Without a doubt. There should have been at least a twohour delay, you know, to let everybody get here safely. Terry is a teacher in ventner. Her kids go to school in Atlantic City. I had to take them there and then here. The superintendent of schools tells me she collaborated with her counterparts between 4 30 and 5 00 a. M. And says the decision was made at that time because it wasnt yet snowing. She said they thought the streets would be okay. They had enough time earlier this morning to let everybody know and its just Little Kids School busses, everything. On social media, some parents came to the defense of school administrators. Reporter guys i still feel like a goofball wearing these snow pants because we grow you have from Sussex County to dover and theres still not enough snow toes in estate snow pants and we went south and they indeed, got hit pretty good. You could see from our dash cam the deeper south you went into delaware this morning the more snow you found. By the time we got down to milford, we were down to one lane in delaware route 1. Louis got hit hard. Shovellers were out and the whole deal the schools were closed and so, too, were all of the outlets. The guy drivering this plow truck said keeping people home was a good decision. People getting out and try to shop and the employees, and the back roads were terrible they tell me. The dewey way of life was chillier than normal. Huge pieces of the bay frozen over. In bethany, some of the higher snow totals and thankfully the town is quiet and all of the beach towns are and only the bravest out to take pick theures and the few people out here not enough to get dollys to open up. With the temperatures the way they were nobody will venture out of the house and once this breaks theyll be out in droves because theyre stuck in now. Snow now means good later. Absolutely. It was an inconvenience for most of delaware and its all cleaned up in dover and it will take another day to clean it up in Sussex County and overall not too bad. By 6 00 this evening, temperatures in the upper 20s and by 10 00 tonight we should be in the upper teens around philadelphia and there is a chance that some seks north and west could see snow flurries and tomorrow we could have a few snow showers around and ill show you that coming up and our next chance of wintry weather and thats straight ahead. They include new housing, but dorms forra a Community College . It doesnt sound like the traditional way to go. The Vice President tells me that the Community Colleges rather are changing. Typically, students would get off the highway and park their cars here in front of the academic building, go inside, have class and then go home but he says after two years of research theyve determined that students here want affordable housing. As an International Student you know its expensive to get a good education and American Education is highly recognized. Reporter zimbabwe native grace bobco took time off to travel, but when her mom said it was time to get back to school she came to montgomery Community College to get a degree. We have to have activities and stuff like that and i think Student Housing is the key for that. It is host to 4500 students and the college Vice President says students want housing, and the college is hoping if they build it more will come. Community colleges are in the spotlight in the country right now. The president of the United States in almost in every speech he has on education, hes talking about Community Colleges because theyre affordable. The west campus has grown. In 1996 just 200 students were enrolled here with the proximity to chester and Brooks County it dragged significant student population from outside the county. A lot of times the only help the Student Needs is housing. The college said it did an extensive study and is working with a developer looking for land to determine the scope and needs of the complex, one that will be for Montgomery CountyCommunity College students only. Most of the undergraduate students are attending Community Colleges because its affordable. A downed wire trapped hundreds of commuters this morning. It happened after the train left the stop at rosalind at 8 15. Septa says the overhead wire somehow snagged on the top of the train. 500 people on board came to a sudden stop. The whole train went up in the air for maybe a foot it felt like, like you were on a roller coaster ride and it came crashing down and as soon as it came crashing down all of the power went out. An nbc 10 viewer sent us this video of the passengers transferring to a rescue train. They had to wait 90 minutes in the cold for the new train. Septa says the extreme cold may have made the power lines brittle causing the snag. Dozens of residents rallied on behalf of local students. I guess as a yankee from the north i find this to be amusing. In virginia, the snow covered cars and it also blanketed streets that are in richmond. We are tracking another set of Winter Weather and that could move in for part of the weekend and not the entire weekend. We are tracking very light snow showers and parts of the area could see this even as we go into the day tomorrow. Frigid wind into february so march officially starts on sunday and it is going to be well below normal until we get there and our next snow and