from doing charity work in new orleans with her sorority. if you know anything that might help police, call the homicide office at 410-222-3458. in the studio, linda so, abc2 news. investigators are trying to determine what caused flames to tear through a towson bar and restaurant around 7:30 saturday night on pennsylvania avenue at the charles village pub. it's a pretty popular place fortowson university students. >> first i started hearing the fire engines. they were like crazy. i got up and started looking, and it was just everything was on fire. >> regulars at the cvp were stunned to see fire shooting from the windows. the fire didn't spread to the neighboring buildings, the president of hamilton federal barning says they have a lot of -- bank says they have a lot of cleanup. >> at this point, it's making sure the water is removed from the basement. so they have been pumping pretty much the entire time. but it has been like a river flowing through basement as the water from the building next door continues to flow in. >> it appears the two-alarm fire started in the kitchen. no one was injured. all right. two attractions at the inner harbor will be missing for the next month. the torque and 1854 warship the constellation are being towed away for monthly repairs. this will be the first time both ships have been taken out of the waters since the late 1990s. justin. >> now, maryland's most powerful doppler drey dar -- radar and the forecast certified most accurate by weatherate. >> take a look at the wide picture. this gives us a better perspective what's happening with the storm. there's a band of clouds and light mixed precip. nothing around immediate baltimore. basically, as the air is trying to take ahold. area of low pressure is along the coast. the question is when will it bring in warm air. cold air is trying to come in north of the line right now. as that track builds in, it bumps into the cold air. and everything highlighted here will have an ice problem of some sort tonight and tomorrow and erode from south to north. but the icing is going to be the major issue here as we head in through the next couple days. there's the mixed precip we showed you earlier. and you can see the future radar highlighted the fact we will cloud up throughout the day and late day flurries. wanted to highlight the most substantial precipitation. it looks like it builds in during the evening in the form of snow and sleet. everything in blue is a frozenform. snow, sleet and freezing rain. by daybreak tomorrow, most of it will be on the light side but locked in around the bay. more icing will be up across the hereford zone in southern pa where we have that locked in winter storm watch going through wednesday morning. most of the precip lifts north of the area. it will wind up with drizzle or freezing rain and sleet throughout the day on tuesday. the freezing line is going to be very close to baltimore. probably north of annapolis, but that's what we have to watch as the cold air establishs itself and tries to take a stronghold. the next wave of precipitation comes in. this is mostly in the form of rain. anything that's frozen and leftover by wednesday morning will be pushed out with strong southerly wind. most us see rain and it could be heavy on top of melting snow pack and maybe clogged storm drains. it could be a day to deal with flooding. if you have clogged storm drains, even though it's a monday, try to clear that out. we will have that flooding potential midweek. 32 today. i think a midday high with flurries trying to arrive late that will slacken off on the thermostat. we will drop off to 25 and rise overnight. basecally from baltimore north, we have a chance of up to an inch of that snow, sleet mixture before mixing over. and heading into tomorrow, more widespread problems up to the north. we all go to rain and could see flooding and 42 on wednesday. >> now, the 24-hour traffic authority brought to you by toyota. >> reporter: well, again, as we have been talking about all morning, icy conditions still lingering in the area. we have reports of an accident in bel air. right at route 1 and route 24 involving an overturned vehicle. police are on the scene. so be aware that it could be a little slick even though we don't have much falling from the sky. looking at 895 south of the 95 split, traffic is moving very well. very little volume as we look around the area. no major delays on 695 even on the 83s of the northbound 95, just north of the o'donnell street exit, reports of roadwork taking away the right lane and shoulder, but traffic moves by that with no problems. very few -- little congestion atthe both toll plazas. there is more of "good morning, maryland" coming back after this. 5:54. making news this morning, new york senator chuck schumer wants a nationwide ban for chemicals found in bath salts. it involves the deadly drug mdvp and meth drone. they are currently on sale legally under names such as tranquility and zoom 2. powders can produce a high very similar to methamphetamine and cocaine. >> marketing them as bath salts not for human consumption is not regulated. today we are announcing an effort to add the chemicals that, the deadly chemicals, in the synthetic drugs to the controlled substance list and ban their sale in the united states. >> senator schumer wants to nip the drug in the bud before it
