And so we are seeing a bit of a delay on 95 at woodhaven road. You can see the traffic already starting to back up here and be on the lookout for that accident right at woodhaven road at interstate 95. Elsewhere, we are seeing some wet conditions. So be careful and slow down your speeds. Take a look at the drive times right now, even though its backing up we are not seeing that reflected down to the vine street expressway. Traveling on the schuylkill, still getting a green light. 13 minutes between the blue route and the vine and 422 still looking pretty good. Tracy . An update on breaking news we are following out of Montgomery County with a house fire in cheltenham. They katy zachry has been on the scene for a half hour. What can you tell us . Reporter if we walk over here, we have to be careful because they are rolling up the hoses as we speak, but this fire is out. It broke out on the 1400 block of wister drive at 4 30 this morning. I just spoke to the homeowner who was not inside at the time when the fire broke out, but she was called by her cousin who was inside. The only person inside when the fire broke out. Apparently, her cousin, an adult woman, was sleeping inside and was awoken by the smoke alarm inside the house. She was able to get out of the house and call the Fire Department call 911 herself. And she is unharmed. So thats good news in all of this. The bad news according to the homeowner, her house is extremely damaged. You can see from the first floor front window they had to break in, at least two up on the front floor. They broke in several windows as well. For the last half hour the ladder truck extended through the roof. Fortunately, they didnt have to but they had the ladder truck positioned on the roof in case hot spots flared up and they were going to cut through the roof. Now i just talked to the deputy chief of the lamont fire company who is standing in the driveway here. He tells me the rain and mist conditions, while you might think it may work in firefighters favor, it doesnt because the cloud ceiling is so low and hazy and misty. Firefighters cannot see as well if it were clear and dry. And that affects the firefighting approach. Food news no one injured. The power is out and turned off to this home. And new from overnight in philadelphia, a woman managed to walk away unharmed from this crash in Fairmount Park happening along kelly drive in Fairmount Park. The woman lost control and her car flipped over. Also new from overnight, five people escaped a house fire in philadelphias frankford section. This happened around 1 30 this morning on bridge street. Crews say the fire started in the kitchen and then spread from the kitchen to the second floor. One firefighter is recovering from minor injuries scene expected to be okay. No word on what started this fire. It is 6 04. This morning a new round of fiery exchanges at a Council Meeting has led to new controversy in a Delaware County up to. And our cameras were there to capture the shouting match. Nbc 10s Harry Hairston was live there in colwyn with what is happening. Tell us about this. Reporter the nbc 10 investigators have been following this story for months. Last night the borough manager is with me who some Council Members believe they fired you, but you spent the night behind the locked door here at the borough hall all night long. Why . Because theres four thieves on council. And i have to protect the records here. I have to protect the finances. Theres a Million Dollars in the bank that they are after. And this is its criminal. Reporter but four other members at the tumultuous meeting voted and said youre fired. Why would you be here at this point . Are you allowed in this building . The meeting was adjourned. They did it after the adjournment. Thats not legal. And councilman lesher is trying to extort myself. Translator so reporter so youre saying it is illegal and youre still in office. Absolutely i am. The borough can do business here but they will not be open to the four Council Members who are trying to steal records and trying to overtake the bank accounts. Father Andrew Mccormick is accused of molesting an 11yearold altar boy in 1997 at the church. The judge declared a mistrial when the jury couldnt reach a verdict. The second time a jury could not render a decision in the case against mccormick. And now to the race for philadelphia mayor, the candidates have more events on their busy schedule after attending another forum last night. The six democrats laid out their visions for the citys future during this event. In the Community College of Spring Garden the forum focused on Job Development and affordable housing. The candidates will meet at two more forums today. One starts at 10 30 this morning at the Cast Iron Building on arch street. The other slated for 7 30 tonight at Fox Chase Elementary School on ron street. And voters will go to the polls on tuesday, may 19th for the primary in philadelphia. Then on tuesday, november 3rd voters choose the next mayor of philadelphia in the general election. Theres only one republican running for mayor, so theres no primary for the republican candidates. Philadelphias naacp is calling for a return to local governance over philadelphia schools. Yesterday the organization along with Jane Blackwell called for a local board not the full Reform Commission to oversee the citys public schools. A nonbinding referendum will be on the may primary ballot. The naacp is hoping to see increased voter turnout to address the question. And at last one person died after a tornado touched down in Northern Illinois thursday evening. The town of rochelle took a direct hit about 80 miles just west of chicago. Look at this this damage is widespread and the extent of injuries is not known. The same weather system could bring Severe Weather to the northeast today. Potential will come with the line of storms still active well to our west in the ohio valley right now. What were seeing this morning is scattered showers with thunderstorms and fog. Its murky and chilly. 