ice chance could be coming sunday too and not until later in the day and it could be in the weekend forecast part of it. Heres a live look out at center city and still quite a bit of ice on the Delaware River and we are seeing mostly cloudy skies and come next week we have a warm up and a lot of this ice should start to go away. In philadelphia cloudy temperature below freezing and feeling close to 10 degrees colder with the wind around and as far as the temperatures are concerned over the next few days or several, i should say, well stay well below average and average high 47 degrees and today we got to around freezing and tomorrow will be a little bit colder around 29 degrees. Saturday, 30. Sunday, 35. Still below whats considered normal for this time of the year and like i mentioned, sunday is the first day of march and to start the month of march well actually be 12 degrees below normal to go into the month of march, but we will see a warmup as we go into next week. Right now temperatures for the rest of the area mid to low, upper 20s and low 30s for the rest of the area so either at or below freezing right now and we are tracking a few flurries in areas north and west and nothing that should be significant. We could see a few more tomorrow and heres a look at future weather and like i mentioned, even a few flurries tonight and we could have a few snow showers around and it will still be a cold day and dont be surprised if you see this and it shouldnt amount to anything really. We start cold but we also start your saturday on a dry note so thats good news. We go into sunday well be watching an area of snow and rain and also ice and that will be down to the west and southwest as we go into sunday afternoon. So this is expected to move in later sunday night and well be keeping a very close eye on it and keep that in mind as we end out the week and we could see icy conditions late in the day sunday. Chance of flurries mainly north and west and temperatures in the teens for everybody. Then we go into tomorrow and a bitter cold day with the chance of snow showers around. 27 to 30 degrees for the high temperature. So across the week well be cold saturday, but dry like i mentioned and 30 degrees sunday and mid30s and the snow and ice moves in. Look at the temperature trend next week tuesday wintry mix, but by wednesday were talking about temperatures potentially in the mid50s with rain around and that could be melting a lot of the ice and more details on that coming up. We had some snow flurries this morning and they didnt stick around that snow and we are under a Winter Weather advisory. And temperatures will be below freezing so icing is my concern at that point. Well we dont have nearly the amount of snow theyve been dealing with in the past few weeks in new england. That snow can be dangerous. A man in New Hampshire says he was buried alive in his own yard when snow fell off his roof as he was trying to clear it away. His wife and daughters had just left so he spent hours trapped under two feet of snow. Eventually he was able to make enough room to breathe and call for help. My wife had come home and she had realized that something was wrong and she thought she heard something and, you know she said it sounded like a whisper. His wife found him. She called 911. Firefighters were able to free the man, get him to the hospital. He only has a few bumps and bruises. Boy, is he lucky. Thankfully for that. Many who rely on new Jersey Transit busses and rails fear it will be costly and any change to Service Routes will interfere with their work schedules. New Jersey Transit tells nbc 10 its ridership jumped providing 271 million trips and any fare hike would not go into effect until some time after july 1st. From the Delaware Bureau get ready for more traffic headaches on 495. Another round of lane closures is scheduled for next week. Del dot will close two northbound lanes and one southbound lane near the Christina River monday. The closures will happen between 9 00 a. M. And 3 00 p. M. Crews will work to fix the bridge that was found to be unstable last year. Those days have not been scheduled. Its a troubling trend in and around redding. I told my daughter if anybody touches her to punch them where the sun dont shine and run. Reporter six children were almost abducted by a stranger. Many parents now walking their kids home and some want a bigger police presence. I think there should be a cop patrolling the area at all times. If hes done it once hell do it again and if he succeeds there is a family without a child if he gets away. A 13yearold girl was grabbed at a bus stop. The suspect may have also exposed himself. And on monday another girl was grabbed, but fought back while walking home in spring township. Police released this suspect sketch. It resembles a previous sketch from yet another case last month. Tell your child to never get in someones car. The Brooks County sheriff filmed a Public Service announcement for parents and families. This was the scene along ocean avenue. Nice blanket on the ground in margate. I shot this video this morning and streets and sidewalks were snow covered there. It was a snowy start for the school day in Atlantic County. Cars and driveways were covered with a layer of snow by 8 00 in the morning. Parts of southern delaware got