Sheena, not chilly anymore. Most people would just say its cold outside. The rest of the week cool, tomorrow will be in the 60s, just like today, mid 60s right now in philadelphia. Much of new jersey and delaware still sitting in the mid 60s. 64 degrees in dover and Atlantic City. Low 60s in the Lehigh Valley, 61 in pottstown, 50s up in the poconos where the fall foliage looks very beautiful and pretty much in full swing now. We are going to watch even colder air going into the weekend. Locally were dry, but back off to the west, this is the cold front that will be really dragging down the colder air, which will be giving us our first frost and freeze of the season. So take a look at whats happening here, right now we have this cool air mass in place. It is going to last until friday, but after that look what happens over the weekend. Saturday and sunday, colder air mass sets in and we are talking about temperatures in the 30s. Widespread 30degree temperatures with that colder weekend forecast, so again our first frost is coming up. Coming up ill show you which areas can expect the coldest temperatures and how many mornings this will actually be lasting. Thats straight ahead. A man wanted for raping and robbing a Temple University student was discovered in a new jersey jail. 23yearold bennett was moved to face charges in philadelphia. This is Surveillance Video of bennett after the alleged attack on september 28th a block from temples campus. The victim was walking on carlisle street when she was attacked. Bennett was in jail for a probation violation before transferred to philadelphia. Two men accused of beating a gay couple agreed to stay out of center city as a plea deal. They apologized as they pleaded guilty today to aggravated assault and conspiracy charges. This is video of the suspects walking with some friends the night of the attack. The victims said the attackers used slurs and then beat them. One suffered a broken jaw and cheekbones. Williams is banned from center city and on probation for five years. Harrigan cant go to center city for three years, must also perform 200 hours of community  service at an lgbt facility. All new at 5 00, putting the troubling trend of drunk driving in reverse. A south jersey town said its new program is getting results and saving lives. Cydney long shows us how it works and how it could become a model for the rest of the nation. Today the president said circumstances have changed on the ground and keeping our troops there is the right thing to do. The president s plan calls for the 9,800 u. S. Troops to stay in afghanistan through most of next year. 5,500 will remain there when he leaves office in 2017. The American Military mission was supposed to end next year, but the president calls the security situation in afghanistan still very fragile. This modest, but meaningful extension of our presence while sticking to our current narrow missions can make a real difference. Its the right thing to do. The president says the Afghan Military has made gains, but its still not as strong as it needs to be. For the thousands and thousands of soldiers who served in afghanistan, lost friends, and spent time away from their families, how are they responding to the president s announcement . Prosecutors say he shot her after an argument and have appealed to move his manslaughter conviction to murder. A Texas High School football coach is suspended for a year for his role in an onfield incident between two of his players and a referee. It is going to get cold, were talking about our first frost and freeze of the season, so yes, we do expect 30degree temperatures, pretty widespread. Right now, though, nice conditions, mostly clear skies in philadelphia, temperature now 65 degrees. So it is still cool at this hour, and tomorrow will be much like this, except maybe a few more clouds, maybe an isolated shower, but nothing major in the way of rain. Still in the low 60s north and west of philadelphia, mid to low 60s south jersey and delaware, so pretty pleasant evening, too. Until we get to the weekend. Youre really going to need to bundle up. Ill show you that in just a second. Right now were going to stay dry as we end out today and the rain back off to the west is part of the cold front. Thats going to be moving through as we go into tomorrow, so it is heading in this direction. Thats why well see more in the way of cloud cover tomorrow, thats why we have a slight chance of a couple stray showers. This cold front will be swinging through, but when it leaves over the weekend, thats when the cool air moves in. Take a look at future precip and temperatures here, mid 60s now, dropping into the 40s for some of the area overnight. Tomorrow going to be mostly in the 60s, but there you see the slight chance of a stray shower by the afternoon hours. Once that clears out, look what happens for saturday. Saturday afternoon, only about the mid 50s for most of the area. Thats going to be a daytime high temperature, so about 10 degrees colder than today. As we go into your weekend, then look what happens overnight into sunday morning. This is when the cold really starts to set in, so i think well be seeing freezing temperatures or below freezing temperatures through the Lehigh Valley, possibly some of our suburbs in new jersey and well be in the 30s all the way through dover, but at the shore its not going to be in the 30s there. We expect 40s, maybe around 50 degrees. Then we go into sunday afternoon, high temperatures only around 50 degrees, maybe even the low 50s. Then you see a few areas of possible rain showers, so this is something we will be watching over the weekend. We could see a little disturbance trying to move by, but either way its going to be cold enough farther north for snow showers, thats how cold the air mass is going to be. Locally, though, we expect the first frost of the season with the temperatures, as well. For tonight were not going to be that cold just yet. 43 for the low in allentown and reading. 