New developments in the case of john geer the man shot to death by Fairfax County Police Nearly two years ago. A settlement has been reached in a wrongful death lawsuit filed by geers family. Northern Virginia Bureau chief Jeff Goldberg has been covering this case for sometime now and hes live with details on the you new settlement. Jeff . Jeff almost a year and a half after this shooting taking place in a townhome behind me in springfield, Fairfax County agreeing to pay the family of john geer 2. 95 million to settle their wrongful death lawsuit filed by the family. Now, this took place on august 29 2013. Geer 46 years old father of two was shot standing in a doorway during a standoff with police who had been called there for a dmes you can dispew. Records show that adam torres shot him once in the chest killing him. He was not armed, records show. For more than a year and a half, rather, geers family was seeking answers and information about the shooting but says it got nowhere. A civil suit was filed against the Police Department and the county. Settlement talks in this case started in early march leading to todays final settlement of 2. 95 million. Never bring back the person who has just been killed. The best you can do is try to realize some of their dreams for their family and their kids and i think weve accomplished that. Jeff Fairfax County board of supervisors chair who said this shooting did not have to happen saying i am pleased that a fair settlement has been reached and i hope this may bring some measure of closure to the family of john geer. I spoke about 45 minutes ago with Don Geer John geers father and he says closure may happen at some point but its still a long way. Hes frustrated the shooter named in this case adam torres is being employed by Fairfax County Police Department albeit in an administrative role. He says thats a situation that needs to be taken care of sooner rather than later. Now, there is still a lot to pick apart and break down with this situation. Among that, whether or not criminal charges will at some point be filed in this case. Still a question mark. Well break down this story down much further tonight at 6 00. They are arguing in a 101 Page Court Filing that her conviction should be overturned. It claims her public corruption convictions are based an overly broad definition of bribery and also claims she did not receive a fair trial due to several mistakes made by the presiding federal judge. Alison three people were killed in an accident on marylands eastern shore. It happened at route 404 at church lane which is in queen anne. It was about 7 00 this morning. Police say a tractortrailer crossed into oncoming traffic and hit two other tractortrailers and then burst into flames. Two male drivers and a female passenger were all killed. Abc 7s Maryland Bureau chief brad bell will have more on this story coming up at 5 00. Scott the man wanted in the murder of his wife at a Dunkin Donuts in Anne Arundel County may have fled the country. Police are still looking for many him. Patel is charged in the april 12th death of his wife palek. Her body was found in the hanover shop where the couple worked. The Capital Gazette reports that patel took a cab to Newark International airport in new jersey after that mushed. Murder. Alison we are an hour away from a rally and protest on the front lawn of the u. S. Capitol. Scott this is the culmination of a nine day walk from new york to washington, d. Take a look behind me and you can see the stage has been set for that rally which is scheduled to begin at 5 00 this evening. 70 people walked the 250 mile journey from manhattan to washington, d. C. Through cities such as trenton, philadelphia and baltimore ultimately arriving here in the Nations Capital, washington, d. C. Just yesterday. We want to show you some of the video from earlier today where the group of protesters gathered outside of the Howard Theater this morning. They come from all over the country and are bound by their message. This group wants to end Police Brutality, racial profiling and demilitarize police here in the united states. Police brutality, Police Violence is an epidemic in our country. We heard of seven unarmed people who have been killed by Police Including here in baltimore including on march 13th by the metro police and were here to say enough is enough. And were willing to march 250 miles to tell people we are serious about our message. Suzanne some of these protesters will meet with members of Congress Tomorrow to see if they can get them to take action on some of the issues that they are protesting here in washington today. An oklahoma reserve deputy who says he accidentally shot and killed a suspect has now pleaded not guilty to Second Degree manslaughter. Robert bates made his First Court Appearance this morning in tulsa and said he shot and killed eric harris earlier this month after confusing his stun gun and handgun during that sting operation. An attorney for Harris Family says the Sheriffs Office violated a number of internal policies by letting bates carry his personal handgun. Bates is due back in court in july. Scott the same jurors who convicted Dzhokhar Tsarnaev in the 2013 Boston Marathon bombing are hearing evidence in the penalty phase of that trial. The jurors will have to decide if tsarnaev gets life in prison or the death penalty. Abcs Marcy Gonzalez has more. Reporter unconcerned and unrepentant. The prosecution starting the penalty phase of boston bomber Dzhokhar Tsarnaevs trial with that description and a neverbeforeseen image of him giving the middle finger to a camera in a holding cell at his 2013 arraignment. Prosecutors telling the jury it shows he simply doesnt care about the lives he took and the suffering