>> there should be. >> we had a great chance yesterday to spend quality time with vice president joe biden. he's got a lot to say on a lot of different topics. >> where were you? >> saginaw, michigan. also ahead, we had to track down these people who were captured on this video we showed you earlier this week. this is a security video out of a hospital in england. this is where this couple had their fourth child. she arrived right there. she couldn't wait. you see her right there. baby alice along with mom, caroline, and dad, mike. we'll talk to them about the video ahead this morning. first, breaking news from toyota. company officials in japan offered a fresh round of apologies this morning and also revealed that a power steering issue may be the company's next big obstacle as the federal government launches a major investigation. cbs news national correspondent dean reynolds is in chicago this morning with the latest. dean, good morning. >> reporter: good morning, maggie. well, weeks into this quality crisis, toyota announced today it is considering yet another recall of a popular model. toyota's crisis may be widening according to the company's quality control chief. power steering issues with its corolla, the world's bestselling car, are now being reviewed and while there have been less than 100 complaints, toyota says it's taking them seriously. at the same press conference in tokyo, the company president said he will not come to washington for next week's congressional hearings. the press conference came as problems for the automaker mounted. the transportation department is now demanding documents on the timeliness of the recalls, whether it acted at the first sign of trouble. the company has 30 to 60 days to respond. the government is considering fines that could result in $16 million in penalties. >> toyota has always had a culture of secrecy. it doesn't like to admit anything. it doesn't like to reveal anything. it doesn't make documents available. >> reporter: now toyota sales are slumping. the repair of recalled vehicles has months to go. lawsuits are piling up and production has been suspended at two plants in texas and kentucky. what's more, it has aroused the attention of a more critical federal government and congress which will hold hearings on toyota next week. >> i want people that drive toyotas that know we'll hold toyota's feet to the fire on this. this is very serious. >> reporter: but the decision by toyota's chief not to attend those hearings in washington is certain to add to that fire. maggie? >> dean reynolds in chicago. dean, thank you. joining us now to talk about this from washington, nicole nason, she's a former head of the national highway traffic safety administration. nicole, good morning. >> good morning. >> do you think it is a slap in the face to the federal government that the president of toyota decided not to go to washington for the hearings? >> well, i think to the public this must seem like one never ending recall. recalls are not usually this exciting. you don't have the president of the company called to congress to testify. the government views it as several separate investigations, the company may be getting weary of floor mats and accelerators and brakes and what's significant is the government sent the letter to toyota saying we want to know what you knew and when you knew it. >> was it difficult for you during your tenure to get answers from toyota versus other car makers? >> there are definitely cultural differences when you deal with toyota no question. on a formality scale they are the most formal which means that things move very slowly over there. you have to get letters in. they have to be translated. it gets sent to japan. you wait for days and days. that was my experience before you got a response. there's no question that dealing with toyota is slower than dealing with some of the other manufacturers. i think what you're seeing now from the government is this letter to toyota basically saying we want to get control of this situation and we want to get control of it now. >> and the letter implies that they believe or at least suspect that toyota knew about these problems a whole lot sooner than they let on. we're seeing another possible recall of corollas today. seeing this many recalls come out so slowly, does that indicate to you that maybe they knew more than they let on initially? >> i think the letter makes pretty clear that the government has strong suspicions. you have five days. a manufacturer -- any manufacturer has five days to get information to the government about a safety defect. i think what you're seeing here is the first shot across the bow that when they say five days, they mean five days. not five days and another month while you all talk amongst yourselves or five days and a few more months while you do independent testing. five days is five days and i would not be surprised if the government decides they have been misled if they issue strong penalties against toyota. >> to the tune of $60 million. thank you so much. >> you bet. one year ago today president obama signed the $787 billion program designed to jump-start the ailing economy. the unemployment rate is still close to 10% and a pew research center poll, 27% of americans think president obama's policies made economic conditions worse and 24% say they made them better. 