An Early Morning collision under investigation. One of septas 26 cars crashed into another parked at 69th street terminal injuring 42 people. There should have been an indicator that there was a train on that track. The engineer says investigators will look at everything from the on Board Technology signed to avoid a collision to the trains latest inspection reports. Automatic train control is supposed to slow or a train from speeding. He wants to know why it didnt. Two of the things i would certainly want to check would be the operator and also the braking system. This morning we asked for the latest inspection records from the norristown high speed line. Everything from track inspections to the passenger cars. Regulators from the federal Transit Administration and penndot pointed to septa to provide them, but officials said they wouldnt be able to release them today. Investigators will likely also look into passenger reports that the cars stops before crashing at the 69th street terminal. Leaf residue can sometimes cause brakes to slip. That suggests either a braking problem or either the braking itself or leaves or other low friction residue on the rail or if didnt brake until afterwards that suggests some sort of operator issue. Reporter our investigation finds the high speed rail cars have been running for 25 years. They were built between 19993 and 1994. Septa hasnt told us how often they are. Inspected with a maximum speed of 50 Miles Per Hour the high speed title can be deceiving, but the 3 million passengers who ride the line each year are looking for a speedy explanat n explanation. As we said, the ntsb starting a press conference right now. Lets take you to it live. Were still awaiting some more members of our team. They are in enroute and arriving tonight. Before i go any further on behalf of the ntsb, id like to extend our concerns to our family and friends affected by this accident and also like to thank the responders who have been working hard in response to this accident. The ntsb is an independent Agency Charged to investigate transportationen accidents, determine the probable cause and make recommendations to prevent the reoccur rans. Like i said before, were just arriving on scene. Were just starting to get our investigation started. Heres some preliminary information that we have to date. At 12 15 a. M. , septa train 155 struck an up occupied rail car while entering the 69th street transportation center. Preliminary report from local authorities indicate there were 32 passenger injuries and one train operator injury also. On board video recorders from the two rail cars involved have been downloaded and they will be sent to our Vehicle Recorder Lab in d. C. For further analysis. The ntsb has brought an eightmember go team. Each team member is an expert in different fields. And they will be collecting in their specific disciplines, which include mechanical, operation, signal and train control, crash worthiness, Emergency Response and human performance. Throughout the next few days, ntsb investigators will work on scene to gather the details of the accident. Our mission during this accident investigation is to understand not just. What happens, but why. Why it. Happened and to recommend changes to prevent it from occurring again. We will not be determining the cause of this accident while we are here on scene. Right now, we are just beginning the investigation so we do not have a great deal of information. We will keep you updated as we learn more. On scene is the Media Relations officer. Members of the media can reach eric at 2023146100. I can take a few questions now. So when you guys are on scene, when can we get an idea of when there might be results from your investigation . Were going to be here on scene for four or five days collecting evidence. We will continue back at headquarters in washington, d. C. All the documents that we collect, all the evidence that we collect, were going to open up a docket eventually and that will become available to the public. In the docket will be our reports from each discipline. And then well finish the investigation nine 9 to 12 months from now and available to the public. Our mechanical person is going to do a complete inspection of the train. And hell also be looking at the communications between the control center and the field. He will be look iing at the car themselves. What caused the injuries to the occupants. He will be look iing at the desn of the car, the crash worthiness, how they survived and perform during the crash. If theres any improvements to be identified. And well also have our operations. They are going to be doing interviews of the train crew. You describe the damage to the two cars or doesnt it appear to be a lot of damage to the back of the car that was there and the front of the car that was coming in. Then aoife follow up. We do a preliminary examination of the two vehicles. There is normsome damage inside. Theres some buckling of the floor. But where the cars are situated right now did you want allow for a complete inspection to get underneath the cars. And theres some damage where we can look underneath and do a thorough examination and document any other damage we can identify. I