he caused. Described on the stand today by survivors. Among them, Celeste Cochran who lost both legs in the attack saying the pain was so intense at one point she wanted to die. And while prosecutors pushed for tsarnaev to pay with his life the defense will try to paint him as being under the influence of his older brother in hopes of getting him life in prison without parole. Gregory who lost a leg in the bombings and completed the Boston Marathon is one that fears a death sentence could lead to years of appeals. Part of us getting on with our lives is this ending. Reporter the family of 8yearold Martin Richard who was killed in the attacks agrees writing in an op ed in the boston globe, as long as the defendant is in the spotlight, we have no choice to live a story told on his terms and not ours. Alison the fight to stop Sweet Briar College to close continues. The complaint alleges breach of contract against the private Womens College and the president james jones. The complaint alleges interference by jones. A group of sweet briar students parents and alumni filed, rather, a complaint last week. The college is denying both of those claims. Scott a robot stolen from a local team is back at a Virginia High School today. The prize winning robot was returned to team robo loco at Loudoun County high school this morning. Robot was in an s. U. V. That was stolen after regional competition in tennessee earlier this month. Knoxville police recently found it in the woods and, perhaps, good timing there because the team is competing in the World Championships in st. Louis this week. Reporter its unclear at this point what caused the man with a motorized wheelchair to drive off the metro platform and on to the tracks. Take a look now at the Surveillance Video from the u street metro station in northwest which is where this all happened. D. C. Firefighters were called there after receiving a report about the accident. The man was driving along the platform when he started to veer towards the edge. And actually fell over on to the tracks. Now, it didnt take long for a Good Samaritan who was standing nearby to jump down on to the tracks to help out. The man was transported to the hospital with a bloody mouth but fortunately was not seriously injured. Thank goodness. Back to you all. Alison what a story. What video. All right, kelly, thank you. According to an annual report more than 33,000 in coins went unclaimed at the airport checkpoints in that state. Travelers left about 22,000 in change at dulles the eighth highest amount in the entire country. The t. S. A. Recovered nearly 9600 in coins. At checkpoints at Reagan National so it all adds up. Hi jamie. Jamie we have a commute thats a slow one. I want to run through a lot of the areas where were seeing the most congestion beginning in maryland. 95 that stretch basically between route 32 and the beltway in both directions were seeing stop and go. Mainly, though the heaviest part is going to be northbound getting to baltimore. Same thing on the baltimorewashington parkway, past nasa goddard continuing north, we are seeing the delays. As we move a little bit closer to the beltway, the heaviest spot for you on the inner loop is going to be basically between the American Legion bridge and 270 right near the spur, going to take you 15 minutes. Thats where you do see most of this red. Moving to 66. Our commute heading outbound right now jammed inside the beltway. So you got it basically from arlington continuing a little bit closer towards falls church and then once you get outside of the beltway, getting to centreville, stop and go averaging in some spots 10 Miles Per Hour and even Single Digits in some areas. Our commute right now ok. 395 heading out of the city. Heading inbound on 395, though, we have a disabled on the 14th street bridge. They should clear that out soon and should be able to get through there but no big crashes right now on our interstates which is good. Its going to be the afternoon commute and slowing. It was a wild day. But at least did very little in the way of any damage. There was hail and wind and nonstoplightening and a lot of rain. You take the rain from yesterday, sunshine from today and gusty winds, pollen has gone crazy out there. Beautiful change after last night. Just a few fair weather clouds and lots of sunshine. Temperatures in the 60s and will enjoy a very pleasant evening with absolutely zero chance of rain tonight but overnight, maybe a couple of sprinkles in spots. Scott coming up here on abc 7 news at 4 00 it appears that the senate has cleared the way for the long stalled vote on attorney general nominee Loretta Lynch. Well tell you how a Human Trafficking bill could be the key. Alison but first, changing the assumption that post Traumatic Stress disorder is only linked to members of the military. The result of a recent study on ptsd and i. C. U. Patients. Alison now to 7 on your side Health Matters today. Post Traumatic Stress disorder also of course known as ptsd is often associated with members of the military or others who have been in major catastrophes or assaults. But theres a recent Johns Hopkins study that found many i. C. U. Patients actually suffer from ptsd and joining us now, dr. Ann parker a fellow at Johns Hopkins and i know you helped to lead this study which is really quite interesting. And you said you worked on it for some two years. How many people are we talking about that this really affects . Yeah so what we know about people who are to survive a Critical Illness is they can have a number of complications. So these can be impairments in cognition, physical function and mental health. And one aspect of this is ptsd symptoms. And so in this systemic review we found that between one in five