New from overnight police are investigating this crash in Northern Liberty. Septa tells us that a car hit a route 15 trolley around 3 00 this morning at west girard avenue and North Lawrence street. The car also hit several parked vehicles according to septa. The driver of that car ran away from the scene there in Northern Liberty in philadelphia. Nobody was hurt. Also new from overnature philadelphia water crews are repairing a broken main in sultanville. Water started gushing out of the pipe here on rising sun avenue around 4 00 this morning. We have been checking with the Water Department to find out if anybody is without water this morning and when this problem may be fixed. We learned overnight that more than 80 homes now have their water back after a water main break, this is in south philly. This was the scene at rittner and south lambert streets last night as firefighters had to drain water from the basements of several houses. Nbc 10 spoke to one of those home owners. You have 100yearold mains, when they start replacing them maybe we wont be having these problems and the city wont be putting out all this money. Crews repaired the 6 inch main before 1 00 this morning and Water Service was restored to the homes in the area. Now to new information from a witness about a house fire that we first told you about as breaking news last night. One person died in the blaze that broke out at 53rd and kingsessing streets around 11 00. The witness tells us how he tried to help a victim inside. Got the gate door open. I kicked the door in. So once i kicked the door in i rushed in there but the fire was it was crazy. The man who died his identity has not been released yet. The cause of this fire is under investigation. Today, Funeral Services will be held in Kennett SquareChester County for murdered College Freshman karlie hall. 18yearold hall who was from chadds ford attended Millersville University near lancaster. Police say her boyfriend killed her last weekend. Millersville students wore purple yesterday to raise awareness about dating violence. Hall and her boyfriend had been dating for about a year. Prosecutors have charged 19yearold Gregorio Orrostieta of Kennett Square with first degree murder. Investigators say he beat and strangled karlie hall in her dorm room last sunday. Orrostieta is not a student at millersville. He will be back in court in lancaster this week for a preliminary hearing. This weekend, Family Friends and colleagues are remembering a Fallen Philadelphia Police officer. He was an outstanding person great officer and he will be missed. Last night in olney they held a vigil for officer john pawlowski. He was killed while responding to a robbery in progress of a cab driver. This time of year in 2009. Pawlowski was 25 years old. His killer is now behind bars serving life without the possibility of parole. Pawlowski is survived by a wife and a child. District attorneys all across pennsylvania say that they are planning to challenge Governor Tom Wolfs decision to suspend the Death Penalty in the state. Governor wolf has called the States CapitalPunishment Program flawed expensive and unjust. He now says that he is waiting for a review of the system before he signs any more death warrants. The governors supporters point to high reversal rates, insufficient defense for the accused and high costs. Since the 1970s only three inmates have been executed in pennsylvania. Dozens more sentenced to death are in the appeals process. If thats not evidence that our system is really not working, needs to be more carefully looked at i dont know what could be. What he did was thoughtful prudent and appropriate. Governor wolf plans to sign a temporary reprieve for each execution case that crosses his desk while waits that review. Coming up later this morning at 6 30 youll hear from a state lawmaker who says that hes outraged by the governors move. Now to news from city hall in philadelphia, the Nutter Administration has reassigned a top official at philadelphias department of licenses and inspections, pending an investigation he was director of emergency services. The inspectorgenerals office will look into his oversight of new demolition regulations imposed after the Center City Building collapse that killed six people in 2013. Theres no word yet on what his new duties will be. From our Jersey Shore Bureau investigators are trying to decide whether to file new charges against a boater accused of faking his own death last summer. Andy biddles surrendered to authorities. He staged his appearance on july 20th it came after he was indicted on theft charges connected to the boat company that he worked. Law enforcement sources believe that biddle spent some of his time as of late in florida. In canada Authorities Say they put a stop to plans of a valentines day massacre. Wheerz with we heres what we know, a 23yearold woman and a 19yearold man were planning to go to a mall in halifax and kill as many people as they could before committing suicide. The woman arrested in the plot was from illinois. The 19yearold man killed himself, committing suicide as authorities surrounded his home. Police arrested craig hicks in the shooting death, all the victims were muslims. Documents show police recovered at least a dozen firearms and ammunition from hicks condo. Hicks criticized all religions on social media. Calls are now growing for a federal hate crime investigation. Hicks wife and some neighbors say he was having a dispute two of the victims over parking and noise at their condo commune. According to the fbi, their investigators will look into that evidence in the case stopping short of launching a formal investigation with local police still in charge. In las vegas, the mother was shot in the head while teaching her teenage daughter how to drive. Police call it a case of road rage. They say an angry driver shot the woman after following them to their house. The mother is not expected to survive. Right now, police are searching for the gunman. Now to news in washington, the family of an orchard worker killed by police on tuesday has filed a 25 million claim with the city of pascoe. The suit stems from an altercation caught on video. It appears to show the 35yearold throwing rocks at officers. He was confronted by police and shot when they say he refused to comply. The officers involved have been placed on leave pending an investigation. Oregons longtime governor is resigning from office amida scandal. The democrat says his resignation will be effective on wednesday. This comes amid suspicions that his fiance used her relationship with him to land contracts for her business. Federal prosecutors subpoenaed state records and emails relating to the couple and the governor governors administration. Kitzhaber insists hes broken no laws. This is like a Clearing House shelter for people who go into the system. They come here first and then theyre sent to other shelters as space permits. This is opened 24 hours a day, 7 days a week. Just inside talking to officials, we cant go inside and shoot because of privacy rights but we were talking to officials who say they have full occupancy right now. So every space is taken up and they are actually putting out a plea for warm clothing ahead of the brutally cold weather thats supposed to move in tomorrow. Within i talk about warm clothing, take a look at our video. Cameras were in old city last night, caught up with car parkers out in the elements, obviously. These folks can park cars and get inside for a respite from the cold. Folks here a c asking for assistance if possible dropping off warm clothing for those who are less fortunate and also shovels, because you know were going to get snow and snow squalls. The trooper was serving an arrest warrant at a reading row home. The trooper opened fire on 35yearold Richard Carlin early yesterday morning after carlin refused to follow police commands. Its unclear if he was armed. According to authorities the suspect was on the run since posting bail after allegedly threatening south tucson officers in arizona with a sawed off shotgun. This is in 2013. When investigators in reading tried to serve the warrant at the house in rare street they say carlin tried to escape out of a second floor window. Carlins alleged accomplice sherri grikkin will be extradited to arizona. Deldot says their money problems are so extensive, the state may have to pump the brakes on 600 million in road and bridge projects. The state had to reallocate 40 million that used to go to the department. The agency said it is operating efficiently but there just arent enough resources to maintain and grow state roads.