50 for philadelphia, 49 wilmington, 50 Atlantic City, 53 degrees in wildwood, and tomorrow thats when well see more in the way of cloud cover, slight chance of a shower, but still in the 60s for part of the area. Then for the weekend high temperatures in the 50s. Its not going to be freezing saturday morning. Well be in the 40s, but by saturday afternoon, 57 degrees, sunday afternoon about the mid 50s, morning lows in the 30s. Monday morning same thing, lows in the 30s with sub freezing temperatures north and west. So bundle the kids up monday morning, even tuesday morning, and it is going to be chilly for the eagles game monday night, but we finally warm up again as we go into wednesday. Good advice, sheena. Reporter well, its been an hour and a half since the accident occurred and its still slow moving on the roads. Lets take a look from sky force 10. You see that dump truck now is rightside up. It was laying on its side for just until about a few minutes ago. Now if youve also been with us youll notice the trailer has been unhooked from that dump truck and is completely on i76 now. Before it was hanging over the retaining wall. Now, a tow truck has already moved a pickup truck that was involved in this accident, just about an hour ago. Its still unclear how this accident occurred. Two people are seriously injured. They are being treated at the hospital. As for traffic, lets pull out right now just to show you, it is backed up still as far as the eye can see. Were seeing a Ripple Effect on other roads, including university avenue. Traffic along i76 eastbound really stopped at the 6 76 split, but over the scene we saw a lot of volume up to city avenue. On the first day of his fraud trial. His father, congressman chaka fattah faces charges of his own. Deanna durante spoke to fattah jr. Deanna . Hes representing himself. He has a legal background but says he can do a better job than a defense lawyer. His father, congressman fattah, also has federal charges against him. He says his dad is supportive of his effort to act as his own attorney. What people should be doing is kind of like starting off with what they know. Reporter 33 year old chaka fattah jr. Says hes done nothing wrong, saying the governments case is weak and hes going to prove it. In the next few weeks, you know, the details regarding these issues will become clear, you know, it will, you know, something i think, you know, people need to know is that, you know, i wouldnt do anything wrong related to the Philadelphia School district. Reporter the charges against him include tax and bank fraud. Ive never done anything wrong, you know, weve had a, you know, i had a business relationship with a vendor for the School District of philadelphia. Its a multiyear relationship, and, you know, i earned money for work that i performed. Reporter i asked fattah about his dads charges. Prosecutors allege the congressman misused Campaign Money and grants. He says its making it harder to select a jury. After a day, a jury has not been found. Im not a politician. Im not a politician, so, you know, im not in public life, you know, i think that, you know, this will be public, but, you know, its important to know that ive never run for office, you know, i didnt sign up for this. This is not something i won an election and its okay to go through my personal finances for ten years. Fattah jr. Says he expects the trial to last for several weeks. He would not discuss the specific allegations, saying that is going to be explained in his defense. Deanna durante, nbc 10 news. Deanna, thank you. Congressman fattahs trial is not scheduled to begin until next spring. Here are more details on the charges against him, according to the indictment. Fattah is accused of misusing his congressional influence, stealing taxpayer money and charitable donations. Hes also accused of accepting a secret Million Dollar Campaign Loan and taking a bribe from a lobbyist who wanted to be an ambassador. He has denied all of the charges. Congressman fattah is married to nbc 10 anchor renee chenaultfattah. Renee is referenced in the criminal complaint, labeled as person e and an affiliate of the fattah enterprise. The feds allege she took part in the scheme to fraudulently sell a car in order to pay Closing Costs on a vacation home. She is not charged and denies any wrong doing. Renee is on leave from nbc 10. Turning now to weather and talking about a weather pattern, we are going to get an early taste of winter this weekend with temperatures down into the 30s. What about the rest of the winter season . The government released its forecast today. First alert meteorologist Sheena Parveen joins us now. Were waiting with bated breath, sheena, what about our area here . The National Oceanic and Atmospheric Association did release their 20152016 winter outlook as far as precip and temperatures go, so across the country they are basically looking at a weather pattern in place we call el nino, this is when the pacific water temperatures are warmer than average, so there you see warmer water in the pacific and you might be asking yourself why does this matter to our weather locally. Well, what warmer water temperatures do is affect air current. In this situation, sub tropical jet stream, there you see it streaming over parts of central america, but with this type of weather pattern, its going to alter the jet stream for the area. Were looking at the Southern States receiving the sub tropical jet because of the temperatures in the Pacific Ocean and what that means in return is you get the pacific moisture moving across parts of the country, which in this case would be the Southern States, so thats where we expect some of the wettest