one in four patients experienced clinically important ptsd symptoms after their i. C. U. Stay. Alison it makes a lot of sense when you step back and think about what the people are going through when they end up in the i. C. U. Are there things that theyre learning from the study that can be helpful to people experiencing this . I think so definitely. We were able to elicit some risk factors, people that make people vulnerable to developing ptsd symptoms after an i. C. U. Stay and some of the factors include a history of anxiety and depression. Also, receiving certain types of sedating medications in the i. C. U. And having memories of frightening experiences around the i. C. U. , things like memories of blood pouring down the walls floating faces, people thinking theyre being assaulted when they may have a chest tube placed to help drain fluid or hair from around the lungs. Alison if you identify a patient who is perhaps, experiencing this are there things you can do to help alleviate the symptoms . One thing that we realized is limiting sedation in the i. C. U. At one point in time, we thought the best thing to do was keep our patients sedated while receiving life support, things like mechanical ventilation and medications to supported their Blood Pressure but we now know that really patients may be doing better if we keep them awake and have them be a part of their care. One thing we can do is limit sedation in the i. C. U. The other thing that we found in this study is using an i. C. U. Diary might be helpful. Alison thats for them to keep a diary or the doctors . The idea is that the patients loved ones and caregivers to keep a diary of whats happening to them and at home in the i. C. U. Once the patient is awake and alert, they can go back and review this diary. And i think it may help them to process what happened during the i. C. U. And hopefully prevent or treat some of these depressing ptsd symptoms. Alison thank you so much. Really interesting study and we appreciate your time. Thank you for having me. Alison all right. An update on that investigation. And caught on camera. Police officers rushing to pull a man from a fiery s. U. V. What theyre saying about that chaotic scene. Scott hundreds of mourners gathered at a local synagogue to say farewell to a College Student murdered in her fredricksburg home last week. This while the accused killer appeared in court. Our Stephen Tschida has the latest in this emotional case. Stephen friends and family of grace mann gathered at a falls Church Synagogue and came to say goodbye to the university of Mary Washington student strangled in the fredricksburg home she shared with several other roommates. Two of manns roommates found her unconscious in their home. They spoke about their lost friend today. Following grace by her side and she left to be with god. Stephen one person not at the funeral is charged with manns murderment we learned today that investigators took two belts and a roll of duct tape from the home but little else about what they think transpired to the killing. Meanwhile at the funeral, grace manns parents didnt speak of the murder but expressed grief and gratitude. We are completely overwhelmed by your love your support and your presence. Stephen throughout todays Court Appearance he remained calm and asked the judge about a bond hearing. For now, he remains jailed pending his next scheduled Court Appearance in may. Police in the district need your help identifying a person of interest at a burglary in a middle school. It happened april 5th at Jefferson Middle School in southwest washington. Cameras here captured the person roaming through the school. Anyone with any information should call police. A deal announced today in the senate should clear the way for the long stalled vote on attorney general nominee Loretta Lynch. Mary malony explains how lynch got caught in the middle of a dispute over a Human Trafficking bill. Reporter after months of political back and forth, Loretta Lynch may finally get to hear whether or not shell become the next attorney general. Confirm quickly. Reporter the problem isnt with lynch. She has enough votes for confirmation. Instead, the fight focused on federal funding for abortions. Republicans added an amendment to the antiHuman Trafficking bill that prevents Government Funds from being used to pay for abortions. Its common to see such provisions but democrats say the move was unprecedented. After nearly five months of bickering, tuesday both sides seemed to come to an agreement. Im glad that we can now say there is a bipartisan proposal that will allow us to complete action on this important legislation so we can provide help to the victims who desperately need it. Holders holdup to get out of office has lasted so long staffers inside the Justice Department have started wearing black wrist bands that say free eric holder. Tuesday, the Senate Majority leader indicated a vote on lynch will come in the next day or soshgs a move members of both parties praised. Alison an audit found the maryland lottery and Gaming Control Agency did not correctly handle unclaimed vouchers worth 704,000. The vouchers came from slot machine winnings in 2013 at maryland casinos. The Baltimore Sun reports the department of legislative Services Says all unclaimed winnings should have gone to the state. The audit, though said the money should have been divided between casinos and the state. Still ahead here at 4 00 the Police Department hasnt figured out yet how to fund body cameras. But thats not stopping some officers from spending hundreds of dollars and buying their own. Why one officer says he made the move. And running for a very special cause. Well hear from the man who has made it his mission to run 11,000 