39 degrees in reading. The rain is falling at 42 degrees in philadelphia. And trenton has seen some rain and some lightning, too. Right know a light rainfall at Blue Mountain seeing some light rainfall at this time. The rain is going to be on and off this morning. Showers will roll through philadelphia. Now its thunderstorm activity that is in Jackson Township and upper ocean county. That is just part of what is going to be heading our way today. This is the line of greatest concern. Its now moving through eastern ohio and into western pennsylvania. Look at the storms in kentucky and tennessee. Thats where we have seen Severe Weather the last few hours. That line is on the move. By 11 00 this morning, the showers look impressive here with much warmer temperatures ahead of the storms. And during the afternoon and evening commute, 5 00 to 6 00 we could see heavy downpours with potentially Severe Weather. Keep an eye on the sky and grab the umbrella needed at times today. It wont be the allday rainfall. With breaks of sunshine the temperatures can climb into the 70s today. A cooler weekend but the storms are out of here for saturday and sunday. 66 on saturday. And happening today, the trial begins for two men arrested after this philadelphia wedding fight that went viral. Matthew sosca and another suspect are chargeded in the 2012 brawl between two wedding parties at the Sheraton Hotel in society hill. Sosco was the brother of one of the grooms and a relative of one of the brides died of a heart attack. And a Police Officer sumpedffered a concussion. And police are looking for the man who robbed a University City bank in a top hat. The man went into the td bank on 37th and walnut after 7 00 and handed the teller a note demanding one. We were there last night while crews searched for clues on the scene. The suspect was able to get away with more than 400. A coalition of neighborhood and social Service Leaders is urging wilmingtons mayor to fully implement a Police Restructuring plan. Now according to delaware on line, the group made the request yesterday because mayor Dennis Williams already rejected two of the recommendations by Law Enforcement experts. Those consultants said the Police Department needs to be modernized to reduce gun violence. Mayor Williams Office issued a statement saying he remains open to meeting with the consultants to explore how to effectively implement Public Safety strategies. From our south Jersey Bureau police are using a new hightech ballistics device to get criminals and illegal guns off the street. Camden police shows us this device to analyze shell casings found at crime scenes. It is 3d and high definition. The first of its kind in south jersey. When the machine analyzes a shell casing, it can match it with other guns used in other cities and states. They arrest the firearm and we test fire it and link them together. Uh we are going to find out who committed the crime. It is in the fourth week of use and the police have already solved a crime linking two separate cases. New skrutcrutiny this morning between jerry jones and Chris Christie. This time it has to do with the World Trade Center in new york city. The Company Operated by jones operates the Observation Deck there and they have subpoenaed records about how that company got the contract. Christie and new yorks governor control the Fort Authority which operates the World Trade Center. Now according to a new poll governor christies Approval Rating has hit a new low. A Rutgers Eagleton survey found 54 of registered voters disapprove of the job governor christie is doing. 41 do approve. The poll also showed the republican governor sinking to new lows when it comes to rebuilding after Superstorm Sandy as well as taxes and the state budget. A new Study Suggests levels of radon have risen in pennsylvania since the practice of fracking started in parts of the state. Researchers say they cannot directly link the two but have seen a trend. Radon levels in homes starting to inch between 2004 and 2006 the same time fracking began to increase. Fracking releases natural gas by blasting water deep into the ground. Ry researchers say the gas can carry radon with them, but it can also be due to houses being sealed up more tightly. And happening today officials in Chester County will celebrate the expansion of an autism assessment center. The Devereux Center will provide families with autism testing, support and guidance services. Also families will not have to wait as long for diagnosis. The centers clinical director said adults with autism will benefit just as much as the children. They need a diagnosis to help understand what it is why they are having difficulties with social skills, difficulties in their job and to help them get the right treatment also. The truck is out here but the car involved in the crash moved out of the way. So that truck is partially blocking the right lane there. And you can see the wet conditions. Take a look elsewhere on 95 this is the southbound side at girard where we are starting to stack up out there. Normal volume plus with the wet weather and limited visibility it could be adding to that. We just found out about this crash in Montgomery County in towamencin. Be careful if this is part of your morning commute. And well check on the drive times slowing down on 95 southbound from woodhaven road to the vine street expressway. That will take you 24 minutes. The Police Issued a first alert for the potential for Severe Weather later today, but were already dealing with showers and some thunderstorm activity. 