Cullen was coming to the aid of others dealing with their own emergency. That frantic call came less than 10 minutes after new jersey state trooper shawn cullen responded to an accident and car fire on i295 in west deptford. Cullen is heard on dispatch recordings arriving at the scene around 8 15 last night. Minutes after that transmission, Authorities Say cullen was walking near the crash scene where several fire and Police Vehicles had their emergency lights on when he was struck by a passing car, driven by a 22yearold north jersey woman. I dont think there is a single variable thats not being looked at. Sources tell me there is no indication that alcohol or drugs were factors. Police say the driver who hit cullen stopped immediately and cooperated with investigators, no charges have been filed. We dont know how fast the woman was driving. Or how far cullen was from his troop car when he was struck. When it involve as fatality that elevates the accident to a whole different investigative level of thoroughness, and making sure that you have literally dotted all of your is and crossed your ts. Eli mccarson died responding to a call back in december, he was driving in heavy rain when he lost control of his patrol car and hit a utility pole. They say the two suspects took off in a rental car toward the city. New information from kensington we learned more about the condition of two girls and a woman hit by a tow truck last night. The woman and a 3yearold are critical. A 1yearold is stable. Surveillance video shows them get halfway across the street, they then stopped to wait for traffic when that tow truck driver hits them. No charges have been filed. States throughout the country have taken steps to protect police and emergency workers at accident scenes. New jersey, delaware and pennsylvania are among those that have what are known as move over laws. They require the driver to move over and change lanes if its safe at the scene of a crash or emergency on the side of a road. If its not safe you must pass an officer with flashing lights at a safe speed. 49 states have move over laws in place. Hawaii is the only exception. There is also no move over law in washington, d. C. As we said new jersey, pennsylvania and delaware, they all have move over laws, the main difference between the three states is the penalties, so lets start with new jersey where drivers can be fined between 100 and 500. In pennsylvania, that goes up to 250 but drivers can also lose their license if they injure someone. And to delaware the fine for breaking the law, lower at only 25. Investigators are sifting through the wreckage of a detrailed commuter train in northern california. The train jumped the tracks last night, sending a car plunging into a creek. Authorities say a downed tree on the tracks caused the train to derail. Nine people were injured. Four seriously. Darkness and fast moving water comply kated efforts. Rescuers had to fight the currents and smash windows to pull riders out. They say its a miracle no one was killed given the chaotic condition. Passengers described the ordeal. Hundreds of Special Olympics athletes showcased skills as they aim for spares, strikes and turkeys. This month bowling tournaments across delaware for the young stars who put in months of training. Tim furlong was in new castle for all of the action. Reporter it didnt matter how well they bowled. Just that they rolled the ball at all. Its great to see the smiles. Thats the main thing to me. Reporter hundreds with unique challenges here for the Special Olympics. She was the first Downs Syndrome in a gap titzment. She made friends including her bud know that they have more similarities than differences. Some people just judge people by the way they look or might act sometimes. But once you get to meet someone you can tell that they are much more than what they may look like. All kids are the same. Kayla may learn differently, may take her longer but at the end of the day shes at school and going to school with typical kids and thriving there. I got a strike in the first game but not a spare. Next at 5 we continue to hear from friends and family as they honor the life of a fallen state trooper. He was full of energy, full of life. He was the guy that would walk in the room and how sean cullen came to america and made his dreams of becoming a state trooper come true. Something left has them wondering what is in the water. Leaders are speaking out against the company and trying to ease peoples concerns. Thats next. A somber salute to a fallen state trooper. Today tributes are pouring in for sean cullen, a friend, a fiance and new father. The guy has family. We take it harder. Tonight the community is honoring trooper cullen as police try to answer what led to his death. Trooper cullen died early this morning, he was rushed to the hospital after being struck by a car. The crash happened last night while cullen was responding to a scene in west deptford. He was walking outside his cruiser when a car hit him. The driver stopped immediately and right now she has not been charged. Cullens family and fellow troopers stayed with him in the hospital all night. And we spoke with them today about their loss. His parents obviously, his brothers and fiance, too devastated to speak.
