Reporter its not uncommon for people with autism to have whats known as meltdowns or tantrumlike experiences, to the untrained eye it may seem very threatening. Some believe the only way to subdue them is use extra force. Patrick hopes his story changes that. First looking at daniel you may not understand that hes an autistic individual or he has any issues. Her team believes come boresome documentation requirements for one of the programs is part of the problem. The Water Revenue Assistance Program often requires applicants to show evidence of all household expenses, its specifically aimed at delinquent customers who make no more than 2. 5 times the federal poverty level. The city gave us numbers showing it was helping fewer than 7,000 as of february. They think that these are dead beats and what they are people who are just want to pay to get access to water. And for some reason bureaucratically the Water Department has not moved from that position. Is it helping enough people . Theres always a need to further reach out to people. Michelle runs water affordability programs for the citys ruv knew department. Separate from the Water Department itself which asks for the rate hike. She admits that the enrollment process confused some and needs revision. She and her team are now overhauling it but the changes and exactly how they impact customers is unclear. Today on the heels of our report the city council took action in order to keep you safe. Nbc 10 news at 5 starts right now. The nbc 10 investigators spent weeks investigating lead problems across the region. Now, philadelphia is using our results to protect people in the city. Investigative reporter Mitch Blacher spoke with city leaders. How are they responding . The council is calling for hearings to find out why one of the strictest lead laws is not being enforced. Its supposed to force landlords to fix lead filled homes before renting them to families with children under 7. Philadelphias lead poison kids are hard to forget. Those who tried to protect them say our investigation revealed a hole in the plan. You raised a lot of questions. This Council Woman thought her 2012 lead law would save children like 4yearold mariah. It opened up the flood gates again. Its an opportunity and a responsibility to relook at this. The investigators revealed since the citys lead law took effect, the City Health Department has only confirmed 1596 of the nearly quarter million rental properties in philly lead safe or lead free. When we talked to Health Officials for our original report we were told they dont have the money or the staff to do the job.