42 degrees. Its a chilly start. But its going to be a warmer day. Potentially up 30 degrees. Right now a rainy, foggy view from south philadelphia and in the pocano mountains rain is falling. Thats a view from camelback with the snow disappearing. Temperatures are chilly enough for the snow to stay put in the pocano mountains. Bundle up heading out this morning. Carry the umbrella with temperatures warming up with the threat of showers to stay with us. Just a few spots on the radar screen right now. The first round of thunderstorms has already moved off to the northeast. But this is what is on the way. This line of storms has already produced Severe Weather and overnight we saw potential tornado activity in kentucky. Now, behind the storms thats the weekend. Well be clearing out nicely. A line of storms will cross the area. 4 00, 5 00 6 00 just timed for the evening commute we could see Severe Weather. This morning we have already seen showers and thunderstorms but the first alert weather day has been issued for severe storms later on that could produce damaging winds as well as hail and heavy rain. We have seen some areas of heavy downpours, but they are quickly moving off to the east northeast at 40 miles an hour. The first storms are just pushing off the jersey coastline. The showers will be on and off this morning. And this afternoon murky with clouds hanging in there. Well see cooler temperatures this afternoon. 62 degrees at 2 00. Crews have put out a fire in cheltenham but not before causing heavy damage. Katy zachry is live at the fire scene. Katy certainly levy damage but it could much worse. Reporter theres a Silver Lining to this. One person was inside a woman living inside she woke up to the smoke detector. And she was able to get herself out and call 911. So she is okay. And fortunately, the house is seeing extensive damage from the outside and inside looking in on the first floor where you can see firefighters had to break through several windows. The same situation exists for the second floor. Now, not long ago i talked to the deputy chief of the lamonth fire company. Heavy flames and smoke broke out, but his firefighters went around the back of the house and started to pour watter into the kitchen area where they think the fire began. Now, i asked him because throughout the morning theres been rain and mist. And you would think that would help the firefighting effort but heres what he had to say. It doesnt help too much. I mean it depends on the cloud ceiling down with rain and smoke coming down more on top of us. So sometimes it helps and sometimes it doesnt. Reporter did it hinder your firefight this morning . Actually we had a Good Opportunity to get inside and see the fire as well. Reporter and deputy chief williams tells me his guys got this fire under control pretty quickly. For the last hour they had a ladder truck extending to the roof with hot spots flaring up and they have to break from the roof. Fortunately that didnt happen. As you can see, they have removed the ladder on top of the ladder truck and they are rolling up the last of the hoses. In the next half hour or so they expect to get out of here. Unfortunately, the house behind me with pretty extensive damage with the fire mar sholshall on the scene. It looks to have started in the kitchen. Reporting live katy zachry nbc 10 news. And 6 34. In an nbc 10 exclusive, tensions have boiled over among leaders in the Delaware County town. And our cameras were there as the Council Meeting erupted in shouting. Mad delucia has been following fiery exchanges between the Council Members. Matt, what happened and what are Council Members saying about it. Reporter one Council Member said they had to make changes or the fighting wouldnt stop. And that point the fighting got worse. The fighting among the Council Members came to a head last night with name calling profanities and calling. A motion to revise council. All right. Take a vote paula. We got rid of the faction on council causing a lot of trouble. Reporter fred lesher is the new Council President but didnt start the night that way. After a vote to fire the code enforcer, there was an attempt to adjourn the meeting. President paul mueser and another member left. But the remaining Council Members continued with their own meeting firing paula brown and then installing fred lesher as the new president. In spite of the argument going on until tend of time if we didnt make changes. I think i have the most longevity as far as being in the borough and the political experience. I have never seen anything like this in my entire life. So it will have to be investigated and hard questions asked here. Reporter nbc 10 covered several meetings that ended in argument. Now the d. A. s office and state has been asked to step in. Mayor michael blue says theres nothing he can do and the fighting makes him sick. It seems to me every time we are on the right track somebody steps in and shadows back down. Reporter moments ago our own Harry Hairston spoke to paula brown, the borough manager who some Council Members say is fired. She says she is not. You have seen that office right there as she stays in her office all night. Heres what she had to say. Will the doors be open for Business Today . Reporter the borough residents can do business here and can contact me. They will not be open to the four Council Members because they are trying to steal records, they are trying to overtake the bank account, and i have a duty to protect the residents of colwyn. New dash cam video shows the start of the encounter with a white Police Officer and the africanamerican driver hes accused of murdering. Take a look at the video from the patrol car of the now former North CharlestonPolice Officer michael slager. He grew up in Burlington County and pulled over walter scott on friday for a faulty taillight. In the video you hear slager ask for license and registration. And slager walks back to his car to check the license, scott bolted from his car and slager ran off him. Moments later the cell phone video caught slager firing eight shots killing scott. Slagers mother expressed sorrow for the victims family. From one mother to another mother i can understand it. So i just want them to know i am sorry that this happened. And that this is has made a change in everybodys life. Michael slager said he opened fire because scott had taken his taser and he feared for his life but the video doesnt show scott taking the taser. The North Charleston police fired him