arrested the 22-year-old after he confessed to sexually assaulting the 7-year-old girl. all three live together in the housing project in west baltimore. the girl was diagnosed with gonorrhea last month. that prompted police to begin testing men who were close to her family. police say the mother's boyfriend tested positive and when he was brought in for questioning, he confessed. neighbors say parents need to be more careful for who they bring near their children. >> when i date a guy, i have to know a guy for a certain amount of time before i bring them around my children. if i don't know you, i'm not going to bring you around my kids. >> this is the second case in baltimore where a child contracted a sexually transmitted disease. in may, a toddler was diagnosed with gonorrhea, no arrest has been made in that case. police are not identifying the case in the west baltimore case, because if they do, they will identify the rape victim and her mother. the suspect is charged with the intersection of south monroe and west pratt. the police say the bike's passenger ditched the two wheeler, and beat the driver up of the car. the dirt bike passenger is under arrest, facing assault charges. the driver of the car, taken to shock trauma. no word on that person's condition yet. three minutes after 6:00 right now. speaking out against the budget cuts. the baltimore city council has a month to close a record budget deficit and it seems that this has to be done with very unpopular cuts. dozens of city residents packed a town hall meeting hosted by city council president, jack young. some of those who spoke are concerned about deeper cuts to the city's recreation and parks department. rec centers around the city have already closed and more are slated to close unless the council is find some money. >> for someone who grew up in the recreation centers, to watch people playing in the streets, riding dirt bikes in the streets. that has a serious correlation with the crime and the activities going on. >> a spokesman for the council president said this council members believe they have a plan that will be enough to bring in revenue to offset cuts. stay off the i'm sitting at this bench with some kids after curfew, the cops would have to take them away there. so basically today, we have the curfew kicks in and city officials have once again implemented this curfew to cut down on youth violence and crime by keeping kids off the street. in the inner harbor, this is a good place where they like to hang out. the center is located at the success academy in the baltimore school system headquarters. the curfew center will be open from 11:00 p.m. thursdays to 6:00 a.m. fridays and from 12:00 a.m. to 6:00 a.m. on saturdays and sundays. except for july 1 through july 3. now under baltimore curfew laws, children and teenagers under 17 years old cannot be out in public after 11:00 p.m. from sunday through thursday and after midnight on friday and saturdays. unless they are with their parents or they're out for specific reasons. according to the state department of juvenile services, last year, nearly 1700 youth, an average of 38 juveniles each night went to the center, which is designed to address curfew violations. now, it's important to point out that last year when they had the curfew last summer, some of the parents were concerned becausthey were like, i just sent my child down the street to the store. i can actually see her. it does not matter. if the child is under 17 and not with a parent or guardian, they will be taken to the police station. and also, parents were concerned, when you are called and come to pick up your child, you have to bring their birth certificate. some parents were concerned about those issues. you