socked, as well and take a look at what the roads looked like in Sussex County and a snowy drive in milford. M. And by 10 00 tonight we should be in the upper teens around philadelphia. A philadelphia woman accused of giving a deadly butt injection. Paige victoria winslow took the stand. She is charged with third degree murder of a british woman who flew to philadelphia for a butt enhancement procedure. She testified today that she be gan performing those procedures in 1995. This case could go on for another two weeks. A burglar ends up on her bottom after slipping on the ice during a breakin. Take a look at the right side of your screen here. Today the fcc agreed to impose strict regulations aimed at enforcing what is called Net Neutrality. Internet providers like comcast, verizon and at t will be prohibited from granting faster access to companies that pay for the privilege. Basically the internet will be regulated just like a public utility. Joining us to talk more about what it all means is kevin warback. Hes an associate professor of Business Studies and legal ethics at the university of pennsylvania. Thank you for being with us. First of all, walk us through the fccs decision and what this means. The fcc reclassified Broadband Internet access as whats called a telecommunications service. The fcc had rules in 2010 prohibiting discrimination and blocking by broadband companies. They were overturned in court. So the fcc had to go back and redo the rules. It decided to do them under this new legal theory that puts Broadband Access under the same provisions of the statute as traditional telephone service. How might this affect the average Internet User . What do they need to know about all of this today . Nothing will change immediately. So this is not going to change the cost of your broadband. Its not going to change really directly how you get online. What its going to do is ideally keep broadband the same. Prevent Broadband Access providers from engaging in discrimination and other practices that might prevent you from getting access to various kinds of services and applications. And pushback expected from these companies, lawsuits expected. Could this delay the whole process . What happens next. As you said next there will be lawsuits. Congress will step in and talk about legislation. They probably wont pass anything. There will be legal challenges and probably were going to have at least two more years before we get a final answer if this is upheld in court. Something that consumers will not notice immediately. Well, some parts of the area saw a lot of snow this morning and other parts not so much, if any at all. We could still see flurries left over and were also tracking snow showers for part of the area tomorrow and not amounting to much though and we could see some move through the area and march 1st is actually this sunday. So were getting closer and closer to spring but so far going into march 1st we still look to be 12 degrees below normal and the warm up into next week and before that we have snow and ice in the forecast and before the weekend is over it looks like more the end of sunday and ill show you that in just a second. Heres a look at Shawnee Mountain and skiers and snow boarders up there and in the poconos, it feels like 20 degree degrees and cloudy conditions. Its decent for the higher elevations. We are still in the 20s, mid to upper 20s and either at or below freezing in south jersey and delaware temperatures here remaining right around 30 degrees. As we end out the week we will be staying about 20 degrees or so below whats considered normal. Then next week well have a little bit of a thawing period and heres a live look at the radar and now were watching a few snow flurries and light snow showers headed toward the poconos and a few areas north and west as we go through tonight. We could see a few more and lears a look at future weather early tomorrow morning and theres a chance we could see a couple of snow showers and even through the afsh the future weather is picking up on some snow showers moving through and i dont think theyll amount to much through the afternoon and were also cold. A cold start to the weekend and saturday it will be cold and sunday is also going to be cold and then well be watching a chance for some snow potentially later in the day svend and also some ice occurring, too, as temperatures try to warm up a bit in the upper levels of the atmosphere until we go into monday and at the surface we could still be at freezing and thats where we could see an icy mess happening late in the day sunday. For tonight, cloudy also very cold and chance of flurries and 19 for the low in philadelphia and 14 degrees in the areas north and west and for tomorrow a cold day, 27 to 30 degrees and the average is mid40s and not amounting to too much. At least we stay dry and it will be sunny and by sunday well see some late snow and ice and look at monday your temperature 41 degrees and tuesday were back into the mid30s with a wintry mix and wednesday we are talking about mid50s and it does come with rain and either way, that mid50s and it should be melting a lot of the ice thats around. Almost warm enough for baseball season if we can get above the 50s and spring training isnt just about drills and sharpening your baseball skills.