after the cell phone video surfaced. The National WeatherService Teams will be in illinois to assess the damage after a deadly tornado touched down last night. One person is dead and many more injuries after this. Tornadoes ripping through the rural field of Northern Illinois. Were getting more and more video into the newsroom showing the storms fury. The emergency crews made rounds overnight to check on residents after the storm passed. We know the path that the storm took. And so that is the path were going over now. And were double checking the homes and farms along the path. This could bring Severe Weather to the northeast today. Meteorologist bill henley is joining us now, i dont expect to get tornadoes but maybe Severe Weather and possible some hail . Theres a chance of hail damaging winds and heavy downpours. And at times for the afternoon commute, 4 00 5 00 6 00 well see the line come through the area. We have already seen storms this morning. Nothing severe but there has been thunder and lightning. Grab your umbrella headed out the door. The showers have already cleared philadelphia, but they are still pushing through parts of new jersey. The steadier showers have moved through Burlington County and ocean county. And now they are heading offshore. Those showers will get a break and then well turn our attention to that line that has produced the Severe Weather. And that is a welldefined line from western pennsylvania through the south into mississippi and now northwestern georgia that is likely to cause flight delays. And it could cause damage later on this afternoon. At noontime, showers are in western pennsylvania but they are making steady progress and they fire up as we head into the afternoon and evening hours. So stand by for a rocky afternoon. First alert has been issued. Showers and thunderstorms, most likely from 4 00 to 6 00 in the evening. Then out of here heading into the later evening hours. With some breaks of sunshine we could get into the 70s today. Potentially 30 degrees warmer than it was yesterday. If the clouds hang in there, the numbers could stay lower. New this morning in the past ten minutes, two sources tell nbc 10 Hillary Clinton will announce candidacy for president of the United States as early as sunday and is expected to announce on social media before making Campaign Stops in iowa. Hillary clinton has not official lip commented on the report. Supporters unveil a new approach to save a church slated for philadelphias st. Laurentius. At a Community Meeting last night, supporters said they will take their fight to the city and state seeking to save it on Historic Preservation grounds. You cant just knock a building down from the 1800s without people looking at it. I am catholic and would love the see the church remain in some sort of sacred way, but im very open to it being used for secular purposes. Its a beautiful space. The average diocese leaders say the building is in imminent danger of collapse and the parish doesnt have money for repairs. Supporters say they have raised half a million to fix it. Trentons mayor and police are looking into a case of a crowd that beat up two teenager sisters. Nbc 10 was in gray grant park yesterday where mayor eric jackson talked about what happened. Police say the attack happened at the park on monday. Reports say the two girls were beaten by a crowd of people. Others cheered and shot cell phone video that was then posted online. The mayor said this behavior will not be tolerated. This behavior will not be tolerated and we want to encourage adults to be a part of problem solving. Dont encourage these things but be active to help break it up dismiss it and or call the police to get here immediately. Major jackson urged patience as authorities look over the video. And settling more victims cases brought on by Jerry Sandusky have been approved payouts by penn state. He is accused of sexually molesting young boys. Associates of governor Chris Christie could face fraud. Investigators are looking at whether the aides used lane closures of the George Washington bridge as political retribution. And Princeton University shows that students are getting the best education for schools in new jersey. Despite having the second highest tuition in the state in 2013 students at the Ivy League School are getting the best value. They gave out an average of 37,000 in scholarships and grants and the graduates started at an average salary of 56,000. Then here come the storms 4 00 5 00 and into the 6 00 hour with the storms rolling through the area. By 7 00, most of them are pushing offshore. Taking a look at a live picture from our photographer john panfile. The cameras were so foggy that you couldnt see the incident. This is the westbound side of the ben franklin bridge. The downside in old city. So this is restricting travel lanes to two lanes and really causing a slowdown on the ben franklin bridge. Youll want to take the betsy ross bridge or the walt whitman bridge to get around it. Those two are clear. Those are your best alternates. Taking a look at interstate 95 in this area we were seeing an accident on the woodhaven road ramp to interstate 95. It is off to the shoulder. But take a look at the drive times. 95 southbound from woodhaven road to the vine street expressway will be 41 minutes. And taking a look at 76 and 422 also slow. And Early Morning house fire in cheltenham is out but not without tense moments for the woman who was inside when the flames started. Ill have an update coming up. This is the home in cheltenham that is behind the Cheltenham Mall that went up in flames around 4 30. When the fire crews got on the scene, they got a handle on it and put it out quick lip. But theres extensive damage inside and firefighters believe it started in the kitchen. There was a woman sleeping inside when the fire broke out. She woke up at the sound of a smoke alarm and made it out safely. The fire marshall is on the scene looking into the exact cause of the fire. Again, someone inside made it out safely this morning.