know you cant speculate, but it appears not only here but in new york several trainen accidents in the last couple years all appear to be caused by speed. What would you say to train engineers who may be listening about your concerns about speed on the rails, which appear to be the cause of many of these cr h crashes. Were focusing right now on this investigation. Right now, were collecting all the evidence we can. Make sure we dont lose any parishable evidence right now. Speed would be speculating, and i cant say that was a factor right now or not. Once we get back to d. C. Headquarters, we do a a full system comparison with others to see if we can identify trends. Ien wouldnt say speed was a factor. This car that was struck, was that out of place or been there . Right now, were still collecting records. It was stationed there and parked there. There was no occupants or train operator. Its not unusual for septa to have trains ready to go or recover at different places along the rails. Why wasnt it noun that the train was on the track. You heard him addressing that right there saying they are continuing to analyze that video and this happened at 69th street transportation center. Second crash at that location in the last six months. No question it could take 9 to 12 months to determine the cause for the National Transportation safety board. This is the second Major Incident to disrupt that terminal. In february several train cars derailed after a market frankfurt l train collided with two other cars on a loop track. Four people hurt in that incident. A a preliminary report of the cause has not been release d by the ntsb. Not surprising considering that 9 to 12month timetable they talked about. Early indications pointed to a problem with the mek that switches trains from one track to another. It starts at 7 00 to really is going to hit the overnight hours through 2 00 a. M. And these are the areas with we could see damaging winds, frequent lightning or small hail as a result of the storms rolling through. They have been strong to the west of us. As a result, you now see the severe thunderstorm watch has been put in place through midnight. We gave. The advance time to warn you in these of the potential for those strong to severe storms developing. Theres that line. The reds, oranges, firing up. He was serving on the u. S. S. John mccain as it made its way to singapore. They are offering prayers and the search for the missing sailors continue. For the Lehigh Valley and berks county, the suburbs and even into philadelphia, although its more isolated chance of a severe storm. Developing. These areas we could see damaging winds or even some small hail and heres why. Take a look at that line. This is a cold front thats moving in. So we have very warm, hot air and lots of moisture in place right now. And this colder air mass is is slamming right into it. Thats the recipe even at night for storms to fire up. Typically at night, that would be weakening set up, which is going to help us a bit. The possibility of stronger storms, as you can see the lightning thats moving past pittsburgh a lot of it coming our direction. That should weaken some, but nonetheless, if we track this out, you see the timing right around 8 00. And i think this will continue into the overnight hours. Take a look at the our model here. We take a look and this is within the last hour giving the stronger thunderstorms through the Lehigh Valley and chester county. From 10 15 through the overnight hours at 1 30, notice that most of these storms have weakened. The overnight hours, the cooling conditions helps to deenergize the storms instead of to strength b them. We have the possibility of anlated storm near philadelphia. The likelihood this will be in the form of showers and pockets of heavier rain and just some lingering showers. Things are going to start to get better as we go into tomorrow. Two cases were already treated and released, one of those the trains engineer. Reporter that is correct. Septa did confirm that information for us. We have been asking making calls through the day, but we have yet to learn the engineers name or if he may have possibly hired an attorney after the Early Morning crash that sent 42 passengers to 6 philadelphia area hospitals. Still visibly shaken. The driver was bang. Ed up. There was one bleeding out of her face pretty bad. Reporter one of the hurt passengers applauded the work of paramedics and first responders. Some 20 Emergency Service units arriving moments after the train hit the trolley car. They are pretty responsive. A level one trauma unit. A trauma surgeon said thankfully his team found no sign of concussions or broken bones. So mostly limbs. So numbness to the limbs, which a the end had no cause that was found from brain injury or spinal injury or nerve injury. So things that were just consistent with bumps and scrapes. The victims all came unconscious ib colluding the engineer. He was jammed up, but it wasnt his fault. It was because of the brakes. Its important to note we reached out to all six Hospital Systems caring for the trainen accident patients today to ask their current numbers on who has been admitted and also who has been treated and e released.