45% have seen no effect. yesterday i traveled with vice president joe biden to saginaw, michigan, for an exclusive interview and we asked him if americans really got their bang from the buck from the stimulus. >> absolutely. i don't think they realize it, number one. number two, it was designed to have two stages to it. we've only been halfway through the act. the job creating portions are really loaded at the second half here. the major projects that will be built. yes, they have gotten their money's worth. >> the vice president says the stimulus created or saved 2 million jobs. many of them green like at the hemlock semiconductor plant where tax cuts helped fuel expansion. a local businessman, paul furlo, told us he added hundreds of new employees. >> what this did was enabled us to be highly competitive and to keep terrific jobs and grow jobs. >> your critics would say the administration made a fatal misclmi miscalculation in the beginning to spend so much money on health care when in fact it really was the economy. >> we had to try to walk and chew gum at the same time. the reason why there was so much emphasis on health care was to affect the long-term debt. we're in a situation here where if we do nothing about that cost curve -- in the last ten years, health care costs have gone up 100%. unless you bring the cost curve from going like this down like this, we're in deep trouble. >> unemployment hovering near 10. the real unemployment number is probably closer to between 15% and 20%. people don't think you or a lot of other folks in washington get it. does the obama administration get it? >> we get it. we understand why they're angry. look, we are in good shape compared to the congress. no one in washington is in good shape. you know what i mean? >> 45% approval rating versus -- yeah. >> 20%, 18%, whatever. that's no solis. what it reflects is the reality. the reality that washington right now is broken. i don't ever recall a time in my career where to get anything done you needed a super majority. 60 out of 100 senators. you can block anything. >> you said to me at lunch you have never seen it this dysfunctional. >> i have never seen this dysfunctional. i'm trying to get the other team to cooperate to get in the game here a little bit. i understand the political motivation, but people say the message out of massachusetts election was to democrats and i think it was to everybody in public life. it was, hey, guys, get your act together. get something going. >> are you optimistic or pessimistic? >> optimism is an occupational requirement. but i actually am optimistic. >> that's joe bidenism. >> it is. this is not a business to be in if you're pessimistic. i am optimistic because i think the america's people frustration is overflowing. people are getting it. get something done here. >> have you changed in the last year? >> i think i have. not in any fundamental belief but in an understanding of what the role was. it is -- it takes a while to realize that anything you say is attributed to the other guy. my power as vice president is simply reflective. the president of the united states is the boss. >> in our next hour we'll ask vice president biden about his ongoing debate with former vice president dick cheney. we'll have more on that around 8:00 or so. >> no matter what anyone says, the proof is in the pudding. did you see in that town of michigan, that the stimulus is working. >> this guy has a thriving business because of the paradigms of the economy, falling housing prices, other stuff, they want to loan money. they can't. because of the sba loan guarantees, this guy has built a 30,000-foot building, hires hundreds of new employees and it's an example from what we were shown of the stimulus working. >> we need more examples like that. thanks, harry. let's go to erica hill at the news desk with the rest of this morning's headlines. five days in the massive nato offensive in afghanistan is winding down. the afghan commander in marjah says taliban troops are using women and children as shields. u.s. forces do expect to remain in the taliban strong hold for the next 30 to 90 days. this morning the pakistan military confirming the taliban's top military commander has been captured. a pakistani official says mullah abdul ghani baradar is providing useful information. baradar was captured earlier this month in karachi. the body of a hiker that fell into the crater of mt. st. helens has now been recovered. joseph bohlig's body was recovered yesterday afternoon. he was posing for a picture monday afternoon when a snow overhang gave way and he fell 1,500 feet. astronauts onboard the international space station says the new view from the observation window is incredible. we thought you might want a look for yourself. here it is. earth from 220 miles in space. not a bad view. astronauts removed