Were going to see the wind intensify but stationary nature of the front, a low pressure riding along it. And thats going to kick in some rain. Saturday, i dont think its a washout but its going to be windy and its going to be gray and not that warm. Its sunday night into monday, thats when we really feel the punch of Hurricane Joaquin. Some models take it into the midatlantic. Some have it flirting with our area. Definitely wind will intensify. I know theres so many weekend events this weekend. Going to be watching for that. And we will feel the effects monday, even as late as tuesday from Hurricane Joaquin. So remember its kind of a one two punch. And we have a punch traffic wise. The way that it works is the chemicals in the air, it will be tied to a electronic and it will give certain faces, a smilely face or a frown. And the smilely face will indicate the air quality is fine. Reporter talking about this device. It looks like a desk lamp but it has a sensor to detect certain chemicals in the air in nail avons, alerting everyone if the air quality reaches dangerous level, telling them they need to check the flow of air. They need to have an air conditioner on. Open up some windows. They need to wear masks. Reporter about 35 salons will get the devices in january as part of a Pilot Program funded by a private equity firm. It comes as governor cuomos new Nail Salon Enforcement Task force is handing out hundreds of violations. Since august, the task force has inspected 182 salons and handed out 901 violations, 423 for health and safety issues. Experts aplod the new Pilot Program. Coastal communities arent taking any chance Hurricane Joaquin gaining strength. The city of long beach just made these sand dunes to prevent any possible flooding. Towns towns are keeping a close eye on the radar for worrisome weather. And no parking signs now posted and storm drains cleared of debris just in case the storm comes crashing in. The impact of Superstorm Sandy shaping the response to the last time, pow, baby, and it wasnt pretty. Reporter including further south. The more that they do to get us prepared, the better off we are because we still remember sandy. And happening today, the Times Square Task force releases its final report on how to deal with the topless painted ladies and costume characters. Theyll stay under new conditions. Andrea grymes is live in times square with more on the conditions. Reporter well, chris and mary, one of the councilmen who represents the area says theyre okay with times square being a quirkky place but its become chaotic. And the report is expected to help come up with solutions. It afierce topless painted ladies will not get kicked out of times square. But theyll not be free to roam all over the place. The City Council Man johnson detailed some of the recommendations the Times Square Task force agreed on to make the area safer. Were going to look to keep the plaza in place but have the department of transportation manner restrictions related to costume character, topless women, people hawking cds that are constitutionally robust and content neutral. Reporter First Amendment rights and quality of life demands came to a head this summer. Many complained they harass people and demanded tips and the commissioner bratton who co chairs the task force had suggested possibly ripping up the plazas where they gathered. But those plazas will stay put. We want to ensure that the plazas have specific spots where people who want to engage in commercial activity, they can be there but they cannot be all over times square. Reporter the new plan also includes doubling the number of Police Officers in times square to about 100. And we use these spaghetti model, just all of the different lines coordinated to the different computer model runs that show theres more agreement that it make the turn to the north and northwest. And some trying to bring it closer to our area with more force as far as the wind. And thats the exception. And now thats the outlier. Theres more agreement that it makes land fall through north virginia or north carolina. Category three could strength on the a four tomorrow. And then we see it weaken as it heads closer to the carolina coast. Still a potent storm when it makes the land fall.