areas as we go into this winter, so locally that could mean part of our area seeing more precipitation this winter. So precipitation meaning either rain or snow or a mix, of course, that is all dependent on temperature. Now typically when you have this type of setup with that sub tropical jet stream over the Southern States, you also have the cooler temperatures there, as well. The warmer temperatures, this is compared to whats considered average for these areas in the winter and so far we are looking at maybe slightly warmer air mass in place over us. So again, this would dictate what type of precip we see, once that moisture comes in to play, but as we know, certain weather patterns in place at the time of the event, that will determine the type of precip, but so far we could be seeing slightly warmer temperatures, but, of course, as we get into the winter season well be updating for the area and, of course, always updating you with your weather even online, on our mobile app, and, of course this weekend we do know it is going to feel more like winter, so well show you those below average temperatures coming up. A Delaware Park gets a major facelift and a great new place to hold a gathering. Newcastle county leaders cut the ribbon at Brandywine Springs park. The friends of Brandywine Springs park group pushed hard for the pavilion. It can hold up to 125 guests and when its ready to be rented in the spring, it will have builtin grills and tables. This is beautiful, and this is what people like to see. You have to have somewhere where its preserved. It took about 150,000 to get this project done. The arizona senator says hes pleased to hear the president has decided to keep more troops in afghanistan. His remarks came after president obama announced 5,500 u. S. The republican president ial candidate says the president has simply recognized reality by delaying a planned drawdown of u. S. Forces. Shes long accused of president of not listening to military advice of both iraq and afghanistan. Fiorina was in iowa for a campaign event. He now is recognizing that afghanistan is becoming potentially a haven for isis and that the taliban is not on the wane, as he is trying to convince the American People of for years. But fiorina appeared to level criticism at former president bush, too, saying the nation building effort in afghanistan has been, quote, foolish and naive. And joining us to discuss todays announcement is nbc 10 military analyst colonel rick ke keirnan. 26 years of army experience, he served our country in germany, vietnam, and saudi arabia and presented with two bronze stars. Thank you for being with us, colonel. Quite a reversal of the president s previous position where he was withdrawing troops from afghanistan. What kind of message does this send to the American People who thought the conflict there was winding down . Well, i think we have two things to consider. Number one, weve been there more than a decade and i think when you look at the situation, you know, several years ago, it was more force on force. We now have a different type of enemy, which is the counterterrorism and the insidious presence of isis, so when the enemy changes its presence, we have to adjust to that also, and its not necessarily a larger number of troops against a larger number of troops, so i think this adjustment in strategy is probably going to be appropriate for the type of enemy that were facing right now. Colonel, were hearing a lot about isis these days. Seems every other day they are in the headlines. How will this decision affect the fight against that terror group if it does . I believe it does, because part of the smaller number of troops also advised includes a train and advise role, so even though we have a smaller number of troops, its not dissimilar from many years ago when we had advisers at the end of the vietnam conflict, so its a combination of coordination and cooperation with the afghan government. In the last decade, theyve had a change in their government. Theres been a change in the nature of the mission because of the enemys change, so i think you adjust your strategy and modify it to fit the current situation. And a smaller force, which is advisers and really adapt to working with the local afghans, is very appropriate now for the size force that we have and the nature of counterterrorists versus the number of large substantiative troops. And up to this point the president ial campaign hasnt touched much on afghanistan. We know that could likely change now. Nbc 10 military analyst colonel rick keirnan, thank you. Thank you. The announcement from the president continues on nightly news with lester holt at 6 30 tonight. Now your nbc 10 first alert weather with meteorologist Sheena Parveen. Well, today nice and cool, but also sunny. Tomorrow will still be cool but a few more clouds around. Heres a look up in the poconos with the sub about to set. Heres clear skies and tomorrow still in the 60s. If you needed a jacket today, youll need one tomorrow, too, otherwise its going to get colder as we go into the weekend. Were talking about our first frost and freeze of the season. Many areas will be in the 30s. Right now, though, low 60s through the Lehigh Valley, mid 60s philadelphia, up through trenton, wilmington 64 right now and south jersey and delaware the mid to low 60s. Tomorrow we will still be about the mid 60s, average high now 67 degrees. Then we go into the week and were going to see a bigger dropoff, into the 50s. Big difference from tomorrow, into saturday. Thats about a tendegree drop. Both saturday and sunday, those are high temperatures, 57 saturday, 54 for the high on sunday. Even colder as we go into the morning, so ill show you those in just a second. Right now nice and dry, but the closest rain is approaching the area. We have a chance of seeing a couple stray