insulation from the movies late last night during a space walk. early this morning the protective shutters were cranked open. the observation window is part of the just installed tranquility module. mutts rule and breeders kill shelter talks disrupted the proceedings at westminster. the show went on as it must and sadie, a 4-year-old scottish terrier, and heavy favorite was crowned best in show. good news for you. sadie will be right here with us coming up in our next half hour. in vancouver, scary moments at a free concert as alexis on fire started performing and a barricade collapsed and the crowd surged forward. as for the games themselves, tuesday a day to no american medals which puts germany in the lead of the medal count with fine. u.s. not far behind with eight. france has seven. canada, five. jeff glor is in vancouver where it doesn't seem much like winter, huh, jeff? friend: oh! be easy, right? car owner: yeah! carmax spokesperson: settling for less is not smart. what is smart is getting more car for your money at carmax. for the money you would spend on a stripped down new car, you could get a fully loaded guaranteed quality used car at carmax. now more than ever the smart choice is carmax. still some saints fans celebrating their super bowl victory. they did it. welcome back to "the early show." coming up here, you'll meet the british mom who delivered her new baby at the hospital but just barely. caroline meech couldn't make it past the front door because baby alice wouldn't wait. the funniest part is the doors kept opening and closing every time she had a contraction. you see the whole family is fine. we're going to talk to them in an exclusive interview. we had to track them down for you coming up this morning. new information every parent should know about ear infections. we'll tell you why antibiotics for ear infections may not be -- everyone is paying attention to this -- may not be the right medicine for your child. first, the latest on amy bishop. authorities in massachusetts have been going over investigations of her brother's death nearly 25 years ago. and cbs news correspondent seth doane is in boston to tell us what they have found. seth, good morning. >> reporter: good morning, harry. the norfolk district attorney after looking at the entire case file from the 1996 shooting said amy bishop could have been charged with serious crimes. not investigating further may have been a mistake with deadly consequences. there was probable cause to arrest amy bishop and charge her in the 1986 killing of her brother according to the local district attorney. that's just the latest of the finger pointing following friday's deadly shooting. former police chief says the investigation was under the state police. >> you give me information i should have got then, i would have questioned it. >> reporter: the former d.a.'s office pointed back at polio saying there was sufficient probable cause. why the briantree police department did not pursue criminal charges is unknown. >> if we had a crystal ball about pipe bombs and tragedy in alabama, you would have probably thought different. >> reporter: late tuesday yet another incident in amy bishop's past came to light. a newly uncovered police report in 2002. the woman who did not want to be identified spoke with our boston station wbz. >> she stood up and started screaming profanities at me. i had my young child on my hip and went to get my other child to say let's get out of here. she struck me in the side of the head. >> reporter: in that incident bishop pled guilty to misdemeanor assault and battery charges to avoid jail time. it's a list of cases that have people wondering how many red flags were out there that went ignored. legal analyst jack ford is a former prosecutor and joins us this morning. there seems to be a lot of dots that were not connected. should we be surprised by that? >> some of them are surprising. the clarity of hindsight. we see this with workplace shooting scenarios, why didn't we see it before? when you look at the shooting episode that took the life of her brother, i spent a lot of years as a defense attorney and prosecutor. multiple gun shots. this is not classic cleaning the weapon and it goes off or you're fooling around and it goes off. reports are three times. shot once to the brother and a couple other shots and then outside waving the weapon around. it's fairly astonishing to me that that didn't work its way farther up the law enforcement chain at least to a grand jury. we're told the mother said this was an accident, the facts suggest it might have been something other all together. >> let's fast forward to alabama, huntsville. if the university is doing a routine background check just to say we want to make sure you're telling the truth of your past, any of this stuff in a routine background check, would any of this stuff come up? >> interestingly, the most significant which is the shooting death of the brother, wouldn't show up. i've been teaching at college for years. you fill out a form. one question is have you before been charged with anything? no charges