Arlington county is getting some help in dealing with a shortage of salt. The county announced it will receive 2,000 additional tons of salt to help clear roads of snow and ice. The first team will arrive today from pittsburgh. The county says the previous supply wasnt enough to last through the recent snowstorms. The layer of snow and ice on the roads continue to cause problems for drivers. Earlier today, several cars got stuck along north courthouse road and route 50 in arlington. It caused police to close down that stretch of road. Its since reopened. Theyve responded to several accidents this morning and urging drivers to slow down. Arlington was not the only county dealing with weatherrelated accidents. Brianne carter shows us some other trouble spots. Across Northern Virginia, a slushy icy and dangerous mess along the roads this morning. Go down, was really all ice and deiced. I thought the highways would be a little better. The Winter Weather mess is likely to blame for this multicar crash on the beltway. Take a look from news chopper 7, you can see one car into the guard rail. Another sitting on top. It was a similar scene along 66. Mobile track 7 caught several drivers stranded in the snow pile waiting to be towed. From 5 00 to 10 00 a. M. , Virginia State police say they responded to 63 crashes and 42 stuck drivers. Couple of cars trapped. I dont know how he got there. After this tractortrailer ended up sideways, vdot decided to close this section of 95 south. With ice all over the roads the southbound lanes over the occoquan bridge were not safe for commuters. Salt trucks were called in. The road was reopened. While some drivers had a tough morning, others say the conditions were what they expected. Roads were fine. In arlington Brianne Carter abc 7 news. Breaking news coming in prince georges county. Police are investigating whether one man is responsible for a series of rapes. James biggs has been arrested and charged with first degree rape. Brad bell is live at police headquarters. We understand a press conference wrapped up there minutes ago. Tell us about it. They were able to announce this arrest. You know,jf it was just last week that police realized and released to the Public Information that they thought they had potentially a serial rapist on the loose and he had already committed three rapes. And then there was another rape just this week. Two days ago. What police were able to identify a suspect in that case, the man you mentioned there, James William diggs. Today, they were getting ready to put out his photograph and put out his name. The squad was able to make an arrest just 1 1 2 hours ago. The arrest took place in waldorf. We can show you the mans picture, 49 years old. He has a criminal history and spent a good deal of time in prison but no priors for sexual assault. All of these rapes took place within a short distance of each other in the bladensburg area. We can show you a map. There was one in september. There was one in october. And then last week on the 25th right in the heart of bladensburg and then the most recent one, down cottage city brentwood area a little bit south of there, police really stepped up their efforts and the deputy chief a little while ago told us they are relieved that they got this guy off the streets. This individual obviously had been preying on young women, the ages of the victims between 16 and 23 years old. He you know followed we believe he followed one or two of them on occasion. He knew what he was doing and he was very deliberate in what he was doing. Well, of course in cases like this police fear that these crimes will continue until they are stopped. So they believe they have put a stop to it. Were continuing to work on this story and this press conference as we said just ended literally five minutes ago. Leaders are honoring the late mayor and councilman marion barry on what would have been his 79th birthday. A mural of barry was unveiled this morning at 2235 Shannon Place southeast. Mayor Muriel Bowser formed a commission that will work on ideas and proposals to recognize barry. Tonight at 5 30 79 balloons will be released at barrys grave site in congressional cemetery. Our d. Marylands house of delegates gave the green light to the bill to raise the speed limit from 65 to 70 miles an hour on state highways. The Senate Approved a similar bill last month. The two chambers have to pass the same bill to send it on to the governor for his signature. Starting this spring it will cost more to join the regions bike sharing membership. They are raised their fee from 75 to 85. The first time they havex 8 raised fares since the 2010 launch. The price changes will impact casual access and members who pay on monthly installments. Those new fares go into effect may 1st. Evolving email controversy involving Hillary Clinton. The news that she used her private email while serving as secretary of state is raising questions about who had access to government information. You know, that email issue is heating up quite a bit and that question, was it wrong or more so, was it, perhaps, even illegal for then secretary of state Hillary Clinton using her personal email account, her personal server based at her house in new york to conduct business. Just a block here from the capital, that question is now being posed before a judge. Clintons emails have long been sought after by critics who question everything she did from discussions over israeli war plans to what happened surrounding the attack in benghazi. One of them has been using the freedom of information act to try to access some of those emails. Now, in light of this revelation, filed a suit asking a judge to seize clintons hard drive and release the contents. We talked with him today. Deserve answers as to whether their public servant, secretary of state and her assistants are hiding that documentation because that would be a criminal offense. Thats obstruction of justice. Thats exactly what Richard Nixon was accused of doing in watergate. Now, its important to point out here that the state Department Said clintons were not necessarily illegal and nor necessarily did they go against policy at that time. Theres a lot of gray area being looked into. Shes turned in over 55,000 documents that the state department is reviewing that she said is relevant. Thats not necessarily every email. Theres a lot to be figured out here. Clinton did respond only via a tweet in this matter tweeting out she wants the public to see all her emails. The state Department Says it will take months to what theyve been given access to and of course, her supporters will point out shes not the only politician that has done this. Thats southbound lanes south of 66 remain blocked. You cannot get on to 29 from 66 east or westbound. Northbound traffic coming up from lipton hall road gets one there, single lane to the rye. You can see the backup there trying to get to route 29 where you cannot go south from 66 in either direction. Theres a crash on 66 eastbound inside the beltway before the rosslyn tunnel. Only the left lane gets by. Had a long standing truck fire in virginia. That was south of dale boulevard. Thats gone now. Lanes are open. Lets look at the cameras and see what things look like. I got to say even though its been below freezing today, the sun has done a number on the snow on the streets. Combination of sun and salt seems to have done a really good job. Now were turning into the twinbrook neighborhood and youll get a better sense of what it looks like. Narrow streets throughout here. Thats on a normal day without snow. You can see things look pretty good on this street as well. So they really have done their job with the salt and sand here in the neighborhood. And weve seen on the more narrow streets here. Some ice on the streets. They are very passable. Weve been all over the western part of montgomery county. Weve been on the beltway and other places.
