We have learned that the students boyfriend is behind bars. Nbc 10s kay tyty zachry is on the scene there on the millersville campus. Tell us what you know. Reporter we know the suspect is now in jail. It is quiet on campus right now, but this time yesterday morning it was a very different scene because thats when the victims body was found. Now, the victim is 18yearold carly hall who was found dead inside her dorm room at 5 00 yesterday morning. Soon after her body was found, her boyfriend 19yearold Gregorio Orrostieta was arrested for aggravated assault. Hes currently in the lancaster prison this morning being held on 1. 5 million. The university tells us orrotstieta is not a student here and investigators have not leased how hall died. They are waiting on more information from the medical examiner. We understand an autopsy is going to be done later this morning. Also yesterday grief counselors were on campus for the friends and family of the victim and will be back again today. Someone broke into this home and shot a woman and two men inside. One of the men died an hour ago. The other victims are expected to be okay. No one has been arrested. Officials are investigating a fire in the philadelphia area that broke out in an apartment in sillversilverwood. There were no serious injuries. Now to an nbc 10 exclusive, calling for backup. We have learned the wilmington homicide rate has prompted police to bring in help promming city streets. So far this year the Wilmington Police reported 20 shootings including 7 murders. Jesse gary is live in well mingilmington this morning. Police are walking the beach this morning, but tell us more about this. Reporter this report has impacted the National Economy and this is a breeding ground for crime. Over the past decade, this relatively small city has seen two dozen homicides about each year. In 2012 there were three dozen. We have learned the New Castle County police will now patrol with wilmington p. D. The Public SafetyStrategy Commission meets for the first time this week but the county executive says any solution to crime must start with the group. We have the opportunity toe so that wilmington has created very sad situation where the unemployment is high homeless rate is high nonprofits are occupying half the city. Reporter he believes its important to create a friendlier business. He is looking into ways to create tens of thousands of jobs, and well talk more about that coming up in the next hour. Arthel garcia was 19 when arrested and charged with murder. In november 2013 Christian Matthew was walking to a friends home when garcia tried to take the head phones but he refused and he shot matthew in the chest. Father James Brennan is accused of sexually abusing a 14yearold boy in 1996. He went to trial in 2012 but the jury could not agree on a verdict. He was tried alongside monosigner lind. Brennans new trial is scheduled for next month. And the man accused of setting fire to a house for a city councilwoman goes to trial. The man broke into maria sanchezs property last march and stole jewelry and started a fire. The councilwoman was not living there at the time. And a hearing today in camden could determine if the sale of revel will go through. The emergency motion from revels utility supplier and former Business Center will be heard in court this afternoon. The 95 million sale which was supposed to go through today but a judge delayed it in order to deal with the issues. Just yesterday we learned that the florida developer who wants to buy revel who kept threatening to back out of the deal is now willing to extend the sale deadline to the end of the month. Some treacherous traveling conditions this morning. Temperatures right now a freezing in philadelphia. And thats sleet and freezing rain coming down into the area. And that is going to make for some icy conditions not only this morning but during the afternoon for an extended period during the day. Well see some light freezing rain in the area. Slippery conditions this afternoon. And later today, it changes over to sleet and snow as the atmosphere cools. That will happen this afternoon and this evening. Right now mount pocano is reporting freezing rain at 30 degrees. 30 in trenton and wilmington 35 degrees. The conditions are right. And you can see the layer of ice on the lens. This is the view from camelback. This is our lens that has iced up first thing this morning. And youll see that on the roadways and sidewalks and railings this morning for Doylestown Trenton and northeast philadelphia and pottstown. Theres not a lot of moisture out of the sky, but it does not take much. Roxborough just got colder at 30. Northeast philly is at 31. Heres the moisture moving through, very light precipitation. Thats good but again, with icing conditions this morning its going to make for slippery travel in and around the i5 corridor and areas north and west. And theres going to be more moisture moving in as the day goes on. The future weather hour by hour shows that 9 00 is seeing spotty, light showers from the i95 corridor to areas north and west. This is the area of greatest threat where we are seeing the icing conditions. Farther to the north, thats snow. As the atmosphere cools later this afternoon and this evening, areas north and west will see snowflakes as well as sleet and was. You can see it spotty at noontime, but during the afternoon the wet weather is back. And the temperatures are going to be holding steady. So even later this afternoon, not only the morning commute, but the afternoon commute is at risk for freezing rain. So be on the lookout for slippery spots this morning. And dont be surprised if we see a bit of sleet and snow later this afternoon and this evening. Through it all, temperatures will be stuck right around freezing today. Nbc 10s jillian mele is watching what is happening across the roads. Good morning. We have an accident along the highway of the entire area in delaware and new jersey. This is a live look at Montgomery County with the blue route near the midcounty toll plaza. You can see in this live picture that the roads in this area are wet, but wherever you are waking up or traveling this morning, the wet roads could be seeing icy patches. Thats what you need to watch out for this morning. Slow down and take your time. Its always a good idea, whenever we see the precipitation, you can leave yourself a few extra minutes in case you run into extra problems, but no problems to report on the blue route and northeast extension that is also clear this morning. Drive times are clear between quakertown and the pennsylvania turnpike in both directions with drive times averaging 22 to 23 minutes. So for drivers on the northeast extension, youre not dealing with any delays. Also no accidents to report the entire length. If you are waking up in the Lehigh Valley 22 78 and 309 are all free of any problems. Potential for icing this morning as temperatures are right around the freezing mark. And weve got rain moving in. This is a rainy view from here in the nbc 10 studios. The wind is blowing bringing in the moisture and temperatures have come down this morning. Now philadelphia is at 32 degrees. Atlantic city is 33. Reading is at 34 but much of the area is at or below freezing including the pocano mountains. We are seeing the Ice Accumulation from the rain that has moved in but freezing rain in the mountains and other parts of the area too. Extreme eastern Chester County montgomery and bucks county and into Burlington County in new jersey through northeast philadelphia this is the area where you may run into icy spots thanks to freezing rain to start things off this morning. Theres going to be breaks in the rainfall during the day, but theres more rain in the area heading into the afternoon. Look at wrightstown, thats going to be ice. Potential for doylestown and pottstown. Coatsville not seeing the rain but the potential for icing is there as more rain will be developing during the day. The hourbyhour forecast at noon, look at the potential for icing and the temperature of 31 degrees. We get showers in philadelphia as a possibility. This computer model is showing most areas north and west are more likely to see the precipitation. Still the possibility of light rain and it will be freezing rain even into the Late Afternoon hours as temperatures are stuck in the lower 30s. And look at the snow that develops later on this afternoon and into this evening. And that will start to come down towards philadelphia during the evening hours and even late this evening. 10 00 tonight, well see freezing rain mixing with sleet and some snow in the northern and western suburbs. So its not a lot of precipitation, but its just enough to make some slippery conditions during the day as the temperatures are going to be stuck near freezing. Tomorrow well get rid of this. The clouds will be clearing out and temperatures will be cold. There may still be slippery spots in the morning, but 41 degrees. They will be disappearing into the afternoon. And well be above freezing on wednesday afternoon as temperatures dip down into the 20s on thursday. Later into the week well have a wintry mix, we wont see much of an accumulation but well be colder again for the weekend. And this is no picnic.