came out of that. it just basically went away. again, remember, the university doesn't have the resources to go out and do a background check would you do if your highred foa high security job where they will talk to neighbors. if you run down a quick credit check and background check, that will not kick out. >> so prosecutors down in alabama looking at all of this unfold, will they be able to use any of her past as they go about trying to prosecute her? >> i do like him. i honestly do. everybody keeps trying to -- when they ask him the same, he says the same thing. it's real. he's a really smart guy. he's really a patriotic -- i just think he's wrong. he thinks i'm wrong. i think he's wrong. >> do you think his criticism is based on patriotism or his politics? >> i never question another man's motive. it's almost like he forgot he left us a $1.3 trillion debt. there were two wars going on. one that was ignored. wasn't going that well. >> most criticism is based on the issue of terrorism. he basically says we don't feel like you guys are taking it seriously. >> look, we have made more progress in dismantling the hierarchy of al qaeda central and evidence of that is now they're going to lone bombers as the means to get there. i'm more worried and harder to detect and very concerned about a terrorist attack in the united states along the lines of the christmas day bomber. you get a disgruntled student, someone who has some relationship with the united states who is able to be recruited quickly, able to be indoctrinated quickly and they say, okay, here's a bomb. go do it. opposed to the kind of planning that's needed to pull off a very complicated 9/11. am i less worried about an attack? (child laughing) where is it? where is the bacon? tv anchor: bacon popular, story at 11. yummy. crunchy. bacon. bacon. there, in that bag! mom: who wants a beggin' strip? me! i'd get it myself but i don't have thumbs! yum, yum, yum, yum, yum... it's beggin'! hm...i love you! i love bacon! beggin' strips! there's no time like beggin' time! toss 'em, fling 'em, zing 'em. have fun, with beggin' canadian cuts. - the usual? - yes, please. anything else? ♪ when you're trying to be good, tempting treats can be wicked. no thanks, i'm good. new special k fruit crisps. with two crispy bars for 100 fruity calories... it's the delicious, new way to stay on track. now, being good's a cinch... with new special k fruit crisps. most of us are trying to stretch our dollars these days. we're about to show you five home repair fixes that cost less than five bucks. home improvement expert jake tyson is here with all of the do it yourself details. >> i'm back. my favorite side kick. >> thank you. where's harry? i hope he didn't hear that. we should stress right off the bat these are not temporary fixes. >> they're permanent and easy. anyone can do them. a 6-year-old child could do them. we'll run through quick and i'll show you how to do it. what we have here is a cracked tile. you get this around the home often. >> you don't want your 6-year-old child to do this particular one. >> get them to hold the drill. predrill the hole, which we've done already. get a spatula or screwdriver or anything around the home and remove the tile. that's really simple. it just comes out on the own like this. you see. normally the grout is washed away. that's the reason you have a cracked tile. >> a lot of people may be afraid to put a drill to the tile thinking surrounding tiles may crack too. >> you start from the middle and work out. you'll never crack tiles around it. that's the trick. then a bit of liquid. make sure it's waterproof. spread it around. new tile. straight on. work it in like that. done. simple as that. easy. >> nice job. >> next we have a wobbly chair. you put a coaster or a match book. i'll show you how to fix that. it's simple. i have clear silicon that you can buy from the hardware store for five bucks. >> you can use it over and over. >> that's it. put it on the end of the chair leg. let it dry for about 24 hours. bang. no more wobbly chair. that easy. >> how do you know how much to put? >> about a quarter of an inch. it's normally not more than a quarter of an inch. one leg is one way. that's the trick there. >> what are we doing with crayons? first of all, i don't know if you or your children made this. >> i drew that. it's one of my many other skills. i love to draw. >> stick to handy man work. >> i've just gone to the microwave here. i melted down crayons. you can see that. now, make sure you pick the right color. melt down a crayon on the mike wa microwave. with a knife or a spatula -- >> do you have to match it exact? >> close enough is good enough. that's where we fixed it before. you work it in with your spatula like this. >> make sure it is nice and hot. >> that's exactly right. it dries quick and really hard. you won't know there's a mark there. >> how do you get off the excess? >> you scrape it off and work it off at the same time. see how that comes off there. just use something square so it doesn't dig back into the line there. >> we can't even tell the one you did