miles . Scott we are back now with the story of one mans Amazing Mission to promote literacy and fitness at the same time. It is author dennis yang and he is joining us as he runs 11,000 miles around 35 states border of the country. Tell me why youre doing this and what it is you hope to accomplish. Im promoting literacy and fitness to children everywhere. I go into childrens hospitals, orphanages and Public Schools and i give them books. Basically, books that i wrote. I give them to the kids. And really inspire them to read. Get them pumped up about it. Reporter and youve got some of the books with you right here. Yeah. This is for our youngest age group and this is our most recent one. I share with them my love of the different art and the illustrations and really ill read to them and teach them how to set a goal and accomplish that goal. Reporter a lot of people that want to help out dont run the border of the country. Basically, when i started out writing these books, the way that i got my inspiration was through running. Id get more ideas. And so as i was able to run further and farther i would i would get better ideas and the stories grew more complex and so thats where it all started. Reporter i understand the only time you take a break is when youre in a city or a town where you can go ahead and spend some time with the kids. In the meantime, though lets talk about the actual running. No easy feat. I know youve run across the country before several years ago and you havent done the border. Youre about halfway down right now. How many pairs of shoes do you go through and how do you feel . Ok. So usually, im fatigued but the kids help me push through. Always pretty i feel pretty happy about it really. Reporter 13 pairs ofs shoes is that right . Yes my 13th pair. I had to recycle some of them. How many miles a day do you get in . 30 miles a day. I take in about 7,000 calories. I eat almost everything i run. Reporter doing a marathon a day when you run . Absolutely. Wear and tear on the body. The next morning im usually up for it again. Reporter you started in california and youre here in washington, d. C. And youll end up in california to make the circle complete. Its been about 4,500 miles. Looking good. But in austin, texas some Police Officers are spending hundreds of dollars of their own money to buy these body cameras and as nadia tells us the officer tells us the video is priceless. Stop, police i was behind the stolen vehicle and the driver decided to jump out of the car and take out running. Reporter officer Marcus Johnson had seconds to react. Dont you move get down on the ground stay down. I got the driver tased. Slow down reporter youre watching video from a body camera that he bought for himself. He says incidents like this are worth the 200. Later on when we got him into custody, he met with the supervisor and the supervisor pretty much had told me that i tased him several times. Reporter but the video shows otherwise. It goes where i go and sees what i see. Reporter a few of the options 1800 Police Officers have bought their own cameras but more will soon have them. This is something weve been interested in for quite a while. Reporter assistant police chief Jason Dusterhoff said the department is looking to buy more than 800 body cameras in the coming years. But first, police must decide whether to use them and what parts of videos should be subject to open records. I have the driver tased. This is the officers privacy and the citizens privacy. Were looking at policy that makes sure it shields both. Reporter while they work out privacy issues the department is moving forward. In the meantime, more officers are considering buying their own. That definitely saves me and definitely made sure that i was still adhering to policy while i was out doing this job. Alison Austin Police could equip officers with body cameras in the next two years if they can find the funding for them. Scott . Scott conflicting reports are emerging on the current condition of Bobby Christina brown. Her father told concert goers and his daughter is awake and watching him. But her maternal grandmother sissy houston issued a more sobering statement and said the 22yearold is no longer in a medically induced coma but doctors say she has he irreversible brain damage and remains unresponsive. She was discovered at home face down in a bathtub back in january. Health problems for comedienne roseanne barr. She has revealed in an interview that she is going blind. Barr says she has Macular Degeneration and glaucoma. She says she will try in the meantime to enjoy her vision as much as possible. The woman was standing in the first row and she was right behind home plate when that ball hit a protective net. But the ball had so much speed that it struck the woman. When the foul ball hit the net, it just went right into her head and she dropped immediately. The great thing here is that the medics were there almost right away. Alison wow, the woman was taken to the hospital for treatment and released earlier today. The pirates released a statement saying the team was extremely grateful for the positive outcome and the organization is reaching out to show this woman as much support as possible. Scott she scary. According to royal tradition, the queen celebrates her birthday twice on her actual birthday and with the tripping of the color military parade as well in june. We marching to Justice Suzanne protesters gathered outside of the Howard Theater this morning to call for justice. This is the last leg of a nine day demonstration that started april 13th in new york city. Were here to say enough is enough and were willing to march 250 miles to put that on our bodies to tell people that we are serious about our message.