showers tomorrow as part of a cold front moving through, so that will be cooling us down into the weekend. Heres a look at future weather. This is tomorrow, theres the cold front just off to the west for your friday. Its going to move through and really drop those temperatures going into the weekend. So big area of High Pressure sets up, pulling down that cold air mass from canada and thats why our high temperatures arent going to get out of the 50s over the weekend and this even stretches into monday, so take a look at the morning lows. Near freezing, especially areas north and west through the Lehigh Valley, philadelphia area will be in about the mid 30s, some of our suburbs in new jersey will be at freezing, too. Thats why were seeing our first frost and freeze of the season. Take a look at it compared to the record low temperatures. For sunday morning, record low in the philadelphia area 32 degrees, forecast high around 37. Monday morning record low 29, forecast high about 34 degrees. And as far as we go into tuesday, morning lows still in the 30s, so this is going to be pretty widespread cold. Remember areas north and west through the Lehigh Valley in our new jersey suburbs you do tend to get colder. Those are areas were watching for freezing and below freezing temperatures. Thats why were going to have a widespread freeze and frost around in the forecast. Low temperatures tonight will not be that cold. 43 for allentown, 43 for reading, 50 philadelphia, some 40s in our new jersey suburbs, but it will still be cool. Tomorrow a cool day staying in the 60s, more clouds around than today. Slight chance of a shower with the cold front moving through. Into the weekend we are going to stay dry. It is going to be breezy, though, making it feel colder, too. Saturday high 57 degrees, but the morning on saturday wont be in the 30s, but sunday morning it will. 37 degrees, but our suburbs at or below freezing, especially into monday morning and monday afternoon. We are still going to be in the mid 50s, pretty chilly eagles game come monday night and we finally warm near 70 into the middle of next week. If you check your email using yahoo s renovated mobile app, you dont have to type in a password anymore. The new app includes an option called account key, so users can sign into their accounts by pressing on a notification sent to their smartphones. Yahoo believes the new feature will be more secure. Users can still opt to type in a password if they prefer that instead. You know, when you think back at the best memory from school, field trips may be at the top of the list. Well now google wants to help students in new jersey see more of the world even if they cant leave the classroom. How they are creating virtual field trips next on nbc 10 news at 5 00. Its a new experience for students across new jersey. Google is bringing them on virtual field trips. Nbcs pat battle shows how its taking them around the World Without ever leaving the classroom. Reporter watch as this eighth grader comes face to face with a great white shark, virtually. But it looks so close you could touch it. These students at newarks William Horton Elementary School took a field trip without ever leaving the building. Saw sharks, went to the moon and zoomed in on the moon and went to this indian marathon, i think. Yeah, it was real cool. Reporter all in one day. All in one class. Yeah, all in one class. Reporter they got there by way of google expedition, a Pilot Program that gives kids a pass port to over 100 destinations through these goggles. Google has recorded 360degree images and made them three dimensional and students can literally explore and see different aspects of the different sites through a virtual tour guide. You can see it and feel like youre there. Reporter the sixth grade literacy class is studying greek history and mythology. They are reading the fictional book Percy Jackson and the lightning, but the lesson made it real. Gets kids to really enjoy history in a different way. So this is fun. And they are looking at the greek monuments and understanding the references. Reporter horton elementary is one of eight schools here in newark that are going to be getting regular visits from the google expedition team, but this Pilot Program isnt being launched just here in the u. S. Kids in new zealand, australia, and brazil are getting virtual lessons, too. Its eye opening, its enriching. It gives students the opportunity to experience things that they might not otherwise experience. Learning could be a bit boring with regular things, but if you get to experience things you never did before, its more interesting. Reporter my greek trip to athens that was pretty cool. A dump truck and a pickup truck collided here 76 eastbound shut down at 4 00 in university city. Drivers have to get off at 28th street exit. Reporter really doesnt seem like its gotten very much better, jim. Traffic continues to be backed up for miles, not just on 76 east, but also on cedar roads Like University avenue. Westbound traffic into center city is not affected. That is moving smoothly, but a lot of cars who did not know about this accident going eastbound found themselves really stuck. As you said, traffic is being diverted on to 28th street. Folks cant get back on the expressway, so if we go to the scene now, you see that multiple tow trucks are on the scene. The dump truck that was on its side is being hoisted on to a flat bed truck, so it could be hauled away. Thats good news for drivers. The scene is getting closer and closer to being cleared. Crews put sand on the road just as a precaution just in case gas leaked. A tow truck has already removed a pickup truck from the scene that was also a part of this accident, but as you can see, crews are working very hard to clear up the scene, but advice is to still stay away from i76 east.