before. >> what are we doing with this? >> okay. you have your table legs. they come loose. a bit of wood glue. stick it around your loose bits here. people think you need a clamp to clamp them tight and hold them solid. >> you need something to hold it. >> you do. get a get that's lying around the home. you threat it through the belt like this. straight into there. make sure it's tight. let it dry 24 hours. bang. a belt is easy. everyone has a belt. >> very good. i want to know what you're doing with this potato and why is it hot? >> come over here. stand over here. >> i don't want to block you. >> we have a potato. we've microwaved it and put a broken light bulb which is common. turn the power off or you'll have a couple volts through you. >> don't touch it. >> exactly right. we microwaved this. it's soft. we simply put this into the broken light bulb. give it a bit. don't be too shy. give it a twist like this. >> off it goes. jake ,,,,,,,,,, make me yours, sebastian. forever. ooh. what ? forever is a really long time to be struggling with slow music downloads and emails. what... ? ... i'm just gonna... so... >> the first was you see lots of celebrities in the front row. there were a number of celebrities there. but mark is known for having his front row packed with celebrities didn't invite any this year. he said he came to them at one point and said is anyone looking at the collection? he said he thought the celebrity wave was over and wanted it about the clothe. we've heard reports about how celebrities are paid a lot to attend these shows. up to $100,000. >> that's a way to save money. >> it sure is. for mark it's about focusing on the fashion. >> let's do that this morning. what were the big trends you saw? >> one of the first ones we saw was florals. winter florals. last fall everything was very dark and very somber. we're seeing florals not just for spring in stores now but we're seeing these carrying over to fall. that shows designers are feeling more optimistic about the economy and sales and what will be happening in the retail sector. so there's just lots of fun pieces whether it is a gown or a beautiful blouse or dress. >> you think florals and you think spring but because of the colors they are a richer palette. >> the frequency tend you saw was metallics. can we make a moment to acknowledge how fierce she is. >> i spoke with christian. he did use the word fierce. i agree. one of the best compliments ever. these aren't typical flashy disco metallics. these are more muted. metallic threads woven into the fabric. there's a sheen to it. it's not disco ball. donna celebrated her 25th anniversary and her first collection was called seven easy pieces. it was all black and simple. this was her update 25 years later of that seven easy pieces collection in the darker palette that we're seeing that she made it modern. >> it's not somber. >> it's not just an accent. this could be a head to toe piece. >> what about texture? >> it's about layering and texture. the crocodile leather layers of embellishment and beautiful layers of fabric worked together to create something that's touchable. there are feathers. you just want to touch that dress. >> that's a lot of feathers. >> feathers and fabric made to look like feathers. designers are working textures and different textiles to really give that feeling. again, it can be with embellishment and embossing and no matter the fabric, there's lots of textures involved. >> i'm sure a lot of ladies at home think i couldn't pull that off. they'll see toned down versions of it in the stores. >> fashion shows are shows. we'll see the wearable versions hitting the stores. >> what's the color you think will be hot in fall? >> of course there's always lots of beautiful fall colors on the runway. the one that really resonated throughout was a deep rich red. >> yeah. i love red. >> it's a deep, beautiful red. that was really the one color. she wove it throughout her entire collection. >> red accents. not dressed like a tomato. >> there are some tomato looks but accents. a perfect scarf. >> she doesn't look like a tomato. >> she looks beautiful. a sexy tube of lipstick. even a subtle evening gown with a simple red strap. it's interesting. people think fashion week is just about the clothe on the runway. it's also where the hair and makeup trends happen. the red trend has carried over to makeup. red lips. we talked to our friends at mac and they said there's even red eye shadow that we're seeing. >> i don't know about this. >> beautiful red lips. the key is this is a matte red lip. this is alexander wang one of the edgeiest designers showing how this red trend really is pervasive this season and you'll see versions of it wearable for every day life. >> if you say so. thank you so much. looking beautiful. here's harry. ♪ >> louie armstrong if we let it play on. we wrap up our kitchen comfort series this morning with one of the ultimate comfort foods. ka katie lee is here. we're going to make music with our soup. >> we're going to make so many delicious soups. i have four recipes for you. i love to curl up on a cold day