the best concert i've ever seen in my life. >> there is prelude to the weekend. it's going to get a whole lot better. we've been stuck in this pattern with early morning showers, most to our north and then we miss on the afternoon storms. we've done that the last two or three days. here we go this morning, an eruption of thunder and lightning past westminster. some may have been awakened by the thunder, getting a dousing of rain. pretty boy reservoir, park inn, northbound, lancaster and pa, you can see its moving to our north. we have this band of cloudiness here, see if maybe something else ignites along this line, but most of the energy has been locked north of us. we need rain and it looks like we will be stuck for a little while waiting for rain. today we've got one more shot with humid air and showers and thunderstorms. we'll talk about that coming up. right now our first look at traffic. still early, not many out there just yet waking up. we have a few people on the roads. let's take a look at the beltway. no incidents to report yet. this is 695 at providence road, light traffic with people on their way to work. all lanes are open. we have an accident in dundalk, in the lien up stages at north point road at north point boulevard. 395 northbound left lane construction wrapping up. cones are being picked up. megan? thank you. 4:32. two families are calling for justice after their daughters were killed in a hit and run. it has been 11 days and still no charges have been filed. those parents, those families want to know why. sherrie johnson is here to tell us why. >> reporter: courtney and he will son were hit and killed 11 days, the mothers are running out patience, they want justice served. the accident happened at the intersection of martin luther king, jr. boulevard and pratt street. stuffed animals and balloons still mark the spot. there is a red light camera at that intersection. city police are trying to determine if it shows anything, including whether that red was time. police stopped a car with front end damage near bwi airport, they interviewed a man and woman, their car was impounded. police are waiting for forensic evidence gathered from that car. family members are fast losing patience. >> reporter: these girls were doing nothing wrong, like i told them red or green light, you still hit somebody, you you still left them there. this is a human life, this is not an animal, that you leave. >> ana smith's mother agrees. she understands police have a job to do but she is running out of patience since police have identified the two people in that car. sherrie johnson. speed may have been a face to face in the death of two people killed in a car accident on hanover pike yesterday afternoon. the car was driven by a 25-year-old aaron manko, crossing the center line before striking a tree. he and the 22-year-old passenger died on impact. investigators believe the driver was not wearing a seat belt, however his passenger was reportedly wearing hers. this morning, police in anne arundel county have caught up with a white van reportedly trying to lure kids inside to take picture. police say they found no evidence that there was any criminal intent. police say it's still important to speak to your kids about the dangers that come with talking to strangers. this morning, family and friends will say their final goodbyes to long time delegate ruth kirk. they gathered at her church in west baltimore to honor her with song. >> they celebrated her life at the morning star baptist church. ruth kirk served in the 39th and 44th districts in baltimore city for nearly 30 years. family members say she was an amazing woman, not only dedicated to her family but her hometown of baltimore. she was committed to helping the west side. we'll have more on her life and hear from her daughter about her mother's impact on the community that she served. ms. kirk was elected seven times. she died of heart failure at the age of 81. tonight a fire recruit found dead in a liberty reservoir will be remembered. rodney goggins junior's body was found last week. a public viewing is 6:00 to 8:00 at the wiley funeral home on liberty road. the funeral is saturday. school's out for the summer but the baltimore city school district is still working on investigating a cheating scandal at two elementary schools. baltimore city schools ceo says the cheating happened at two elementary school, fort worthington and abbison elementary. some of the maryland school assessment tests were changed to reflect correct answers. at fort worthington some filled out names and someone else filled in answers. at the other people were changing answers. >> you should respond in a certain way, you lie about it and tell the world that you are, you know, you're doing unbelievably, and then you don't do the things that you need to do in order to move the kids. and that's the figurative crime, not the federal monies in the conversation. >> as expected new procedures will be put in place to prevent this is the eighth time in the past two years, there have been attacks planned or carried out on military sites in the united states. teachers in maryland are getting a whole new grading system, but this one isn't really about their students. it's meant to grade them. the maryland council for educator effectiveness, is changing the way teachers are evaluated. half of that rating will be based on student performance. the plan didn't go well with teachers couldn't council, all who voted against the new plan. the changes will take effect in seven districts in the fall of 2013 including baltimore city and baltimore county. parents in frederick want social studies books taken out of the classrooms, because they say it's too left leaning. in one section parents say it references health care, saying it is free in many countries but not the u.s. they ask students if they feel it should be for everyone. parents say it takes an activist agenda. >> i noticed it was factually shoddy, the quality is poor and it has an activist type agenda. >> it makes almost other countries look better than ours and i have a problem with that. >> the parents also say that washington, d.c. is completely left off the map of the united states. the book has been used across the country since 2004. people are stepping up to help a couple who had their wedding box of cards stolen at the reception. we told but this a few days ago. they were about to hold their reception, at the maritime museum when a woman emptied the box of cards and took off. many people have called to ask how they can help the couple. they have set up a fund at the maritime for anyone who is interested in donating. police continue searching for the suspect. they say they tracked down the car the woman was using to get away, but it wasn't hers. the owner loaned it to her. money was in much of those cards. can you go for a he won $15,000 last night on jeopardy, he play but don't feel like going down to college park. you can get them closer to home. maryland announced they'll play two home football games at the bank stadium, west virginia is coming to town, virginia tech 2014. kevin anderson said he hopes playing in baltimore will help the university grow their fan base. maryland played against navy at the bank last season. it's 4:52 in the morning. 73 there was another second day in a row the cluster that developed around essex and blowing up chesapeake, it's showers to the north. but look at metro, new york, showers across new england and into the great lakes. we'll bring it closer to home, as you can see we're on the edge of this line. we're on the edge of this conveyor belt that is skirting northwest of baltimore. a line of clouds here. there is not much activity, but we could flare-up a shower during these morning hours and get some sun and get back into that sticky heat and humidity and we'll be watching another flare-up. this would be third day in a row that they get it around southeast pa, around philadelphia, up towards allentown and hitting metro new york, they don't need more rain. we have a chance of showers and storms especially this evening on the eastern shore. we'll bring in cooler air, and more cloud cover tomorrow afternoon. we'll call it a barredly sunny day, a drop of humidity. small risk of severe storms harford road. the left lane construction, 395 northbound is gone. 95 northbound past the forth mchenry tunnel, they're wrapping that upright now. a man in florida facing arson charges after he set off a bunch of fireworks. what police are saying caused the man to light up the tent he was working under. we were panicked, we didn't know if it could go down there, we were very scared. cute little police say he was working in a fireworks tent monday night when he got into an argument with his lady and allegedly hit his pregnant girlfriend and started to light the fireworks. he pointed some of the explosives at other employees: now, on top of arson he is being charged with domestic battery. a five week old puppy is being kept safe this morning, this after a terrifying 12-foot fall down a sewer pipe. the fire department and department of public works were called out, but they don't see just how far down the pipe the puppy fell. so they called in roto rooter plumbers who were able to pull him up. look how compute he s he was stuck for two hours. he was fine. he was really smelly and stinky. now they will cover the sewer drain. there will not be a puppy falling in there. the puppy is not allowed outside without supervision. this is not an animal that you can just leave and let somebody come behind and clean up your dirty work. >> two families continue to seek justice this