with a hot bowl of soup. there's nothing more comforting. another fun fact about soup is people that eat soup on a regular basis tend to be thinner. that makes it all the more delicious. >> i have a life change coming my way. >> it keeps you full longer. >> you're right about that. >> a lot of fiber. we'll start with one of my favorites. roasted tomato soup. >> you have hot house tomatoes here because lord knows there are no seriously good tomatoes this time of year. >> roasting them makes it tasty. >> sliced up onion here. >> garlic. salt and pepper. drizzle them with olive oil. >> that's itf. >> make your own. it's simple. >> i have one already done in the bottom. take that out for me. doesn't that look good? see how they cook up and they get smaller. really delicious. bring those right over. >> very nice. >> we would put those in the pot. i have some already in there. >> oven is open. >> and some chicken stock in here. if you're cooking this for a vegetarian, use vegetable stock. okay. do you know what this is? this is an emersion blender. put that right in there. don't turn it on until it's in the pot. >> i want to try it out here. >> in the pot. turn it on. push the button. >> this one? >> yeah. >> it just purees it right in the pot. this you put it right in the pot. it gets everything all nice and creamy. it takes about a minute or so. and it's delicious. it's optional if you want to add cream. we can make this cream of tomato. your choice. so there's the cream. pour that in at the end. now it's not as low fat. that's all right. you have to have a grilled cheese. i have one over there for you. >> look at that. you might want to leave a couple chunks in there. >> looks great. let's move on. we have that enough. >> all right. very good. >> we're moving on. this is asian chicken noodle soup. chicken noodle soup has been shown to help a common cold faster. i'm putting in asian flavors and spice to clear you up. onion. ginger. holy trinity of asian cooking. i'll add chicken stock to it. you could use vegetable stock if you like. we're going to add some lime juice for more flavor. put in some citrus. really good. some soy sauce. and toasted sesame oil. so much flavor in here. just about a teaspoon of it will add so much to your soup. we bring that to a boil. add in our chicken. you can use fresh chicken or if you have leftover from the night befo before. let that cook in there with some lemongrass and we'll add some carrots so this is healthy. red pepper strips. >> keep it coming. >> and cabbage. we can't forget our cabbage. lots of fiber here. we'll let that cook down. it's going to come out like this. doesn't that look so good? doesn't it smell great? i cooked rice noodles. put it in your bowl. ladle it in there. you put the rice noodles in right here. the big bowl. i want a big bowl. don't give me a little bowl. have you seen me eat before? >> she was perfect. she really did. she performed perfect. >> you feel like this for you -- you've been in this handling business for 25 years now. is this is a once in a lifetime dog. why? from what perspective? >> great breed type and performs beautiful. perfect temperament for crowds and loves people. she just loves it. >> are scottish terriers by nature people dogs? >> absolutely. she loves everybody. she's a typical terrier. it's her world and we're just living in it. you should know that. >> we're just passing by. that's right. and because what always happens and we always ask you, david, this comes along, people will see this dog just like the beagle the other year and other dogs in previous years and people will want to go out and get this dog. what should they know about a scottish terrier? >> they should know to do their homework. you always want to know the good things and the things that may make them a challenge for you to be the right dog for your family and for you. it's okay to ask a lot of questions and take your time because a dog will live with you for 12, 15 years and maybe longer than some of your children. it's important that you get the right one. >> how are you doing, buddy? was the pressure on? was the pressure on last night? they really are -- terriers are really in their own universe. >> that's what makes them great. that's what makes them so successful in the show ring. >> a hamburger bun here. >> she knows you have been over at the chef's table. >> i want to ask you a serious question. in the middle of the proceedings, a couple people from peta came out and put up signs trying to say that these purebred dogs are taking away from dogs in shelter. i know one of your missions in life is to make sure people go out and get shelter dogs. what was the response in the building last night? >> the response was they were unhappy with that happening but it's because it's not a fair assessment of what we do. westminster is not only a great dog show for purebred dogs but a celebration of dogs in our life. teaching people about responsible ownership and get the right dog and what the dogs are all about purebred or not, take care of your dog. >> has the dog's personality changed since last night?
